Documents found in Benghazi consulate claimed “troubling” surveillance by Libyan guards; Update: Obama not participating in investigation; Report: State never requested military back-up during attack

posted at 4:41 pm on November 1, 2012 by Allahpundit

If you follow only one link on the site today, make sure it’s this one. And don’t quit before the end or you’ll miss some vivid details, like the very special swastika graffiti left by looters.

Threshold question: Why were these documents still lying on the floor of what’s left of the consulate on October 26th, three weeks after the FBI finally swung by for a visit?

The two unsigned draft letters are both dated Sept. 11 and express strong fears about the security situation at the compound on what would turn out to be a tragic day. They also indicate that Stevens and his team had officially requested additional security at the Benghazi compound for his visit — and that they apparently did not feel it was being provided.

One letter, written on Sept. 11 and addressed to Mohamed Obeidi, the head of the Libyan Ministry of Foreign Affairs’ office in Benghazi, reads:

“Finally, early this morning at 0643, September 11, 2012, one of our diligent guards made a troubling report. Near our main gate, a member of the police force was seen in the upper level of a building across from our compound. It is reported that this person was photographing the inside of the U.S. special mission and furthermore that this person was part of the police unit sent to protect the mission. The police car stationed where this event occurred was number 322.”

I’ve been begging for follow-up on Sean Smith’s now famous chat-room message, sent on the morning of 9/11, claiming that a Libyan guard had been seen taking photos of the compound. “Assuming we don’t die tonight,” he said glibly at the time. Until today that was the only hard evidence of an inside job by the skeleton Libyan security staff that State forced Stevens to make do with. Had Smith overreacted to something he saw, maybe, or were others at the compound also concerned? Now we know.

They were so concerned, in fact, that they alerted not only the Ministry of Foreign Affairs but the local police chief too. Funny thing: According to Foreign Policy, the chief was fired just one week later — but refused to step down and is technically still on the job, albeit on “sick leave.” And what about the Ministry of Foreign Affairs? The head of the local office claims that he never got any letter from the consulate — but the local police office says that it was, in fact, the Ministry that notified them of the consulate’s request for more police during Stevens’s upcoming visit. Here’s how that went:

“On Sunday, September 9, 2012, the U.S. mission requested additional police support at our compound for the duration of U.S. ambassador Chris Stevens’ visit. We requested daily, twenty-four hour police protection at the front and rear of the U.S. mission as well as a roving patrol. In addition we requested the services of a police explosive detection dog,” the letter reads.

“We were given assurances from the highest authorities in the Ministry of Foreign Affairs that all due support would be provided for Ambassador Stevens’ visit to Benghazi. However, we are saddened to report that we have only received an occasional police presence at our main gate. Many hours pass when we have no police support at all.”

Normally I’d chalk up the lying to simple ass-covering after a gigantic security embarrassment, but given the element of an inside job introduced by the documents, I don’t know. In a city under the thumb of militias, how unlikely is it that people at the Ministry or inside the local police bureau were warned to keep security low at the consulate that night? Foreign Policy notes too that this new info contradicts a briefing given by the State Department on October 9 in which they claimed that there had been no security incidents at the consulate that day. A guard taking photos of the compound does, I trust, normally qualify as a “security incident,” so now we have a new question for the White House. Did State know about the guard snapping pics? If it did, why didn’t they rush some of the security assets in place in Tripoli and Italy to the consulate out of an abundance of caution on the anniversary of 9/11? If they didn’t, why wasn’t basic security at the consulate increased beforehand anyway as the consulate had been requesting for months?

Via RCP, here’s Catherine Herridge from Fox last night reminding you what State did, indisputably, know and what they chose not to do about it. Look out for the words “smoking gun.” Al Qaeda had training camps in the city and the consulate had next to no protection, and that’s somehow not enough to warrant sending extra security?

Update: If you knew nothing else about Obama except the way he’s stonewalled on this to protect his own sweet ass before election day, that’d be reason enough to vote against him. Disgrace:

Today, the White House press secretary let it slip during a press gaggle aboard Air Force One that President Obama’s inaction on the Benghazi situation now extends to inaction on the supposed investigation taking place. The administration has still not made clear what exactly is being investigated, or the extent of the investigation. And President Obama doesn’t much care. Said Carney:

“He has not participated in the investigation. He is anticipating results that show us exactly what happened and who is responsible and what lessons we can learn from it and ensure it never happens again. He expects the investigation to be rigorous.”

That’s from Ben Shapiro, who rightly notes that the investigation into what happened when the consulate requested help likely extends not much further than Obama’s own desk. He could tell us what he knew and what he did after the attack began, but he won’t because he cares about the election more than answering the public.

Update: Defense officials have decided that they’re not going to be the fall guys for the Barack and Hillary Show. New from Eli Lake:

It’s unlikely any outside military team could have arrived in Benghazi quickly enough to save Ambassador Chris Stevens or his colleague Sean Smith, both of whom died from smoke inhalation after a band of more than 100 men overran the U.S. mission at around 9:30 p.m. that evening and set the buildings inside ablaze.

But military backup may have made a difference at around five the following morning, when a second wave of attackers assaulted the CIA annex where embassy personnel had taken refuge. It was during this second wave of attacks that two ex-SEALs working for the CIA’s security teams—Glenn Dougherty and Tyrone Woods—were killed in a mortar strike…

“The State Department is responsible for assessing security at its diplomatic installations and for requesting support from other government agencies if they need it,” a senior U.S. Defense official said. “There was no request from the Department of State to intervene militarily on the night of the attack.”

The president, however, would have the final say as to whether or not to send in the military.

Typically it’s the ambassador who’s responsible for calling in the military, says Lake, but since Stevens was out of contact (and likely dead) early on, it was State’s call. Why didn’t they make it? Bear in mind that they likely had no firm idea about Stevens’s fate until the attack was over; for all they knew, he was holed up in the consulate somewhere waiting for the cavalry. Did Hillary ask Obama to do something? If she didn’t, why didn’t he do something anyway?

If it comes to be Wednesday morning of next week and each and every one of you f*ckers hasn’t crawled out of Obama’s colon, then you’re going down with him and you’ll be tattooed with his stink and fail for your entire career, if that’s what you want to call it.

ted c on November 1, 2012 at 5:28 PM

They should be ignored by patriots everywhere because instead
of doing investigative reporting or any responsible reporting,
they have made themselves a tool of a corrupt administration.
The media has made themselves a power unto themselves attempting to affect election results.

I don’t care if they turn the corner on Wednesday, the 7th; that doesn’t negate what they have done for the past 12 years + that I have been paying particular attention.

Amjean on November 1, 2012 at 5:32 PM

We can never forget the liberals and the press (redundant) that are trying to ignore and bury this.

We have to remember and hold these people accountable no matter how long it takes.

kim roy on November 1, 2012 at 5:00 PM

Even if we never get the accountability we want, God has a way of holding people accountable in the end. We may not know the results, but I wouldn’t want to be these people when their Day of Reckoning comes.

Bitter Clinger on November 1, 2012 at 5:06 PM

You are probably quite right, but we can be sure that everyone else doesn’t forget and sometimes that’s all one can ask for.

That includes all the politicians, press and anyone else who could have come forward and chooses not to. They are all complicit and should have this debacle follow them until their last day.

kim roy on November 1, 2012 at 5:33 PM

State never requested military backup.

Let me guess, Obama could not tell for himself that americans were in trouble. Was he waiting for a properly formatted TPS report, or something? I mean, what part of, “That looks like the consulate is getting attacked, is burning, and could be bad news” didn’t he get? Could the POTUS have offered help in this instance, I mean, there’s a novel f*cking idea……

ted c on November 1, 2012 at 5:33 PM

The legacy media is actively participating in the coverup. Their inaction is putting more Americans’ lives in danger. The blood of the dead Americans in Benghazi is on the hands of the legacy media as much as it is on the Obama administration.

He’s waiting for somebody to tell him what he said? He doesn’t know what he ordered?

PastorJon on November 1, 2012 at 5:20 PM

No, he’s hiding out until after the election. He’s also hoping that time will help sort out some rational lie that will synch up all the other lies.

That lie about the video, for example, is really inconvenient once we found out that there was nearly continuous coverage of the attack by drones operated by an unnamed agency (CIA). That one lie made Susan Rice’s Sunday talk show appearances and the rat-eared wonder’s own UN speech utterly ridiculous since, to have any credibility, you would have to believe that they didn’t know they had this intelligence when it is clear they knew from the beginning that this was a coordinated attack.

But what really irks me is that they think the public is really this stupid that they can repeat the lies and somehow they will become the truth. It is far too late for that and they have lost all credibility. Susan Rice lied her ass off because she had visions of replacing Hillary Clinton as SecState. Instead she committed professional Seppaku. No way will she be confirmed by the Senate for any job after this cover-up.

I think for so long we have seen poor journalism, that when we see a journlist (like Greta) behaving properly, asking questions, allowing the reporter to explain…all the while not really taking a “side” but throwing out possible alternatives (often raised by the other side) and letting the narrative discount those, confuses us.

We are accustomed to sloppy, lazy, biased journalism…I think Greta is one of the best, the finest…she is only one that asks challenging probing questions…from both sides, and the her guests answer the question, and follows up with challenges if the answer was not complete.

We are not used to that…it’s been decades…

TRANSCRIPT:

12:46 p.m. EDT

MR. VENTRELL: All right. Good afternoon. Happy Thursday. I’ll turn it over to all of you.

QUESTION:

Patrick, yesterday we reported on the existence of an August 16th cable out of Benghazi addressed to the Office of the Secretary of State Hillary Clinton which basically,

in summary, says the regional security officer did not believe the consulate could be protected if it fell under a coordinated attack – quote, “coordinated attack.” Do you have any comment about that cable, who specifically reviewed it, and was any action taken as a result of that cable, viewing that cable? Any additional security measures put in place?

MR. VENTRELL: Well, as you know, Justin, this – all of these issues looking at the security related to Benghazi are under review by the ARB, and other than that, I don’t have anything for you.

QUESTION: So you won’t confirm or deny the existence of said cable?

MR. VENTRELL: Look, the Accountability Review Board is looking at all these matters. Specific cables, whether they’re classified or otherwise, are not the type of things that we discuss.

QUESTION: Do you know if they’re looking at this cable specifically?

MR. VENTRELL: Again, the Accountability Review Board is looking at those broadly, at all aspects of it.

Other topics?

QUESTION: No? Good. Thank you.

MR. VENTRELL: Okay.

I’ve written my Senators and representative, three times, so far. Everyone I know is writing their congressmen and making the same demand for a formal and independent investigation.

We asked for an investigation the first time. That cordiality is long since exhausted.

Some of us have family members who have served, and others who are currently serving in the United States military. We will not settle for obfuscation and lies.

Not only that, but this was coordinated with Libyan government as can be seen from a request for extra police protection and patrolling and never acted upon. This was nothing but an ordered hit to get rid of Stevens who was in charge of running sophisticated guns to Al Qaeda on our dime. Same Al Qaeda that Hussein and Biden have pronounced on the run and done with.

Beck had a good investigation on the gun running with name and places, have no idea why GOP keeps ignoring it. But then again, this is the same GOP who did their best to get rid of Allen West, so mine is a rhetorical question.

As already suggested in prior threads as well as this one above, GOP will not do much past “investigation”. Same as with any other “investigation” so far that led absolutely nowhere.

Obama didn’t think the attacks were serious blows:
(from 2010 Washington Post preview of Woodward’s new book)

Woodward’s book portrays Obama and the White House as barraged by
warnings about the threat of terrorist attacks on U.S. soil and
confronted with the difficulty in preventing them. During an interview
with Woodward in July, the president said, “We can absorb a terrorist attack. We’ll do everything we can to prevent it, but even a 9/11, even the biggest attack ever… we absorbed it and we are stronger.”

And another thing to revisit: Remember the Rose Garden speech, given while Stevens’ body was still in rigor? If you’ve read the whole transcript, especially if you’ve read it rather than viewed it, I hope you were struck by the out-of-place memorial of Chris Stevens’ career arc and, even more creepy, the add-on that his example should inspire young people to join the service (remember, he came up through Peace Corps). He was actually using the incident, not 24 hours old, to recruit new government employees, as if there is a dearth of brave diplomats, and that we need more young and inexperienced ones. It was so out of place.

Today, the loss of these four Americans is fresh, but our memories of them linger on. I have no doubt that their legacy will live on through the work that they did far from our shores

Linger on? Like an old memory of a first love? Like from yesterday?

He was a role model to all who worked with him and to the young diplomats who aspire to walk in his footsteps…I have no doubt that their legacy will live on through the work that they did far from our shores

And this throwaway introductory line:

Sometimes, they [diplomats] brave great danger.

To brave a danger, it has to be known as a danger. You are telling us, Mr. President, right out of the gate, that you knew that they thought there was danger.

Lastly, because of his insatiable narcissism, wanting to impress everyone with how involved and presidential he was, and how personal a connection he had with Stevens, he said this:

When the Qaddafi regime came to an end, Chris was there to serve as our ambassador to the new Libya, and he worked tirelessly to support this young democracy, and I think both Secretary Clinton and I relied deeply on his knowledge of the situation on the ground there.

Did you now? So you were apprised, insofar as you had an interest, of every little thing through Stevens’ personal reports. Is that what you’re going with?

The only “glitch” the idiots in WH did not account for were Navy SEALs at the CIA compound that day. If not for their presence there and will to die for their country we would be looking at a completely different story line today.

Bear in mind that they likely had no firm idea about Stevens’s fate until the attack was over; for all they knew, he was holed up in the consulate somewhere waiting for the cavalry. Did Hillary ask Obama to do something? If she didn’t, why didn’t he do something anyway?

He’s offended.

ted c on November 1, 2012 at 6:01 PM

Here’s my take. CIA was buying back weapons in Benghazi–many of which were looted from Qaddafi depots–from local militias. CIA was also gathering intel on AQ and affiliates in the area. The spin was we were helping stabilize Libya by disarming disparate and often warring factions. Those weapons were being channeled to Syrian rebels via Turkey, whose consul general was Chris Stevens’s last meeting before the attack. Assad, Iran, and/or Zawahiri found out and decided to take out the operation, with Zawahiri’s 9/10 video demanding revenge for the June 2012 drone killing of Abu Yahya al-Libi being the “Go” signal to attack. Ansar al-Sharia gets the subcontract to provide target intel and foot soldiers for the assault. State and WH get the call that the consulate is under attack. Woods and Doherty are told to stand down, rather than blow their cover. They are reassured that help is on the way from Tripoli and elsewhere. Woods and Doherty, hear from consulate that they cannot hold out much longer and decide to act. They make it back to the annex with consulate survivors, only to come under fire almost immediately. They ask for help. White House realizes the annex cover is blown and it will soon be overrun just like the consulate. White House, afraid of a Blackhawk Down scenario, refuses assistance and figures dead men tell no tales. Consulate and annex survivors, seeing Woods and Doherty dead, realize help isn’t coming and run for their lives through ambushes to get to the airport and out of the country.

That’s just my take.

So when Obama allegedly directed unknown someones to do all needed to secure and protect our people who was he talking to? Did State say “no thanks, we’ll handle it” to those unknown someones?

This is getting stranger and stranger, messier and messier.

At a minimum there was a complete communications breakdown before and during the spontaneous protest terrorist attack and a total lack of planning, preparedness, and readiness for it, followed up by a coverup afterwards.

Almost actionable negligence and incompetence at the highest levels is the rosy scenario. It gets worse from there.

If you know someone still on the fence, or even someone planning to vote for Obama, ask them this question, “How would you like 4 years of President Joe Biden?”

Benghazi has the potential to be bigger than Watergate. If Obama is reelected, there is a high probability that he will be impeached or forced to resign once the full truth of what happened (and what didn’t happen) comes out. That would leave us with Biden as President. What are the chances that we could survive 4 years with a President who appears to be in the early stages of dementia?

Just one more cheery thought as we head into the final weekend before the election.

I’ve also been demanding an independent investigation so that we can find out who gave the order to ‘stand down’ and why, and whether or not Obama ever really gave that order to “do whatever has to be done to secure our personnel”. It shouldn’t be hard to answer these questions, since these orders would necessarily have passed over literally hundreds of desks along the chain of command with the singular exception of the answer to the question “What was the Ambassador doing in Benghazi on the anniversary of 9/11 amidst TEN known armed hostile groups with little to no security?”

This can not be explained simply by gross incompetence, nor can it be explained simply by depravity. For an epic Cluster Fark of this magnitude it takes an immense amount of both and on the part of all the top level of the White House, State, Defense and CIA.

The four men who died at Benghazi died as a result of a “Perfect Storm” of incompetence and depravity at the White House (Obama and his inner circle), State (Hillary), Defense (Panetta and the Joint Chiefs) and CIA (Petraeus). And but for the courageous and self-sacraficing actions of the two former Navy Seals far more would have died.

VorDaj on November 1, 2012 at 6:14 PM

Think simpler. It’s a pain in the neck trying to get Libya to agree to our military coming into their airspace to shoot the place up. So Hill, being the real man in the Oval Office, said, “Wait, we already have people in country…the diplomatic team in Tripoli. We’ll get those Marines and anyone else they can get to go in and spray some fire and run the hooligans off, and then they can bring any wounded back on the plane they bring.”

Obama most likely thought this was a good compromise. Because he wouldn’t know what to do if it was written down for him, he let Hillary take the com. Now, we can see that some things they say are true: no requests to the military, and none denied. There were military responders, but they were assigned to State. The CIA did not deny requests for assistance. They knew help was coming from Tripoli, not Signonella, but they didn’t know what was coming. The men back at the annex assumed it was full-on air support coming, which explains the laser and the radio call for the C-130. It was not. It was some brave Marines from Tripoli, but not enough, and too late, and even then they got the runaround at the Benghazi airport as to who would be allowed to leave the tarmac. FUBAR.

They tried to take care of it…”right here in Brainerd”…and it was way too little and way too late.

They must have been counting on the Libyan security stationed at the Benghazi post to help protect them, but they would never have known that no Muslim would defend a bunch of non-Muslims against more Muslims. That’s totally against Islamic law, and so they just slunk away rather than be accused of going against the shari’a. They wouldn’t know this because their interweb is broken or something or the Leftist MultiCulti Filter doesn’t let big ideas like that through.

Lastly, I have been waiting to hear about the other wounded and survivors of the attack since day one, when the Reuters article was scrubbed about the 17 or so wounded. Typically it’s the ambassador who’s responsible for calling in the military, says Lake, but since Stevens was out of contact (and likely dead) early on, it was State’s call.

Wait a second….according to Congressman Chaffetz….Ambassador Stevens did call the Deputy Chief of mission in Tripoli, Gregory Hicks, not too long after the attack began…and told Hicks they were under attack. So that should have automatically triggered military help?

True enough, but this year may be different. Most of the (more conservative) rest of the state was not affected much by Sandy, and a low turnout in NYC and high turnout upstate just might flip New York State to Romney.
