Three State Dept officials resign in the wake of damning Benghazi report

The Accountability Review Board report on Benghazi now making the rounds did not come up favorably for the State Department — “systemic failures and leadership and management deficiencies at senior levels” resulting in security “that was inadequate for Benghazi and grossly inadequate to deal with the attack that took place” just about capture the gist of how badly the report indicated State messed up on this one. She’s already said that the organizational responsibility lies with her, but Secretary Hillary Clinton has yet to testify on the matter (State had said she was planning to do so this week but is reportedly recovering from a concussion), and several of her immediate underlings are already jumping ship in the report’s damning wake.

Three State Department officials, including a security chief, have resigned following the release of scathing report about safety lapses at the U.S. Consulate in Benghazi in the run-up to the terror attack that killed four Americans.

An administration official told the Associated Press on Tuesday that Eric Boswell, the assistant secretary of state for diplomatic security, and Charlene Lamb, the deputy assistant secretary responsible for embassy security, stepped down under pressure after the release of the report Tuesday night.

The third official purportedly worked for the Bureau of Near East Affairs, but was not immediately identified, the official said, speaking on condition of anonymity because he was not authorized to discuss personnel matters publicly.

The State Department-ordered investigation of the Sept. 11 attack on the consulate in Benghazi, Libya, concluded that “systemic failures” left the facility inadequately protected.

The report seems to do a fair job of outlining what went wrong and where, but the interesting thing about these resignations is that the report didn’t actually recommend any specific individual discipline.

My sense is that just the existence of the report itself will not be a reason in Congressional minds to back off on calling Clinton in to testify, especially since it did cite senior-level leadership mega-failures. The State Department has been simultaneously polite yet all kinds of waffly on whether or not Secretary Clinton would ever genuinely make it in (perhaps they’ve been hoping to drag it on long enough to make Republicans look like bullies), and I’m thinking that Clinton would really like to avoid testifying if she can — a highly public hearing on her department’s massive failures probably isn’t the best way to end her tenure, especially if she really is contemplating 2016.

Did State tell these officials to pack their bags as a preemptive defense mechanism? As in, ‘Hey, I’ve taken care of the situation internally and made the necessary adjustments within my department,’ in order to give Clinton an excuse not to go in herself, or at least have specific people to blame in the event that she finally does testify? If she does, she’ll need all the shields she can muster, because one of the biggest and most damning foreign-policy questions of all still remains unanswered: Is the Obama administration, at the highest levels, actually creating the conditions for these types of security failures by actively downplaying the continuing influence of terrorism?

Even more damning, in its absence, was the report’s failure to step back and question whether the Obama administration, at its highest levels (starting with the president), created the conditions for Benghazi by overstating the decimation of al-Qaida and playing down the significance of the extremist elements, possibly al-Qaida-linked, that have reemerged in the aftermath of the Arab Spring in Libya and elsewhere. Unless this reckoning is made, it is easy to imagine a similar disaster happening in post-Assad Syria, or elsewhere in the region. This has been a chief Republican talking point against Obama since the Benghazi attacks occurred on Sept. 11.  …

Shot through the report are other reminders of incompetence at the highest levels: the State Department’s failure to “issue a worldwide caution cable to posts related to the [9/11] anniversary; and a failure “to link formally the many anti-Western incidents in Benghazi, the general declarations of threat in U.S. assessments and a proliferation of violence-prone and little understood militias, the lack of any central authority, and a general perception of a deteriorating security environment to any more specific and timely analysis of the threat to U.S. government facilities,” as the report puts it.

Too little, too f*cking late. Why didn’t these people resign before this? Why weren’t they FIRED before this? Why aren’t we still knowing the answers to question like ‘who gave the repeated stand-down orders’ to the guys that wound up going in anyway as well as the other military assets that could’ve and should’ve been deployed to the site in response, etc.

I’m interested in what went wrong *before* that yielded this situation, but I’m also damn interesetd in what went wrong *after* the attack began, and there’s plenty in that last category that isn’t getting enough attention.

But then, like F&F, we’ve know that it wouldn’t.

Three State Department officials have resigned in the wake of a State Department report that faulted the Diplomatic Security and Near Eastern Affairs bureaus for security that was “grossly inadequate” to deal with the Sept. 11 attack on the U.S. mission in Benghazi that killed Amb. Chris Stevens and three other Americans.

Former Under Secretary of State Tom Pickering and former Joint Chiefs Chairman Adm. Mike Mullen briefed reporters Wednesday on the unclassified version of the report of the State Department’s independent Accountability Review Board, which was set up to investigate the attacks.

The Cable has confirmed that Eric Boswell, the assistant secretary of state for diplomatic security, and Charlene Lamb, the deputy assistant secretary of state in charge of embassy security, both resigned Wednesday after the issuance of the report. The third official who resigned was from the bureau of Near Eastern Affairs, officials said, although the name of that official has not yet been released.

“Systemic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department … resulted in a Special Mission security posture that was inadequate for Benghazi and grossly inadequate to deal with the attack that took place,” the report stated.

“We fixed [the blame] at the assistant secretary level, where the decision making takes place, where the rubber hits the road,” Pickering said Wednesday.

Officials told The Cable that NEA Assistant Secretary of State Beth Jones was not the third official who has resigned over the incident. Under Secretary of State for Management Patrick Kennedy testified Dec. 10 that he was inclined to support the Benghazi mission’s request for more security, indicating he was involved in the decision making. He is not expected to resign.

There was no “willful misconduct or intentional disregard” of policies and procedures, Pickering said, although he said “certain state department bureau level officials in senior positions” failed to used their leadership authority.

“There were performance inadequacies,” he said, “Frankly, the State Department had not given the mission in Benghazi the security, both in personnel and resources, that they needed.”

Mullen said that security at the Benghazi mission “fell through the cracks bureaucratically” because the mission was categorized as a temporary facilities and he added that the lack of a sufficient number of security agents there was “a major factor” in the security failures at the site.

That conclusion calls into question the Dec. 10 testimony of Lamb, who said before the House Oversight Committee “We had the correct number of assets in Benghazi on the night of 9/11.”

Committee Chairman Darryl Issa (R-CA), issued a statement Wednesday saying that the report calls into question the testimony of Kennedy and Lamb on Dec. 10 and accused them to being party to “an intentional effort to mislead the American people.”

Issa also criticized the board for not investigating the perpetrators of the attack. Pickering said that was outside the board’s purview and mandate.

“We were not asked to conduct an investigation into the attacks to find out who the perpetrators were or their motives,” said Pickering, saying that was the job of the intelligence community.

Mullen also said the board had concluded that the Defense Department was not in position to respond to the attacks that night.

“We looked at the force posture and it is not reasonable they could have responded in any kind of timely way,” Mullen said.

December 17, 2012: The CIA has persuaded Congress to rein in Department of Defense plans to increase the number of its intelligence operatives. With Iraq no longer a major area of intel operations, and Afghanistan headed in the same direction, the CIA fears competition from the growing number of Department of Defense spies. The CIA doesn’t want the military to get out of the spy business entirely, they just don’t want more competition in the coming era of less work. In particular, the CIA wants fewer non-SOCOM (Special Operations Command) spies from the Department of Defense. SOCOM, however, is a different matter.

All this is, for the Department of Defense, a sudden switch. Over the last three years SOCOM and the CIA have convinced Congress to allow the two organizations to merge some of their operations and share personnel and other resources. This is a process that started during World War II and, despite some political ups and downs, never completely stopped. By the time September 11, 2001 rolled around the CIA was routinely requesting Special Forces operators to work directly for them, a custom that goes back to the early days (1950s) of the U.S. Army Special Forces.

The Benghazi Report is out and so it’s now official. Obama, Clinton, Petraeus, Panetta and Rice all had nothing whatsoever to do with the US government’s “response” to the attack on the US “consulate” in Benghazi. The names Obama, Clinton, Petraeus, Panetta, Rice do not even appear anywhere in its 39 pages.

So we now officially know they all saw nothing, they heard nothing, they knew nothing. They were not there.

There has yet to be any official disclosure from American sources regarding cause of death for Stevens or the other three killed during the terrorist attack.

Previous information from my notes re Bengahzi when this thing
first happened states that Eric Boswell, Asst. Sec. of State for Diplomatic Security, sent cables to Washington asking for more security agents in March 2012 and also in July 2012. He received no response.

Was he forced to resign or did he voluntarily resign because he
couldn’t take the lies any more? We might hear more from this guy.

Now we know that Benghazi was not an embassy/consulate, however, was a villa used by the CIA for their gun running operation from Libya through Turkey to Syria.

The irony is that Obama, while shedding crocoldile tears for those
little children in the Connecticut shooting and calling for gun control as a result, has no trouble running guns in Mexico (Fast and Furious), Libya, Turkey and Syria.

For those of you not old enough to remember, research “Travelgate”. Hillary was a crook then and is a crook now. The cover ups are insulting, however, seem to always work.
I blame the complicent media for this.

I wonder how many bottles of gin a night Hillary is putting down these days. She is looking more and more like an old unkempt drunk. In between bottles she probably holds her hands over her eyes and chants, “You can’t see me! You can’t see me! You can’t see me!”

BTW, isn’t “stomach flu” often used as a euphemism for hung over? And “concussion” for falling down drunk?

On the night of the attacks, Benghazi, Tripoli, and Washington communicated and coordinated effectively with each other. They looped in the military right away, and the interagency response was timely and appropriate. But there simply was not enough time for U.S. military forces to have made a difference.

And why weren’t the British ever called to help? According to what British sources on the ground in Benghazi said,
“We have more people on the ground here than the Americans and I just don’t know why we didn’t get the call?” one said.

And what about Turkey, who had resources a short flight away? We’re not hearing why they weren’t utilized either.

And that CIF team that never got to Sigonella until 8:00 p.m. on Sept. 12 — even though they were just a few hours away in Croatia. The Pentagon would not say when this team took off either.

Not enough time for our forces to have made a difference? That’s it?

Someone still has plenty of explaining to do.

Any details on resignations? Do they keep their retirement packages? Are they eligible for other government jobs?

As for Hillary, she can now explain how they are being replaced and what changes she will make to prevent a similar failure.

At the same time she should be asked how she supervised and monitored this operation. If not her, then who?
