		<description><![CDATA[The most efficent way to use data and technology is to pinpoint the exact voting precincts that are pivitol to an election&#039;s outcome and cheat in those precincts only.  Properly identiying these polling places would allow for the least amount of cheating resources producing maximum effect. 

In those precincts that usually turnout against you, reduce turnout numbers and close the margin of loss. In areas that historically turnout for you, increase both the margin of victory and the voter turnout.

Of course, you would need to control or even remove opposing poll watchers.

		<content:encoded><![CDATA[<p>The most efficent way to use data and technology is to pinpoint the exact voting precincts that are pivitol to an election&#8217;s outcome and cheat in those precincts only.  Properly identiying these polling places would allow for the least amount of cheating resources producing maximum effect. </p>
<p>In those precincts that usually turnout against you, reduce turnout numbers and close the margin of loss. In areas that historically turnout for you, increase both the margin of victory and the voter turnout.</p>
<p>Of course, you would need to control or even remove opposing poll watchers.</p>
