Documents found in Benghazi consulate claimed “troubling” surveillance by Libyan guards; Update: Obama not participating in investigation; Report: State never requested military back-up during attack

Threshold question: Why were these documents still lying on the floor of what’s left of the consulate on October 26th, three weeks after the FBI finally swung by for a visit?

The two unsigned draft letters are both dated Sept. 11 and express strong fears about the security situation at the compound on what would turn out to be a tragic day. They also indicate that Stevens and his team had officially requested additional security at the Benghazi compound for his visit — and that they apparently did not feel it was being provided.

One letter, written on Sept. 11 and addressed to Mohamed Obeidi, the head of the Libyan Ministry of Foreign Affairs’ office in Benghazi, reads:

“Finally, early this morning at 0643, September 11, 2012, one of our diligent guards made a troubling report. Near our main gate, a member of the police force was seen in the upper level of a building across from our compound. It is reported that this person was photographing the inside of the U.S. special mission and furthermore that this person was part of the police unit sent to protect the mission. The police car stationed where this event occurred was number 322.”

I’ve been begging for follow-up on Sean Smith’s now famous chat-room message, sent on the morning of 9/11, claiming that a Libyan guard had been seen taking photos of the compound. “Assuming we don’t die tonight,” he said glibly at the time. Until today that was the only hard evidence of an inside job by the skeleton Libyan security staff that State forced Stevens to make do with. Had Smith overreacted to something he saw, maybe, or were others at the compound also concerned? Now we know.

They were so concerned, in fact, that they alerted not only the Ministry of Foreign Affairs but the local police chief too. Funny thing: According to Foreign Policy, the chief was fired just one week later — but refused to step down and is technically still on the job, albeit on “sick leave.” And what about the Ministry of Foreign Affairs? The head of the local office claims that he never got any letter from the consulate — but the local police office says that it was, in fact, the Ministry that notified them of the consulate’s request for more police during Stevens’s upcoming visit. Here’s how that went:

“On Sunday, September 9, 2012, the U.S. mission requested additional police support at our compound for the duration of U.S. ambassador Chris Stevens’ visit. We requested daily, twenty-four hour police protection at the front and rear of the U.S. mission as well as a roving patrol. In addition we requested the services of a police explosive detection dog,” the letter reads.

“We were given assurances from the highest authorities in the Ministry of Foreign Affairs that all due support would be provided for Ambassador Stevens’ visit to Benghazi. However, we are saddened to report that we have only received an occasional police presence at our main gate. Many hours pass when we have no police support at all.”

Normally I’d chalk up the lying to simple ass-covering after a gigantic security embarrassment, but given the element of an inside job introduced by the documents, I don’t know. In a city under the thumb of militias, how unlikely is it that people at the Ministry or inside the local police bureau were warned to keep security low at the consulate that night? Foreign Policy notes too that this new info contradicts a briefing given by the State Department on October 9 in which they claimed that there had been no security incidents at the consulate that day. A guard taking photos of the compound does, I trust, normally qualify as a “security incident,” so now we have a new question for the White House. Did State know about the guard snapping pics? If it did, why didn’t they rush some of the security assets in place in Tripoli and Italy to the consulate out of an abundance of caution on the anniversary of 9/11? If they didn’t, why wasn’t basic security at the consulate increased beforehand anyway as the consulate had been requesting for months?

Via RCP, here’s Catherine Herridge from Fox last night reminding you what State did, indisputably, know and what they chose not to do about it. Look out for the words “smoking gun.” Al Qaeda had training camps in the city and the consulate had next to no protection, and that’s somehow not enough to warrant sending extra security?

Update: If you knew nothing else about Obama except the way he’s stonewalled on this to protect his own sweet ass before election day, that’d be reason enough to vote against him. Disgrace:

Today, the White House press secretary let it slip during a press gaggle aboard Air Force One that President Obama’s inaction on the Benghazi situation now extends to inaction on the supposed investigation taking place. The administration has still not made clear what exactly is being investigated, or the extent of the investigation. And President Obama doesn’t much care. Said Carney:

“He has not participated in the investigation. He is anticipating results that show us exactly what happened and who is responsible and what lessons we can learn from it and ensure it never happens again. He expects the investigation to be rigorous.”

That’s from Ben Shapiro, who rightly notes that the investigation into what happened when the consulate requested help likely extends not much further than Obama’s own desk. He could tell us what he knew and what he did after the attack began, but he won’t because he cares about the election more than answering the public.

Update: Defense officials have decided that they’re not going to be the fall guys for the Barack and Hillary Show. New from Eli Lake:

It’s unlikely any outside military team could have arrived in Benghazi quickly enough to save Ambassador Chris Stevens or his colleague Sean Smith, both of whom died from smoke inhalation after a band of more than 100 men overran the U.S. mission at around 9:30 p.m. that evening and set the buildings inside ablaze.

But military backup may have made a difference at around five the following morning, when a second wave of attackers assaulted the CIA annex where embassy personnel had taken refuge. It was during this second wave of attacks that two ex-SEALs working for the CIA’s security teams—Glenn Dougherty and Tyrone Woods—were killed in a mortar strike…

“The State Department is responsible for assessing security at its diplomatic installations and for requesting support from other government agencies if they need it,” a senior U.S. Defense official said. “There was no request from the Department of State to intervene militarily on the night of the attack.”

The president, however, would have the final say as to whether or not to send in the military.

Typically it’s the ambassador who’s responsible for calling in the military, says Lake, but since Stevens was out of contact (and likely dead) early on, it was State’s call. Why didn’t they make it? Bear in mind that they likely had no firm idea about Stevens’s fate until the attack was over; for all they knew, he was holed up in the consulate somewhere waiting for the cavalry. Did Hillary ask Obama to do something? If she didn’t, why didn’t he do something anyway?

the guys at the consulate are PVT William Santiago, who wrote a letter to “just about everybody except Santa Claus” requesting a transfer off Gitmo an increase in security and a concern over their personal safety. Turns out, both Santiago and Smith were right and they both ended up dead, DEAD I say!

This is old news. The very first week there were reports that the “guard” was seen taking pictures of the compound and that they knew something was not right.

It’s a lot easier to pull off a coverup if you allow all the potentially incriminating evidence to be conveniently destroyed or lost. Hence the 3-week delay in getting the FBI into Benghazi and allowing them only a few hours to investigate.

This whole think stinks so bad that I don’t even know what the hell I’m smelling anymore. Is this incompetence? Obama putting politics over security in denying them military backup? Or did he actually want Stevens dead for some sick reason?

When we visited on Oct. 26 to prepare a story for Dubai based Al Aan TV, we found not only Stevens’s personal copy of the Aug. 6 New Yorker, lying on remnants of the bed in the safe room where Stevens spent his final hours, but several ash-strewn documents beneath rubble

“An independent board is conducting a thorough review of the assault on our post in Benghazi,” deputy spokesman Mark Toner said. “Once we have the board’s comprehensive account of what happened, findings and recommendations, we can fully address these matters.”

How can the independent board be doing a full investigation when documents such as these have not been collected as evidence to investigate?????

Translation: By “rigorous” of course we mean long enough to last past Election Day. And the results of the investigation will be finding one or more people not named Barack Obama, Leon Panetta, or Hillary Clinton who’ll fall on their swords and take the blame for this.

The problem with that is I don’t know else could plausibly be the fall guy(s). If military assistance was denied to the SEALs, Obama either made the call or he offered help and someone below him refused to obey the order. And the odds of the latter having happened are precisely zero.

That’s the conundrum the Obama Administration finds itself in. This isn’t Fast & Furious where executive privilege and claims of ignorance(along with an underling taking the fall) can get Eric Holder’s ass out of a jam. Obama eventually will have to answer for this in some way and I don’t know what BS story he can concoct to get himself out of it.

It’s a scandal by any definition of the word. They were left to die in the face of obvious prior warnings. What possible justification could explain why this was allowed to happened? I’m outraged, but that’s all I can be, because the media has unanimously decided not to touch this.

How can people not see this for what it is? How can Democrats defend this with a straight face? These are our elected officials who are charged with keeping Americans safe! There could be no greater proof of a failure of leadership than this. How could anyone vote for four more years of this type of “leadership?”

If there was a real scandal – if Pantload really did hang those men out to dry, watched them die and then went to bed that night to get a good night’s sleep before flying out to Vegas for a fundraiser the next day – the media would be covering it 24/7 like they did with the Valarie Plame scandal. That was news!

The true scandal here is the MSM cover up. We all know for an absolute fact that were this a Republican president, it would be all Benghazi all day every day from now until November 6. Instead, we have an almost complete wall of silence stretching across every major network and newspaper. Take Fox News out of the equation, and we seriously have a media situation not much different than Pravda. These cowards and traitors are unworthy of the First Amendment.

I do understand Romney’s reluctance to mention it. There are so many rat holes involved, and the MSM will spin anything he says about it so hard against him, it would detract from everything else, and everything else is winning for him. Still, I wonder whether the mass of evidence has now built up to the point that a single volley from him would cause the dam to burst, and the story to break out in full bloom.

Rumor was that the entire kidnapping of Ambassador Stevens was coordinated with the Obama crowd. Closer to voting time he could sweep in and do some fancy “Presidential” negotiating and manage to exchange our kidnapped Americans for the blind Sheik. He would then ride on a wave of happy supporters to a win on election day and at the same time have been able to save the Sheik for the muslims.
What they fail to realize is how little control there is in in Libya and that once blood lust takes over they would be out of control.
I hope this is not really what happened, but knowing Obama the way I think I do, I would not put anything past him.

My opinion of this is that our beloved POTUS was having the sweat scared out of him due to one of his Muslim allies complaining about the stupid video. That video could scare some moderates over there out of their wits.

I think that he was waiting for a major outbreak of violence and, in the words of a valley girl, “That would just ruin everything!”. Even wide coverage of the early attacks wouldn’t help and even increasing resources and/or readiness was “bad news”.

I think it is wonderful that our leader has some friends or back channel connection with the Islamic world but it would be awful if he got so owned that it led to this.

I am not nutty enough to put much weight on it, but, I wrote with this theory around here before and had various trip wires bumped on my public and private records and another small indication that I had hit a nerve. Another poster wrote that these threads were being farmed but I don’t know.

I can attest to some very sensitive skin in this area.

He could tell us what he knew and what he did after the attack began, but he won’t because he cares about the election more than answering the public.

Well, that and admitting you watched people die in real-time while ordering those defending the annex to stand down. That wouldn’t garner many EVs.

I honestly think that the rat-eared wonder thought that his Rose Garden speech and greeting the flag-draped coffins would end the story. Instead it has lingered for weeks and the actions of this administration become more and more reprehensible.

QUESTION: Ileana Ros-Lehtinen put out a statement today – I think she may have actually sent a letter again today to the Secretary referring to a letter that she had sent previously, which she says – about Benghazi and details of that – which she says has not been answered. Do you know, have you gotten this letter? And why – the most recent one – I know that you had gotten – received the first one. Why has the State Department not responded to her?

MR. TONER: I’ll have to take the question on whether we’ve received her second letter. I can answer that.

QUESTION: On – staying on Libya –

MR. TONER: Yeah.

QUESTION: — just sort of on a housekeeping matter, can you also tell us how many days now the ARB has met and if we’re –

MR. TONER: Yeah. I think we’ve said previously, Jo, just because we didn’t want to get into sort of a daily count on their activities, but just to give them the freedom and space to conduct their review, that we said they’re going to meet as needed as we move forward. I think we, a couple weeks ago, said – cited the fact that they had initially met. Those meetings– they continue to meet, obviously, but I don’t have a specific number for you. I think we’re just giving them the space they need to conduct a thorough review.

QUESTION: It’s just for us –

MR. TONER: It’s ongoing.

QUESTION: — to sort of have an ETA on when this review (inaudible) –

MR. TONER: And again, I think it’s really hard to do that as well. I mean, I think they’ll take as long as they need.

(WASHINGTON) – U.S. Rep. Ileana Ros-Lehtinen (R-FL), Chairman of the House Foreign Affairs Committee, today made the following statement regarding the Obama Administration’s continued failure to provide a clear and concise record of the events that occurred before, during, and after the attack on the U.S. consulate in Benghazi, Libya that resulted in the deaths of U.S. Ambassador Christopher Stevens, U.S Foreign Service Information Management Officer Sean Smith, and U.S. embassy security personnel Glen Doherty and Tyrone Woods.

Statement by Ros-Lehtinen:

“Over six weeks have passed since the attack in Benghazi and the Obama Administration still hasn’t leveled with the American people.

“We’ve been treated to lots of feeble explanations that later have been disproved by new revelations.

“We’ve seen the Administration flip-flop and split hairs as to what it knew prior to, during, and in the aftermath of the attack on our consulate in Benghazi.

“The Administration simply hasn’t come clean about what it knew and when, and ultimately what they did about it.

“Despite several attempts to get answers, the Administration is still keeping Congress and the American people in the dark as to what really happened. The American people expect and deserve better.”

NOTE: As part of the Committee on Foreign Affairs’ oversight over State Department operations, Chairman Ros-Lehtinen sent a letter to Secretary of State Hillary Clinton on October 15, 2012 raising a number of critical issues about the process of assessing the security needs of U.S. embassies and personnel and policy towards host governments before and after the September 11, 2012 attack on the U.S. consulate in Benghazi, Libya. Chairman Ros-Lehtinen joined with other Chairmen of the national security committees of the House to raise classified matters shortly after the attacks. He’s waiting for somebody to tell him what he said? He doesn’t know what he ordered?

Either that’s a blatant, treasonous lie, or he really did tell Panetta or Donilon to do what they thought best and headed off to bed to prepare for his trip to Vegas.

How can ANYBODY vote for this guy if EITHER of those are true! Only four people died because of the bravery of Seals that disobeyed orders and saved the other 30 people from the consulate that weren’t killed. If everybody had followed orders we’d have dozens of dead.

Obama isn’t just bad for America. He’s poison.

The only hope it will turn out differently is if Republicans/Romney win and press for real investigations – they will not do this, as they will want to have a smooth transition, no animosity, blah blah blah. Bush did the same thing trailing Clinton into the WH, etc.

Get accustomed to it now, no one is going to suffer consequences (not real ones) for this.

Revenge of the Clintons? Sort of take responsibility afterwards, knowing that it would all fall on Obama no matter what she said?

Along with some of Clinton’s other slip ups (such as being glad to be in PA, when speaking in OH), it seems they are carefully trying to sink Obama, without overtly ticking off the faithful.

Not that it will happen, but can you imagine the coup CBS and 60 Minutes could pull of if this Sunday’s broadcast is nothing but Benghazi? They would instantly restore credibility that the US press has lost in the past decade and Steve Kroft would be a rock star. After all, he has plenty of reason to do it. It was his Sept 12, 2012 interview in which the Fraud in Chief looked Kroft and all of America straight in the eyes and lied his ass off. If I were a journalist with even a molecule of dignity and professional courage I sure as hell wouldn’t let that go without a fight.

WH situation room would have immediate access to same feed as State & CIA. NSA and Chief of Staff would have known of attack very early and it’s inconceivable that one or both of them would not have immediately informed POTUS.

The investigative work that Catherine on Fox is doing is truly
