Report: IRS targeted more conservative groups than thought

Lois Lerner’s now infamous conference-call remark about not being good at math came in the course of an exchange where she claimed that 300 or so groups had been singled out by the IRS for special scrutiny, a quarter of which had “tea party” or “patriot” in their name and the rest of which were guilty of sins like criticizing the government.

The actual number may be …. higher.

The IRS targeting of conservative groups is far broader than first reported, with nearly 500 organizations singled out for additional scrutiny, according to two lawmakers briefed by the agency.

IRS officials claimed on Friday that roughly 300 groups received additional scrutiny. Reps. Darrell Issa, R-Calif., and Jim Jordan, R-Ohio, said Tuesday that the number has actually risen to 471. Further, they said it is “unclear” whether Tea Party and other conservative groups are being targeted to this day

Given the advance knowledge of the program, Issa and Jordan voiced serious concerns about the honesty of top IRS officials and the lack of disciplinary action. The lawmakers said they’ve learned nobody has been disciplined and that one employee at the Cincinnati office where this program was supposedly started “received a promotion or ‘career enhancement.’”…

They said “at no point” did Lerner or anyone else inform Congress of the findings. And they claimed it appeared Lerner “provided false or misleading information on four separate occasions” in 2012 on the program.

The inspector general’s report has finally been released as I’m writing this. HuffPo has a copy. A key graphic:

That’s where Lerner got her “300 groups” figure from — but that figure is, per Issa and Jordan, wrong. Why did it show up in the IG’s report, then? Did someone lie to the IG too, or have there been another 173 groups targeted over the past 12 months?

The report goes on to blame “ineffective management” at the IRS for allowing the bogus anti-conservative application filter to persist for a year and a half before the criteria were changed. Was that it, or was it actually the political heat they suddenly started taking last spring that caused them to reconsider? “Ineffective management” is more suitable as an all-purpose explanation for scandalmania this week than it is for 471 groups over three years being singled out for special scrutiny.

Well now, that’s not what they said.

They said 300 IN 2012 were targeted.

They didn’t bother to mention that this program also targeted conservative groups in 2011, and 2010… that’s 2 more years of numbers to get added in; and before mid 2011 they might not have all the numbers (that was when she was briefed on the details; the year before it accidentally happened… again).

Larry Conners, a veteran local news anchor at KMOV Channel 4 in St. Louis, says that the Internal Revenue Service has been targeting him since an April 2012 interview he conducted with President Obama — a fact that he dismissed as coincidence until the recent reports about the IRS targeting conservative groups.

“Shortly after I did my April 2012 interview with President Obama, my wife, friends and some viewers suggested that I might need to watch out for the IRS. I don’t accept ‘conspiracy theories’, but I do know that almost immediately after the interview, the IRS started hammering me,” Conners wrote on his Facebook page late Monday night.

Conners did not specify how the IRS has been “hammering” him. He did not immediately respond to a request for clarification (see Update below).

According to his account, his questions for Obama touched on the economy and spending but were not exceptional in nature (video here). But following “allegations that the IRS focused on various groups and/or individuals questioning or criticizing government spending, taxes, debt or how the government is run,” Conners now believes there may be a possible connection.

“Can I prove it? At this time, no,” he wrote. “But it is a fact that since that April 2012 interview … the IRS has been pressuring me.”

The criteria for getting “handed to the specialists”

1. “Tea Party,” “Patriots” or “9/12 Project” is referenced in the case file

2. Issues include government spending, government debt or taxes

3. Education of the public by advocacy/lobbying to “make America a better place to live”

4. Statement in the case file criticize how the country is being run

. . .a Determinations Unit specialist was asked to search for applications with Tea Party, Patriots, or 9/12 in the organization’s name as well as other “political-sounding” names. EO function officials stated that, in May 2010, the Determinations Unit began developing a spreadsheet that would become known as the “Be On the Look Out” listing (hereafter referred to as the BOLO listing),15 which included the emerging issue of Tea Party applications. In June 2010, the Determinations Unit began training its specialists on issues to be aware of, including Tea Party cases. By July 2010, Determinations Unit management stated that it had requested its specialists to be on the lookout for Tea Party applications.

In August 2010, the Determinations Unit distributed the first formal BOLO listing. The criteria in the BOLO listing were Tea Party organizations applying for I.R.C. § 501(c)(3) or I.R.C. § 501(c)(4) status. Based on our review of other BOLO listing criteria, the use of organization names on the BOLO listing is not unique to potential political cases.16 EO function officials stated that Determinations Unit specialists interpreted the general criteria in the BOLO listing and developed expanded criteria for identifying potential political cases.17 Figure 3 shows that, by June 2011, the expanded criteria included additional names (Patriots and 9/12 Project) as well as policy positions espoused by organizations in their applications.

Anyway, anyone, that graph up there — that’s only a breakdown by name, showing the number of organizations that were netted by name alone. It’s not a breakdown by positions that were netted, or any of the other criteria that would have netted conservatives or libertarians — so don’t be misled by that. As it sits, that blue slice could be 100% Tea Party (I’m sure it isn’t, but that’s not the point.)

Does it even matter anymore what this administration does? I see it all over the web, people complain on websites, comments are filled with the same thing. Until real action is taken to remove these people from office, nothing will ever change. Last year I closed my small business and downsized considerably, as have a few others I know in similar situations as mine. We’re pretty much the same..done with this constant complaining and meaningless talk. I firmly believe the conservative movement in the country is over, finished. I’ve circled my own wagon and am now just watching it all fall apart around me. I’m not saying the gov’t is going to show up at our doors tomorrow with guns and march us all away. That would actually be easier to take since it would be obvious and overt rather than this slow burn into this idea of a liberal paradise. They own the courts, the justice dept, media, schools, social agenda…everything. As they say, we’re badly outnumbered and outgunned. Well, maybe not outgunned. :) Bottom line, this will be a memory in a few weeks with nothing really changing other than more talking points for the next website. yawn…goodnight and goodluck. Some of us have already turned the lights out.

I want to know where all of these IRS questions and demands for information came from.

Low level IRS cubicle dwellers in Cincinnati are not allowed to dream those things up all on their own and pass them out to other IRS offices around the country for their use, are they?

Were the same questions asked by every IRS office in the country? Were they printed on forms used everywhere? Were they in form letters sent out by IRS investigators?

Where did they come from? All of them. Who created them? All of them. Who reviewed them? All of them. Who approved them? All of them.

This is all so surreal. The left is so inoculated they can basically do whatever they want with no consequences. Nobody listens to Republicans because the left has successfully branded them as illegitimate.

If something like this happened 50 years ago, even if the scandal ended with no convictions, the party would suffer in the voting booth. Now we have a party that’s actively undermining the constitution, abusing power, lying through their teeth on an hourly basis and the result from it all will be that they get even more votes than the last election.

Should some miracle happen in which a Republican wins the white house ever again he’ll probably last 30 days before being impeached over something trivial.

A briefing was held with the Director, EO. The briefing paper noted that the Determinations Unit sent cases that met any of the criteria below to a designated team of specialists to be worked:

“Tea Party,” “Patriots,” or “9/12 Project” is referenced in the case file.
Issues include Government spending, Government debt, or taxes.
Education of the public via advocacy/lobbying to “make America a better place to live.”
Statements in the case file criticize how the country is being run.

Over 100 applications were identified by this time. It was decided to develop a guide sheet for processing these cases.

– This was about the Tea Party from the beginning, and the additional criteria were developed to cast a broader net.

Mark it – the number is bigger and more widespread than is reported so far.

Mark it – the AP/DOJ story? Almost assuredly worse than we’re being told in terms of who was targeted, what was recorded/taken, etc.

“Oh, the talking points were from the intelligence community, and that video was to blame, and we told the military to do everything they could to save those people.”

“Well, they were, but we only made one tiny ‘style’ change, that’s it; the video was still to blame, and… um…”

“Hmm, well, we made 12 edits, completely changing the meaning of the thing, and the video had nothing to do with it, and Obama was fast asleep and we actually told the military *not* to do anything, but… what difference does it make?”
