Video: Why is the SEC delaying a bipartisan effort to encourage capital investment?

Republicans and Democrats didn’t agree on much in 2012, but one point of bipartisanship on the economy was the JOBS Act. Part of the bill encourages “crowdsourcing” capital fundraising for projects, along the same line as Kickstarter, which focuses efforts on the arts. It requires action from the Securities and Exchange Commission to write rules allowing the reforms to be put into place, but the House Oversight Committee reports that SEC chair Mary Schapiro has dragged her heels in complying with this bill. Why? They argue that Shapiro is more concerned with her “legacy” than in boosting job creation:
It has been revealed that Chairman Schapiro unilaterally pushed back against the job creation provisions in the bipartisan law because of the influence of a lobbyist and the concern over her own “legacy.” The continued restricts critical access to capital for American small businesses, slowing economic growth, hiring, and the creation of new jobs.
“Congress passed this bill – President Obama signed it into law – What’s more important: American entrepreneurs and getting this economy moving again, or a lobbyist and the legacy of one individual?” said Chairman McHenry in the video.

Be sure to read the e-mails. The video does seem to take the “legacy” comment a bit out of context, as Schapiro seems to be arguing that she doesn’t want to be seen as unnecessarily blocking or delaying the rule. The e-mails, which Oversight to their credit produce in full context, show that the issue here was whether to have a full comment period on the rule change, or whether to shorten the period because, as SEC Commissioner Daniel Gallagher argued, “we know what the comments will be.”
On the other hand, look at the dates on these e-mails. They’re from August, more than four months ago, and almost four months after Obama signed the JOBS Act. Even at that stage, Gallagher declared in his e-mail to Schapiro that “I am furious” over the delay in getting a proposal for the rule change. By this time, the e-mail chain was three months old, and Gallagher had had enough:
I just got word about the latest change to general solicitation. It is not acceptable. I have been operating in good faith, reviewing the multiple proposals sent to me for consideration this month, and I continue to find shifting sands. A “proposal” on general solicitation could have been done months ago, and indeed should have been done years ago. Meredith and Lona made it crystal clear to me on Monday that there is no need for a proposal because we know what the comments will be. And so, I spent hours working on how to accommodate your desire for a study within an interim final rule, and we did so — just to find out now that you have changed your mind again.
Against the backdrop of a potential open meeting on money market funds that may be just an exercise of you “getting us on the record” as you told me two weeks ago and as was reported in the WSJ today, I can only assume that you have no desire to proceed in food faith as we consider critically important rules in an unreasonable schedule you have set for this month. I will proceed accordingly.
Four months after that missive, Oversight wants to know why no action has yet to be taken on crowdsourcing rules. Seems like a pretty good question, and one Schapiro should be answering in Congress.

Clinton sought end-run around counterterrorism bureau on night of Benghazi attack, witness will say
On the night of Sept. 11, as the Obama administration scrambled to respond to the Benghazi terror attacks, then-Secretary of State Hillary Clinton and a key aide effectively tried to cut the department’s own counterterrorism bureau out of the chain of reporting and decision-making, according to a “whistle-blower” witness from that bureau who will soon testify to the charge before Congress, Fox News has learned.
That witness is Mark I. Thompson, a former Marine and now the deputy coordinator for operations in the agency’s counterterrorism bureau. Sources tell Fox News Thompson will level the allegation against Clinton during testimony on Wednesday before the House Oversight and Government Reform Committee, chaired by Rep. Darrell Issa, R-Calif.
Sources close to the congressional investigation who have been briefed on what Thompson will testify tell Fox News the veteran counterterrorism official concluded on Sept. 11 that Clinton and Kennedy tried to cut the counterterrorism bureau out of the loop as they and other Obama administration officials weighed how to respond to — and characterize — the Benghazi attacks
“You should have seen what (Clinton) tried to do to us that night,” the second official in State’s counterterrorism bureau told colleagues back in October. Those comments would appear to be corroborated by Thompson’s forthcoming testimony.

Seriously, I heard the lawywer for Mark Thompson- State’s Counterterrorism guy that Hillary Clinton tried to cut out of the picture as she slithered over to the Rose Garden to lie her ass off about the nature of the attack and massacre. The lawyer couldn’t go into details but the term “culprits of this administration” was mentioned.
Benghazi may have happened a long time ago but at this point it still matters. My prediction, heads are going to roll. When you have a 22-year veteran of the State Department willing to testify that the pig-in-a-pantsuit didn’t want to hear any talk about it being an attack and not a reaction to a stupid YouTube video then clearly there is something foul about this whole incident.

Even though much of the MSM never reported this information after Benghazi happened “a long time ago”, they now will minimally report that, rightly so, not much of this is new.
As for cutting the state department’s own counterterrorism bureau out of the chain of reporting and decision-making … that will be deemed ‘streamlining the chain-of-command during a crisis’.
I am not seeing the earth-shattering information that will bury the future 2016 aspirations for anyone. (Except for those testifying, or course.) CBS played this up on Sunday so that they can down-play the testimony later this week as ‘much less than anticipated’.

Dude! This is a Congressional hearing with both cameras and public interest. Of course there will be grandstanding. The Republicans will ask long pointed questions. The Democrats will ask questions that seek to exonerate the pig-in-a-pantsuit, Susan Rice, and the rat-eared coward.
The only way this could get addressed seroiusly is in closed-door hearings where classified information is discussed and the cameras are not rolling.

Which was probably what the Obama Administration wanted. The sooner the FBI got to the site, the better the odds were of actually finding out what happened.
If Hillary is found to have been an active participant in a coverup and is also directly or indirectly responsible for Americans unnecessarily dying in Benghazi, call me crazy but I think that may harm her Presidential prospects just a tad.

Obama and Clintons know that they have made a great many bold face lies in the past and that they have proven that it’s the low info and minority block voters – with the remaining suckers splitting their vote – that keeps them in power. This is why I’ve given up on the future of this country. It’s as plain as day that Obama administration was lying and the MSM, of course, obediently complied and didn’t challenge the youtube B.S because of election implications. To this day, Schieffer minces words to avoid a direct accusation of Hillary or Obama’s involvement in the coverup. I don’t think I’ll ever vote in a presidential election again- the outcome is predetermined.

It was weird watching the interview with Rep. Stephen Lynch (D-Mass) and Rep. Jason Chaffetz (R-Utah)on Fox yesterday. At first Lynch made the accusation that the Benghazi attack was the responsibility of Republicans because they wouldn’t allow funding for embassy security. After Chaffetz shot him down in flames on that Lynch made the statements questioning the administration. Maybe some Democrats are coming around to the realization that Obama et al are incompetent boobs and are going to be running like heck to distance themselves from the administration. Could make impeachment hearings interesting.

I want to force myself to believe that the White House and State Department are just inept and out of their league. However they have proven themselves time and again that they are in fact, insidious.
How could they refuse to aid their own appointees and then lie about the event? I mean lie so quickly and completely that it appears to be scripted and rehearsed even prior to the the attack.

That struck me a bit, too. It would have been one thing coming from a Dem in a purple or red state. Maybe Wallace decided to go with a Dem from a state that has recently experienced terrorism.
I hope Hillary takes it in the rear end on this one. And I hope that the “What difference does it make at this point?” crack gets played over and over and over again.
I hope some Dem asks whether Hicks can cite anyone who can confirm his account. Hicks might say, “Yes, Chris Stevens, but he’s dead thanks to the Obama administration.”
Also, the Obama administration never had a good explanation why the FBI couldn’t get access to the site in the aftermath. And it has had no good explanation why the investigation has been in neutral all this time. The insult to the Libyan government surely seems like the logical explanation. It may have been too weak to slam the Obama administration directly, but it fixed their wagon indirectly.
So, in the end, the Obama administration screwed up events leading up to the attack, screwed up events during the attack, and screwed up events after the attack. Obama and Hillary were both asleep at 3 a.m. Have I missed anything?

How much of a mark the truth leaves is going to depend on how much of this can be tied to the political calculations of a lazy rat-eared coward and his advisors and how much was nothing more than the kind of professional incompetence when you put somebody with zero diplomatic experience in as SecState to mend fences with the rabid stupid women that were angry that one of their own was not the party’s nominee.

CNN managed to get to the site within days, and even picked up the ambassador’s diary from the ground, but somehow it took weeks for the Obama administration to get the F.B.I. to the scene?
I’m guessing the Obama administration was just fine with the delay in the investigation. They needed that time to make sure the evidence of their complicity and incompetence was destroyed by all the people who were climbing all over the site. And to allow the AQ culprits to get away.

Well, it was related to the video, but as an issue unrelated to the what the Administration used him for. He’d been convicted of fraud, IRRC, and part of the sentence/parole was not to use aliases and, I think, do fundraising or the like. He did both, I think, in connection with making the video.

Remember too, that Obama and Hillary made a commercial in which they apologized for the Mohammed video and paid to air the ad on Pakistani TV stations. Not that the guy should have made the video, but his being made a scapegoat should be a criminal action. Hillary and Obama were up to their eyeballs in this charade. Nixon was forced to resign for far less of a crime.
The television ads in Pakistan feature clips of President Barack Obama and Secretary of State Hillary Rodham Clinton during press appearances in Washington in which they condemned the video. Their words were subtitled in Urdu.
“We absolutely reject its content and message,” said Clinton in the advertisement.
The advertisements end with the seal of the American Embassy in Islamabad, the Pakistani capital.
State Department spokeswoman Victoria Nuland said the ad was produced by the embassy, which spent $70,000 to air the 30-second spot on seven Pakistani television stations. Pakistan is the only country where the ads are running. The embassy wanted to run the ads because it determined that the messages of Obama and Clinton were not reaching enough of the Pakistani public through regular news reporting, Nuland said.
“As you know, after the (anti-Islam) video came out, there was concern in lots of bodies politic, including Pakistan, as to whether this represented the views of the U.S. government. So, in order to be sure that we reached the largest number of Pakistanis, some 90 million as I understand it in this case with these spots, it was the judgment that this was the best way to do it,” Nuland said.

So now even a Democrat Congressman is willing to admit that the Obama Administration delivered “false information” to the American people. Now that Obama has been safely re-elected, Democrats are willing to turn on Susan Rice and Hillary to save their own hides.
But this attack occured 8 weeks before the election–where was the coverage and the witness testimony and hearings BEFORE the election, when it might have mattered?
But even after Obama’s re-election, this could have some positive effects–if lots of dirt comes out about Hillary’s incompetence or irresponsibility concerning Benghazi, it could keep her out of the White House in 2016…

This was a cover up for strictly political purposes. Dear leader had a reelection to win and Shrillary had 2016 on her schedule. The 4 dead Americans were just bumps in the road, dontcha know. They are also in deep denial about the dangers presented by jihadis in and out of this country. We have no one in the admin who is serious about watching our backs or fronts. Killing a few enemies with drones is like a video game for dear leader who probably wants to add a new feature called droning Arizona or Texas to his game.

I’ve maintained this from the beginning. The Navy Seals were painting a target with a laser designator. They don’t do that unless there is air support inbound or already on station. Someone was up there, and that someone was told to leave before firing. As a result, the guy with the laser designator on the ground was left exposed and ended up dead.

Nothing about this harmed obama in the least, and neither did anything related to operation f&f.
Nothing is going to keep hillary out of the white house in 2016. Nothing. Even if everything we know happened were trumpeted from the compliant media for the next year (yeah, right), they will still have YEARS to make us all forget about it. Don’t believe me? Keep watching.
Oh, and just so you know, I’d love to be wrong about this prediction.

Yes! I agree with you on this point, I have limited knowledge of Mil Ops, but yeah, you can’t ‘paint’ a target UNLESS someone is in the air…
And that’s when I heard thet they were told to ‘stand down’…
