Rahm Emanuel can’t (or won’t) fix Chicago

When Rahm Emanual pulled up stakes at Camp Obama and headed home to the Windy City to run for mayor, it seemed like a pretty natural fit. He of the infamous mailing a dead fish and jamming knives in tables incidents was seen as the consummate Chicago Way politician, well equipped to take the top seat in that town. Emanual faces a lot of challenges to be sure, what with a typically collapsing economy, union problems and intra-party warfare, but one of the things he may have underestimated was the metropolitan security / military duties which are part of an urban chief executive’s responsibilities. Chicago has always had serious gang violence problems, but the recent spates of shootings have highlighted how the city is really melting down and earning a place as the murder capital of the country.

Long time Chicago Tribune columnist John Kass has been tracking events in his city for decades and seems to think that Rahm might be in over his head.

Is Emanuel a better political operative in Washington than a manager in Chicago? And has his mouth written a check that he can’t cash?

“He’s great at handling the press,” one business leader told me. “He can manipulate you (media) guys well. But can he manage? That’s what we’re worrying about.”

The government-by-press release critique isn’t fiction. It’s the way he runs things. Emanuel relentlessly manages the information, but crafting mythology isn’t leadership…

Thirteen people on the South Side, including a 3-year-old boy, were shot down in a park in the Back of the Yards neighborhood.

But the mayor wasn’t in Chicago. He was in Washington raising political cash and planned to grab some more national media face time in the New Jersey Senate campaign of Democrat Cory Booker.

So with blood on the streets of Chicago, and that 3-year-old shot in the face, Emanuel wasn’t in town to hold the news conference. Instead, police Superintendent Garry McCarthy held the news conference, spinning the news by demanding the feds do more.

“Illegal guns, illegal guns, illegal guns drive violence,” McCarthy said. “A military-grade weapon on the streets of Chicago is simply unacceptable.”

It sounds good, but the problem is that the cops aren’t buying it, especially the cops in Englewood and other war zones. They’re exhausted. They need more officers, but the city says it doesn’t have the money to hire them.

It’s a fairly brutal analysis, and yet it fails to drill all the way down to the fundamental problem the city – along with many other places in the USA – faces and the limited choices the Mayor has when dealing with them. More gun control laws in the city of Chicago are not an answer. It’s already such a restrictive zone that virtually nobody but the police and licensed security guards can legally own and carry a weapon. Why, it’s almost as if the city’s gang bangers are ignoring the gun control laws. Inconceivable!

But seriously, the problem is enforcement of the existing laws and the lack of resources to do so.

I asked a respected veteran cop what he’d do about the gang wars. He said this:

Increase hiring, bring back the citywide units, like the mobile strike force, to overwhelm the gangs. And demand that judges and prosecutors lock up the thugs, and demand that the state prisons don’t release the thugs early.

The mantra of Emanuel and McCarthy has been to criticize the people in the neighborhoods for not cooperating with the cops. But the people know the truth of things. The bad guys get out early. And when they’re lectured by politicians, they become even more resentful.

They want to feel safe on their streets and in their parks. They don’t need promises of a gourmet food store. And they don’t much care how the mayor does on Letterman or how great he’ll do in the Robert Redford documentary about how hard he works.

Unfortunately for Chicago’s denizens, their mayor has his hands tied in two areas on this. Enforcing the laws in the manner needed would require money and manpower that he can not summon. And doing so would be an admission that too many guns isn’t the problem… too many criminals and a failure in being able to deal with them is the real issue. Rahm didn’t create the fiscal problems facing the city, but his inability to adopt a philosophy grounded in the reality of how we have to deal with violent crime is a crisis of his own making.

Not to let Rahm off the hook, but there’s nothing he can do to fix Chicago. Think about what you’d do if you were Mayor. Nothing moves quickly in local (or any) government, and the entrenched interests and powerful constituencies have an effective veto power over everything.

I don’t think most of these cities are fixable. They will just all turn in to crime ridden slums.

If you check the Chicago Tribune, every weekend they run the latest shooting or killing in the city and it is always in the neighborhoods like Roseland, Back Of The Yards, and Lawndale, where gang activity is the highest. It is the gangbangers that have turned the neighborhoods into their own private Afghanistan, with innocent people including kids caught in the crossfire.

This same crap was going on when Daley was running the city, but since Rahm-A-Dama-Ding-Dong showed up, it has gotten much worse. The problem is Rahm won’t do squat, and sends out his lapdog Chief of Police each time there is a shooting to keep telling the press there is no crime problem in the city, everything in hunky-dory, and other various lies and exaggerations.

The real problem is this violence is now starting to extend out to trendy spots like Michigan Avenue and the restaurant district.

I am waiting to hear about how some poor kid was just standing in front of Water Tower place with Mom waiting for Dad to pull the car up and BANG!

It will happen! It’s just a matter of when! Then we’ll see if Rahm still wants to play Stick-Your-Head-In-The-Sand-And Pretend-Nothing-Happened!

Actually, Mayor Rudy Giuliani of New York City had a solution that actually worked while he was running the city and they had a similar problem with gangs. It was to literally flood the neighborhoods with cops with double the firepower of the gangs, putting at least two armed cops on every single street corner, conduct raids on known gangbanger hangouts and generally make it very clear to the gangs that their wild west days were over. And it worked!

Problem is Rahm-A-Dama-Ding-Dong doesn’t want to do anything to upset the black community, with things like increased police presence. It could make him look like a (eek!) racist!

So he would just rather let them just let the gangbangers blast each other to popcorn, and too bad if some innocent happens to wander into the crosshairs!

I live in northern Illinois, but was raised in Chicago.

The problem with the city (and state) is that all revenue producing services such as toll ways/bridges, parking meters, parking garages, etc. have been sold or leased off to provide ready cash to meet current expenses. As taxes rise, more people and businesses flee to the suburbs or to neighboring states. This is why no mayor, Democrat or Republican, can hire enough police to control the city.

I’ve read that a typical Chicago public school teacher makes $125,000 per year. That’s a lot of money for not educating the majority of children.

In twenty years time, Chicago will go the way of Detroit. Maybe sooner.

The fix is easy, but you have to think like them. Organize several SWAT Teams. You know where they are and you know who they are and you know what they are, THUGS, with no appreciation of human life. Go in and flushe them out and then take them out. Do not chase them to another location or down the road or around the block, TAKE THEM OUT and make it look like an accident. Nobody nedds or wants these scumbags around. Make them gone and stop blaming the NRA. It has nothing to do with these illegally gotten guns. The NRA promotes only responsible gun handling and ownership. They would never condone this or the taking of a life like this. Man up and accept tht the Liberals might lose a few voters, but it needs to be done.

Simpler solution:

Redraw the boundaries of Chicago to exclude those neighborhoods where the violence is taking place.

Then the stats can change and make Chicago seem like a pretty safe place.

Repeal any and all restrictions on firearms in the city.

I do not know what the law says in Illinois about ‘Stand Your Ground” but I would make sure it was in place and extended to a mother protecting her children.

Give every black mother a semi-automatic pistol and sufficient training to handle it properly.

The one thing that is a constant across the entire human race is the instinct to protect your children from harm.

Put those things into practice and the murders will soon diminish.

I don’t buy the lack of resources crap. Chicago has plenty of money but it insists on spending it on LGBTQ issues, providing codoms to six-year-olds and other planks in the social agenda. Let them cut from these social engineering programs before they get one dime in outside assistance.

If I were among my kinfolk who live downstate, I would be severely pissed off that the state wants to jump in with “resources” for Chicago. As if the needs of the rest of the state don’t matter so long as the Dems keep the stupid stupid stupid LIVs of Chicago alive long enough to vote.

fired hundreds of rounds through a (then) 20 yr old springfield arms m1911 without ever jamming.
I did clean it though, suspect thats a major reason.
put hundreds through a 1 yr old Beretta 92FS with limited cleaning with no jams, always considered myself lucky there.
never experimented but suspected cheap ammo caused the issues my friends with other 92 saw.

The best revolver in the world stops working if grit gets in the tiny machined areas that control the cylinder action, not to mention, you can grab a revolver and keep the cylinder from spinning, which keeps the firearm from becoming ready to fire.

If I were among my kinfolk who live downstate, I would be severely pissed off that the state wants to jump in with “resources” for Chicago. As if the needs of the rest of the state don’t matter so long as the Dems keep the stupid stupid stupid LIVs of Chicago alive long enough to vote.

That people – conservatives, no less – believe the notion of “low-information voters” and call them “stupid” – infuriates me to no end. It’s worse than playing defense… it’s acting as if you do not want to win at all.

Those people have been indoctrinated their whole life. Big difference from what is implied by the “LIV” claim that they are all totally unable to tie their own shoes or wipe drool off of their faces. And it wins ZERO arguments plus makes you look as foolish as the Know Nothing Party.

It’s what makes me ashamed to be a libertarian-leaning conservative.

I have several autos that have fired tens of thousands of rounds each and have never ‘jammed’. Worn out three barrels on my favorite 1911 and the only time it has ‘jammed’ was with bad ammo.

Just make sure the feed ramp geometry is correct, and polished, use good quality magazines, and hold it correctly. If you are limp wristed or grip it incorrectly you increase the likelihood of jamming, even with a properly designed, manufactured and ‘smithed’ auto.

Sure, I’ve had ‘jam-o-matics’ but a decent brand of a John Browning based design, using ammo of quality and for which it is designed will offer the same reliability as a good quality revolver.

My FN 5.7 auto also has never ‘jammed’… But it has only had a couple of thousand rounds of factory ammo through it, so only time will tell if it will be as reliable as my older autos.

The only revolvers I’ve ever owned that were trouble free were a S&W, A few Colts, and several Rugers. All but one of my Tauruses have had internal parts break early on, and all the Charters I’ve had in the last 15 years needed some action honing to be reliable. (The older Charters were pretty good out of the box.)

Now I’ll grant you, that right out of the box, a good quality revolver will be somewhat more reliable than the same quality auto, unless you get real lucky, but for something that you may have to bet your life on, spend the little extra time and money to find the Auto that works, spend a few bucks with a decent gunsmith to tune it, find the ammo that it likes best, then learn how to use it properly.

The biggest advantage (other than concealability) to a good auto is quick reloads. Carry a revolver, and a few (bulky) speedloaders, even if you are a highly practiced competitive combat shooter, a person of equal skill with an Auto will be able to put about three times (or more if you are carrying a high capacity auto) as many rounds on target as you can with a revolver.

And if SHTF, you are likely to face several bad guys, not an orderly double tap on three (or 2.5 guys if you are carrying a compact revolver with 5 shots.) guys and end up with an empty cylinder.

If you aren’t willing to do that, then just follow Joe Biden’s advice and get a shotgun and never leave the house.
