CBS: “Office of the DNI” cut al-Qaeda and terrorism references from Benghazi talking points

posted at 11:01 am on November 20, 2012 by Ed Morrissey

Meet James Clapper — the latest fall guy for the White House on Benghazi.  After last week’s hearings in Congress showed that the talking points from the CIA had been changed to eliminate the mention of terrorism, Washington erupted into a whodunit.  CBS reports today that the culprit has been found … sort of:

CBS News has learned that the Office of the Director of National Intelligence (DNI) cut specific references to “al Qaeda” and “terrorism” from the unclassified talking points given to Ambassador Susan Rice on the Benghazi consulate attack – with the agreement of the CIA and FBI. The White House or State Department did not make those changes. …

However, an intelligence source tells CBS News correspondent Margaret Brennan the links to al Qaeda were deemed too “tenuous” to make public, because there was not strong confidence in the person providing the intelligence. CIA Director David Petraeus, however, told Congress he agreed to release the information — the reference to al Qaeda — in an early draft of the talking points, which were also distributed to select lawmakers.

“The intelligence community assessed from the very beginning that what happened in Benghazi was a terrorist attack.” DNI spokesman Shawn Turner tells CBS News. That information was shared at a classified level — which Rice, as a member of President Obama’s cabinet, would have been privy to. …

The head of the DNI is James Clapper, an Obama appointee. He ultimately did review the points, before they were given to Ambassador Rice and members of the House intelligence committee on Sept. 14. They were compiled the day before.

Note that this report doesn’t pin the blame on Clapper himself.  It instead locates the change in Clapper’s “office,” allowing for a rather non-specific assignment that makes almost no sense at all.  Are we to believe that a Clapper aide overruled David Petraeus’ assessment of Benghazi?  If so, on what basis?

The report also states that the reason for the redaction was because the link to AQ was “too tenuous.”  However, the presence of mortars and RPGs, as well as coordinated fire and attack strategies in play, made it clear “almost immediately” to Petraeus and others in the CIA that this was much more than a spontaneous demonstration run amok.  That made the YouTube video explanation rather “tenuous” too, no?  And yet that stayed in the talking points while terrorism got excised.

This explanation seems even more tenuous than the previous stories coming from the White House.  If Petraeus knew “almost immediately” that this was an act of deliberate terrorism and included that in his talking points, then we need an explanation of who in the “office of the DNI” removed that explanation, and why — more than just the “too tenuous” excuse here that turned out to be totally wrong — and whether they got pressured to do so.

Taking out references to terrorism is at least understandable if they were not absoutely clear who was resonsible but why did Rice push the video narrative that everyone knew was false even then? That’s my problem with all of this.

What irks me the most: No-one in this administration will be fired over the shameful lack of security and lying to the public about the attack. Incompetence and failure will be rewarded and promoted. It’s the liberal way.

theCork on November 20, 2012 at 11:12 AM

They make it sound as if a few choice words were cut, when in fact the entire “draft” went from a terrorist attack to a “blame it on a video” excuse to protect terrorists.

One could easily argue they gave “aid and comfort” to our enemy.

BruthaMan on November 20, 2012 at 11:12 AM

Links to Al Qaeda are “too tenuous”. This slight of hand was predictable. The issue isn’t whether is was a certified Al Qaeda group or not. The point was that it was an organized pre-planned attack.

And even with this AQ flimflam, it still doesn’t cover the Rice comments because her script said “no evidence” that it was terrorism. Clearly there was evidence, “tenuous” or not.

Any half-decent journalist would tear this story apart.

forest on November 20, 2012 at 11:12 AM

Having a real-live video maker to perp-walk is a whole lot less tenuous than blaming a terrorist group that has been decimated and demoralized by the death of Bin Laden. I mean where are they going to find a terrorist to haul to justice? They are practically extinct. Right?

That office needs to be punished severely. Burn the furniture and paint the walls. No inanimate object will get through this administration crackdown unscathed.

forest on November 20, 2012 at 11:15 AM

They are just changing the subject.

Who decided to blame the Benghazi attack on the video?
Where did Rice get the information that said it was the video?

And more importantly, what was our ambassador doing in Benghazi? Why didn’t he have adequate security? Why was the local CIA told to stand down?

This thing is about gun running to the Syrian rebels including Al Qaida. Don’t get sidetracked.

huckleberryfriend on November 20, 2012 at 11:15 AM

They took the reference out because they knew it would be impossible to bring these actors to justice, and if you say it’s al qaeda, you have to bring them to justice or at least try.

Have they brought them to justice? No.

The big question we should be asking is “why is it not possible to bring the killers to justice?”. There is an answer.

After AQ made an actual claim that night ?

Sorry. Not adding up for me.

Jabberwock on November 20, 2012 at 11:21 AM

I think all we really need is enough “fog” for the media to claim they have sufficient information to drop the whole story. In the overall scheme of things, who really cares why Rice lied? The question is WHO GAVE THE ORDER TO STAND DOWN? Who is responsible for the deaths of the four and the near deaths of the other 30 or so people who were evacuated?

And was behind a lot of the information following the Bin Laden raid.

This sounds right to me. I think most of this goes directly to his office.

Now the question is what did the President know and when did he know it. IOW, was this done by Clapper himself or did he have some instructions?

CBS News has learned that the Office of the Director of National Intelligence (DNI) cut specific references to “al Qaeda” and “terrorism” from the unclassified talking points given to Ambassador Susan Rice on the Benghazi consulate attack – with the agreement of the CIA and FBI. OK. That explains why Rice only discussed the riot witnessed by the WH through the State Dept live link. The one about the movie.
Oh. Wait. There was no riot. There was no sign that a movie trailer played any part in the events at all.
Ok. That explains why the WH did not tamper with the intelligence. Because Clapper works in the WH. So confusing.
And just because the 26 survivors (remember them?) said they repeatedly asked for help as the SEALS targeted the mortar teams does not mean that they really asked for help and were denied by Obama and Panetta.
And then there is that pesky issue of the CIA holding cell in the agency house.

1. It was a YouTube video spawning a spontaneous protest that got out of hand when somebody showed up with RPGs.

2. Okay, lets spend $19K on ads apologizing to Muslim animals that a video offended them enough to sodomize and kill our ambassador.

3. Susan get out there and lie your ass off on five Sunday talk shows.

4. Lets make the UN speech all about condemnation of those who would insult a false prophet.

5. Okay, it was a terrorist attack, I said so from the beginning- could you say that a little louder Candy!

6. How dare you attack Susan for lying her ass off. RACIST! SEXIST!

7. Say, did you hear about Petraeus’ affair? General Allen’s e-mails?

TexasDan on November 20, 2012 at 11:42 AM

Sorry, but when did intense focus on the name of the group responsible for the attack trump the administration’s response/lack-of during the attack?

Ahh, I see. Clever. Nevermind.

rogerb on November 20, 2012 at 11:42 AM

I think Clapper’s cluelessness is what Obama means by a light footprint. Well, that and Rice’s willingness to parrot nonsense that she knows it is nonsense. A very malleable woman.

you and i, if you so desire.

sesquipedalian on November 20, 2012 at 11:40 AM

Who ordered the stand down?

JPeterman on November 20, 2012 at 11:43 AM

another fake scandal bites the dust.

yawn.

sesquipedalian on November 20, 2012 at 11:06 AM

Sorry, no. Why did Rice persist in blaming everything on the video?

Throat Wobbler Mangrove on November 20, 2012 at 11:43 AM

prove it.

sesquipedalian on November 20, 2012 at 11:37 AM

The prior to, was wel established at Congessional hearings.

The during is a bit more “tenuous”, but the stand down order clearly was meant to prevent folks going from the Annex to the Consulate to help as was requested. The stand down was ignored.

Jabberwock on November 20, 2012 at 11:44 AM

The butler did it, in the east wing, with a sharpie……

dddave on November 20, 2012 at 11:44 AM

I see, an AQ connection was “to tenuous” even though the director of the CIA believed otherwise, but a spontaneous protest against a video was supported by hard, cold evidence. Go peddle that garbage to the Obamabots because anyone with more than one functioning synapse connection knows better.

rplat on November 20, 2012 at 11:44 AM

That’s surprising…I thought that Obama’s campaign manager did it!

So, next John F. Kerry as Sec. of Defense.

If B. Obama sticks that dirty finger in our eyes what will we do?

Time will come when we will have to fight this evil, they will not give U.S. any other choice.

APACHEWHOKNOWS on November 20, 2012 at 11:46 AM

you seem to forget that those four were killed by lybian extremists, not the administration.

sesquipedalian on November 20, 2012 at 11:23 AM

BTW and not for nothing, Ambassador Rice said this DID NOT happen.

Jabberwock on November 20, 2012 at 11:47 AM

+1000

That’s the only question that matters.

RobertE on November 20, 2012 at 11:38 AM

While everyone focuses on who removed a couple of words from talking points, all of the important stuff gets pushed into the background.

This is yet another distraction from the bigger picture.

JPeterman on November 20, 2012 at 11:47 AM

The prior to, was wel established at Congessional hearings.

what exactly was established? just so we’re on the same page.

The during is a bit more “tenuous”, but the stand down order clearly was meant to prevent folks going from the Annex to the Consulate to help as was requested. The stand down was ignored.

Jabberwock on November 20, 2012 at 11:44 AM

in other words, you created a narrative but are having real trouble piecing together the details to support it.

sesquipedalian on November 20, 2012 at 11:48 AM

you seem to forget that those four were allowed to be killed by lybian extremists, not by the administration.

sesquipedalian on November 20, 2012 at 11:23 AM

More accurate.

Oh, and it is spelled “Libyan,” genius.

I’m going to take a wild guess and say that none of you have any friends or family whose lives might depend on this administration. If you did, you would know why people want the truth of this to come out. You would not put your political bias ahead of the lives of fellow Americans so that your President is not shown to be a ruthless liar, whose only interest is in saving his own political career.
