Report: Obama never convened counterterrorism task force during Benghazi attack

“The [Counterterrorism Security Group] is the one group that’s supposed to know what resources every agency has. They know of multiple options and have the ability to coordinate counterterrorism assets across all the agencies,” a high-ranking government official told CBS News. “They were not allowed to do their job. They were not called upon.”…

Counterterrorism sources and internal emails reviewed by CBS News express frustration that key responders were ready to deploy, but were not called upon to help in the attack

Another senior counter terrorism official says a hostage rescue team was alternately asked to get ready and then stand down throughout the night, as officials seemed unable to make up their minds.

A third potential responder from a counter-terror force stationed in Europe says components of AFICOM — the military’s Africa Command based in Stuttgart, Germany — were working on course of action during the assault. But no plan was put to use…

“The response process was isolated at the most senior level,” says an official referring to top officials in the executive branch. “My fellow counterterrorism professionals and I (were) not consulted.”

Inexplicably, they also didn’t call on their rapid-reaction counterterrorism coordination squad, the Foreign Emergency Support Team, even though the consulate attack was, um, (a) foreign and (b) an emergency that (c) required support. So confused was the administration response, in fact, that CBS claims the FBI got a call from someone in Hillary’s office during the attack asking that agents be sent in, even though the compound hadn’t been secured yet and nothing by way of coordination with Defense and State had been arranged. And before you ask: No, I don’t know either why State would have thought to call the FBI while CSG and FEST were standing by waiting to be consulted. Logically, you’d ask for the FBI only after the attack was over, to go in and find out what happened. In a situation where the ambassador’s under fire and out of contact, your top priority should be rescue. Why wasn’t it? They couldn’t have known for sure until much later in the attack what had happened to Stevens and the other Americans at the consulate. Why weren’t troops deployed to retake the compound, search for survivors, and clear the way for FEST? Doherty and Woods, at least, might have been saved.

Read the rest of the CBS piece to find out how counterterror officials knew the attack was terrorism from the beginning, not some “spontaneous” assault put together by amateurs in a rage. Amateurs typically don’t know how to dial in with mortars and hit a target on the roof of a nearby building. Then go read David Ignatius on the new timeline that the AP released tonight of the attack and its aftermath. Says Ignatius, “While there were multiple errors that led to the final tragedy, there’s no evidence that the White House or CIA leadership deliberately delayed or impeded rescue efforts.” I have no idea how he knows that based on the limited details given; the CBS piece quoted above explicitly says that a hostage rescue team was asked to get ready and then stand down. And we already knew that the CIA deployed a small team to try to take back the compound; Doherty and Woods were part of it. The question raised by last week’s Fox News bombshell is whether the CIA team on the scene had requested military support during the second wave of the attack and whether it was denied. Here’s all Ignatius has to say about that:

●5:15 a.m.: A new Libyan assault begins, this time with mortars. Two rounds miss and the next three hit the roof. The rooftop defenders never “laser the mortars,” as has been reported. They don’t know the weapons are in place until the indirect fire begins, nor are they observed by the drone overhead. The defenders have focused their laser sights earlier on several Libyan attackers, as warnings not to fire. At 5:26 the attack is over. Woods and Doherty are dead and two others are wounded.

Okay, got it — no lasering of the mortars. What about the request for a Spectre gunship? What about the Special Ops teams in Italy who were on stand by all night but were never told to go? Why did the CIA bother sending in a team as small as Doherty’s and Woods’s against 150 jihadis if the White House wasn’t prepared to send reinforcements to support them? Might have been nice to have input from the Counterterrorism Security Group through all of this, huh?

Please. Write or email you Senators and your Representative and press them to launch and independent investigation of the events leading to, during, and after Benghazi.

We need and independent investigation to prove who knew what, when they knew it, and how they responded.

We need the independent investigation to find out WHY Chris Stevens was even IN Benghazi when there was ample proof that a minimum of TEN known militant Islamist/al-Qaeda groups were operating in the city.

We cannot leave this investigation to the Obama administration.

There is absolutely no conceivable reason that explains whey they took no steps to step in here. It has been well established that they were aware of what was going on minute-by-minute as it happened, yet repeated requests for aid were denied. There was no ‘fog of war,’ that is, not unless someone got a little too close to the video monitors in the Situation Room.

Not only are they spiking the story, but they are making it perilous for anyone to even bring it up – like guard dogs for their guy. We already had the Crowley colluding with the Regime at the debate and Chris Matthews freak-out on an audience member for mentioning it. I never thought I see anything like this going on in this country. I remember reading about state-run media in the soviet Union when I was a kid and wondering how they could in any way get away with that. Now it’s happening here – voluntarily.

What Ignatius claims and what Fox News reported weeks ago now, is not impossible, but is very difficult to reconcile as if Petraeus had convinced himself that it was just a ‘rambunctious’ demo over the video then deliberately delaying or impeded rescue efforts would make a lot more sense than just utter incompetence, which is what it would take, all the way around.

Yet a congressional source told Fox News that CIA Director David Petraeus, during a briefing with members of the House Intelligence Committee three days after the attack, also espoused the view that Benghazi was an out-of-control demonstration prompted by the YouTube video. According to the source, this was “shocking” to some members who were present and saw the same intelligence pointing toward a terrorist attack.

Look, I’m very hesitant to get drawn into this whole line of questions too deeply, because as the Secretary said, as Toria has said countless times over the last several days, we do have an ARB up and running now. They did meet again today. They are meeting regularly going forward. And it’s really their mission to get to the bottom of the events of 9/11 and to do a comprehensive report that answers a lot of these questions.

That said, in response to this particular story, my understanding is that – and I can’t speak to the make and model of the plane, I think it was a DC-3 – but this plane was in Iraq at the time and moved to support Libya early on, when there are no – when there was no commercial airline service into Libya. This is a very common practice in places where there’s no commercial airline service. When commercial service was subsequently established, we then moved that asset back to other State Department business, I believe back to Iraq in this case. But we essentially – we use our aircraft when there’s no commercial flights available.

In regard to your second question, again, I think some U.S. officials have alluded to the fact that there was a plane that was sent into Benghazi the night of 9/11. I don’t want to get into too many details; again, I don’t want to stray too far into what is the purview of the ARB.

QUESTION: Whose plane is this DC-3?

MR. TONER: I believe it’s a State Department asset.

QUESTION: Okay. And it was moved back to Iraq to –

MR. TONER: I think it was Iraq.

QUESTION: Because –

MR. TONER: “Reassigned to other State Department business” is what I have in front of me. It was taken from Iraq at the time.

QUESTION: Can you check that, where it went to?

MR. TONER: Sure, I can.

QUESTION: Because I believe that there is commercial airline service in Iraq.

MR. TONER: I’ll look into it.

QUESTION: So do you have any reason to believe that if this DC-3 had been kept in Libya, the situation would have been any different on the 11th than it was?

MR. TONER: Again, I don’t want to be put in a position here where I’m commenting on events leading up to 9/11 in what is rightly the purview of the ARB. All I can say is that –

QUESTION: What was it doing in Libya at the time?

MR. TONER: Well again, it was there simply to provide support in the absence of commercial –

QUESTION: Yeah. But was it ferrying – was it ferrying four flights a day –

MR. TONER: Precisely. It was bringing – no, I don’t know how many flights –

QUESTION: — to Benghazi security –

MR. TONER: I don’t know how many flights a day it took. I don’t have that kind of detail.

QUESTION: — weapons and ammunition to –

MR. TONER: I don’t have that kind of detail. But essentially – sure, go ahead.

QUESTION: – to the consulate in Benghazi? I mean, was that what it was doing?

MR. TONER: I don’t have that level of detail. It was meant to take personnel from – most likely from between Tripoli and Benghazi, but also elsewhere.

QUESTION: But – and also elsewhere in Libya?

MR. TONER: Yeah. I don’t have that level of detail, but it was there in the absence of a commercial airline service. So yes, it was there to take them from point A to B.

QUESTION: Well, was it taking things that would not be normally taken on a commercial aircraft?

MR. TONER: Again, I don’t have that detail.

QUESTION: Was it taking materiel in addition to people?

MR. TONER: I don’t have that detail.

QUESTION: And do you know when it was removed from Libya and reassigned to other business?

MR. TONER: I don’t have that date. I can look into that.

QUESTION: Welcome back, Mark.

MR. TONER: Thanks.

QUESTION: It’s good to see you behind the podium.

MR. TONER: Thanks. At least you in solidarity shaved your head; I appreciate that. (Laughter.)

As hard as it is to believe, there are people out there that have no idea what Benghazi is, or that Americans were killed. They watch Diane Sawyer or Brian Williams and truly believe that if there was anything “wrong”‘ they would tell them on the 6:00 news. I don’t know if they’re believe Romney talking about it. I can just hear Diane Sawyer telling her audience that “Romney was making wild, unfounded a cushions against the President”. I don’t want anything to derail Romney’s position- Obama HAS to go.

Ignatius is part of the problem, an alternative mouthpiece for the administration. Nothing he says can be taken a priori as valid. Presume that barring substantiating evidence, everything he and the rest of the LSM say was written for them by the administration. OK, maybe excepting Sharyl Atkison, Lake, MAYBE Tapper, and Griffin/Herridge at Fox.

This thing is coming apart, but will it happen soon enough? Valjar’s administration is running out the clock. Tick, tick. Drip, drip. And every early vote is one vote that can’t be taken back even if this explodes before Tuesday; no wonder they’ve been so anxious to bank those early returns.
