Woodward: Why is Obama still misleading everyone on the sequester?

Success may have a thousand fathers, and failure be an orphan, but don’t doubt the parentage of the sequester.  After yet another week of White House denials of paternity and a new layer of hysteria over the nature of the cuts involved, Bob Woodward reminds us again who came up with the plan in the first place.  As he reported in his book The Price of Politics more than a year ago from on-the-record interviews with the players involved, the sequester was proposed by then-Chief of Staff Jack Lew and personally approved by President Barack Obama, before Harry Reid presented it to Republicans as a take-it-or-leave-it option to end the summer 2011 budget standoff:

My extensive reporting for my book “The Price of Politics” shows that the automatic spending cuts were initiated by the White House and were the brainchild of Lew and White House congressional relations chief Rob Nabors — probably the foremost experts on budget issues in the senior ranks of the federal government.

Obama personally approved of the plan for Lew and Nabors to propose the sequester to Senate Majority Leader Harry Reid (D-Nev.). They did so at 2:30 p.m. July 27, 2011, according to interviews with two senior White House aides who were directly involved.

Nabors has told others that they checked with the president before going to see Reid. A mandatory sequester was the only action-forcing mechanism they could devise. Nabors has said, “We didn’t actually think it would be that hard to convince them” — Reid and the Republicans — to adopt the sequester. “It really was the only thing we had. There was not a lot of other options left on the table.”

A majority of Republicans did vote for the Budget Control Act that summer, which included the sequester. Key Republican staffers said they didn’t even initially know what a sequester was — because the concept stemmed from the budget wars of the 1980s, when they were not in government.

Why lie about this?  Woodward explains that shifting blame is a necessary part of moving the goal posts the actual issue at hand in August 2011.  By that point, the real problem for Obama was the debt ceiling, and the sequester put off the question of both spending cuts and tax increases.  Republicans had agreed at that point to a deal that included a 1:1 ratio of new revenues (through tax reform rather than rate increases) and spending cuts, but then Obama came back and wanted more revenues, which scotched the deal.  With the debt ceiling approaching a crisis point, both goals got pushed aside in exchange for a punt and the sequester as a lever to force a decision down the road:

Lew testified during his confirmation hearing that the Republicans would not go along with new revenue in the portion of the deficit-reduction plan that became the sequester. Reinforcing Lew’s point, a senior White House official said Friday, “The sequester was an option we were forced to take because the Republicans would not do tax increases.”

In fact, the final deal reached between Vice President Biden and Senate Minority Leader Mitch McConnell (R-Ky.) in 2011 included an agreement that there would be no tax increases in the sequester in exchange for what the president was insisting on: an agreement that the nation’s debt ceiling would be increased for 18 months, so Obama would not have to go through another such negotiation in 2012, when he was running for reelection.

So when the president asks that a substitute for the sequester include not just spending cuts but also new revenue, he is moving the goal posts. His call for a balanced approach is reasonable, and he makes a strong case that those in the top income brackets could and should pay more. But that was not the deal he made.

Besides, Republicans already compromised on the revenue side in January.  Now it’s time to work on the spending cuts, but Obama clearly doesn’t want to cut anything from the budget.  The nature of the cuts in the sequester and the disconnect from White House hysteria on them is so sharp as to dispel any doubt on that point.  Bill Wilson at Forbes calls the sequester cuts “non-existent”:

According to Obama, the sequester would represent “a huge blow to middle-class families and our economy as a whole.” Obama’s White House has also referred to the sequester as “devastating,” saying its cuts would “imperil our economy, our national security (and) vital programs that middle class families depend on.”

Sounds frightening – but is it true? Of course not. According to The Wall Street Journal ”federal domestic discretionary spending soared by 84 percent with some agencies doubling and tripling their budgets” during Barack Obama’s first two years in office. In fact the sequester would scale back just one of every six dollars in discretionary spending increases since 2008 – hardly a “huge blow.” Also, discretionary spending in 2008 was already tremendously inflated – having increased by more than 60 percent over the previous eight years.

In other words this isn’t even really a cut – “devastating” or otherwise – it’s a modest growth rate reduction following years of unnecessary, embarrassing and unsustainable excesses.

Wilson notes that Obama doesn’t have a monopoly on hypocrisy:

U.S. Speaker John Boehner has repeatedly referenced “the president’s sequester” while decrying its “harmful cuts.”

What hypocrisy. Obama and Boehner both supported the sequester as an excuse for yet another unsustainable run-up of our nation’s credit limit – which exhausted its latest $2.1 trillion increase last December (after less than seventeen months).

“The debt ceiling deal in 2011 was agreed to by Republicans and Democrats, and regardless of who came up with the sequester, they all voted for it,” U.S. Rep. Justin Amash (R-Michigansaid recently. “So, you can’t vote for something and, with a straight face, go blame the other guy for its existence in law.”

As Bob Corker put it last week, the sequester amounts to $1.2 trillion in reductions in the trajectory of spending growth over the next ten years, in which we project to spend $45 trillion.  It amounts to a 2.7% decrease in overall spending over the decade, hardly Draconian or savage or whatever hyperventilated appellation one chooses to use.  If we can’t agree to cut even that much, there is no hope for a broader budget reform that brings us back to balanced budgets in the future, and there aren’t enough taxes in the country to make up the difference from the other direction without killing the economy and wiping out revenue altogether.

Hi, everybody. Our top priority as a country right now should be doing everything we can to grow our economy and create good, middle class jobs.

And yet, less than one week from now, Congress is poised to allow a series of arbitrary, automatic budget cuts that will do the exact opposite. They will slow our economy. They will eliminate good jobs. They will leave many families who are already stretched to the limit scrambling to figure out what to do.

But here’s the thing: these cuts don’t have to happen. Congress can turn them off anytime with just a little compromise. They can pass a balanced plan for deficit reduction. They can cut spending in a smart way, and close wasteful tax loopholes for the well-off and well-connected.

Unfortunately, it appears that Republicans in Congress have decided that instead of compromising — instead of asking anything of the wealthiest Americans — they would rather let these cuts fall squarely on the middle class.

You know what might help? Having the Senate — controlled by Obama’s Democrats — pass an alternative. Have they done that yet?  When that happens, be sure to let us know, Mr. President.

I have heard some say that Obama can’t afford to have cuts that have no effect take place. More than the money, Obama is trying to refute Reaganomics and if an example of Reaganomics doesn’t have disastrous effects then it can be used as an example of successful cutting of the govt.

His histrionics tell me this more than the money. for ALL the Democrats, but in particular Obama, they want to “reeducate” the public that increases in spending are their way to prosperity and cuts will cause them great pain. He is basically saying the same in his scare tactics which confirms it for me.

How about we look at Obama as ALWAYS planning to alter the deal once he gets past some roadblock like he did here with the debt ceiling deal. He always plans to do what he did here and try and campaign against the part of the deal he made.

People are ignoring the fact he suggested it as some kind of mistake he made and not assuming that part of suggesting it was ALSO a conversation about how to get around it once the date arrived.

As usual Obama has waited to the last minute to make his case. He has learned he can shove things though and has many times before by waiting, telling the public we have a crisis, having Republicans cave. This has been repeated enough to assume that He and Jack Lew and who ever else was in the room said at the time “we propose the sequester and then when the time comes and we have our part of THIS deal secure we sabotage THEIR part of the deal just like we have before”

I would say you take down Obama AND the media by letting the sequester go through and making them look like fools for their histrionics. There is a reason the media is doing this too and it is because THEY are interested in the same things as Obama and both look bad if the sequester happens and basically life goes on normally.

Also I would note Governor Dayton in MN tried to make small cuts painful to the public and it backfired big time. They can try that but they don’t understand the public patience to having their services cut and just blaming Republicans. My experience in MN is that low information voters don’t buy that they have to suffer EVER no less when it is a small decrease in the rate of growth.

i actually posted on this thread so I will try and repeat it. Do you think people can really make balanced budget decisions when talking to a pollster? I wrote Allahpundit and told him this is a disastrously wrong conclusion to make. Taking a poll and if a majority isn’t reached in many area of wher to cut it means cuts can’t be made anywhere? There is a reason the founding fathers didn’t institute direct democracy and instead representative government and budgeting would have been at the top of the list. People can’t balance their budget ideas answering questions one by one. They aren’t being asked even. “Which 5 areas would you cut” or some kind of trade off questions which is the BASIS for budget discussions ANYWHERE on the planet. THIS DAMN POLL IS MEANINGLESS!!!

Everytime the Republicans cave I don’t know what conclusion the public gets but that the evil Republicans were stopped by our bright caring President. Boehner and the crowd will not try and prove Obama a liar and the conclusion a low information voters will get is that the President is fighting for them. The Republicans will watch their popularity sink and get even more desperate to please the public. It’s maddening to watch.

If we would just let the sequester go through it could be a start but obviously from Boehner’s op-Ed in the WSJ he is as afraid of the cuts as Obama is and doesn’t see it as an escape from the Obama noose.

Obama isn’t worried about THIS battle, because this is all just a setup laying the groundwork for the real fight when it comes time for huge cuts.

He’s working on laying the groundwork that ANY CUTS in government, NO MATTER HOW SMALL cuts into some vital national service.

Using this logic we should just hand over our wallets now and let the government decide how much we get paid based on the value they put on us. Then logically those that are of less value will be eliminated……….however that needs to be done of course.

It all sounds very Darwinist.

I don’t think they are catching on. They are repeating WH lies and then looking at the comments and analysis that they must have their heads up their a$$es to agree and worry about their reputations as having some ability to think and report the news.

Right now they are trying to figure out how to support Obama and back the WH off the stupidity of their sequester BS so they aren’t forced to look clownish. But if it comes down to keeping their reputations and shilling for the WH they will like good loyal liberals walk the plank and support the lies of the WH. Not that it makes sense but we have watched them for 5 years do this over and over and by now they think they can pull it off one more time no matter how far out the WH goes. They just would rather not risk it and so they are asking harmless questions of the dumbest WH talking points.

I will admit that the Republicans were stupid to let there be specifics to the cuts. There isn’t a budget in the world (for those who actually have a budget) that couldn’t absorb a less than 3% cut. But the United States is too cool to have a budget and this isn’t really a cut, just a reduction in increases. To be taken in by an elaborate con is one thing but these guys are just calling us stupid to our faces. Far to many are falling for it. You may be right about the more and more Americans are tuning the MSM out but I would bet they are Romney voters.

The monopoly that the Obama people have is on minorities, young people starting at their Iphone messages from Obama and that is all they need to maintain their 51%. Open borders and Amnesty will solidify it further.

My thought is that the country is dividing into the Obama cult and the rest of us and living by the rule of the Obama cult is creating a great chasm between those who see the emperor has no clothes and those that try and say that he does. I weep for the USA.

Where does this go. I think it goes to 1860 America. You either think one way or the other which scares me but that is what Obama has brought us to.

Meanwhile, the most urgent problem is again being ignored by just about everyone: Obama’s bizarre if not irrational state of mind, if not his intentional lying which has been exposed yet again with this sequestration issue.

He promoted it as concept. Now he claims he “doesn’t remember that” because now he’s “ardently opposed to it.”

So, does he really not remember his own campaign issues, speeches about it, brags, boasts, big voiced announcements promoting it? If he doesn’t, then he’s got some sort of mental issue which should concern everyone.

Or he’s lying which should also concern everyone.

Either option from a President bodes very badly for the state of the White House.

I feel the same way. Its seems that some rule of fairness should kick in and that I don’t have to live the Obama mistakes since I don’t support them. I can’t avoid this because the contract we all have with each others as Americans is the economy and more directly the US dollar. Can I avoid using the US dollar? No. I can buy gold but that still only goes so far. It’s frustrating that I (and you) have to sit in the canoe and go over the falls because others are too stupid to use their paddles out of a cult love for Obama.

I think if you heard Rush’s explanation for why he is ashamed of his country for the first time he is basically saying the same thing.

These guys are basically calling the country stupid to its face and the public is not upset.

I feel the same way Rush does and maybe you do to. I feel ashamed that the country is in this state of civics. Its really just a cult of Obama in my view. It isn’t the land of the free and home of the brave (across the board, of course, we aren’t all ignorant cult members)

The sequester requires agencies to make across-the-board cuts and does not allow them the flexibility to make targeted cuts. Congress and the White House would have to agree on a bill to replace the sequester if they want to make the cuts more targeted.

Still, all of this analysis above me is useless. Most people will simply see it as proof Democrats want to keep things going and Republicans want to cut and stop things. Do you want to keep things going or have everything stop? According to the poll thread, almost everyone wants NOTHING to be cut. Why, government gave us safe working conditions and civil rights. If the government’s rate of growth is cut, everything might stop. Then, civil rights will be taken away. The private sector will be racist and chew you up.

This is my take on the low info mindset.

If you furlough thousands it makes a great photo-op/storyline and when the Republicans cave in you get your back pay and no one is out one dime on the public sector side.

One thing that occurred to me when I followed a link from HotAir to CNN one day was that I went to look at the comments which were all rabid left-wingers. I then thought to myself that they have terrible numbers and then I put together those 2 ideas and realized the reason that CNN was writing this nonsense left-wing article is that these are who they have left as their audience.

Getting back to how they get away with it? My theory is that the only people tuning in now are the low information voters, who still trust CNN, and the left-wing radicals and in that group who is going to question your left-wing bias? I think we ignore the fact their ratings have plummeted in the past years at all the MSM outlets. I think the fact is all the free-thinking people have smelled BS and left and that is where their numbers fell out long ago. Basically I think they don’t get away with it as much as they have already chased anybody who would question their reporting.

A recently introduced bill in the Illinois state Senate would require anonymous website comment posters to reveal their identities if they want to keep their comments online.

The bill, called the Internet Posting Removal Act, is sponsored by Illinois state Sen. Ira Silverstein. It states that a “web site administrator upon request shall remove any comments posted on his or her web site by an anonymous poster unless the anonymous poster agrees to attach his or her name to the post and confirms that his or her IP address, legal name, and home address are accurate.”

The Electronic Frontier Foundation (EFF) noted on its website that the “right to anonymous speech is also protected well beyond the printed page.”

“Thus in 2002 the Supreme Court struck down a law requiring proselytizers to register their true names with the mayor’s office before going door-to-door,” wrote EFF, noting that the Supreme Court protects Internet commentary as it does pamphleteering.

The bill is part of a larger trend of lawmakers seeking to censor anonymous online speech.

For example if Obama and the Democrats fall apart and their popularity is finally punctured do you think they could still pursue something this unAmerican? My view is that they can’t. If you focus on the big things this kind of wishful liberal thinking will go back into the closet where it belongs. Sequester is a first step in knocking the Obama cult from its perch. This is the new strategy of the left. The truth is the left has reached what were previously the core values of the right on spending, gay marriage,taxes, etc. To go any further they have to convince the public they are not way into the core of the right but are just scratching the edge of what Reagan thought was true. Once that can be achieved the “room for compromise” in the eyes of the public becomes where the Republicans have to go and start throwing out core beliefs.

I have watch them doing this for some time now. This moving of the center post of American politics is how they can demand their liberalism and still claim to be in the center of American politics. It would be nice if a Mitch McConnell or Boehner could piont that out but the fear of both to say Obama and the Democrats are being the radicals has them paralyzed. The ease to which the MSM can marginalize anyone else like Rush prevents this concept from reaching the general public. Obama lies because he has to to accomplish his goals of transforming America without the general public realizing it. I have to disagree he doesn’t have a purpose.

For example Obama wants socialized medicine but he knows the public doesn’t so he lies and lies and creates a system that can only lead to universal government health care and lies about the features of that to the public, being trusting low information voters, they can’t conceive he would do such a thing (81% of voters said he cares about them in the 2012 exit poll) and so it never investigates what will happen if he gets his wish.

Just a note on the 81% think Obama looks out for them that is at least 30% of the Republican vote. No, I don’t have an explanation but it is scary that these people don’t doubt his character even if they disagree with him.

but magically since we can’t be trusted to tell the truth about him being biased opponents according to the Obama WH and the MSM our criticism is just lies we are telling.

I wonder what comes next. In other political cults there isn’t a self-aware opposition that chronicles and fights in real time against a media that has merged with a political leader. In places like Nazi Germany people in 1945 had to all point the finger at themselves to varying degrees for being caught up in the Nazi movement or allowing it. Thus after 1945 there was a collective forgiveness of each other. What will be the collective feeling when 51% prove to be horribly wrong and 49% have to suffer the consequences. Scarier still what will happen when those 51% are very identifiable by skin color color in particular black skin color? If I suffer loses now or in the future am I going to feel sympathy for blacks complaining about an America they helped ruin out of blind racial loyalty and pride? It’s one thing to tell myself and others to themselves we shouldn’t judge people by the color of their skin and accept it as a good thing and it is another thing, and history proves this, for a group to act as a monolith to acquire power to themselves and ruin the society for everyone else. The MSM has no idea they are not just setting up themselves for a big fall they are setting up the country for an internal struggle like the US civil war. Brother against brother.

Republicans need to take this lesson to heart…. It doesn’t matter what they do or don’t do, Obama will ALWAYS blame them for any misery his policies create.

He’s the guy wanted the sequester. He’s the guy who signed it into law. He’s the guy who IGNORED his own commission’s recommendations to fix it. And yet he lies and hysterically demagogs the GOP after he got EXACTLY what he wanted. Let’s not forget the impetus for all this…. He didn’t want another debt ceiling fight in the middle of this last election. THAT was his priority. Never mind that raising the debt ceiling used to be “un-American” and “irresponsible” back when he was a sitting senator.

Learn this lesson, GOP. The guy has no problem with outright LIES, so there’s no point in treating him with kid gloves.
