Takeover: Michigan governor announces he’ll appoint an emergency manager for Detroit

Any volunteers for the second-most thankless job in America? Speaker of the House being first, of course.

Snyder said the city has not been able to solve its financial crisis and that outside help is needed. Today “is a day to call all hands on deck… to say there’s been too much fighting, too much blame, not enough resources, not enough people working together. The key answer I believe all of us want to get to is growing the city of Detroit.”…

The review team found Detroit’s cash-flow deficit is nearly $100 million. That’s on top of an accumulated deficit of $327 million. The city also has $14.9 billion worth of unfunded pension and employment retirement liabilities, according to the review team report. In five years, it needs $1.9 billion to begin making payments on the debt…

Greg Bowens, a political expert and former press secretary for former mayor Dennis Archer, said an emergency manager would be a devastating blow for the morale for the people of Detroit.

“In the end, it means the governor does not have the faith in the people of Detroit to govern themselves in a responsible manner,” Bowens said.

Why … yes, that’s what it means. I can’t believe there’s any serious constituency outside Detroit that would disagree, and Detroiters themselves would disagree only out of pure pride. The city’s a byword for terminal liberal sclerosis. How can this be a blow to their morale when their morale’s already reached this point? Look no further than their statuary to see that they’re desperate for a savior to ride in and impose order on a dystopian nightmare.

Snyder says he has someone in mind for an 18-month stint as emergency manager. But who? Who’s qualified to be the half-man, half-robot civic protector that Detroiters are dreaming of? Dave Weigel has the perfect cyborg for the job:

Romney’s got a mixed record as a politician, but nobody’s ever questions his skill as a brutal operator and turnaround artist. He’s got a good relationship with Republicans in the state—they even scrapped an electoral vote split plan in 2012 because they wanted him to win! He’s got a larger Rolodex of possible investors than anyone else who might be reasonably expected to take this job.

UPDATE: I’ve gotten some interesting email about this tossed-off idea, so I should reiterate: It’s not a joke! Any Michigan Democrat will tell you that Detroit politicians are among the most irrelevant in the state legislature. Republicans view aid to the city as good money tossed into a sinkhole. So butter them up with a Republican they know and can do business with. Romney’s ties to the city are tighter than most city emergency managers, roving technocrats who do a few years at a time in troubled metro governments.

Having a very prominent Michigan native as manager might make the idea of an emergency manager a little more palatable in Detroit. He is, as Weigel says, a renowned turnaround artist from his time at Bain and at the Salt Lake Olympics. He’s eager to regain a place in American politics too; this would put him back in the spotlight without having to worry about running for office. And Erika makes a good point: After being demagogued by Obama for his Detroit managed-bankruptcy op-ed, Romney might have something to prove. Two questions, though. It’s one thing to want to dip a toe back into policy, it’s another to jump hip-deep into quicksand. I realize Romney enjoys a challenge but is this really how this guy wants to spend his retirement, jumping from the agony of presidential defeat to the agony of trying to make Detroit sustainable again? I don’t know. Maybe; his sense of duty might force him if Snyder asks. Second, is a guy who’s most famous to liberals for being really rich, criticizing Obama, and dumping on the “47 percent” really someone who’ll be welcomed in Detroit? Snyder’s going to have to tread lightly here in imposing Republican management on an overwhelmingly Democratic city. Romney’s an odd choice in that regard, even if he’s willing to volunteer. But maybe Weigel’s right that a few whirls of that Rolodex and a few hundred million in investments from friends of Mitt will soothe things over. I’m interested to hear Romney on this. Maybe that’s what Chris Wallace meant when he teased about Mitt’s future plans.

The politics of the City of Detroit are deeply (and unfortunately) racialized. It would be extremely difficult for Mitt Romney, fresh off of being painted as a filthy rich, job-outsourcing, shadow Ku Kluxer by the Obama-Biden campaign, to actually perform the tasks of emergency management in Detroit.

If Romney takes the job, he’ll be under an MSM microscope as if he had won the White House. I can see lead stories all over MSNBC: “One week into his being imposed on the denizens of Detroit by the Republican regime in Michigan, Mitt Romney has yet to reveal a workable plan to save the city from ruin caused by reckless tax cuts and mismanagement under the thumb of leaders in Lansing…”

One month later: “Despite promises, imposed fiscal dictator Mitt Romney has yet to save the city from its financial difficulties caused by Republican tax cuts and the Federal sequester led by Congressional Republicans…”

However it works out, and done by whomever, those billions for the unions are likely sacrosanct and untouchable. All the rest like police, fire, and sanitation I can foresee being cut.

Because Dem rule destroyed the city, let the Dems fix it. If they can’t, unincorporate the city, break it up, and let the new sets of locals elect their own mayors and city councils.

and I kind of disagree about Hispanics(even though I hate illegal immigration)… if Hispanics received the same treatment Germans received in in the late 19th/early 20th century(forcibly be assimilated) they would help lead this country to urban renewal. But for now they ghetoize themselves.

It seems to me that 18 months is a ridiculously short time frame and that in itself means that the plan is already pre-defined such that no significant changes will be made to the governmental substructure which caused the problems Detroit’s inevitable collapse.

If I were Romney, I’d say screw it. All the State of Michigan is really looking for is some sugar-daddies to take over throwing money into the sinkhole for a while.

As a conservative western Wayne County resident, I view Detroit’s ills in an way that is difficult to articulate. My visits downtown have been primarily for sporting events (Joe Louis Arena for the Red Wings and Comerica Park for the Tigers), which I consider positive things. I’m intrigued by the relatively recent property acquisitions by local businessmen Dan Gilbert (Quicken Loans) and the Illitches via Olympia Entertainment (or such is the general assumption). In my view, there’s a great deal of potential in air, and a lot of optimism on their parts if they’re sinking money into Detroit-based businesses, and successful businessmen don’t do that type of thing on a whim.

On the other hand, I look at the City with it’s dysfunctional leadership in the Council, reported waste and abuse of taxpayer dollars, contradictory statements in local press and news sources, and then open up the view more broadly to Wayne County, and its’ (credibly alleged) corruption. Entrenched bureaucrats from east to west, north to south, every which way but loose are likely to gum up any potential positive steps made by any leader, be it emergency manager or mayor.

Whomever is chosen by Governor Snyder MUST be a strong leader, MUST have thick skin, and MUST be committed to wholesale reform. It wouldn’t hurt either, to have some connections in the media and a few tricks up his or her sleeve to outsmart their opponents.

Olympics. Used somewhere near half a billion dollars of increased government money in order to turn a profit for businesses of $100 million dollars net. Talk about a turn around.

Bain Capital… With a few notable exceptions, Bain Capital under Romney took existing infrastructure and self off assets and borrowed extensively on the little remaining assets of the companies they took over in order to first pay themselves off at multiples of the initial investment and then pay for normal operating expenses long enough to sell it off to some sucker, frequently conned by Bains crony connections to ratings agencies.

So, how will this work out in Detroit? Hundreds of billions from the state and federal government. Loans that put the city in debt to multiples of its true value. Not to mention, how does it do this without turning the city into a command and control fascist entity? Well, I think we know Romney does not have a problem with government command and control of the economy… so I doubt that is a problem.

Detroit is an excellent location, and that is why it became a great city at one time. Until the unions turned it into the Democratic morass it is. The only thing holding Detroit down are the degenerate inhabitants of the city. Get rid of them by denying them the fruits of other people’s labor, and they will die off or move. Then replace them with virtuous citizens.

To do list to even have a chance of working:

- File Bankruptcy.
- Invalidate all union contracts.
- End collective bargaining for city workers.
- Eliminate pensions. Go to 401k.
- Dump employees on ObamaCare.
- Drastically reduce existing pension obligation.
- Make it right to work state (DONE!)
- School choice for every kid. Eliminate the “Detroit public school system”
- No “prevailing wage” mandate.

That’s just to get the spending in line.

Then you have a create a economic development zone with large tax benefits to start attracking business investment.

Detroit should be the object lesson (in the old fashioned Catholic sense) of why someone whould not voe for Democrats.
Use it as a club, “You want to vote for “X”? Look what happened to Detroit, do you want to live like that? Is that what you want for your children?”.

I absolutely love the idea. Make the fence real tall and sturdy, and start sending in people who are caught selling or making heavy drugs. Drop them food and all the drugs confiscated by the police from airplanes. Then release the last hundred people who survived there somewhere in Iraq.

I think the question is whether or not they’d offer it to him.

From my read of the man, it’s almost the kind of challenge he couldn’t resist. The question for him would be, what power would he have to implement what his team (which he would undoubtedly bring in) decides is needed?

In an irony within an irony, the solution might turn out to be a reorganization in bankruptcy. Democrats couldn’t let that happen, and succeed. Even if it were a good idea.

But, hey, for Detroit’s sake, maybe they’ll consider Mitt. If they do, it would be a very smart move. And, the right move for the city.
