NY Post: Did Census fake the September 2012 jobs report?

posted at 8:41 am on November 19, 2013 by Ed Morrissey

Readers may remember the strangely optimistic September 2012 jobs report that showed a three-tenths of a percent decline in the U-3 jobless rate just five weeks before the presidential election.  At the time, a number of people wondered if the Bureau of Labor Statistics and the Census Bureau cooked the books on the report, which pushed the official jobless rate below 8% for the first time in Barack Obama’s presidency. Last night, the New York Post’s John Crudele wrote that an anonymous official at Census claims that they did cook the books, and wants to talk to Congress about it. Crudele also got one Census employee to go on the record and admit his manipulation:

Just two years before the presidential election, the Census Bureau had caught an employee fabricating data that went into the unemployment report, which is one of the most closely watched measures of the economy.

And a knowledgeable source says the deception went beyond that one employee — that it escalated at the time President Obama was seeking reelection in 2012 and continues today.

“He’s not the only one,” said the source, who asked to remain anonymous for now but is willing to talk with the Labor Department and Congress if asked.

The Census employee caught faking the results is Julius Buckmon, according to confidential Census documents obtained by The Post. Buckmon told me in an interview this past weekend that he was told to make up information by higher-ups at Census.

How did the manipulation take place? The key to this puzzle is in the methodology used by BLS to derive the jobless rate.  They conduct two surveys, Household and Establishment.  The jobless rate comes from the former, while the official jobs added figure comes from the latter. It was the Household survey that picked up the highly unlikely figure of 873,000 jobs added in September, which wasn’t the official jobs added figure (that was +114K), but skewed the jobless rate significantly downward anyway — even while the U-6 overall unemployment/underemployment figure didn’t budge at all.

These are telephone and in-person surveys taken in the middle of the month, and the Department of Labor requires Census to get a 90% success rate on its interviews — meaning that 90% or more of those contacted complete the entire survey.  When Census couldn’t reach that level of completion, Buckmon claims that surveyors simply started making up numbers:

Census currently has six regions from which surveys are conducted. The New York and Philadelphia regions, I’m told, had been coming up short of the 90 percent.

Philadelphia filled the gap with fake interviews.

“It was a phone conversation — I forget the exact words — but it was, ‘Go ahead and fabricate it’ to make it what it was,” Buckmon told me.

This is more than just an election issue, Crudele reminds his readers.  Investors make critical decisions based on BLS data and its reputation for integrity — and so does the Federal Reserve:

To cite just one instance, the Fed is targeting the curtailment of its so-called quantitative easing money-printing/bond-buying fiasco to the unemployment rate for which Census provided the false information.

So falsifying this would, in essence, have dire consequences for the country.

Indeed. It will also have dire consequences for the Obama administration, which has been in an integrity meltdown all year long, but which has accelerated as the last few weeks.

To paraphrase Dan Rather, it was fake but accurate. Or maybe not accurate, but it served its purpose. Fool half the people all the time, for the glory of the Lyin’ King.

This just makes me spitting mad. A local radio talk show has a tea party guy and a middle of the road guy as the hosts, and when the results came out right before the election, I called in. The tea party guy and me stated absolutely unequivocally that the numbers were lies, and the middle of the road guy made fun of us. He completely didn’t believe us and thought we were looney toons for even thinking it.

Eff you, buddy. We were right. I am going to call in in the morning and ask for an apology.

Did Census fake the September 2012 jobs report?

My assumption about this administration is that any underhanded thing we fairly honest people can think of, professionally dishonest people like them probably thought of first, and if they thought of it, they probably did it, because they would correctly assume that the dishonest media would help them hide it, or help excuse it if it was too big to hide.

In short, the limits on what we assume this administration is capable of are likely not limited by any American values, but only by the fact that of most of us are not practicing criminals and cannot imagine the opportunities for deception and corruption that they can come up with. Any questions?

It’s simple. Obozo doesn’t know anything that goes on, he’s a genius. Bush, on the other hand, knew everything, he’s an idiot.

Flange on November 19, 2013 at 11:17 AM

It’s getting to the point that referencing this as the most open and transparent Administration ever is little more than a sad punch line.

This is little more than an after the fact confirmation of something that was largely suspected – and now part of a very disturbing pattern of lies, misrepresentations, and incompetence that is approaching the status of being standard operating procedure.

What if any ramifications will fall upon those in the Administration over this latest malfeasance?

His continued presence now runs the risk of irreversibly damaging the Socialist movement to the point of no return.

Myron Falwell on November 19, 2013 at 10:56 AM

When it comes to credibility, the President, his Administration, and the progressive-fascist agenda, should have absolutely none remaining given the record of the past 5 years.

Yet, until the EpicClusterFarkNado, their collective credibility showed little effects of years of lying, evasions, incompetence, and failed policies. Even with the EpicClusterFarkNado, we still have a sizable percentage of the population (low 30′s) who embrace the community organizer and his agenda as being the answers to all things despite reality.

If the ‘socialist movement’ has not been irreversibly damaged in all of the previous failures that are part of the historical record, it is unlikely, at least for the 30% or so ‘true believers’, that it can be discredited by the incompetence of the Administration or the fundamental bankruptcy of the agenda.

It’s as if the message still coming from the lapdog media and the Administration is going to be a brazen, ‘who are you going to believe, us, or your own lying eyes?’ with the strong hint being that their picture of reality is what is real, and what we are seeing / experiencing is just our own misplaced bias and bigotry.

It’s too bad because gwelf asks a very pertinent and telling question. Of course, given the challenges most of the left that participate on HA have in offering cogent and valid points, the answers might not really be answers at all.

Mason on November 19, 2013 at 11:47 AM

I bet Obama is just reading about/ hearing about this now. So we have voter suppression-lying about ACA-and now falsifying data. All three of those added up and you can steal an election.

jaywemm on November 19, 2013 at 11:56 AM

I can already here Obama talking in my head:

“Uh, let me be clear. No one is more outraged by this than I am. Uh, the people need to trust their government. I found out about this just like everyone else did, uh, in the news. Aaaand, I’m not going to let the Republicans in the House turn this into a political circus. Uh, my own people will look at this. Who are also, um, outraged by this. I’m going to find those responsible and, uh, make them accountable.”

onomo on November 19, 2013 at 12:02 PM

How many little things does it take to steal an election? Apparently quite a few. Apparently, there was not department, in the government, not willing to do their part to make sure Obama was re-elected. Maybe we should be looking at the others.

bflat879 on November 19, 2013 at 12:02 PM

This is truly remarkable.
What would this look like in the private sector?

Let’s say an environmental manager and staff for a coal-fired powerplant did something similar.

With the new regulation of CO2 coming down the pipe, they calculate their CO2 emissions to be lower what is actually being emitted.

Not only would the manager and staff be facing jail time, but the CEO and company would be facing significant fines and be demonized in the press by the EPA.

Government screw ups and lies are being blamed on low-level employees, Obama is not accountable.

Private company screw ups and lies that are only the fault of low-level employees are entirely blamed on the company and its executives.

Ah memories….
I would have fired BP chief by now, Obama says
Ex-EPA lawyer brands oil company as ‘recurring environmental criminal’

President Barack Obama says he would have fired BP’s CEO Tony Hayward over controversial comments downplaying the Gulf oil spill — if the executive had been working for him.

“I have not spoken to him directly,” he told Lauer. “Here’s the reason. Because my experience is, when you talk to a guy like a BP CEO, he’s gonna say all the right things to me. I’m not interested in words. I’m interested in actions.”

Obama also defended himself against criticism about his handling the disaster, saying he had been in the Gulf a month ago before “most of these talking heads were even paying attention.”

“I don’t sit around just talking to experts because this is a college seminar,” the president added. “We talk to these folks because they potentially have the best answers, so I know whose ass to kick.”

Del Dolemonte on November 19, 2013 at 12:12 PM

So Obama faked the employment numbers and used the IRS to target conservative groups in an effort to suppress the vote. What else did he do to get re-elected?

Jack_Burton on November 19, 2013 at 12:13 PM

A survey is just a poll, and just as easily crook’d

Someone chooses the phone numbers. Someone interprets and enters the responses

Then, the data is weighted. Someone cooks up the weights

The phone guys could take dead accurate data, on a fair sample, and the weight guys can play the weights until it smells the way they want

People think the Census just tabulates what comes in. All their reports are from samples they select from the total census reports returned to them, and weighted with weights they concoct.

The only number I used to trust in government data was the total count for population of the United States. Now I begin to wonder about that one

KMC1 on November 19, 2013 at 12:29 PM

The Obama administration used the IRS to suppress his political opposition.

The Obama administration used the Census Bureau to make it look like the economy was improving, just in time to sway the election.

The Obama administration let Americans, including a US Ambassador, be murdered in Libya to cover up illegal gun running to Al Qaeda, and fired any commanders who tried to help save them.

Is it any wonder why Obama so often claims not to know what’s going on? If he ever admitted to knowing about these things, even the Democratic Senate wouldn’t be able to prevent his impeachment.

More and more, it becomes clear that the 2012 election was fraudulent.

You know, we’ve had I think three historically corrupt administrations: Grants, Hardings, and Obamas.

Grant really didn’t know what was going on; he appears to have been relatively incompetent at anything but generalling (which he was a genius at); and he was a decent writer. Harding and the tea pot dome scandal stood as the worst until Obama.

Obama’s trying the Grant approach: I knew nuthin!

But Grant was clearly well beloved and had some something worthwhile, and his policies were like most presidents; some good, some bad.

Obama has had nothing go good for the American people. It’s all trash. Corruption, thievery, and destruction.

If Obama was a spawn of Hitler determined to take down America, what, exactly, would he be doing differently?

slickwillie2001 on November 19, 2013 at 1:39 PM

All of these stories coming out about the fraud and lawlessness going on leading up to the 2012 election should mean that Obama gets impeached. Unfortunately the Dems hold the Senate. Rather than lamenting the fact that the Repubs aren’t impeaching this db remember who stands in the way. Harry Reid and his Pips in the Senate. Get rid of as many of these snakes as we can next year and then impeachment is on the table (with ample proof).

It makes me giddy just thinking about it.

Actually, we’ve had at least 4. You forgot Clinton.

A reminder:

- The only president ever impeached on grounds of personal malfeasance

- Most number of convictions and guilty pleas by friends and associates

- Most number of cabinet officials to come under criminal investigation

- Most number of witnesses to flee country or refuse to testify

- Most number of witnesses to die suddenly

- First president sued for sexual harassment.

- Second president accused of rape

- First first lady to come under criminal investigation

- Largest criminal plea agreement in an illegal campaign contribution case

- First president to establish a legal defense fund.

- First president to be held in contempt of court

- Greatest amount of illegal campaign contributions

- Greatest amount of illegal campaign contributions from abroad

- First president disbarred from the US Supreme Court and a state court
