Video: Top US Navy officers bribed with cash, prostitutes … and Lady Gaga tickets

CBS and the Washington Post have this scoop exposing a bribery ring that sent US Navy ships to certain ports, overbilling taxpayers for maintenance while a few officers got cash, prostitutes, and tickets to shows in exchange for their alleged cooperation.  Investigators have arrested two high-ranking officers — including an investigator — as well as civilians at Glenn Defense Marine Asia for the bribery scheme:

The U.S. Navy is being rocked by a bribery scandal that federal investigators say has reached high into the officer corps and exposed a massive overbilling scheme run by an Asian defense contractor that provided prostitutes and other kickbacks.

Among those arrested on corruption charges are a senior agent for the Naval Criminal Investigative Service and a Navy commander who escaped Cambodia’s “killing fields” as a child only to make a triumphant return to the country decades later as the skipper of a U.S. destroyer. The investigation has also ensnared a Navy captain who was relieved of his ship’s command this month in Japan.

The chief executive of the Singapore-based defense contractor, Glenn Defense Marine Asia, and another company official were arrested last month at a San Diego harborside hotel after federal investigators lured them to the United States by arranging a sham meeting with Navy officials, according to court records and people involved in the case.

The unfolding investigation is shaping up as the biggest fraud case in years for the Navy. Federal prosecutors allege that Glenn Defense Marine, which has serviced and supplied Navy ships and submarines at ports around the Pacific for a quarter-century, routinely overbilled for everything from tugboats to fuel to sewage disposal.

Investigators are still assessing the scope of the alleged fraud, but federal court records filed in San Diego cite a handful of episodes that alone exceeded $10 million. Since 2011, Glenn Defense Marine has been awarded Navy contracts worth more than $200 million. The company also services ships from several navies in Asia.

This wasn’t just about overbilling, though. The indictment alleges that Misiewicz divulged classified data on ship movements, which would have put our entire fleet at risk had a conflict broken out:

In exchange for prostitutes, travel and other favors, federal authorities allege, Misiewicz provided Francis with classified information about ship movements and steered vessels to specific Asian ports.

The probe isn’t over yet, either:

Court papers make references to other, unnamed Navy officers who accepted favors from Francis, an indication that the investigation remains in its early stages.

Navy officials have identified Capt. Daniel Dusek, former commander of the USS Bonhomme Richard, as another target of the investigation. He has not been charged, but the Navy relieved him of command Oct. 2, citing the investigation.

The Navy cancelled $200 million in contracts last month with Glenn Defense Marine.  This looks like it has the potential to be bigger than just the contracts.

That may have been the Admin’s thinking on it, but I doubt very many military, active duty or retired, blame anyone except the current Admin for any difficulties the slow-down caused them. But then we know that the current admin has little wisdom, no matter how much intellect they may (claim to) have on their side.

As a 20 year Retired Navy Vet, I find this odd and very uncomfortable. In my career we went from having the CNO ADM Boorda commit suicide over a decoration he was wearing that he supposedly was never entitled to, and he considered that so dishonrable that he killed himself over it, and now we have very senior officers allegedly committing crimes that put our ships in potential danger.

Since I retired in 1999 the paradigm has certainly shifted.

In a way, it isn’t about overbilling at all. The Navy is constantly gouged by foreign companies when it comes to services and support during port visits and other activities.

But the ring of bribery, if true, is stunning. Yet another case of “what the hell were they thinking?” on the part of senior government officials.

And BTW, this is what happens with an officer corps that are not warriors but, instead, selected for promotion based on affirmative action and political correctness. I’m not saying that CDR Misiewicz was an incompetent ship driver but you can’t tell me his “killing fields” backstory didn’t come into consideration as he advanced in his career.

Back when I was stationed in Great Lakes (I’m talking ’97 – ’99) I had a roomate who was trying to act all threatening to me and all I could think was “This is the same guy that listens to the Backstreet Boys”).

When I was station on the USS Russell there were guys on my ship that went to see Christina Aquaman (or however you spell her name).

Meanwhile, I was the only one on the ship to go see Testament when they came to Hawaii.

Sounds deep and wide. This is what happens when we mythologize. They believe they’re entitled to this. When someone tells me they are active or former military, I always ask what they do.

The fact that this involves ship skippers makes my question moot. They may say, “my ship,” but it’s no more theirs than it’s Obama’s military.

Surprisingly, that ceremony serves a purpose. See, nobody likes going through it, but at the end, they can say “I don’t like this, therefore I know I’m not gay”.

What this means is that people who haven’t participated in the shellback are, at best, potentially gay. Those who haven’t know for certain if they are or are not.

Same types who sent Seal Team 6 out in a CH47 to a unchecked LZ in a “hot zone” over loaded and with no sensors for RPG ect..
Sent them out with no escort choppers, sent them out knowing that the area they were to land had been in a active gun fight for 3 hours so that every hostile in the area would be up and fighting.
Had the fly low and slow like a target down a valley with islamics on both sides of the valley and known to have RPG’s.

That and the ROE’s that get our fighting men killed.
