Uh oh: Only 5-15% of enrollees have paid their first month of premiums in some ObamaCare plans

A good way to tell whether a media outlet is serious about ObamaCare reporting is to see if they cover this bombshell as a corollary to the new enrollment data. If 365,000 have “signed up” but only one-tenth of them, say, have paid their first month of premiums to activate their new coverage, how many people are really “enrolled” in ObamaCare plans right now?

Last week an insurer in Indiana told CNN that one of their plans had received payment from only 20 percent of people who signed up so far. According to Charles Ornstein’s sources, that insurer was doing relatively well.

“There is also a lot of worrying going on over people making payments,” industry consultant Robert Laszewski wrote in an email. “One client reports only 15% have paid so far. It is still too early to know for sure what this means but we should expect some enrollment slippage come the payment due date.”

Another consultant Kip Piper, agreed. “So far I’m hearing from health plans that around 5% and 10% of consumers who have made it through the data transfer gauntlet have paid first month’s premium and therefore truly enrolled,” he wrote me…

Blue Shield of California said it has sent out thousands of payment request letters…

While saying it is difficult to guess what will happen, Piper said he believes “a plan will be lucky if half of applicants pay first month’s premium on time for January coverage start but that perhaps three-quarters will pay in time for coverage start by February or March.”

My pal Karl pointed out on Twitter that Ezra Klein’s blog is describing the 365,000 sign-ups announced by HHS today as people who “have purchased private insurance.” Simply not true, and it’s no minor detail that it isn’t. Remember, per the CNN article last week, failing to pay by the deadline this month doesn’t necessarily mean that your coverage will take effect next month as soon as you finally pony up with your first premium. In some states, your enrollment is void if you don’t complete the purchase on time. That means you’ll have to re-enroll in January, which might be an easy process or might not be depending upon whether Healthcare.gov can handle the growing traffic load and whether insurers are buried under a mountain of backlogged applications, some of them with errors that require correction.

I’m frankly surprised that HHS hasn’t started ringing alarm bells about the nonpayment problem in order to try to mitigate it. I can only assume, as with so much else, that that’s a political decision made at the expense of a policy one. The more they start screaming about paying on time, the more the media will start focusing on this as the next landmine to detonate, replete with another look at how pricey some of America’s new “affordable” coverage is. Better to keep quiet, let people not pay, and then seek some form of “fix” next month in which HHS covers the first month of payments for new enrollees in return for repayment at a later date. Or maybe the easier fix would be for the King to proclaim that no enrollments will be voided in the event of nonpayment. They’ll simply be suspended until payment is tendered. That would reduce the logistical complexity of all this — a little — but I don’t know how insurers will replace the missing revenue in January from all those delayed premiums. Maybe that’s where Uncle Sam and “risk corridors” come in.

Elsewhere in ObamaCare chaos news, go read this USA Today report from Monday about how the new and allegedly improved Healthcare.gov is telling some people who make $80,000 a year that they qualify for Medicaid. When those people call the O-Care hotline, the operators tell them that whatever the website says must be correct. Will those poor saps be sprung from limbo in time to enroll before the deadline? Stay tuned.

Update: Sebelius was asked about this at today’s House hearing. Quote:

Burgess: What if that patient doesn’t make the premium payment? You said they’re covered Dec. 23, but they never write the check. They never make the payment.

Sebelius: Then they’re not covered. They are not enrolled, and at every point along the way, on the website they are told until they make the payment—

Ken Wood, a senior adviser to Covered California, the state’s exchange … said the consequences of missing the first payment differs by person.

“The good news for this first open enrollment is that missing a payment deadline just rolls your effective date a month,” he wrote. “This is OK for the uninsured but a potential concern for the insured who are rolling over into a compliant plan since they will now have a gap in coverage.”

Before the clusterfark – about 45 million American’s didn’t have health insurance.

After the clusterfark (and including those to lose coverages because of the employer mandate) – about 140 million American’s not having health insurance.

Look on the bright side, it’s only going to cost us about $3T to add those 100 million to the uninsured side of the ledger…

True Story: I just logged into the NY exchange. They presented an array of 50 plans. They also had a way to check if your doctor is on the plans. I typed in my cardiologist’s name, and the system came back with his office address. I asked for the plans accepting him. I got the same array of 50 plans. I called his billing office to see which plans they prefer to work with. They informed that they will not accept any of the Exchange plans and that they had asked the state of New York to remove their name from the Exchange website.

This falls within the New York state definition of insurance fraud. I am sure that the state of New York (as the lying p.o.s. Barack Obama) is exempt from criminal enforcement of the insurance laws. However, the laws against insurance fraud have a moral basis; i.e. insurance fraud actually is deeply morally wrong. They shall one day face judgment.

Once again, they’re putting politics over policy. And they can’t avoid the inevitable which is this thing blowing up in their faces. The problem is there’s no realistic fix for millions of people having no insurance come January. And no, I don’t see how Obama just waves his magic executive wand and deems all those people “covered”. Hospitals, doctors, and insurers may have a little something to say about that. And if Obama’s counterproposal is to just throw taxpayer dollars at those aggrieved groups in order to keep them quiet for a little while, something tells me that won’t exactly play well with the electorate in the months leading up to the midterms.

Yep, and this is almost where we are at. I told my wife to drive carefully and don’t start skydiving.
In my case – family of 4 – it’s $1000 per month and $12,000 deductible. $24,000 per year.
If something did show up – THEN you buy the coverage. If you got hit by a bus – hope it takes you out and your life insurance is paid up.

If there was ever a time in my 59 1/2 years of life that I truly thought the American way of life was totally spinning out of control it is now. The train-wreck analogy does not do justice to what is happening to millions of people lives right now.

For the last 2 1/2 months each day brings a new headline of disaster to Democrat Care. It would take several pages to print a comprehensive lists of just the headlines and several reams to print each story.

So not only are people not buying private insurance through the exchanges, the one’s that are trying to buy private insurance through the exchanges aren’t paying their premiums.

~$1B for 75% of a website covering 35 states that has made it possible for about 20,000 Americans to buy / pay for a health insurance policy – out of about 45 million uninsured before the ClusterFark, and after another 6.4 million lost the coverage that they had.

And I thought many of the eCommerce business plans I saw in the build up to the Internet bubble in 1997-2000 were bad.

The enrollment deadline is March 2014. And if you look at the pace of enrollments under Romneycare in Massachusetts the graph line is very similar to the ACA. I wasn’t pressed during the non-scandal of the rollout and I’m not pressed now.

Go read APs link to the USA today piece. Makes me question the big numbers of Medicaid enrolments big time. How many folks, clearly not eligible for Medicaid, are now enrolled? There is no upside on that, either they discover on Jan 1 that they do not in fact have either Medicaid or private insurance, or they(for a period of time)effectively hose the system with pure cost? What a giant cluster. I was prepared for chaos in this whole deal, but this will clearly be far worse than the nightmare I imagined.

No one said anything about paying. You sign up (i.e. fill out the form), and you’re covered. That’s it.

The high percentage of Medicaid to Insurance sign ups did make sense to me, because why not sign up if it’s free? But after reading that little tidbit, even that is a big question. We are talking LIVs in many cases. How many, after clicking through, said to themselves “huh”. “Check this out honey, we qualify for free healthcare!”. “Let’s go ahead and order that Beemer!”

Well, that depends on where you are cherry-picking your information from. But population-wise, the White population of the US is at 77.9% (2012), while the Black population was only 13% and Hispanics made up 16% of the US population. So even a non-Rocket Scientist like yourself can surmise that when you have many times more Whites than Blacks, Whites will use more government services.

In 2011, according to one “study”, 59% of Whites received food stamps, while 28% of Blacks did. But as a percentage of race on food stamps, Blacks outnumbered Whites by almost 3 to 1.

And early this year, the Leftist PEW organization had these results:

How many Americans have ever received food stamps?

White: 15%

Black: 31%

Hispanic: 22%.
