The move to defund “Obamaphones”

Nolan Finley, writing for the Detroit News, is making the case this week for setting an example in defunding wasteful entitlement programs by axing the “Obamaphone.” He refers to the $2.1 billion annual program providing free cell phones to low income individuals who qualify for other federal assistance so that they can seek and obtain work, contact family members or dial for emergency help. But the program is widely known to be fraud riddled, with an estimated 40% of phones going to the ineligible. So why hasn’t it been scrapped or at least overhauled?

So why hasn’t it been axed? Because federal spending programs rarely die, and are even more rarely reformed.

Every dollar the government spends has a constituency. In this case, the private companies providing the phones are perversely motivated to ignore eligibility requirements — the more phones they pass out, the more money they make. The recipients of the phones are voters, and the administration has no incentive to alienate its own voters to save such a piddling amount as $2.1 billion.

For evidence of precisely how corrupt this boondoggle has become, he points to the experiences of National Review writer Jillian Kay Melchior, who managed to obtain not one, but three phones in short order, without lying about her status in any way and while being completely ineligible. Be sure to read her story.

Confession: You’re paying my phone bill.

In the past month, I have received three shiny new cell phones, courtesy of American taxpayers, that should never have fallen into my hands…

My first task was figuring out where to register. The rule of thumb is that wherever you can sign up for food stamps, you can apply for an Obamaphone.

Representatives from SafeLink and Assurance, two of the leading New York Lifeline vendors, stand outside the food-stamp offices, paired like Mormon missionaries, young and polite and earnest. They carry electronic tablets and ask all passersby whether they’ve received their free phone “yet” — as if it were an inevitability.

While checking into this “Lifeline” program for myself, I found that it does indeed predate President Obama by a long shot. (This is one complaint of liberals who complain that questions regarding the program are partisan nonsense and there’s nothing to see here.) It started in the 80′s, but it really kicked into high gear in 2008 when cell phones were added.

The other, almost laughable argument comes from staunch administration defenders who say that it isn’t even a taxpayer funded program in the first place.

Q: Has the Obama administration started a program to use “taxpayer money” to give free cell phones to welfare recipients?

A: No. Low-income households have been eligible for discounted telephone service for more than a decade. But the program is funded by telecom companies, not by taxes, and the president has nothing to do with it.

Advanced students will see something wrong with this answer right off the bat. Did you catch it? The program is “funded by telecom companies.” Really? You mean the telecom giants are so concerned about helping people and heedless of profits that they’re just giving away phones and service programs because they’re such a nice bunch of guys and gals? When you stop laughing, you can read on to see exactly how the telecoms are “funding the program.” The money comes from a tax imposed on every service contract sold in the country. While it’s true that not every single person in the country has a cell phone and a contract, that’s like saying that highway programs paid for by that extra money you pay for every gallon of gas aren’t “taxpayer funded.” It’s a gas tax. And the fact that not every single person drives does not make it less of a tax.

It’s a valid question which could be addressed during the coming budget battles. If you can’t come up with a way to fix the program, scrap it. And then start on the bazillion other programs which fall into the same category.

As someone already mentioned, Tracfone’s are available…they’re cheap and inexpensive to keep active. The phones themselves are around $15-$20 and they come with “double” or “triple” minute bonuses. The cheapest phone card is $20 which gets you 60 minutes for 90 days….if you get the bonus phone you get 120-180 minutes. That’s plenty of airtime to call 911, a prospective job or a family member in the event of an emergency.

The point being….there is no longer a need for the program as Tracfone is an affordable solution. Once you pay for the phone, keeping it active and filled with minutes only costs $6.67 per month.

True story. Back in the day, before I retired we had a guy on my shift who lived with his girlfriend. They had a kid together. She got all kinds of welfare just because she was a single mother. This was in the mid 1980s. She got pregnant again, same guy and was all set to get even more welfare even though she lived with the father who made over 50K a year! Not kidding. He made the mistake of telling us all this. For several months we made his every minute on shift a living hell. We were unmerciful and unrelenting. If you’ve never been around a bunch of Navy nukes you cannot imagine. In desperation he finally broke down and married the girl. Said it was worth it just to get us off his back. And no he didn’t even think of filing a harassment suit because that would have been even worse for him.

When private corporations are capable of providing a service efficiently and effectively (near-universal phone access for the poor at ~$25/month in this case), the government and tax dollars don’t need, and/or no longer need, to be involved. You do know that’s a, if not the, core belief of conservatism, right?

Telecommunications companies are required by law to make contributions to the universal service fund (USF), paying in a percentage of their end-user interstate and international revenues. This percentage is called the contribution factor, and it changes each quarter, varying with demand for universal service support

Required to make contributions? And the amount is based upon the demand for universal service? I know I am not the only one who thinks that sounds a lot like a tax and there is no incentive to limit demand because the formula for calculating it just passes on the increase without any opportunity to challenge it.

Here’s one for a liberty amendment. Congress shall only levy and operate via taxes and tariffs to specific line items. No fees, unfunded mandates etc. Each tax or tariff shall remain in effect for 3-5 years and shall not be extended. After which, congress shall have to write a new Bill for each individual tax or tariff and each Bill shall be ratified by 3 fifths of the states. that’ll stop nonsense like lifeline and other redistribution schemes when folks see where each dollar goes to with the states holding veto power over spending.

IF we can’t cut or eliminate a small program like this, we have no hope for the bigger fraud infested programs.
If this program ended tomorrow, an energetic group of volunteers would start a charity, collect used cell phones and donations for minutes and start handing them out to the needy. Americans are pretty generous when they’re not taxed to death.

The service costs me $ 15.00 a month. Where I work the kids have iPhones that cost around $ 500.00 for the phone and are paying anywhere from $ 60.00 to $ 80.00 per month. I called BULLSHIT on this years ago and refuse to pay more than what I pay now.

These damned FREELOADERS can pay for the same phone service I use out of their OWN DAMN POCKET and GET THE HELL OUT OF MINE !!!!

When government programs pay they pay top dollar. For instance, I see ads for a product called Vonage…and another talk all you want for $9.99.

This is not unaffordable for the young, the elderly or those scaping to make ends meet…market forces tell them that the regular people don’t want to pay $300 per month for a phone bill. So, they come up with ways to fill the needs of the rest of the market place.

Why should we pay a tax on our phone bills, when the government just selects the company to fulfill the contract that gives the most campaign cash to the democrats. Most government contractors cannot make a donation or support a candidate, how does something like TracFone get around this? Fix it now. End this crap.

Government programs, especially entitlements, don’t end. They just bloat and get bigger. My guess is that soon we’ll be paying for somebody’s cable bill.

Don’t think for a minute dear leader will ever do anything to reform this program in any way. This is another distraction from what’s being planned in Syria. Along these same lines, Max Baucus, D MT, who supposedly wrote the Obamacare mess, is starting to work on reforming the tax code. Better look out cuz dear leader has already proclaimed at some point the govt will run out of money and at some point we’ve made enough.

I still think there was a link between the massive increase in the Obamaphone program and the Obama campaigns sophisticated “get out the vote” program that “found” new voters. or that major Obama donors were running companies that are handing out the phones.

In 1996, both houses of congress were controlled by republicans. Blame it on Clinton if you like, but you can’t get by with calling congress democrat-led at that time.
