Report: Obama never convened counterterrorism task force during Benghazi attack

posted at 8:54 pm on November 1, 2012 by Allahpundit

This piece is as noteworthy for its sourcing as it is for its substance. The dam’s starting to break.

“The [Counterterrorism Security Group] is the one group that’s supposed to know what resources every agency has. They know of multiple options and have the ability to coordinate counterterrorism assets across all the agencies,” a high-ranking government official told CBS News. “They were not allowed to do their job. They were not called upon.”…

Counterterrorism sources and internal emails reviewed by CBS News express frustration that key responders were ready to deploy, but were not called upon to help in the attack

Another senior counter terrorism official says a hostage rescue team was alternately asked to get ready and then stand down throughout the night, as officials seemed unable to make up their minds.

A third potential responder from a counter-terror force stationed in Europe says components of AFICOM — the military’s Africa Command based in Stuttgart, Germany — were working on course of action during the assault. But no plan was put to use…

“The response process was isolated at the most senior level,” says an official referring to top officials in the executive branch. “My fellow counterterrorism professionals and I (were) not consulted.”

Inexplicably, they also didn’t call on their rapid-reaction counterterrorism coordination squad, the Foreign Emergency Support Team, even though the consulate attack was, um, (a) foreign and (b) an emergency that (c) required support. So confused was the administration response, in fact, that CBS claims the FBI got a call from someone in Hillary’s office during the attack asking that agents be sent in, even though the compound hadn’t been secured yet and nothing by way of coordination with Defense and State had been arranged. And before you ask: No, I don’t know either why State would have thought to call the FBI while CSG and FEST were standing by waiting to be consulted. Logically, you’d ask for the FBI only after the attack was over, to go in and find out what happened. In a situation where the ambassador’s under fire and out of contact, your top priority should be rescue. Why wasn’t it? They couldn’t have known for sure until much later in the attack what had happened to Stevens and the other Americans at the consulate. Why weren’t troops deployed to retake the compound, search for survivors, and clear the way for FEST? Doherty and Woods, at least, might have been saved.

Read the rest of the CBS piece to find out how counterterror officials knew the attack was terrorism from the beginning, not some “spontaneous” assault put together by amateurs in a rage. Amateurs typically don’t know how to dial in with mortars and hit a target on the roof of a nearby building. Then go read David Ignatius on the new timeline that the AP released tonight of the attack and its aftermath. Says Ignatius, “While there were multiple errors that led to the final tragedy, there’s no evidence that the White House or CIA leadership deliberately delayed or impeded rescue efforts.” I have no idea how he knows that based on the limited details given; the CBS piece quoted above explicitly says that a hostage rescue team was asked to get ready and then stand down. And we already knew that the CIA deployed a small team to try to take back the compound; Doherty and Woods were part of it. The question raised by last week’s Fox News bombshell is whether the CIA team on the scene had requested military support during the second wave of the attack and whether it was denied. Here’s all Ignatius has to say about that:

●5:15 a.m.: A new Libyan assault begins, this time with mortars. Two rounds miss and the next three hit the roof. The rooftop defenders never “laser the mortars,” as has been reported. They don’t know the weapons are in place until the indirect fire begins, nor are they observed by the drone overhead. The defenders have focused their laser sights earlier on several Libyan attackers, as warnings not to fire. At 5:26 the attack is over. Woods and Doherty are dead and two others are wounded.

Okay, got it — no lasering of the mortars. What about the request for a Spectre gunship? What about the Special Ops teams in Italy who were on stand by all night but were never told to go? Why did the CIA bother sending in a team as small as Doherty’s and Woods’s against 150 jihadis if the White House wasn’t prepared to send reinforcements to support them? Might have been nice to have input from the Counterterrorism Security Group through all of this, huh?

When you have done so, let me know.

It is vitally important, and the single most proactive thing you could do to try and unravel the truth about Benghazi.

My family has served and several are currently serving. The well being of those in uniform, as well as those civilians who serve this nations interests abroad, is my first concern.

Pressure must be applied relentlessly to the MSM, as Flora is doing, as well as to the congress, to make sure that the truth, all of it, comes out and those responsible for the egregious failures at Benghazi are held responsible.

Our personnel, both uniformed and civilian, must be able to rely that they’re calls for assistance, when they need it, are answered swiftly, effectively, and assuredly.

Just a bunch of thugs in charge of our nation with nothing but larceny on their minds and four brave Americans picked up the tab. What a disgrace.

Obama and Benghazi – This much we know
1.Despite the previous attack on our Consulate and the attacks on the British Ambassador and the Red Cross Obama ignored the security issues.

2.Obama ignored the requests of Ambassador Stevens for increased security.

3. During the attack Obama failed to utilize American assets in order to determine the best way to respond to the attack on the consulate.

4.Obama failed to send help to attempt to rescue Stevens.

5.Obama knew as the attack was occurring that it was a terrorist attack.

6.Obama has so little respect for the American people that he then lied about what happened even as he claimed to be transparent.

Basilsbest on November 1, 2012 at 10:01 PM

The CBS report is scathing.

“Counterterrorism officials from two agencies said they concluded almost immediately that the attack was by terrorists and was not spontaneous. “I came to this conclusion as soon as I heard the mortar rounds were impacting on top of the building our people were occupying,” says one. “The position of the mortar must be plotted on a map, the target would have to be plotted, computations would be calculated that would result in the proper mortar tube elevation and the correct number of powder bags to be attached to the rounds.”

Remember when Obama announced at the Red Cross that “We don’t leave anyone behind?”

He sure is up all night making “gutsy calls” to release FEMA money, isn’t he?

And today he was running around like a moron in a leather bomber jacket (which unlike GHWB he didn’t earn as a Navy pilot) with the POTUS seal on one side & “Barack Obama Commander in Chief” on the other. Disgraceful.

Puke.

GrannyDee on November 1, 2012 at 10:03 PM

I am taking an entirely different read on the CBS piece. I believe the Administration is up to its old “leaking” trick again to try to paint the whole situation as incompetence and bungling rather than what it actually is – a tragedy via the direct orders of POTUS.

Certainly a useful tactic 5 days before an election to throw the press off of Obama’s track. Covering up the cover up. And that to me is even more evidence that this whole mess began and ended in the Oval Office.

Jim M. on November 1, 2012 at 9:56 PM

Sharyl Atkinnson, Jennifer Griffin and Catherine Herridge would see through that in a heartbeat. Especially Herridge, she’s been working the foreign intelligence beat for a long time. When she says she’s got sources in the CIA, State Department, etc, you can believe it.

You know, Flora Dah took me to task on another thread and well, when you take all of these bits and pieces on their own, then maybe one could claim “conincidence”, “incompetense” whatever else.

But when all of the things we already know are put together they do paint a pretty clear picture of deliberate and planned attack with a ready made “excuse” (web movie) to be used. Too bad that Navy SEALs were not told what the plan is and interfered with the execution. /s One thing idiots in EH did not account for. And paid with their lives.

Benghazi blunder: Obama unworthy commander-in-chief

U.S. Ambassador to Libya Chris Stevens and three other Americans died in a well-planned military assault on their diplomatic mission in Benghazi seven weeks ago, the anniversary of the 9/11 terrorist attacks. So why are details surfacing, piecemeal, only now?

The Obama administration sat by doing nothing for seven hours that night, ignoring calls to dispatch help from our bases in Italy, less than two hours away. It has spent the past seven weeks stretching the story out, engaging in misdirection and deception involving supposed indigenous outrage over an obscure anti-Muslim video, confident that with the aid of a docile press corps this infamous climax to four years of misguided foreign policy can be swept under the rug, at least until after Tuesday’s election.

To tell you the truth, I think that Obama thought he could walk into the preexisting infrastructure of the administration, appoint his chosen people, hire his ‘czars’, and let the structure that surrounds the presidency run on its own. He though he could float freely in that infrastructure, he would delegate everything to others, take credit for what worked, lay blame for what didn’t. There were always people under him on which to place the responsibility and lay the blame for everything. He thought, just as with the campaign, all he had to do was get dressed, shake hands, and read off of a prepared speech.

This is how he operated in the Harvard Law Revue presidency. He let the infrastructure of the Review, all the procedures, those editors on the journal, etc. function as they always had, and during his tenure he never penned one single article himself. He took credit for what worked, and placed blame on others for what didn’t.

I think that’s why he’s such a failure. When confronted with any decision, he left it to others. They operated as an ad hoc committee. There was no real leadership, and there still isn’t.

Schadenfreude on November 1, 2012 at 10:28 PM

Okay, so seriously, it’s almost like they wanted Stevens dead.

cynccook on November 1, 2012 at 9:00 PM

No kidding!

I’d like to see a few in Libyan police force water boarded. And a few in government.

I keep trying to steer away from that, but damn……..

Brilliant. Spot on analysis. Barry is 60 seconds short of being an effective one minute manager.

Here Reads the prompter, that is all.

That article was released at 2:01a.m., Nov. 1, Las Vegas time, just ahead of his arrival. It was targeted full blast.

Schadenfreude on November 1, 2012 at 10:30 PM

Do you know which way that paper usually leans?

Flora Duh on November 1, 2012 at 10:21 PM

Used to be conservative. 2 years or so ago was sold to liberals who proceeded in revamping staff. What you’re reading is one of the last few conservative staffers left. Not for too long, IMO. Sadly.

riddick on November 1, 2012 at 10:30 PM

Ignatius is putting out Team Barry’s account.

They’re getting worried of WaPo’s creeping interest.

If I was on Team Barry, I’d be worried of a setup by WaPo, where they back Obama for relection and then destroy his admin for the next months as a way to make him comply and become Clinton 2.

This really feels the MSM strategy; we’re going to save Barry from himself.

budfox on November 1, 2012 at 10:30 PM

Isn’t that a disease you get from drinking water contaminated with sewage?

slickwillie2001 on November 1, 2012 at 10:26 PM

I KNEW that sounded familiar…….

Tenwheeler on November 1, 2012 at 10:30 PM

No, he was relieved of duty on the spot BEFORE the attack even ended.

riddick on November 1, 2012 at 10:27 PM

Yeah, give that “before the attack even ended” some thought there, Hoss.

Let’s not forget the threat Glenn Beck issued today. Powerful stuff.

John the Libertarian on November 1, 2012 at 10:32 PM

And today he was running around like a moron in a leather bomber jacket (which unlike GHWB he didn’t earn as a Navy pilot) with the POTUS seal on one side & “Barack Obama Commander in Chief” on the other. Disgraceful.

Dark Star on November 1, 2012 at 9:20 PM

But, but, but…. he looks so PRESIDENTIAL doing it, don’t you know. That’s what the MSM keeps telling me adnauseum!

Nope. My eyes were riveted to her mighty fine cleavage.

So they thought things were fine even though two SEAL’s were fighting for 7 hours from a roof. How about KNOWING things are fine before going to bed, Bark you worthless trash.

Obviously I did. Gen. Ham also made sure that Chafetz knows that NO ONE asked Ham to help even when Ham indicted he is willing and ready. Bone up on current events before posting. And pay attention to /s tags.

KCB on November 1, 2012 at 10:35 PM

What misinformation are you discussing?

riddick on November 1, 2012 at 10:24 PM

1. That the consulate didn’t have a safe room.

Brett Baier’s special showed the safe room. There was someone in that safe room with Stevens and Sean Smith. When the smoke got so bad inside the room he broke the window out of the room, managed to remove the bars on the window and got outside to safety. When he realized the Ambassador and Smith had not followed him out the window he went back in to try to find them. He was eventually overcome with smoke and had to leave them there.

2. That Ambassador Stevens’ mother called her son’s death a “bump in the road.”

Flora Duh on November 1, 2012 at 10:35 PM

rogerb, which leftie here made the “fluke” misspelled comment?…making it sound like they didn’t care that 4 were dead, that it was not significant?

Schadenfreude on November 1, 2012 at 9:26 PM

Something like “not optimal”? Kidding. I doubt President Obama posts here.

I don’t remember seeing it, but I’ve been out of pocket a lot these last couple of weeks.

Speaking of, has anyone heard from sesquipedalian since the protest over the video wait, terrorist attack no, sorry, man-caused disaster, Al-Qaeda assault?

Rep. Chaffee says Gen Ham says nobody asked him Jack.

KCB on November 1, 2012 at 10:22 PM

Small correction: Rep is Jason Chaffetz; (lincoln) Chafee is the RINO putz from Rhode Island.
