Actually Clintons SOS, Madam &#039;Scary Face&#039; Albright got the NorKos a &#039;free&#039; nuclear reactor along with food and free oil.  Carter gave them a year’s supply of food and 500 million tons of oil to get Kim Jong Il to stifle.
