Bloomberg kept National Guard out of NYC because they had guns?

New York City Mayor Michael Bloomberg has been on the receiving end of a firestorm of criticism lately, particularly for his ham handed handling of the Hurricane Sandy recovery. But this story is almost too stupid to check.

Mayor Bloomberg has snubbed Borough President Markowitz’s impassioned plea to bring the National Guard to Hurricane Sandy-scarred Brooklyn — arguing that approving the Beep’s request would be a waste of federal manpower and turn the borough into a police state.

“We don’t need it,” Mayor Bloomberg said on Wednesday during a press update on the city’s ongoing Hurricane Sandy cleanup. “The NYPD is the only people we want on the street with guns.”

I’m not sure, but I think we’re witnessing the complete implosion of somebody who was once considered a pretty influential politician on the rise. Yes, Bloomberg doesn’t much care for the Second Amendment and doesn’t want people to have guns. We get it. But we’re talking about the National Guard here. Has this guy completely lost his mind?

This is a time when leaders up and down the east coast are loudly singing the praises of the National Guard for their rapid deployment and efficient rescue, recovery and security work. It’s also a time when people out on Staten Island are hanging on by a thread, with looting and violence being a serious threat on top of the hurricane’s destruction. Who in their right mind even suggests that Guardsmen carrying their weapons is an issue at a time like this? I understand wanting to express your support of and confidence in the police department and the firefighters, but even some of the finest first responders in the nation are completely swamped by the magnitude of this disaster. They could use the help and the Guard stands ready to provide it.

It’s already become pretty obvious that Bloomberg’s goal is to become the counterweight to the NRA in America, so these tendencies shouldn’t come as a complete surprise. But between this and trying to go ahead with the marathon while they were still pulling bodies out of the rubble in his city, this entire tragic episode seems to have served as a spotlight on exactly how bad this guy’s management of the city has been. Hey, Mr. Mayor! Next time you’re mulling over your next idiotic decision, please try to keep the following image in mind.

You guys are just now hearing about this??? This has been the talk of the prepper/prepared individual websites for the last two days or so.

The only other story that gets as much buzz is the reports from people living in the affected areas including S.I. and other NYC suburbs is the photos of people standing guard over their property and real time updates from Police scanners of looting and disturbances.

This issue came up after Katrina. Bloomberg needs to understand some things:

What of ‘Posse Comitatus’?

…the Posse Comitatus Act, the longstanding federal statute that restricts the government’s ability to use the U.S. military as a police force.

The Posse Comitatus Act is no barrier to federal troops providing logistical support during natural disasters. Nor does it prohibit the president from using the Army to restore order in extraordinary circumstances — even over the objection of a state governor.

What it does is set a high bar for the use of federal troops in a policing role. That reflects America’s traditional distrust of using standing armies to enforce order at home, a distrust that’s well-justified….

American law calls for civilian peace officers to keep the peace, or, failing that, National Guard troops under the command of their state governors. So perhaps we should stop treating the National Guard as if it’s no different than the Army Reserve.

Lt. Gen. Steven Blum, chief of the National Guard Bureau, noted that had the Louisiana Guard “been at home and not in Iraq, their expertise and capabilities could have been brought to bear.”

Disaster relief and responding to civil disturbances are core missions for the Guard; attempting to establish democracy in the Middle East is not.

I’m not in the military, and I’m willing to accept correction from those with military experience. As I said, this issue came up after Katrina and was thoroughly discussed at the time. Bloomie wasn’t paying attentin.

Disasters where civil order gets smashed is the reason the National Guard has guns. It falls into the category of “protecting the innocent”. A concept the Liberals have seem to forgotten. My husband was in the NG for years and he says that they would probably not have even been issued guns for clean up and stuff like that. He says they were issued guns if there was fear of looting or a total breakdown in order…something like that.

Think you’re making too big a deal over his choice of words. If anything, the point is that he would prefer not to have an outside group with the authority to use force in NYC – the use of force is a touchy subject here and it’s bad enough when the NYPD is being excessive. Bringing in the National Guard could be seen by his administration as inviting an unnecessary headache. Remember the NYPD itself is 40,000 strong.

National Guard troops would not be carrying guns, but they would also be carrying standard issue canteens, which are quart sized containers. The fear was they may endanger themselves if instead of water, the guardsmen filled their canteens with sugary drinks, and therefore would be breaking NYC law. Can’t have anarchy in the streets in the middle of a disaster.

Exactly. Bloomberg is determined to make a “philosophical point” (“I will not compromise my principles for reality!”).

Also, he probably fears that NYANG and others might actually shoot looters, as opposed to the approved NYPD method, that being to arrest any property owner who tries to prevent his property from being ransacked. (As we saw NOPD do in NOLA after Katrina- on Nagin’s orders.)

Speaking as an ex-CSI lab geek, there is absolutely nothing cops hate worse than being told not to stop a crime in progress when they see it. But like soldiers, we’re trained to obey orders from up the chain of command.

While Bloomberg may be the darling of the “political officers” at the top of NYPD’s echelons, I doubt many uniformed officers or plainclothesmen, the ones who are actually out on the streets every day, hold him in much regard.
