Video: EBT “glitch” sparks run on Walmart shelves in Louisiana

My, these “glitches” sure do get expensive these days, huh? A computer outage that impacted food-stamp operations in 17 states kept many low-income Americans from buying groceries this weekend:

People in 17 states, including Maryland and Virginia, who tried to buy groceries using electronic food-stamp cards were turned away from supermarkets Saturday as a result of a computer outage.

The system failure affected low-income individuals and families who receive food benefits through the Supplemental Nutrition Assistance Program (SNAP) and Women, Infants and Children program (WIC).

The outage occurred during a “routine test” of backup systems Saturday morning, Jennifer Wasmer, a spokeswoman for Xerox, which administers the program, said. By late Saturday, access had been restored.

After the system failed, SNAP and WIC beneficiaries in the affected states were unable to buy food using electronic benefit transfers.

“Beneficiary access to programs such as SNAP, TANF, and other programs has been restored to the 17 States where Xerox provides EBT service. Re-starting the EBT system required time to ensure service was back at full functionality,” Wasmer said in a statement.

The problem had nothing to do with the government shutdown, nor with the debate over the farm bill. The money was available (at least through the end of this month), but the computer system couldn’t verify whether the individual consumers had reached their food-stamp limit. The EBT cards function just like a debit card, drawing off of the accounts of recipients until their allotment runs out. Without the computer on line, retailers couldn’t confirm whether they would be repaid, and had to decline purchases until Xerox fixed the problem — which took several hours.

Why couldn’t retailers just ignore the glitch and allow the EBT users to complete their sales? An answer to that question came in Louisiana, where that decision had a disturbing and unintended effect. The regional Walmart office tried to choose the humane option, and got a lesson in price signal opacity through third-party payers:

Shelves in Walmart stores in Springhill and Mansfield, LA were reportedly cleared Saturday night, when the stores allowed purchases on EBT cards even though they were not showing limits.

The chaos that followed ultimately required intervention from local police, and left behind numerous carts filled to overflowing, apparently abandoned when the glitch-spurred shopping frenzy ended.

Springhill Police Chief Will Lynd confirms they were called in to help the employees at Walmart because there were so many people clearing off the shelves. He says Walmart was so packed, “It was worse than any black Friday” that he’s ever seen.

Lynd explained the cards weren’t showing limits and they called corporate Walmart, whose spokesman said to let the people use the cards anyway. From 7 to 9 p.m., people were loading up their carts, but when the cards began showing limits again around 9, one woman was detained because she rang up a bill of $700.00 and only had .49 on her card. She was held by police until corporate Walmart said they wouldn’t press charges if she left the food.

Lynd says at 9 p.m., when the cards came back online and it was announced over the loud speaker, people just left their carts full of food in the aisles and left.

“Just about everything is gone, I’ve never seen it in that condition,” said Mansfield Walmart customer Anthony Fuller.

This should embarrass everyone involved, but the reaction is rational in one sense. The system broke down, creating an artificial shortage of currency, the length of which users could not immediately predict. The market then essentially declared currency unnecessary for transactions, trusting that consumers would act rationally in its absence during a perceived shortage situation. The impulse to hoard should have surprised no one in that situation, and the stores should consider themselves fortunate that a riot didn’t break out.

This is an extreme example of what happens to markets when pricing signals are removed from the consumer. We’ve often used the theoretical example of “food insurance” to demonstrate why costs increase and provider shortages exist in the health-care market, thanks to third-party payers and rationing policies from the government. Consider this a real-world if almost unbelievably extreme demonstration of that argument. The EBT system actually addresses the poverty situation in a rational manner by handing the cash to consumers and staying out of the retail food market, without the intervention of a third-party “insurance” model to create irrational consumption. Perhaps that would have been the better model for health-care reform, too, or at least a better one than Democrats chose with ObamaCare.

While we’re up in arms about the folks taking advantage of the situation to steal and loot, let’s not allow our pedestal to become blinded to the fact that this has nothing to do with people being on welfare, being African American, voting for Obama or anything else.

People like to get free stuff. People like to take advantage of ‘glitches’ to get over on the system. That is the basic reason conservatives opposed Obamacare because we are not ignorant of human nature.

Actually SS is another entitlement, but it is one that people actually pay into.

Second, a lot of us “commenting” here could very easily qualify for social security disability like me. I have an auto-immune disease which leaves me blind sometimes. I could very well play up my disease and collect. I don’t because I am an able bodied person.

Third, it isn’t just African Americans, but it is cultural. How many of us knowing we would have to pay the money back the next day would go on a spending spree if there was no limit to our bank account? Not many of us, because we have to be RESPONSIBLE for any fall out from those actions. These people who did this- felt entitled, and they certainly didn’t feel any responsibility in their actions.

While I wouldn’t necessarily agree with the last sentence because I haven’t assessed it, you are absolutely right that theft is what we are talking about here, not market signals and hoarding. In this case, though, it’s more like pillaging than your everyday theft.

I’d also take issue with the proposal this is rational in any sense other than that a thief saw an opportunity and acted on it, because any rational person would understand there would be no chance whatsoever that a shortage or empty shelves condition would occur which would require this action. Neither do stupidity or ignorance explain the rationale for it.

The government has no business “dealing with poverty”, anyway. You want to handle poverty, then let private charities do what they can. But with government involvement we’re guaranteed to pervert everything to such an extent that we end with stuff like this … being “grateful” that the leeches don’t break our stuff if we don’t give them everything they want RIGHT NOW!!!

I would bet my next house payment that any truly needy, responsible EBT card holder might possibly accept a $50 grace balance at a time like that, but would use it to load up with things they can feed their family during the NEXT inevitable glitch … NOT funyuns and sugar cereals, etc.

I’ve got news for you, not everyone cheats, either. There are lots of people who actually have a sense of sportsmanship and fairness (not the lefty BS “fairness” but true fairness).

Don’t try to argue a case for the dishonorable by claiming that everyone is dishonorable because that just isn’t true. Certain people are thieves, cheaters, liars, etc (and pretty much all of the idiots who support the Indonesian dog-eating retard are of these sorts) but not everyone is. There are decent people around – many. Stop with the projection, already. It gets tiring and it just describes you more than the people you try to project on.

I generally agree with your first two paragraphs, though, I have some reservations with your assertion there is no connection whatsoever with those reasons you list, but I’ll grant it to get past it, because you are right in implying it the event is hardly confined to those categories. I know a couple quite well to do who have shown they, too, think nothing of taking something that is not their is the opportunity arises, and I know a dirt poor couple who never would.

Oh, also, there’s also a difference between getting free stuff and taking stuff that isn’t free but don’t think they’ll get caught, so the people like getting free stuff isn’t apropos here.

I do disagree with your comparison to SS. It’s definitely not the same, but I can see why many people think it’s applicable; just because both animals have a tail, doesn’t mean the dog is an elephant, too.

Most of those people probably have kids and just didn’t want them to go hungry. They were probably a bit panicked so it’s no wonder a few of them may have tried to take advantage. They had absolutely no idea when they might be able to use their EBT cards again and just didn’t want their kids to suffer.

I will grant that my comparison to SS is a stretch, but the general principle is that human beings are flawed; selfish and sinful if you will, and will generally take advantage of any situation to ‘get over’ on someone else.

Now there is a great stock of people who have had that inborn selfish taken down a notch due to good raisin’, but there is unfortunately a lot of people, and more and more it seems these days, who have no qualms about taking more than they need, cheating to get over on others, or downright stealing. It isn’t restricted by class, race or sex — it just seems that basic standards of ‘doing the right thing’ — what we used to call integrity, have declined.

In my parents or grandparents day, even those who had to be on ‘relief’ or welfare would not have behaved like these people did. They had standards to which they adhered. Bad behaviour like this would have been shunned and most people would be ashamed to even think of doing what these folks did shamelessly.

What liberalism has brought is a sense of entitlement without any corresponding sense of responsibility.

MO needs to get out more. There is a very nice supermarket in the middle of the worst part of downtown San Diego (East Village). Great produce, etc. Every time I am there, I am behind an EBT user…and I have NEVER seen produce or healthy foods in their basket. It’s cakes, candy, frozen pizzas, etc. And last time I was there, I was shocked to see they can get cash back from their card. So there is no longer any expectation that the EBT card is to be used for food. It is free money for anything.

This goes to the basic moral decay that is the downfall of our society. That you should brush it off as “human nature” or “people like something for nothing” is disgusting. This is the result of 100 years of progressivism and the moral destruction it has wrought.

I have paid in over $300,000 to Social Security over the past 45 years, and I have no intention of ever taking any of that back in retirement payments because I won’t have to. I was unemployed for 7 months a couple of years ago and refused to even consider unemployment benefits, because I didn’t need to (that time was difficult but manageable).

I don’t need it, so I won’t take it. That is the MORAL thing to do. But people like you who have abandoned morality (and the higher power that gave it to us) need to take from others in order to satisy your lusts. This country has already fallen off the cliff and will not return to a moral society until after we have hit the bottom.

Last month, our cordless hedge trimmer stopped working and was still under warranty, so I took it to the nearest repair center.

The clerk told me that it couldn’t be repaired, and gave me a new one ($80. retail).

Last week, a new one arrived in the mail, from the manufacturer.

I could have sold that one to somebody and made an $80. profit, but my Lord tells me to treat people they way I would like them to treat me. And, as always, He’s right.

I called the repair center, explained that I now have two new hedge trimmers, and that I didn’t want to take advantage of someone’s mistake.

He drove by my house and retrieved one of them.

I’m nobody’s idea of perfect, but I can imagine what happens to a society in which taking advantage of others’ mistakes becomes accepted practice. In fact, I’m seeing it all around me. God help us.

EBT day at Walmart is their big sales day. Walmart rakes in the bucks, and counts on the numbers. No one is going to get fired. The crowds get ugly. It isnt worth a physical melee. Walmart has a base amount for a banana peel slip and fall. It isnt worth going to court. They are going to keep those customers if they have to eat the loss but dont worry, it will be a tax write off.

Walmart, by the way, was a big Obamacare lobbyist. Theory: it will take out their weaker competitors. Walmart for a while had an interesting suck up relationship to the gay and lesbian chamber of Commerce. It dropped all the icky religious stuff of Sam Walton. Sam is gone. A big chunk of family stock was sold a few years ago, rumor to an asian buyer.

Walmart does not rock the politically correct boat. One person I know had to verify ID for a purchase by a muslim woman whose whole face was covered. You MUST verify face against photo. But management told worker You cant ask her to show her face, not even a female employee

Cashiers I know complain how half the EBT customers have smart phones. Maybe the kids get the obamaphones. If the registers go down, Walmart doesnt do manual transactions. Everyone drops their baskets and leaves. In one case there was a power failure at night at a big store I know. Went black. They announce everyone has to leave. Guess what happens. One kid almost made it out the door with a big bike, before the generator lights came on. Some areas looked like Black Friday morning after

I wouldnt want to be on the angry side of an EBT crowd. They eat good. IMHO we should have kept the old welfare system. Bags of dry beans, flour, canned meat and cheese. There is no incentive to get off EBT in a culture that says stealing is just payback.

You should see the associate magazine, ‘ Walmart World’. Every month’s rag tries to have equal representation of genders/sexualities/minority groups. It’s so f*cking politically correct.
Yet-the stores aren’t allowed to put up a store Christmas tree, pipe carols over the speakers-we don’t have background tunes at all-supposedly because it hurts ‘productivity’, nor do any of the registers get decorated. No Hanukkah decos etc either. Don’t want to ‘offend’ people.

My favorite part of the whole story. There is no way that this woman was not stealing. And I’m also quite sure that her $700 worth of groceries was not because she loaded up on carrot sticks, iceburg lettuce, and applesauce.

The HA trolls were out there fretting about all the children going hungry Saturday night as a result of the parasites not being able use their EBT cards. Walmart made a corporate decision to help their customers and they essentially got stung by a bunch of looters. Shows you just how wrong government dependence can become.

On the other hand, it is obvious sales are slipping. That is why EBT becomes very important. A lot of the junk isn’t moving. Walmart has a formula for selling certain items below cost to blow up a competitor sales event – especially in grocery. They cover it by raising other items. Prices changes are constant to maintain the gimmick.

I knew a guy like this way back in college when I was working at a grocery store. Really nice guy who got along with everyone, but he didn’t see a thing wrong with stealing a company blind. As long as it belonged to a business, I don’t think he even considered it to be stealing.

He was fired because of his stealing. I believe a relative managed to get him a job as a garbage man. I really hope he learned a lesson from getting fired, but I’ve never seen him since, so I don’t know.

Yes, it’s an inconvenient fact that this kind of behavior is endemic to a lot of black culture. Some of them would steal from a business where they would never consider stealing from an individual. Some of them, anyway.

You could compare this to insurance and third-party payers, but it’s really more simple. These people weren’t worried about starving. They were getting while the getting was good. The fact that they hadn’t earned it didn’t matter. The fact that the government hadn’t authorized it didn’t matter. The fact that Walmart had charitably looked out for them by making sure they could buy food even when their EBT cards didn’t work didn’t matter. The fact that they were behaving shamelessly didn’t matter.

And I guarantee every one of them was able to rationalize their behavior. After all, they’re poor. It’s owed to them. And they have lots of politicians and media encouraging them to believe that’s true.

While we’re up in arms about the folks taking advantage of the situation to steal and loot, let’s not allow our pedestal to become blinded to the fact that this has nothing to do with people being on welfare, being African American, voting for Obama or anything else.

People like to get free stuff. People like to take advantage of ‘glitches’ to get over on the system. That is the basic reason conservatives opposed Obamacare because we are not ignorant of human nature.

Most of those commenting here will gladly when the time comes collect their Social Security payments even though SS is basically a scam that takes from those working and pays to those who are retired — pays far more than what they paid. There isn’t much difference between the two — people like to get something for nothing, or for little.

Just because the people you hang with have no sense of ethics or dignity doesn’t mean that the rest of us don’t.

As for SS, it’s the only game in town, one we’re forced to contribute to and if given the choice I bet a lot of people would rather invest that $$ themselves. If you can’t discern the difference between being mugged by the government and looting (let’s just call this incident what it is), then we certainly can’t help you.

Whoever that exec was, presumably he was being paid to make a decision and not go, “I don’t know”. So he made a mistake, a silly mistake perhaps, but still a mistake. Chances are Corporate will try and think of how to better handle such a situation in the future.

The cashier was written up (coached) because she controlled her cash box. If store managment did nothing (ignored the problem) she would be free to continue to be “short” perhaps for larger amounts until it became too big to be ignored then have a valid complaint when finally written up that management did not properly care or train her.

Whose to say that the aforementioned exec didn’t get “coached” about his or her mistake?

I shopped at a Walmart this weekend but didn’t experience this exact problem. What I did notice was many perishable food items in places that it wasn’t supposed to be. For example, some one would bag a bunch of apples and then change their minds and later on and place the item somewhere else along their shopping path like a freezer. The apples will go bad in the freezer. In my opinion this is close to purposefully damaging goods that are in the store and you are responsible for it. The thought is, “But it’s not mine yet. So what if my laziness won’t hurt the reseller. Walmart is rich enough to take the loss.”

I’ve paid into Social Security since I was 16. I am now in my 50′s. If I ever do have the chance to collect any SS benefits, I won’t be getting ‘something for nothing’.

One of my favorite “Mary Tyler Moore Show” episodes had Mary throwing an intimate dinner party for six. Many things go wrong, including people arriving late and Rhoda unexpectedly bringing a date (Henry Winkler). Happy Homemaker Sue Ann had been asked to prepare a dish called Veal Prince Orloff, and Lou Grant takes 3 slices of the ornate dish when the platter is passed. Mary has to pull him aside and explain that there were six slices for six guests and demands (in her Mary way) that he put some back. He sits back down and makes a big show of saying, “You know what? I’m not as hungry as I thought I was! I guess I’ll just put some back…”

That, to me, is what just happened with these EBT thugs. All of us sudden, they learn their balances would be checked, and they just don’t happen to need that year’s supply of Dinty Moore Beef Stew, Hi-C and Trix cereal they thought they did…
