Paul Ryan: IRS employees are getting bonuses while the Pentagon is dishing out furloughs, really?

It wasn’t so very long ago that the Obama administration was very loudly and pointedly agonizing over the dreadful impact that the sequestration-imposed, across-the-board budget cuts were going to have on both the economy and the federal government’s ability to perform some of its basic functions — which doesn’t quite explain why it is that union employees of the Internal Revenue Service are about to receive $70 million in bonuses that were supposed to have been cancelled.

The apparent deal with the National Treasury Employees Union is scheduled for Wednesday and was made public by Iowa Republican Sen. Chuck Grassley of Iowa. …

Grassley says the bonuses should be canceled under an April directive from the White House budget office.

The directive was written by Danny Werfel, a former budget official who has since been appointed acting IRS commissioner. …

In a letter to Werfel on Tuesday, Grassley said the IRS notified the employee union March 25 that it intended to reclaim about $75 million that had been set aside for discretionary employee bonuses. However, Grassley said, his office has learned that the IRS never followed up on the notice. Instead, Grassley said, the IRS negotiated a new agreement with the bargaining unit to pay about $70 million in employee bonuses.

“While the IRS may claim that these bonuses are legally required under the original bargaining unit agreement, that claim would allegedly be inaccurate,” Grassley wrote. “In fact, the original agreement allows for the re-appropriation of such award funding in the event of budgetary shortfall.”

Mmm hmm. Paul Ryan had some choice words about the situation on Fox News this morning, and as he points out, this is merely another example of the dangerous inertia of big government, via the WFB:

Look, what we’re seeing is the arrogance and abuse of big government. We are seeing big government in practice. We know from our IRS investigation already from the Ways and Means Committee that this wasn’t a few rogue agents in Cincinnati. This is a systemic pattern of abuse of power directed from Washington by the IRS targeting people based upon their political and religious beliefs. And now they’re going to get $70 million of bonuses at a time when government agencies are getting cuts, at a time when we’re doing furloughs at the Pentagon and other places. It’s outrageous. Hard working taxpayers deserve better than this. Unfortunately, as I mentioned, this is what big government looks like if practice. Now they’re going to get our healthcare records. Now IRS, come October, is going to be more in charge of our health care system.

I am one of the to be furloughed DOD technician/Guardsmen. No bonuses and my last raise was before my last deployment three years ago. My lifestyle is decidedly not lavish. However, I can be violently snotty to those who serve no more than contempt.

From FY 2010 – 21012 the IRS spent $50 million on stoopid videos and training seminars but are handing out $70 million in bonuses. I thought Congress holds the purse strings (union mandated or not)? I bet the women in the GOP are the only ones who can pee standing up. The others have to sit. Bunch of Marys.

I expect that this is just another appearance of a program taken from the private sector, which civil service has tried to emulate. Commonly known as Pay for Performance”. Basically, employees are supposed to set goals that 1) further the mission of the organization, and 2) which require a degree of effort over and above the routine of just doing your job. Financial rewards (i.e. bonuses) are based on the employee’s performance vs. goals. In theory, the system limits the need for permanent salary increases based on short-term performance, and also reduces pressures to automatically increase salaries based on metrics like time-in-grade.

In theory, it’s a great system and can result in exceptional performance by an entire organization. The problem is that everyone, at every level (but most importantly, the supervisors who help staff set goals and appropriate rewards for meeting or exceeding) must be fully committed to the program and the success of the entire organization. Without tight and committed oversight this kind of system is very easy to rig so that even medeocre performance gets significant rewards.

Pay for Performance is extremely difficult to implement well, even in the private sector where organizational success is somewhat easier to measure. In the public sector, appropriate metrics get very fuzzy very fast. Within a couple budget cycles, without tight supervisory commitment and control, employees figure out how to set goals that sound lofty and seem to further the organization; in reality those goals too often require little or no extra effort and may even detract from the performance of the overall organization.

Federal Government Unions are forbidden from striking and they can’t negotiate for wages or benefits. Bonuses and working conditions are another thing though. My wife deals with Fed unions for a living.

Paul Ryan told Laura Ingraham yesterday that the daily farmers in Wisconsin can’t find workers. My parents owned a business in Wisconsin for 10 years and the reason they couldn’t find workers is because it is a welfare state. They wanted to get paid under the table in cash and took off work when welfare checked up on them. The illegals that live in Wisconsin will live in Milwaukee and Madison in order to collect benefits, they won’t be milking cows.

Where I work, we have the opportunity to get an annual bonus based on company performance. It can be pretty good or zero in a given year.

The IRS thing drives me crazy. What are the performance metrics to achieve a bonus? If there are no metrics, it’s not a bonus. It’s just salary in a different form.

How about some real information to fill in the the gaping holes here?

#1: IRS employees are facing furloughs too. I’ve already got the notice for June 28.
#2: These specific bonuses aren’t tenure based, aren’t for just being here, and the vast majority of it isn’t going to six-figure people. No manager is getting a bonus under this agreement, because they can’t be under the union.
#3: These are productivity bonuses. Using data transcription as an example, approximately 30 million paper returns were filed. When they’re done, they’re laid off. So instead of just taking their time and meeting minimum standards, and dragging out processing a couple extra months, anyone who can exceed speed and accuracy requirements gets a bonus based on how far they exceed them.
#4: We can unionize, we can’t strike. So other than making noise, we aren’t like state employee unions.
#5: These bonuses were earned in 2012. What do you call someone who says, “Do this and you’ll earn money!” Then turns around after the job’s done and says, “Not really!”?

The pol’s aren’t the ones getting screwed, it’s the people trying to actually do work. The political appointees are well and truly sheltered.
