Video: When photo ops meet red tape

It’s easy for politicians to fly into a disaster area and make promises, but it’s a lot more difficult to deliver on them.  last month, when Barack Obama visited New Jersey in the wake of Hurricane Sandy, he told the victims of the storm that he would blow away the red tape to help them out — and made a promise to one person in particular that his administration would get her business back on its feet.  Donna Vanzant provided Obama with a memorable photo op, but became quickly forgotten in the bureaucracy Obama promised to waive:

Vanzant has been moved by the many kindnesses she received from friends, family and customers. She heard from countless people after the photograph of her hug with the president was published, including from strangers as far away as Vietnam who wished her well.

She said she was honored to meet Obama, but she is also frustrated that she has yet to receive help from either her insurance companies or the government. “The president told me I would get immediate help,” she said.

“Looking back on it, it wasted a lot of people’s time,” she said of the visit.

Fox News picked up the story this morning with a Brian Kilmeade interview:


After Hurricane Sandy hit along the New Jersey Shore and throughout New York City, President Obama traveled to the effected area and delivered a message to both victims and the federal government, advising the fed to use “no bureaucracy, no red tape … get resources where they’re needed as fast as possible.” To the victims, he promised assistance. “We are standing behind you and we are going to do everything we can to help you get back on your feet.”

It was that same day that an emotional embrace between the president and a New Jersey businesswoman, Donna Vanzant, was caught on camera and shared around the world. It’s a photo of which Vanzant now says, “It’s frustrating for me that that picture is even out there right now.”

After losing her entire marina business, of which she estimates a $500,000 loss, she told Fox and Friends’ Brian Kilmeade that her hope has been dashed in the month that followed the photo.

“I was very excited and felt warmed by the embrace, thinking, ‘This is really gonna happen, I’m going to get the help I need, because you promised that,’ and it’s been almost a month now and I’ve gotten no help,” she said.

Believe it or not, because the destruction was caused by the storm waters rising in a flood instead of falling down, financial assistance from insurance has been null. Vanzant says her only option offered by FEMA was to ‘get a loan’ at six percent interest, but she says she wouldn’t be able to make the monthly payments at such a rate.

This story will move today on the premise of “Obama breaks his promise,” but that will miss the point, at least in part.  The more salient point is that Obama had no chance at all of keeping it, either to Vanzant or to the others whom he promised a streamlined process.  Large bureaucracies don’t move that way, and FEMA stopped being a relatively nimble organization years ago.  Only a bureaucracy would assume that a loan at 6% would assist in a situation like this, where the business environment as well as the business itself has been destroyed or badly damaged.

FEMA’s role in disasters is limited to supporting local and state recovery efforts, and writing checks.  In Hurricane Sandy, their performance was anything but sterling; massive amounts of critically-needed bottled water and fuel were staged far outside of the disaster area, and the agency fumbled the transportation of both.  Obama could have had an impact on fixing those problems, but a President doesn’t have the ability to instantly redirect resources on a case-by-case basis, which is one reason why Presidents shouldn’t make those kinds of promises in the first place. It’s also the reason that the state and local governments closest to the disaster areas should run these efforts rather than the federal government.

At any rate, we seem to have difficulty in learning the lessons of entrenching bureaucracies, even when they’re so obvious that the first impulse of a bureaucracy-expanding politician like Obama is to promise that he won’t let it get in the way of serving the needs of the people … which is always the rationalization for politicians like Obama to create and expand bureaucracies in the first place.  And if you think FEMA’s response was bad, wait until we all see what the ObamaCare bureaucracy will do with health insurance when it’s fully implemented.

She had the wrong insurance, it’s all done. I can’t really see how this is Obama’s fault. It seems someone operating a marina which is by definition located on the water would have the correct insurance policy. I see no reason the taxpayers should be put on the hook for her losses.

PRO-TIP: Don’t make a promise unless you are absolutely sure you can fulfill it.

Saw her on Fox this morning. She’s claiming that her insurance covers floods “that come from the sky” in the form of rain, but not that come from the ground in the form of storm surges. Her business is…a freakin’ marina on the ocean! She said “every day” she finds another piece of equipment that won’t work “because of the salt water.” Again, her business is…a freakin’ marina on the ocean! Next time, lady, buy the insurance that covers BOTH kinds of floods — so the rest of us don’t have to listen to you whine that President Bigshot isn’t giving you enough of OUR money. Since President Obama was dealing with private people in his promises, his lattitude in “cutting red tape” would be very limited but I doubt that he understood how limited. He is the PRESIDENT, after all.

He could have tried to prevail on the State and County and Municipality, etc. to relax their enforcement of zoning, etc., but it appears that he didn’t do much, if he even tried in any serious way.

It appears that the lady had the wrong kind of insurance for the situation. Unfortunately, trying to get the right kind of insurance when the event is imminent or in progress tends to be very difficult to say the least.

I am sorry she apparently was wiped out. Wish it had not been so. But there is little that anybody can do for her especially when you think in terms of doing it in a way that is “affordable”.

In his most formal comments, Obama sought to project leadership in a crisis, delving deep into the details of the federal response. He spoke of steps taken to position generators and water, and to use military planes and navy ships to move assets.

And he said he ordered his staff to follow a “15 minute rule.” He said that meant his staff had to respond to any state or local official who calls within that time frame. “If they need something, we figure out a way to say yes,” he said.

The federal government, Obama said, is “here for the long haul.”

Obama is a deity, 15 minutes to him is 1000 earth years.

I said this about Katrina. Anyone who builds or buys near the shore or under sea level should have adequate insurance. That piece should not cost the taxpayers one dime.

I hope the general public gets wind of this. Either they will realize that Obama isn’t king and can’t do everything or they’ll have to admit that huge government agencies are slow, wasteful and just don’t work. Either way, it’s a win.

I have to ask – how long has she actually owned that marina on the Atlantic Ocean?
I know libs tend to believe that if they have never seen it for themselves it has never happened – but having grown up in New England, even I know the east coast gets LOTS of storms that bring higher tides, big waves, lots of wind, lots of rain and snow. Sounds to me like she had no clue what kind of hazards she might face with a water-front business – OR she expected the Gubmint to rescue her no matter what happened.

Having lived in NY my whole life (a great deal of it near the long island sound coast around Mamaroneck) I can tell you that while business owners might have been aware that some freak things happen, no one who wasn’t in the mayor’s office that night expected a storm surge that high. Looking back on it, the way NYC’s flood zones were set up, the water flooded all of “Zone B”, yet only “Zone A” was told to evacuate the night before. Your average citizen was not expecting what actually made landfall that night.

I worked at a marina on the Chesapeake for years. We had to rebuild piers every year. Ice and tides lift pilings out. Md gets hurricanes. Never heard the owner complain.

What do think she was charging per slip in NY?? Hmmm?

If she had been a campaign contribution bundler for Obama, it might have ended differently.

I remember seeing a story about another business that made solar-powered roof vents. The owner of the company was the darling of the DoE and met with Obama in the White House to exemplify his administration’s commitment to green jobs in this country. Obama even gave him a letter of commendation with an invitation to call him personally if he needed any help. A couple of years down the road, the IRS was after the company because they were using custom-made panels from China, which violated their Buy America rules. Never mind that he’d tried all the American manufacturers he could find and they were all either uninterested or unable to meet his specifications, they were going to slap him with a huge tariff which would kill his business. So he picked up the phone and called the White House. Couldn’t get through to Obama, couldn’t get his calls returned, absolutely no help with the IRS. The big Zero strikes again.

All Obama’s promises come with expiration dates.

Having lived in NY my whole life (a great deal of it near the long island sound coast around Mamaroneck) I can tell you that while business owners might have been aware that some freak things happen, no one who wasn’t in the mayor’s office that night expected a storm surge that high. Looking back on it, the way NYC’s flood zones were set up, the water flooded all of “Zone B”, yet only “Zone A” was told to evacuate the night before. Your average citizen was not expecting what actually made landfall that night.

She had the wrong insurance, it’s all done. I can’t really see how this is Obama’s fault. It seems someone operating a marina which is by definition located on the water would have the correct insurance policy. I see no reason the taxpayers should be put on the hook for her losses.

I hate to say it, but you’re right. This is what federal flood insurance is for. If she didn’t spring for flood insurance, I don’t know what to tell her.

[And note that the only flood insurance currently offered is federal, i.e. government-subsidized, insurance. Private insurers can't profitably insure people who live in documented flood zones because people aren't willing to pay high enough premiums.]

To all my interior dwelling friends:

It is incredibly difficult to get insurance that will cover your house, business etc., in the event of a flood. Every insurance I’ve ever heard of will cover you for a broken pipe-flood, a rain-flood but not a river overflowing or an ocean surge flood. Because the first two events are random acts of God, the last event is a predictable pattern of nature. No insurance company could stay in business insurance the $1 million dollar mansions built daringly close to the ocean. They get knocked out by the ocean every time a huge storm comes through

So the government, in its wisdom started a national flood insurance company. You’ve probably seen the commercials online, I think the webpage is floodsmart.gov or something. This insurance covers your house, building, etc., but nothing that isn’t physically nailed down aka part of the structure.

So she has some reason to be asking Obama for help.

Oh, and everyone who is smart enough to live on higher ground subsidizes the idiots near the water with our tax dollars.
