Independent report: “systemic failures and leadership and management deficiencies” at State led to Benghazi deaths

Congress now has the Accountability Review Board report on the Benghazi terrorist attack that killed four Americans, including the first US Ambassador murdered in 33 years, and it’s easy to see why the State Department contemplated keeping it under wraps.  The ARB rips the State Department from the top down all the way to the late Ambassador Chris Stevens — and unequivocally states that there never was a protest in front of the consulate, as the Obama Administration insisted for more than a week afterward:

1. The attacks were security related, involving arson, small arms and machine gun fire, and the use of RPGs, grenades, and mortars against U.S. personnel at two separate facilities – the SMC and the Annex – and en route between them.  Responsibility for the tragic loss of life, injuries, and damage to U.S. facilities and property rests solely and completely with the terrorists who perpetrated the attacks.  The Board concluded that there was no protest prior to the attacks, which were unanticipated in their scale and intensity.

2. Systemic failures and leadership and management deficiencies at senior levels within two bureaus of the State Department (the “Department”) resulted in a Special Mission security posture that was inadequate for Benghazi and grossly  inadequate to deal with the attack that took place.

Security in Benghazi was not recognized and implemented as a “shared responsibility” by the bureaus in Washington charged with supporting the post, resulting in stove-piped discussions and decisions on policy and security.  That said, Embassy Tripoli did not demonstrate strong and sustained advocacy with Washington for increased security for Special Mission Benghazi.

The short-term, transitory nature of Special Mission Benghazi’s staffing, with talented and committed, but relatively inexperienced, American personnel often on temporary assignments of 40 days or less, resulted in diminished institutional knowledge, continuity, and mission capacity.

The ARB also blasts State for its reliance on the February 17 militia for security in general, finding them “poorly skilled” and “inadequate.”  But there’s more to the story than that, emphasis mine:

Although the February 17 militia had proven effective in responding to improvised explosive device (IED) attacks on the Special Mission in April and  June 2012, there were some troubling indicators of its reliability in the months and weeks preceding the September attacks.  At the time of Ambassador Stevens’ visit, February 17 militia members had stopped accompanying Special Mission vehicle movements in protest over salary and working hours.

Essentially, then, embassy security was on a low-level strike at the time.  And this was the situation at this outpost in an area known to be teeming with Islamist terrorists, including al-Qaeda affiliates, on the anniversary of 9/11.

With the report in hand, Congress would have been prepared for Hillary Clinton’s testimony, originally scheduled for tomorrow before the Secretary of State fainted and ended up with a concussion.  This report’s conclusions about the “systemic failures and leadership and management deficiencies” won’t be a headache she can shrug off as easily as a concussion, however.  The Hill’s Julian Pecquet wonders what happens to Clinton after the publication of this indictment of the organization she ran for nearly four years prior to the attack:

The Benghazi report released Tuesday night bemoans “systemic failures and leadership and management deficiencies” in Hillary Clinton’s State Department that could come back to haunt her should she run for president in 2016.

Clinton remains one of the nation’s most popular politicians and has worked tirelessly to improve America’s image abroad following President George W. Bush’s tenure. The independent review of the Sept. 11 attack, however, tarnishes that legacy by faulting the department for failing to put in place a coordinated approach for handling security, even if it does not single anyone out for disciplinary action.

The report does fault Congress for forcing State to “struggle to obtain the resources necessary to carry out its work, with varying degrees of success,” which gives Hillary a way to fight back in Congressional hearings — but that’s a big trap.  State spent lots of money on other outposts with far less risk than the one in eastern Libya, and there isn’t any indication that State warned Congress about the deteriorating security situation in Benghazi.  To have done so would have allowed Congress to question Barack Obama’s war on Moammar Qaddafu that was fought without Congressional approval.

Hillary Clinton herself said that the buck stopped with her on Benghazi.  The organizational failures outlined in this report belong to the one who sat at the top of that organization since January 2009, long before the US turned eastern Libya into a free zone for Islamist terror networks, and at least indirectly to the President who insisted on conducting the war that created that environment.  In any sane political environment, the leadership failure at State would preclude any effort to seek higher office out of sheer contrition after it resulted in four dead Americans.

State was sitting on $2.2 billion for security when Benghazi was attacked. This BS about them not having the funding for keeping the SM outpost guarded is pissing me off! Hillary went along with Obama’s desire to keep a ‘low profile’ in the region, as not to ‘upset’ the locals. She towed the f-ing line! The cables were sent to Lamb, and ingnored all the way up the chain.

As I have said before, my wife works for State. She approves all upgrades and maintenance at all foreign installations associated with State. The are working on a long-range plan that was due out last year, but got pushed for various reasons. The security posture is in that assessment for Benghazi and Tripoli. Benghazi was a temporary facility, so according to them, there were NO UPGRADES in their papers. It could have been done by the Agency, not sure. But in Tripoli they have been asking for ‘upgrades’ for some time having it fall on deaf ears. Congress needs to look at this document, too.

Diplomatic Security was hammered in the report as well. The agents that State ‘recruits’ are not capable, in my opinion, of mounting a sufficient defense of a compound since almost all of them are not prior service. They get the most rudimentary instruction on High Threat protection, but none on defensive positions. It is all based around protecting a Principal person, and not a structure. Everyone who train/ed the agents knew something like this could happen, with many of us commenting that it wouldn’t be good.

Rep. Darrell Issa (R-Calif.) says the State Department is sitting on $2.2 billion that should be spent on upgrading security at U.S. embassies and consulates worldwide, but the Obama administration will not spend the funds.

Issa made his comment during an appearance on CBS’s “Face the Nation” to discuss the recent attack in Benghazi, Libya, that left U.S. Ambassador Chris Stevens and three other Americans dead. Issa, chairman of the House Oversight and Government Reform Committee, held a highly partisan hearing on the incident last week.

Issa claims the State Department will not spend the already approved funds because they didn’t want to the appearance of needing increased security.

“The fact is, they [the State Department.] are making the decision not to put the security in because they don’t want the presence of security,” Issa said. “That is not how you do security.”

Back in the day, as fellow GI buddies of mine were headed out into civilian life, the lament “all those civilians running around with nobody in charge” was an apt appraisal for the world to which these soldiers were about to return.

Hadn’t thought about that expression until this Benghazi “report” came out.

If this Department of State, a major federal agency, an original cabinet department, is told in this report “you guys screwed the pooch at every turn” but we can find nobody culpable of any wrong doing…what the hell is that?

Gee, we are sorry that a couple Americans and our Ambassador got slaughtered but it was all a misunderstanding, an accident, and nobody did anything wrong?

This feels more and more like Clear and Present Danger type stuff, with Han Solo having to dodge rockets down alleyways and the Green Goblin is cut off from his black ops team, while the guys at the top make all their secret plans about how to deal with foreign policy problems.

The most offensive thing in this report to me was in assigning a measure of blame to Ambassador Stevens for NOT DOING MORE TO SECURE ADDITIONAL SECUTIY PRIOR TO THE FINAL ATTACK ON 9/11/12.

SERIOUSLY?!? Stevens & his staff were attacked TWICE before that final attack on 9/11/12, and after every attack Ambassador Stevens reuested additional secutiy. This administration DENIED those requests for more security, denied requests for more security a reported 4 times. Stevens informed Obama/Hillary that 10 new terrorist training camps had opened in Benghazi & Al Qaeda flags were being flown over new Libyan Government Buildings. He asked for additional security AGAIN…and again was denied. Stevens then warned that he & his staff would not survive another coordinated attack….request for more security was denied again.

Eve DURING the attack the Ambassador & the SEALS defending Stevens/the compound called out for help, illuminated (with a laser) enemy mortar positions, & fought off terrorists atticking them in hope of holding out until help arrived. A Response team licated in Sigonella Air Base only 2 hours away who were preparing to respond were told to ‘STAND DOWN’ by this administration – the Americans in Beghazi were BETRAYED and ABANDONED TO DIE!!! (The attack in Benghazi lasted over 6 hours – Help from Sigonella was 2 hours away…)

WHAT MORE could Ambassador Steven have done to make an IGNORANT, INEPT Secretary of State & President of the United States understand the threat, understand they had been attacked twice before & would not survive the 3rd coming attack? What could Stevens have done to change Obama’s mind about refusing to send help form Sigonella during that last attack? Aside from hiring his own mercenaries to do what his own government ould NOT do – protect them – Stevens could not do anything else!

To lay any measure of blame for the attack on Benghazi & the deaths of himself & 3 other Americans who died in that attack on Stevens AFTER HIS DEATH is DESPICABLE & reflects how far this President will go to avert blame while laying it upon everyone else…even on the dead man he REFUSED to protect!

Maybe there had been more fainting spells and concussions over the years that weren’t reported, or these spells could be symptoms of something worse. That could be the cause for the leadership and management deficiencies, thus the reason for the security failures.

Like John Dyson, Hillary’s health is a major issue and Congress should examine if she is capable of performing her duties. We’ll certainly have to take it into consideration if runs for higher office.

This is nothing but a big old steaming cup of “so what?” We knew all this including the aspect that not one finding of fact backs up what the Clinton or the rat-eared wonder said in the Rose Garden or what Susan Rice claimed on all those Sunday talk shows.

What really matters, IMO, is the fact that this administration has done nothing about the attack. This sends a message to the radical Muslim animals that they can attack the United States with impunity. It is a message that they’ve gotten even if the administration is more concerned with strategizing how to deprive citizens of their Constitutional right to bear arms and how to sneak all those illegals into the country.

I’m disappointed, Ed, that nowhere in your article did I find the words “Syria”, “rebels”, or “gun-running”. Besides which, it’s time to stop supporting the fantasy that the facility in Benghazi was an “Embassy”, or even a “Consulate”. It was a CIA op center (unknown to most Americans, but apparently rather well-known across North Africa) engaged in doing the dark things that such places do.

The Benghazi killings didn’t exist in a vacuum, but rather, as a result of a vast and ugly covert program to supply advanced arms to rebel groups (often Muslim-Brotherhood or occasionally Al Queda affiliated) across the Mideast and North Africa – in many ways it was the ugly big sister to Fast&Furious. All we need is Darryl Issa to complete the Kabuki parody and finish the whitewash.

State spent lots of money on other outposts with far less risk than the one in eastern Libya, and there isn’t any indication that State warned Congress about the deteriorating security situation in Benghazi. 

DOS sits on $2.2 billion earmarked for security. Did anyone bemoan it when one billion was spent just on the Baghdad embassy or all the other upgrades around the world?

I missed that part.

Four Americans are dead including an ambassador. Yet blame falls on the ethereal “Department of State”? Oh and of course the indispensable “Libyans” terrorist sympathizers they hired as a substitute for real security.

Who denied the requests and what did Mrs. Clinton know? How was she involved in the decision making all the way up to and including the attack?

How about the aftermath? What was Mrs. Clinton’s role in producing the various press statements? Did she consult with the President?

This is not an honest review nor in its current form will it preclude Clinton from seeking higher office. That is, until the parents and family of our murdered countrymen start to speak out. This report provides no comfort, conclusions or closure for them.

Ted Kennedy leaves a woman to drown while he sleeps off a drunk and dry humps waitresses in public restaurants….
…democrats proclaim him “the lion of the Senate” and honor him under the banner of “womens rights” at DNC conventions.

Senator Byrd…..big time KKK man…..loved by democrats for years as he became one of their main leaders in the Senate.

Bill Clinton…..makes a fool of his wife and women’s rights on the world stage with his cheating. Loved like a sister by the NOW crowd and democrats everywhere.

John Kerry…..lied about his Vietnam service….still won’t release his military records…..lied and smeared Soldier’s with his “winter soldier” lie fest…..and actively worked against the US during a time of war with his anti-war activities here and across seas.
…let’s make him a Senator or better yet…Secretary of State.

The Obama administration and press will cover for Hillary…..probably to the extent of actually blaming Stevens for this massive failure….and no one will be held accountable just like with Fast ‘n’ Furious,Stimulus payments,and green energy corruption and kickbacks.

Basically, they are putting responsibly on Stevens.

Clinton has, not only a concussion, but a concussion severe enough for her to get a “doctors note” excusing her from testifying a couple weeks after the fainting spell.

When questions needed to be asked of those in charge, she conveniently left the country.

F&F, “Green Energy” scams laundering money to unions, union violence and threats, Benghazi, on and on. This is the most corrupt and criminal administration in the history of the Republic, and either no one is picking up on it, or they don’t care.

Obama has single handedly lowered the bar on every single measure of performance and degree of accountability in regards to governmental leadership since he came into office. His legacy will be one of lowered expectations across the board for leaders and our system of government. That he was re-elected confirms this 1000%. But this applies to Democrats only. The vacuum created by this new lowered standard is filled by the demand that anyone else -from the vast right wing conspiracy, ‘teabaggers,’ and Busch to Sarah Palin and the 2nd amendment – is now mysteriously responsible for everything from out debt problem to racism to … evil Congressional Republicans not voting to give the State Department enough $ to cover necessary security expenses. In short, it was the Republicans who directly caused the deaths of 4 Americans in Libya.

Mark my words, the Left will assume this position led by Hillary herself and followed up by the sycophantic Democrat media troops in the form of Soledad O’Brien, Chuck Todd, and Andrea Mitchell et all.
