		<description><![CDATA[The problem is never when there are lots of revenues to fund more programs. The problem is that more programs demand more revenues to keep them funded irregardless of whether it is good times or bad times. 

Fiscal discipline, frugality, whatever, is a state of mind. It is being able to think, say, and do, &quot;we should only go this far because the good times may not always last and we still need to pay for things when the good times end&quot;. At least the inability of States to coin money helps serve as a check on unrestricted spending. 

There is a real lack of feedback. If politicans would only get paid if the government (any government) had a positive bank balance, couldn&#039;t borrow for current expense, and they got paid after all other current expenses were paid off, they might be more likely to be cautious about spending because I don&#039;t think many of them would want to be politicians if they (and maybe their staffs though the staffs get paid before them) could only get pay and benefits if the government was in the black on current expenses.]]></description>
