CNN: No, you can’t buy health insurance through ObamaCare 800 number

posted at 1:01 pm on October 26, 2013 by Ed Morrissey

Actually, the video below doesn’t do as good a job of telling this story as CNN’s written story does. On Monday, Barack Obama insisted that people could call the toll-free ObamaCare (1-800-F1UC-KYO) to buy insurance if the website wasn’t working for consumers. Danielle Dellorto tried testing that out and found a much different reality from the call center:

They told me we needed to first get set up with an application. That part was very simple too — I was asked basic questions like my name, address and Social Security number.

Five minutes later, they said I was I all set.

So did that mean I was enrolled? No.

I have to call back– in one to three weeks — for that.

Turns out, the call center can’t actually process applications over the phone. They can just take your information and submit it for you.

Once I get a paper statement in the mail saying I’m eligible to enroll, I can then call the center back and enroll over the phone, the representative said.

In fact, people can’t even get information on which health plans they have as choices. The call center won’t discuss terms and prices until after the paper statement arrives:

From a consumer standpoint, the most frustrating aspect was that I couldn’t get any specifics about the various insurance options during this call either.

I was told they can’t divulge the information about the four levels of coverage choices until I get that piece of paper in the mail — a long, drawn-out process for something that it appears could be done immediately with technology.

Dellorto noted that the call wait times for the center seem pretty reasonable, at least when she called, but the effective wait time is three weeks.  Prior to ObamaCare, people could look up various insurance plans from carriers in their area on the insurer websites and simply call the insurer to buy a plan.  Now, though, in order to qualify for the federal subsidies that go along with the mandate, consumers get forced into the utterly incompetent government program and can’t find out anything.

Oh, and that approach relies on the same computer system as the web portal, so …

With the supposedly state-of-the-art $600 million HealthCare.gov portal malfunctioning, President Barack Obama is urging Americans to go ahead and try to get health coverage by mailing in a paper application, calling the helpline or seeking help from one of the trained “assisters.”

But the truth is those applications — on paper or by phone — have to get entered into the same lousy website that is causing the problems in the first place. And the people processing the paper and calls don’t have any cyber secret passage to duck around that. They too have to deal with all the frustrations of HealthCare.gov — full-time. …

POLITICO reporters who got recorded announcements earlier in the week — sometimes directing them to try HealthCare.gov — can now get through to the call center. Once they connect, staffers like “Justin” try to get people’s information into the online system.

But “Justin” doesn’t have a fast track. Asked if the website works better for him than the general public, he responded: “No.”

“The site does not work for us either,” he said.

Small wonder that industry experts contacted by CNN advised that the best approach to this debacle would be to “blow it up, start over“:

Experts say the major problems with the Obamacare website can’t reasonably be solved before the end of 2013, and the best fix would be to start over from scratch.

After assessing the website, Dave Kennedy, the CEO of information-security company Trusted Sec, estimates that about 20% of Healthcare.gov needs to be rewritten. With a whopping 500 million lines of code, according to a recent New York Times report, Kennedy believes fixing the site would probably take six months to a year.

But would-be Obamacare enrollees only have until Dec. 15 to sign up for coverage starting at the beginning of 2014. Nish Bhalla, CEO of information-security firm Security Compass, said it “does not sound realistic at all” that Healthcare.gov will be fully operational before that point.

“We don’t even know where all of the problems lie, so how can we solve them?” Bhalla said. “It’s like a drive-by shooting: You’re going fast and you might hit it, you might miss it. But you can’t fix what you can’t identify.”

Several computer engineers said it would likely be easier to rebuild Healthcare.gov than to fix the issues in the current system.

I say meet them halfway.  Blow it up, and then replace it with real market-based reforms that gets government out of the way.

From Rovin’s link

Apparently no one noticed this when the long and complicated bill worked its way through the House and Senate. Last year, however, the Internal Revenue Service tried to remedy it by putting out a regulation that redefined “exchange” to include a “federally facilitated exchange.” This is “consistent with the language, purpose and structure … of the act as a whole,” the Treasury Department said.

But critics of the law have seized on the glitch. They have filed four lawsuits that urge judges to rule the Obama administration must abide by the strict wording of the law, even if doing so dismantles it in nearly two-thirds of the states. And the Obama administration has no hope of repairing the glitch by legislation as long as the Republicans control the House.

Meanwhile … the millions given to ACORN and other leftist organizations to enroll people will be quietly laundered back to democrats.

That probably includes the 500 million given to Michelle Obama’s chum to create the useless healthcare.gov.

It’s cute how people keep thinking a) the courts will ultimately rule on this as they *should*, or b) that Obama gives a flying f*ck about what the law or the courts say and that he won’t simply grant the subsidies anyway.

Who’s going to stop him? Think he’ll sit down with a sigh and say, “well, that was an oversight in the wording of the law, and by golly, we’re going to have to let Obamacare die because – well, that’s what the law says. We gave it our best shot, but we must abide by the law!”

txhsmom on October 26, 2013 at 1:21 PM

The Affordable Care Act proposes to make health insurance affordable to millions of low-income Americans by offering them tax credits to help cover the cost. To receive the credit, the law twice says they must buy insurance “through an exchange established by the state.”

But 36 states have decided against opening exchanges for now. Although the law permits the federal government to open exchanges instead, it does not say tax credits may be given to those who buy insurance through a federally run exchange.

Agreed Midas, but at some point, some one, (perhaps the Supreme Court) has to stand up to this pompous self-righteous law-breaker, and say enough is enough. Of course, if we had any politicians who had a back-bone, they would call for his impeachment.

Rovin on October 26, 2013 at 1:24 PM

No you can not buy Obama Care toll free (800). You have to use their (900) number 727-3948 (screw it) at $2.50 a minute including wait time.

Biatches…see Pelosi “we have to pass it to find out what’s in it”, heh, heh, heh

This week, U.S. District Judge Paul Friedman in Washington, a President Clinton appointee, refused the administration’s request to dismiss the suit. Instead, he said the challengers had put forward a substantial claim, and he promised to issue a written ruling.

“This is a problem,” said Timothy Jost, a law professor at Washington and Lee University. “This case could have legs,” although “it was never the intent of Congress to establish federal exchanges that can’t do anything. They were supposed to have exactly the same powers.”

Michael Carvin, the Washington lawyer leading the challenge, says the wording of the law is what counts. “This is a question of whether you believe in the rule of law. And the language here is as clear as it could possibly be,” he said.

Schadenfreude on October 26, 2013 at 1:25 PM

This.

Cannot be undone.

/I’ve been saying it for awhile now.. Sadly, there is no possible way to un-do this.

Key West Reader on October 26, 2013 at 1:25 PM

Last year, Carvin went before the Supreme Court to argue that the law’s mandate to buy insurance was unconstitutional. The high court handed down a split decision. By a 5-4 vote, the justices ruled the government may impose a tax penalty on those who can afford to buy insurance but decline to do so. But in a 7-2 decision, they said states had the option to expand their Medicaid coverage under the law, or to turn down extra federal money.

The states have now split evenly, as 25 of them have opted to take the extra money from Washington and expand their Medicaid coverage, and 25 have refused. As a result, the law’s aim to provide free healthcare for those who are poor will go forward in only half of the nation.

The new suits take aim at the parts of the law that offer subsidies to those who are above the poverty level but still may struggle to pay for insurance. A single person with an income up to $45,960 can qualify for subsidies now, as can a family of four with an income up to $94,200. If the federal government cannot offer these subsidies in the 36 states without exchanges, it cannot enforce the mandate to have insurance, lawyers say.

“My jaw dropped when I first saw this,” said Michael F. Cannon, a health policy expert at the Cato Institute and a fierce critic of the law. He and others credit former Justice Department attorney Tom Christina and Jonathan Adler, a Case Western Reserve University law professor, with first highlighting the glitch.

“This has the potential to sink Obamacare. It could make the current website problems seem minor by comparison,” Cannon said.

Defenders of the law say the courts are being used as part of the political campaign against the law.

I’m sure the DNC can find Sebelius a cozy job in California for a few million a year, courtesy of those taxpayers she doesn’t work for but who won’t be asked if they want to pay for her glorious reign in the Golden State.

Watch for it, Sebelius will reappear sometime in near future in a “job” similar to the Napolitano landing as the new Pres. of the University of CA system, well paid, well glorified, hugely well padded with Leftmedia and grand applause, commander of all she surveys.

The DNC will do likewise with Sebelius and my first hunch is it’ll be relocation to CA at taxpayers’ ongoing expense or else somewhere in Massachusetts under same conditions, thereabouts. Harvard U. may like to host her with a tea or something.

Particularly when the SecHHS is on record saying that she doesn’t work for the American people calling for her termination. (That’s another little item that is being dropped in the memory hole as quickly as possible. Bias is demonstrated in what is omitted as well as what is told.)

Athos on October 26, 2013 at 1:41 PM

Years, YEARS ago, I wrote:

“Obamacare” was a nation-wide expanded model of the “Howard Dean Medicaid statewide expansion” done in Vermont (and that wrecked their economy and medical care delivery).

I wrote that, Obamacare would literally be and only be a nationwide push of millions of our population into a “nationwide Medcaid” system, something that would physically materialize as what any big city public health institution is like today.

I wrote years ago that Obamacare would mean the equivalent of “medicaid enrollment” for millions if not all eventually at the cost of quality, available physicians and more nurse practitioners doing what physicians do today before Obamacare (sliding downward scale of providers available, more quality, specialist providers no longer available)…

…everything I wrote about years ago has happened or is now in the process of happening. “The Obamacare Architect,” ole Rahm Emanuel’s brother in Chicago, was on Kelly’s show yesterday crowing — could be called “yelling” at moments — that, yeah, “it’s about enrolling millions in Medicaid,” as he said to all of us dumb people too dull and confused to really, really grasp the magnificence of his idea and plan.

It has been exposed what Holder/obama threatened Roberts with, the adoption of his Irish kids, via Latino status/Mexico…

Now Roberts should expose the charlatans and redeem his soul. Otherwise no layer in hell is bad enough for him.

Prohibition was done, and then undone. Of course, thousands of people were killed, fined or imprisoned to enforce a wildly unpopular, impossibly controllable feel-good effort as a result of the 18th amendment.

If you like your Jim Beam, you can keep your Jim Beam.

There are many parallels between the ACA (which is a law), and the 18th amendment. We’ve changed the Constitution twice for alcohol. This is nothing.

I’m sure the answer for this has been given, but I’m too lazy… If I don’t pay my premium now to BC, they cancel my policy. How can they policy under ACA if by law I have to have it? And if they can cancel me, do they then have to turn me in to the Feds?

Medicaid, is, for all practical purposes, a single payor solution.

Means to an end.

The networks would have ‘DAY 26′ splashed on every screen.

They would be running non-stop interviews with poor people and old people that weren’t able to sign up and may die any day now because the President was keeping them from getting ‘healthcare’.

Dem members of the House would be protesting in the streets and having campouts in tents on the House floor.

Absolutely – the People’s Republic of Mexifornia is the real poster child for the vapidity and bankruptcy (intellectual, fiscal, ethical, and moral) of the progressive-fascist-statist agenda.

What has been largely flushed down the memory hole is that while this state, 40 years ago, was truly the ‘Golden State’ and a model for the country, 40 years of progressive-fascist-statist rule (mixed in with a couple of weak progressive-lite pseudo Republicans sitting in Excremento) have taken the state and recreated Greece or Detroit on a far larger scale.

What ‘success’ exists in Mexifornia, exists despite the government not because of it.

Athos on October 26, 2013 at 2:05 PM

When it doesn’t pull in enough money because only those getting free sign up, look for the enforcement mechanisms to get draconian.

By decree.

Meet the new fascist superstate. Only the trains DON’T run on time. And the Stasi is high-tech.

In a sense. There are still far more people on employer-provided insurance and medicare, and the reimbursement rate for all three are such that doctors can pass on the Medicaid folks. And with a doctor shortage, why shouldn’t doctors treat those who can pay?

Valid point. That’s another of the ‘hidden’ problems within Obamacare.

I suspect that when this starts becoming a major issue (Doc’s passing on Medicaid (and Medicare) in favor of those who have private insurance and can pay), there will be yet another ‘solution’ coming from the progressive-fascist-statists that will run contrary to a market-driven system.

I still laugh at that stupid regulation that Cali passed about what out of state electricity suppliers could charge for electricity sold into Cali. Out of staters just refused to sell into Cali until they requested “Emergency Power” for which they could charge whatever they wanted. I recall one instance where we were selling it to them for $5000 per Mw. Our cost to produce $26. How’s that for a profit margin?

Watch for it, Sebelius will reappear sometime in near future in a “job” similar to the Napolitano landing as the new Pres. of the University of CA system, well paid, well glorified, hugely well padded with Leftmedia and grand applause, commander of all she surveys.

The DNC will do likewise with Sebelius and my first hunch is it’ll be relocation to CA at taxpayers’ ongoing expense or else somewhere in Massachusetts under same conditions, thereabouts. Harvard U. may like to host her with a tea or something.

Lourdes on October 26, 2013 at 1:47 PM

And Sebelius’ replacement will be a “diversity” candidate, like Jeh Johnson for Napolitano, so if the GOP opposes (Ok, given the RINOS, it’s not that likely, but still..), the WH will cry, “Raaaaciiiisssssm!”

Yep.

If they can’t tax more from the people, they can always print more.

Which means that they’ve started to run out of other people’s (Our) money. In any sane world that constitutes bankruptcy.

They seem to believe that their ideas and vision are too big to fail.

Hubris, pure hubris. Just like the idea that they are the right ones to make an obviously flawed system work. They are the ones they’ve been waiting for and all that.

Besides, as good Keynesian’s, they believe this will not happen until after they are dead, so it will not be their problem.

Of course but the reality is that it’s going to implode at some point and whoever is around at that time is going to get hammered. The Won has sped things up so much that I’m beginning to believe that he may actually get to see the fruits of his labor. He’s not going to like that movie.
