The problem is that incompetent California leaders are going to do those parts last, and oh-so-green-and-progressive destination communities like Palo Alto are doing everything they can to hamstring operations on their part of the route.

There is also ample reason to doubt that the ruling Democrat political class can pull it off in a timely and cost-effective manner.  That&#039;s largely due to all the costly and time-consuming environmental regulation and litigation they&#039;ve enabled.  Conservatives can file EIS lawsuits too.]]></description>
