EBT “glitch” frenzy to cost some Louisianans their cards for a while

Last month, a malfunction in the EBT system used by Louisiana and 16 other states led to a “no-limit” food run on several a whole lot of stores in Louisiana, with over 12,000 transactions made during the malfunction being declined for lack of funds . Those who abused the system in places like the Walmart in Many, Louisiana, which chose to not enforce the emergency $50 per account limit that was supposed to be enforced during the malfunction, thought they were in the clear after Walmart and local police decided not to pursue charges:

The Many Police Department posted this week on its Facebook page: “Apparently after reviewing surveillance tapes and interviewing witnesses, Wal-Mart has no evidence of any theft, nor any other criminal activity during the October 12th disturbance at the store. With this information, the Many Police Department has closed the investigation at this time.”

They were wrong:

The Louisiana governor’s office said Wednesday night that it would strip food stamp benefits from anyone who took advantage of an EBT card malfunction that in some cases caused an all-out shopping frenzy in some stores across the state, The Advocate reported.

It is unclear how many recipients stand in line to lose benefits for a year, but more than 12,000 received an insufficient funds notice when the EBT card system was corrected on Oct.12, the report said.

“We must protect the program for those who receive and use their benefits appropriately according to the law. We are looking at each case individually, addressing those recipients who are suspected of misrepresenting their eligibility for benefits or defrauding the system,” Suzy Sonnier, the secretary of state at the Department of Children and Family Services, said in a statement.

Not only were people who were eligible for the EBT programs taking more in food than they had in their accounts, but at least some people who weren’t even eligible for the programs were using expired EBT cards to get in on the frenzy.

I wish the DCFS luck in separating the innocent sheep from the wolves. I am sure there are some who weren’t quite sure just how much their EBT balances were and just barely exceeded the balances. However, this tidbit from one of the stories Ed excerpted last month strongly suggests otherwise:

(Springhill police chief Will) Lynd says at 9 p.m., when the cards came back online and it was announced over the loud speaker, people just left their carts full of food in the aisles and left.

“Just about everything is gone, I’ve never seen it in that condition,” said Mansfield Walmart customer Anthony Fuller.

Walmart employees could still be seen putting food from the carts away as late as Sunday afternoon. “I was just thinking, I’m so glad my mom doesn’t work here [Walmart] anymore, that’s the only thing I could think about, those employees working, that would have to restock all that stuff,” said O.J Evans who took cell phone video of the overflowing shopping carts at the Mansfield Walmart.

I wish the DCFS luck in separating the innocent sheep from the wolves. I am sure there are some who weren’t quite sure just how much their EBT balances were and just barely exceeded the balances.

Unfortunately, there will be some innocent sheep culled when the penalties are accessed for the wolves. Perhaps there will be a process for appealing the decision where they can get some ‘justice’, but it would not be the first time the many are punished for the actions of a few.

But there is also a deeper issue that I wonder how many people will start to address – and that goes to the attitude of those ‘wolves’ who showed little respect to the stores, the system, or the taxpayer who funds the assistance program. They seem to believe it was their ‘right’ to embrace mob rule and behave as a thug entitled to ‘free’ stuff that never was ‘free’.

I believe that the cycle of dependency created by the progressive vision fuels this attitude. It fuels anti-societal actions and beliefs that downplays good vs bad, right vs wrong, and basic moral rules and understanding.

That is what really needs fixing.

I’m old enough to remember when welfare benefits came in dark green packages and people kept them out of site in their pantries. Now its in your face and they drive nicer cars than the people paying for it.

when the cards began showing limits again around 9, one woman was detained because she rang up a bill of $700.00 and only had .49 on her card.

I am afraid this type of attitude gives conservatives a bad name. I know people who had 6 figure jobs for many years and payed taxes through their teeth for programs like FS. Then they were downsized and all they were able to find where low paying jobs. They worked hard and honorably but still needed to rely on FS to support their families. There was nothing wrong with their using the program they payed into for decades.

Just having the system down brought out the HA trolls to bemoan the fact that children were starving since the EBT system wasn’t operating. I can only imagine the screeching when that woman who tried to steal (I’ll say it even if Wal-Mart won’t) $700 of food with $.49 worth of benefits is handed her suspension.

The liberal media will undoubtedly show some of these criminals asking “who gonna feed my babies now?”

Easy enough fix, simply ask the wolves to come forward and admit their guilt so that the innocent sheep are absolved of any wrongdoing.

I agree. These people really acted criminally, it is nothing less than stealing, looting and defrauding. Not to mention the stupidity of it. I would guess they ended up throwing a lot of the food out because they had no place to keep 12 carts full of groceries, including perishables.

The sense of entitlement in the Black communities is all because of Lyndon Johnson’s “Great Society”. It undid all the good that Martin Luther King had done to get black society to be proud of itself for all it accomplished. To work hard, and be treated equal.

While I agree that what they did was stealing I also don’t see them being penalized for life. As much as we’d all like to see that it’s just not going to happen. The only real penalty I see is that their cards carry that negative balance until it’s paid off in future benefits. If they get $500 a month and they stole $1000 worth of stuff then they don’t get anymore money on the card for 3 months.

Another problem with FS and other similar welfare-type programs is that instead of being stop-gap measures like they are supposed to be, they become the norm for a large portion of the population, and not just the moochers. It seems that large employers like the military and many school districts can get away with paying below-poverty salaries because they can count on programs like this filling in the gap.

To be fair it would be a yeoman’s chore for Walmart to go after THAT many people for theft…

Should they make an example? Sure they COULD for the stupidest of the stupid (bringing up 30 42″ screen TVS and 900lbs of lobster to the register would count) but it takes serious man hours for the company to review video & match it to exception reports per register…THEN coordinate with the local PD?

Walmart really won’t be out of any money; usually insurance will cover this, hell they may even be covered if they claim it as Looting…if they REALLY want to make a case, they could go after the 3rd party that handles the EBT transactions for compensation because of the system outage.

Walmart Security and Corporate policy was to protect the safety of the workers, the honest customers and yes even the effin leeches that took advantage of the outage.

And kudos to Gov. Jindal and the La. governemt for thier decison: it may not stop the next time, but it may cut down on the number of idiots.

I can’t speak about salaries in school, but I can speak about the military. One of the reasons that younger soldiers (who know how bad their pay is) have a million kids is BECAUSE the qualify for these bennies. Take away, and maybe they won’t be irresponsible.

I married my husband as an E-1 at 18 years. He and I waited 7 years to have a child until he was an E-5 and on his way to Warrant School. Never took a handout, although I thought it was ridiculous as an W1 that we could qualify for WIC.

Don’t know about today’s military but when I was in we were strongly discouraged from applying for assistance, even though just about any married enlisted was eligible. We were told that it would reflect poorly on the service. We had one guy whose wife did apply and get some form of welfare. You would not believe the price they later paid for that little indiscretion.

Yep. I think because there is no longer a “stigma” on it that most just go on it.

They talk about it openly. I wouldn’t do it, because I grew up in a family that you didn’t take handout if you don’t need them.

Heck, I have an auto-immune that could qualify me for Social security, but I don’t need it, so I have never applied.

First – Nobody should be allowed to have these cards for life, at most they should be nothing more than a short-term safety net.
Second – Theft is a crime, and it should be appropriately punished. Criminals should not be allowed to get government benefits.

I personally think looters should be shot on the spot, but that’s just me – what some of you might call a heartless conservative…..

I like both ideas – but I’d go with a photo/poster of the criminal’s body instead of the actual head – just because of the smell you’d eventually get – might keep away legit customers – especially if your business is food related in any way….

If by taking away their food stamps for a month, they go hungry for that month, it should just be too bad. People have survived a month of hunger before in human history. In fact, famine was a common experience before the international trade got so huge. The Torah does encourage us to feed the widows and orphans, but it never meant for us to feed a permanent welfare class. God is pretty clear about what he thinks of a permanent welfare class:

I think that the problem as such is that EBT benefits are likely considered by recipients, in general, to be extra money that they get for “free”. It is a separate card (see I don’t know much about it as I have never been on assistance) from a separate funding source.

If a belief arises that, for a time, one could draw in comparatively unlimited fashion on that source for a limited period of time, then some people would try to take advantage of the opportunity, not considering the ramifications of what happens later or assuming that there would be no negative consequences.

Walmart had probably some humanitarian ideas behind not enforcing the emergency limit, but that meant nothing when viewed from the card holder’s point of view. It was FREE money and possibly whatever happens later happens later. Get the goodies while you can. Now people who took that attitude and exploited the “opportunity” have to face the consequences which may be more severe than they would have bargained for.

They will never follow through with this. To close to elections. Just imagine the political commercials, mother of 15 denied food. The only working person to care for her 15 children and her ailing mother and grandmother. How terrible.

While I agree that what they did was stealing I also don’t see them being penalized for life. As much as we’d all like to see that it’s just not going to happen. The only real penalty I see is that their cards carry that negative balance until it’s paid off in future benefits. If they get $500 a month and they stole $1000 worth of stuff then they don’t get anymore money on the card for 3 months.

Just log this for future reference….this is what happens when the system eventually breaks down and people decide there are no rules.

Make sure you have steel doors protecting your home, and plenty of ammo in the basement. They WILL come for your stuff when everything collapses.

This incident was child’s play compared to what they will do in a crisis. Prepare yourself, people.

I think a fitting punishment would be if the ones in the area who didn’t loot and were on EBT with good balances on their card had to relinquish their balance to pay for the food that was stolen. After all, it’s for the children!
