Seems to me that failing to release that info doesn’t make him filibuster-worthy. It makes him unworthy to even get out of committee. “I’m sorry, you don’t want to disclose some simple information that would go a long way toward assuring folks there are no conflicts of interest? Fine. Goodbye, Mr Hagel. Don’t let the door hit you on the way out. NEXT!”

It might be oddly face-saving to have Hagel step aside because of some financial disclosure complexity, rather than because he’s evidently a very stupid individual.
