IRS chief counsel met with Obama two days before issuing new BOLO

posted at 12:41 pm on July 22, 2013 by Ed Morrissey

What was the IRS chief counsel doing in a meeting with the President of the United States?  According to the Daily Caller and Dick Morris and verified by downloadable visitor logs, William Wilkins came to the White House on April 23, 2012 at 3:54 in the afternoon and departed shortly after 11 pm that evening.  Assuming that Jay Carney doesn’t personally know three William Wilkins who would get seven hours of face time with Barack Obama, it appears that the man who at least knew of the targeting of Tea Party and other groups had an opportunity to brief the President — and take action afterward:

The Obama appointee implicated in congressional testimony in the IRS targeting scandal met with President Obama in the White House two days before offering his colleagues a new set of advice on how to scrutinize tea party and conservative groups applying for tax-exempt status.

IRS chief counsel William Wilkins, who was named in House Oversight testimony by retiring IRS agent Carter Hull as one of his supervisors in the improper targeting of conservative groups, met with Obama in the Roosevelt Room of the White House on April 23, 2012. Wilkins’ boss, then-IRS commissioner Douglas Shulman, met with Obama on April 24, 2012, according to White House visitor logs.

On April 25, 2012, Wilkins sent Hull and fellow Washington-based IRS official Lois Lerner “additional comments on the draft guidance” for approving or denying tea party tax-exempt applications, according to the IRS’ inspector general’s report.

Obama had quite a full schedule on that afternoon and evening.  Several names, including that of Wilkins, appear on the visitor log at roughly the same time with “POTUS” as the visitee. They include officials in HUD, a financial officer from the Air Force, the VA, and the USDA.  Most of those left earlier than Wilkins did, according to their exit info (some of which is missing), suggesting a series of meetings rather than one single conference.

A couple of them stayed late, though. Denise O’Donnell, who works at the Department of Justice, appears to have left the White House only 22 minutes before Wilkins.  The combination is interesting, although not necessarily meaningful.  A better question might be why Wilkins was meeting with Obama at all.  Any communication on IRS matters should route through the executive rather than the office of chief counsel, one would presume.  A chief counsel’s job would have been to brief Douglas Schulman, at that time preparing to hit escape velocity, or the chief counsel for Treasury.

Unless, again, there’s another William Wilkins who can get up to seven hours of face time with the President.  The IRS chief counsel seems to fit the bill most closely, though.

Two days after this meeting, and a day after Schulman dropped by the White House on one of his regular visits, the BOLOs got changed, but not dropped.  Does that prove a connection?  Not on its own, but it gives investigators very good reason to demand testimony from both Wilkins and Lois Lerner, who acted as the point person on this project, according to Carter Hull.

Given the past track record….by the way, what has happened regarding Eric Holder’s Contempt of Congress charge?

George Zimmerman, who has been in hiding since he was acquitted of murder in the death of Trayvon Martin, emerged to help rescue someone who was trapped in an overturned truck, police said today.

Sanford Police Department Capt. Jim McAuliffe told ABC News that Zimmerman “pulled an individual from a truck that had rolled over” at the intersection of a Florida highway last week. Florida Highway Patrol is now handling the case, McAuliffe said.

I’m not sure we’ll ever know the truth, but I’ve thought for a long time, the 2012 election was stolen. I wasn’t sure how, until the stories about the IRS started coming out, then the pieces started to come together. You take the IRS going after the tea party, the DOJ going after states that instituted voter I.D. laws, and a news media unwilling to report on anything that could possible be construed as negative about this administration and the formula is right there.

The 2012 victory was not only Obama’s but he retained the Senate and picked up seats in the House. Until now, the media has been more than willing to blame it on the Republicans and also on Team Obama’s fabulous “ground game”. I was almost willing to believe that until you see that Obama got less votes than in 2008 and Romney got a ton less, then you begin to see it wasn’t about getting out the vote, it was about driving down the Republican vote.

Chris of Rights on July 22, 2013 at 1:04 PM

I’m sorry, but I don’t see Holder being forced to name a prosecutor – and if he did, it would be someone focused on protecting the White House and not getting at the facts. Furthermore, the ‘investigation’ of a special prosecutor would take years – and Obama will be long out of office before the final report / charges come close to completion.

The GOP Congressional leadership needs to decide if they are willing to risk the bad press (worse than the bad press they already get) to stand up for the Constitutional checks and balances and assert the House’s right to investigate this unprecedented abuse of power – and charge / try those who refuse to cooperate and testify honestly with contempt of congress.

Then we need someone in the lamestream media to decide to not flush what remains of their journalistic integrity down and actually do their bleeding job.

While all true. The Media isn’t going to change. No matter how blatant their sycophantic love affair with Obama is. And as we all know, its BLATANT.

Anyone that comes out and whines about the mythical media bias, and how they’re actively covering for this Regime is immediately labeled as a tin-foil hat wearing crazy person and completely dismissed.

To the low-information crowd and to the left, any bias is just made-up by the right wing and doesn’t exist in the first place. Trying to convince them that it does is a non-starter and a waste of time.

Just prepare yourselves, because the GOP WILL cave on this “investigation”, it won’t result in anything happening to Obama in the least.

All of what you listed is entirely true and it all means nothing, as the GOP WON’T hold Obama accountable for ANY of it.

As we all know, the State-Run media is heavily invested in covering for this President and his minions. They simply won’t report anything that can be damaging to The One. Nothing will change that.

We’re unfortunately stuck with Obama for the duration, at least. America’s only hope is for a Congress that’s able to negate a good portion of everything Obama still wants to do. If we don’t have that, America won’t survive his last two years in office.

Barry’s authority to issue pardons trumps all else. Wilkens can commit wholesale perjury to Congress while enjoying a total safety net.

Time for the Executive Privilege information-containment dome to slam down.

No justice.
No peace.

Not really. Barky can’t pardon state charges. Any enterprising state AG can easily find hundreds of state crimes that any of Barky’s junta have committed – not unlike the despicable feral AG trying to find feral charges to press when state courts don’t decide the way they want. The difference is that these state charges filed against the junta woudl be perfectly appropriate and necessary when the head of the Executive branch is a criminal looking to immunize his junta for their many serious crimes.

If we tried to impeach him now, without an outcry from the public, the media would turn the First Black Preezy (TM) into Saint Trayvon II. To this day, low infos think the Clinton impeachment was all about Clinton getting a beej in the Oval Office because he was THE MAN, baby!

Far better to be sure that by 2016, 0bama is under such a cloud that his political capital is zero, and the 2016 Dem nominee is forced to run screaming from his record.

d1carter on July 22, 2013 at 2:15 PM

I think the Repubs know that there is absolutely no chance Holder will appoint a special prosecutor. No matter the evidence for it.

If an SP is appointed, it immediately goes into blackout as all evidence is part of the “investigation”.

And in the end, even if an SP finds Obama orchestrated all of it, all they do is submit their findings to the AG (I think, or maybe it’s submitted to the House?) and then it would be dropped at that point.

An SP may happen, but even when the investigation is done, that’s as far as it would go.

Hmm, and I thought Obama was being clever just meeting with the IRS Union chief, and not with IRS admins so there’d be no paper trail.

What about a Select House Committee..? After all this is the IRS…tax collector, health care law enforcer, and life destroyer of all Americans.

Sekhmet on July 22, 2013 at 2:19 PM

Just as Barky had to run screaming from his own record of nothing but dismal failure and crime in 2012?

Sorry, but you are speaking about dealing with a population that doesn’t exist. You cannot just wait this out. Something has to be done, whether it ends up being effective or not. There are times when one must take the correct course of action even if the outcome won’t be correct. To bury your head in the sand and hope it will all just dry up and be whisked away, eventually, WILL NOT WORK.

The House should impeach the criminal. If the Senate acquits then the House should impeach him on other charges – there are, literally, tens of serious impeachable crimes that Barky has committed (more than a few happened DURING the 2012 campaign … to no effect). The House should repeat this over and over and over. At least, it would tie the hands of this criminal junta, somewhat, which is a move in the right direction.

But, we all know this won’t happen. The House should be impeaching the POS for his royal dictat on NIGHTMARE illegals (done during the 2012 campaign) but instead they are trying to one-up Barky in this crime.

ThePrimordialOrderedPair on July 22, 2013 at 2:29 PM

1. Obama
2. Holder
3. Boehner

My point is that if Boehner cannot get Holder’s resignation now that Obama is looking like he is covered with dirt, he should quit.

drunyan8315 on July 22, 2013 at 2:53 PM

People keep having the silly idea that OBAMA is the prime mover. He’s just a face man. The prime movers work out of the WH and use the Dais for the power, but Barry so personally unimpressive that he has to be just a sock puppet for someone else.

CrazyGene on July 22, 2013 at 12:48 PM

I hate to break this to you, but The One really is in charge.

His rise through the ranks, meteoric as it was, was not due to any nefarious plot. It was due to a combination of three factors. First, there was his own ability at “gaming the system” to get what he wanted without actually doing anything to earn it.

Second was the fact that he was the perfect embodiment of every “progressive” dogma you can think of; pro-welfare, pro-big government, anti-military, anti-gun, anti-nuclear, anti-oil, anti-coal, anti-space, anti-Israel, pro-Arab, anti-private automobile, pro-mass transit, you name it.

And of course, the third was that he can “play the race card” with the finesse of a Mississippi riverboat sharper dealing an extra ace in a game of five-card stud.

Put it all together, and progressives swooned. As they continue to do today. It wasn’t “calculation” on their part, anymore than a bunch of bobby-soxers “calculated” how loud to scream when Elvis sashayed on stage.

He achieved his present office by these methods, thus fulfilling what has apparently been one of his lifelong ambitions. (Another being to be proclaimed Ultimate Totality God of Everything for the Rest of Eternity, by all indications.) And now that he has “Real Power”, he’s in no mood to share it. Which handily explains Joe Biden.

His so-called “handlers”, like Jarrett, are simply enablers. They don’t tell him what to do; they work out how to enact what the Godhead conceives. You may notice that he picked everyone around him on the basis of agreeing with him; he does not tolerate apostasy, which is exactly how he views dissenting opinions on his staff. He views such opinions in the Great Unwashed roughly the way Pope Innocent III and Philippe II Augustus of France viewed the Cathars. (See “Albigensian Crusade, 1209-1255 AD”.)

When someone like Wilkins is in The Presence for seven hours, they aren’t “giving a briefing”; they are rather being told what to do, in great detail. This POTUS, for all his studied laziness (both physically and intellectually), is a micromanaging control freak who makes Dilbert’s pointy-haired boss look like Henry J. Kaiser. Nobody does anything except on his direct order, and they don’t question the orders. Not if they value their continued employment, and quite possibly their continued health.

Another reason for such “face to face” meets is avoiding putting anything down in a permanent record. Even if the bureaucrat later testifies that he or she was told to do something illegal, there is no proof. It becomes a “he said/(s)he said” situation, with the odds heavily favoring the Guy On Top being , if not believed, at least left unmolested for fear of retribution. Something The One has proven himself very good at.

I am sure there were those in the Democratic party who did, indeed, think that The One would be a nice, “controllable” figurehead, especially considering who he was running against; a pair of GOP “legacy” candidates who got their party’s nomination for POTUS on the grounds of the old boys’ network saying, “OK, whose turn is it this time?”

Others have made the same mistake about a “figurehead”. (Even the Prussian General Staff managed it once, in 1920.) The Democrats keep making it, over and over again; Carter, Clinton, and now The One. They want the likes of Gore or Adlai Stevenson- one of us!- in the center seat, but somehow can never “sell” him to the electorate. (Their natural condescension and deep-seated hatred toward America and its peoples, to say nothing of Western civilization as a whole, does not endear them to the “rabble”.)

So they keep ending up with outliers, and said outliers afflict them with the worst affliction that progressives can face; namely, someone who is a true believer in their “causes”, but who does not believe in incrementalism and patience;

I want America disarmed, now!“- Carter

I want all land west of Ol’ Miss taken over and made ‘Off Limits’ to humans!“- Clinton.

.
.
.
.
I want Western Civilization to pay for all the evils it has inflicted on mankind, and I want it now!“- The One.

The Roman Senate thought they could control Julius Caesar, too. Not to mention Claudius, Caligula, and Nero.

They were wrong every time. Especially with Caligula and Nero.

The problem with the proverbial “bull in a china shop” isn’t that he’s a bull; it’s that a china shop isn’t a place you want a bull to be unless you want a lot of things broken.

The mistake was that somebody thought they could put him there, and then tell him exactly what and what not to break.

The ‘victimization’ of America is all but complete.

Blacks have, for the most part, accepted and truly believe thatthey are ‘victims’, that everything that happens to one of their own is racially motivated, that everyone OWES them, and are content to sit back and have the federal government take care of them – content to live on the scraps dropped from the table of the elitist socialist politicians. They have been trained to believe they can’t do any better than that.

Voters, in general, believe they are all victimized, that their vote doesn’t count, and they have no impact at election time. More people did NOT vote in this last Presidential election than DID vote. They have no idea that they have ALL the power. When people actually get off the couch, turn off the TV, and either pick up their phones to call or text or to write letters en masse, Politicians are FORCED to react. If enough Americans who complain were convinced to show up at the polls in 2014 and vote EVERY SINGLE Incumbent out of office – vote for the new guy – it would send a MASSIVE message that would shake the very foundation of this nation’s government, one that cound NOT be ignored.

In fact, here and now, whether you are a Republican, Democrat, Libertarian, or whatever, I am hereby starting a grass-roots movement to sent that thuderous, historic message to Washington in one historic election — spread the word…in the Up-coming Senate elections, VOTE FOR THE NEW GUY – VOTE THE INCUMBENT OUT OF OFFICE!

Pass this on Facebook, talk/radio shows, news papers, word of mouth, etc! If that majority of Americans who do not vote hear this maybe they will want to be part of a record-setting historic election that causes the Washington-Insider political machine to its core & remind them that THEY are ‘SERVANTS of the People’. If that don’t get ‘e tell them we are trying to set a Rippley’s record and make history – ‘You can be part of history’! People are not going to lose their government benefits if they do so. doing this will not make you a bad Democrat or Republican but WLL make you a great AMERICAN!

Be part of the Great AMERICAN Movement – Take your Contry Back – Join the “VOTE FOR THE NEW GUY – VOTE THE INCUMBENT OUT OF OFFICE” 2014 Political Movement!

Richord Nixon was forced from office for ‘nothing more’ than knowing about and engaging in the cover-up of the Watergate scandal. Obama is now implicated/involved in the cover-up of Fast-And-Furious, Benghazi, the IRS Scandal, and the Illegal and Un-Constitutional spying on Americans (as testified to by the head of the NSA).

Can we IMPEACH this SOB YET?!

easyt65 on July 22, 2013 at 1:12 PM

To not, is to abrogate EVERYTHING. It may bot be popular, or EASY. But it MUST be done or the USA is a hollow shell resting on lawlessness.

Now, the thing is. The fire for this will probably have to be ignited by someone not living in DC…

Who has a platform all their own… and is a bit of a lightening rod… so as to draw attention to it and reasons it NEEDS to be done.
