WaPo: HealthCare.Gov, working by the end of November? Yeah, about that…

posted at 8:41 am on November 13, 2013 by Erika Johnsen

A few weeks ago, the Obama administration blithely imposed upon themselves a deadline of November 30th as the target date by which HealthCare.Gov’s many prohibitive glitches positively should be and absolutely would be finally worked out:

“We are confident that by the end of the month of November, HealthCare.gov will operate smoothly,” said Jeff Zients, the former White House budget director tasked with finding a way to get the enrollment process back on track. He said a group of technology experts has developed a “punch list” of problems they need to fix in order to get HealthCare.gov on track. At the top of the list, he said, are problems with the information the site is feeding to insurance companies.

If [very] recent history is any indication, however, the Obama administration doesn’t really have much of a problem making promises they are egregiously well aware they have no way of keeping, and they seem to be well-poised to take yet another ObamaCare-related egg to the face. The evidence has been mounting that the website still won’t be ready after a full two months into the (as yet) six-month enrollment period, and the Washington Post has another report out on that front:

Software problems with the federal online health insurance marketplace, especially in handling high volumes, are proving so stubborn that the system is unlikely to work fully by the end of the month as the White House has promised, according to an official with knowledge of the project.

The insurance exchange is balking when more than 20,000 to 30,000 people attempt to use it at the same time — about half its intended capacity, said the official, who spoke on the condition of anonymity to disclose internal information. And CGI Federal, the main contractor that built the site, has succeeded in repairing only about six of every 10 of the defects it has addressed so far. …

Government workers and technical contractors racing to repair the Web site have concluded, the official said, that the only way for large numbers of Americans to enroll in the health-care plans soon is by using other means so that the online system isn’t overburdened.

Ruh, roh.

Zients mentioned above that one of the biggest problems still plaguing the site is successfully feeding the inputted information to insurance companies, and in that same vein, as Politico reports, that transferring problem has some mightily inconvenient implications for the one part of ObamaCare actually showing signs of life: Medicaid signups. If the system was working like it’s supposed to, Medicaid applications submitted via HealthCare.Gov would be getting approved by the federal government and then transmitted to the states, who would then finalize them and begin coverage for new enrollees on January 1st. …Except that the system isn’t working.

But HealthCare.gov hasn’t begun transferring those applications yet. The Obama administration has delayed the process twice and hasn’t made public a new start date. If it’s not up and running by December, several state Medicaid officials meeting in Washington warned Tuesday, those would-be enrollees might miss the start of new coverage.

And they might not even know it until they show up at a clinic or a doctor’s office or a hospital and try to get care. After all, they had signed up — and wouldn’t necessarily know they were caught in another Obamacare glitch. …

Obama administration Medicaid chief Cindy Mann told reporters Tuesday that her agency is actively working with states to get the application transfer online.

“We’ve been testing those systems with states and hopefully soon we’ll be able to do the full account transfers,” she said.

This debacle is the same as the FAA’s “New” air traffic control computer system that was begun almost 20 (twenty) years ago! It is still not operational today. Let’s face it, the government is incapable of producing anything efficiently. What ever they get involved with is so bureaucratic and unwieldy that trying to make small changes to it never works and only creates an unworkable system that defies solutions.

inspectorudy on November 13, 2013 at 8:54 AM

I depends on what they mean by the word “work”. It may be just fine the way it is now for what they want to accomplish.

FOWG1 on November 13, 2013 at 8:56 AM

Surprise! Or not.

Only those gullible enough to believe Obama when he said they could keep their plan would have been gullible enough to believe this could be fixed by the end of November.

What will be the next fairy tale the administration tells the gullible?

taznar on November 13, 2013 at 8:57 AM

So the promise that the website would be fully functional by the end of November was yet another lie? It is going to be interesting to see how they deal with the “volume” when millions are trying to get insurance in December because they’ve been cancelled by their “substandard” plans with no way of doing what Obama is demanding that they do.

In the meantime, let’s hear the lecture again about how Obamacare is the law of the land and rolling out perfectly with just a few “glitches” that really don’t matter to the tiny number of people who find themselves having to give up their sub-par insurance for the awesomeness of paying for some slut’s birth control.

albill on November 13, 2013 at 9:01 AM

Hilariously, just this morning I watched a snippet of Morning Joe where Larry Summers (formerly the PResident’s closest economic advisor, nearly a nominee to run the Fed and famous for criticizing female scientists) was blaming this failure on “an entrenched opposition to success”.

Yup– Larry Summers believes that Republicans joined hands together and projected their minds all at once, in a powerful mind-meld, and this effort has caused the failure of dedicated Democrat software coders in building 404Care.gov.

Maybe Larry thinks better mind-control shielding is where they should spend some money before building any improvements into the code. Ace suggested last week that Democrats believed this tripe and now I think there is proof he is right.

“Though a sideshow throughout Obamacare’s passage and litigation, Medicaid’s pivotal role in President Obama’s health care reform effort has become apparent following the law’s October 1 implementation. In many states, Medicaid enrollment through the Healthcare.gov portal is dwarfing the number of “private” insurance plan purchases.

While this development represents a major financial threat to the survival of Obamacare, new regulations established by Obamacare to cover Medicaid enrollment have created a major threat to the United States’ ability to administrate that far larger benefit program.

* Non-citizens are eligible for Medicaid and CHIP (Children’s Health Insurance Program). This is not a new development. However, the documentation and verification process for such enrollments was significantly eased by regulations in the Affordable Care Act.
* Getting fraudulent applications for Medicaid or CHIP approved is now easier, and thus more likely.
* The risk is increased by the security concerns inherent in the Navigator/Assister program. (For background on these concerns, read: “DRAINING THE SWAMP: Top 40 Troubling Listings from the Obamacare Navigator/Assister Security Nightmare”, and “Identity Theft Russian Roulette: Healthcare.gov Refers Users to Uncertified Navigators and Assisters”.) Also watch James O’Keefe’s undercover sting, which reveals the inevitable results of creating such an unaccountable program.)

While troubling, final approval of fraudulent applications represents a lesser element of the problem regarding non-citizen enrollment. The greater concern is initial approval:

* Applicants attempting to register for Medicaid as non-citizens by using Healthcare.gov will have their identification checked in real-time by the SAVE (Systematic Alien Verification for Entitlements) database. But if SAVE verification fails, the applicant is not prevented from enrolling in Medicaid/CHIP.
* In fact, the opposite occurs: the applicant is likely enrolled in Medicaid immediately.
* The applicant is then given a 90-day period to clear up the identification problem.
* This “enroll first, confirm later” regulation, combined with the ACA’s easing of verification requirements, allows anyone, from a computer anywhere in the world, to successfully auto-enroll for 90 days of Medicaid by entering fraudulent information about being a certain category of legal alien living in the United States.
* There is no guarantee that state governments will take action to cancel these enrollments at the end of each application’s 90-day period if identification is never provided. The cancellation of unverified enrollments is left to each state’s available manpower and political will.
* At the end of the 90-day period, if states do indeed ask the applicant to produce identification or to have the enrollment canceled, the applicant is allowed to ask for an extension of the 90-day period. The applicant can get the period extended for significantly longer.
* Obamacare does not allow any information entered into Healthcare.gov to be used for legal action against illegal immigrants. Like “catch and release,” an applicant could attempt to fraudulently enroll repeatedly.

* Foreign entities looking to flood the Medicaid rolls with fraudulent auto-enrollments are, of course, beyond U.S. prosecution and able to cause such chaos.
* An organized effort by domestic or foreign entities to create countless numbers of these fraudulent enrollments could challenge Medicaid with an unsolvable administrative situation.

Adriana said she was a wife and mother who lived in Maryland with her 21-month-old son and husband of six and a half years. Her husband is a U.S. citizen, as is his her son. Adriana said she had lived in the U.S. for more than six years, was currently a permanent resident and was applying for citizenship…”

Where did the money go?
Why is this not the most important question? Whose hands did it pass through?
Will it suddenly reappear in some form as money bombs for progressive candidates with no trail as to who and where the money came from? Millions of tax dollars for a website??…that doesn’t even work for a minimal amount of traffic???
This doesn’t seem highly unusual to anyone? Really??

When I was in business school, we had to study boring cases like the New Coke debacle (which I still contend worked out for them in the long run). Lucky students will get to study this crap sandwich which is far more interesting.

Post-dinner animated conversation in small groups tends to get quiet when I approach. They know me.

In your pre-meal prayer and blessing, make sure you give thanks for healthcare.gov and Øbamacare, not only for the premier examples of government incompetence that they exemplify but also for the implements of Democrat Destruction that they represent. That should get them riled up.

I think there is a possibility that it is not a incompetent debacle at all. Imo, it is a very effective money and power grab. They actually don’t mind looking foolish for a while, when in the long run they will maintain power or at the very least have skimmed off enough money and added enough chaos to destroy the country.
These people are criminals and probably like everyone focusing on their foolishness and incompetence.
A great deflection form their crimes. “We’re not criminals…we’re just dummies”

I intend to sit them at the “liberal’s table” and promise them a traditional Thanksgiving dinner with all the fixings. Then I’ll throw a loaf of Wonder Bread and a package of turkey balogna on the table with the explanation that there were “glitches” in the kitchen that prevented providing roast turkey until at least December. Bon Appetit.

Happy Nomad on November 13, 2013 at 9:06 AM

ROFL

I’m going to bring a street bum in to sit next to my liberal bro-in-law, and just as my BIL is handed a heaping plate of food I will snatch it away and give it to the bum. “Spreading the wealth, brutha, and by the way your share of the meal cost is $200. Pay up.”

Bishop on November 13, 2013 at 9:11 AM

I can see that Thanksgiving is going to be quite eventful all over America this year! Glad I’m not a beat cop anymore!

It should..he has a preexisting condition.

Software problems with the federal online health insurance marketplace, especially in handling high volumes, are proving so stubborn that the system is unlikely to work fully by the end of the month as the White House has promised, according to an official with knowledge of the project.

Idiots. Did they really think the best way to recover from the humiliation of promises they couldn’t possibly keep was to make more promises they couldn’t possibly keep?

FOWG1 on November 13, 2013 at 10:51 AM

I’m tellin’ ya, every single number that libs use in their schemes is thought up on the spot, every one.

Whether it’s the min wage or the stimulus or the time it takes to “fix” DeathCare.gov, they just pick a random number from the ether and blurt it out; there’s no critical thinking behind it.

Bishop on November 13, 2013 at 9:03 AM

Every leftist politician knows you don’t derive those numbers by critical thinking, or planning. You derive those numbers by focus groups.

“How does Nov 30th poll? Dec 31st? Nov 30th wins? Looks like it will be fixed by Nov 30th, then!”

There Goes the Neighborhood on November 13, 2013 at 10:56 AM

At some point you just have to walk away and abandon a project, this is that point IMO.

Johnnyreb on November 13, 2013 at 8:46 AM

Obama would never do that… He will never admit to being wrong…

sandee on November 13, 2013 at 8:48 AM

We don’t need Obama to admit that he was wrong.

What we need are 67 Senators and 290 (actually 288 due to 4 House vacancies) Representatives to admit that Obama was wrong.

Those are the numbers that it would take to fully repeal Obamacare and override Obama’s veto.

If every Republican (45 Senators and 231 Representatives), votes for full repeal, then we need 22 Democrat Senators (out of 55) and 57 Democrat Representatives (out of 200) to admit that Obamacare was a mistake which needs to be repealed.

We need to get 40% of the Democrat Senators and 28.5% of the Democrat Representatives to cross party lines and vote for repeal.

Difficult? Very.
Impossible? No.

“The Adults are in charge.”

Del Dolemonte on November 13, 2013 at 11:36 AM

Government workers and technical contractors racing to repair the Web site have concluded, the official said, that the only way for large numbers of Americans to enroll in the health-care plans soon is by using other means so that the online system isn’t overburdened

…adult rubber toys…with Duracell batteries?

KOOLAID2 on November 13, 2013 at 11:54 AM

I would put the hackers in charge of fixing it. You know they are working faster and more effectively on the site than the government is. They are the real experts.

neuquenguy on November 13, 2013 at 8:46 AM

Hmmm, let me think about this. . .

What goal do China and the Obama Administration both seek? Answer: Collapse of the American economic system. Therefore, yes, the best course would be to give Chinese hackers access to healthcare.gov with the actual goal of fixing it. Make it work, millions will sign up and become drone-slaves of the New Republic, which, consequently, will become overburdened and fail.

Thus, Obama will have fixed his website, and China will have collapsed its chief economic and political rival.

I will sit my liberal SIL next to my 12 year old. The 12 year old has already earned the nickname “baby raccoon” because she’s so darn cute, but absolutely cutting with logic and debate. She has three weeks of “current events” class to prepare.

The 50 year old doesn’t stand a chance.

dogsoldier on November 13, 2013 at 12:29 PM

If the system was were working like as it’s supposed to, Medicaid applications submitted via HealthCare.Gov would be getting approved by the federal government and then transmitted to the states, who which would then finalize them and begin coverage for new enrollees on January 1st. …Except that the system isn’t working.

The federal government has no intention of turning its target single-payer pool supporters to the states’ control. They know more than anyone only poor and lower-middle class would sign up. Kept Chavez in control for years. They just took over Medicaid in one fell swoop. Put themselves over the state decision process and each one’s years of local political battles.

See what’s in it

Yes, chaos will ensue…but repeal it. Replace with the prohibition of states to impose mandates and ability to conduct business across state lines. Catastrophic will return and mini plans that are condition an lifestyle specific.

They are stealing our country. I despise them.

winoceros on November 13, 2013 at 12:31 PM

The one thing this administration is good at is handing out free stuff.

They’ll figure this one out in short order.

And no matter what happens with Obamacare going forward, you’ll never repeal these people from their newly minted Medicaid.
