Breaking: Fox News reports CIA command refused to help Benghazi consulate during attack

Yesterday, Leon Panetta told reporters that the US military didn’t intervene to assist our consulate in Benghazi during the attack because of a lack of real-time intelligence.  Fox News’ Jennifer Griffin now reports that the CIA got at least three requests for support from the annex in the city to help fend off the attack — and that the chain of command not only refused the requests, but ordered its personnel to “stand down.”  Two of the Americans killed in the terrorist attack disobeyed orders and attempted to rescue their fellow Americans:

Fox News has learned from sources who were on the ground in Benghazi that three urgent requests from the CIA annex for military back-up during the attack on the U.S. Consulate and subsequent attack nearly seven hours later were denied by officials in the CIA chain of command — who also told the CIA operators to “stand down” rather than help the ambassador’s team when shots were heard at approximately 9:40 p.m. in Benghazi on Sept. 11.

Former Navy SEALs Tyrone Woods and Glen Doherty were part of a small team who were at the CIA annex about a mile from the U.S. Consulate where Ambassador Chris Stevens and his team came under attack. When they heard the shots fired, they radioed to inform their higher-ups to tell them what they were hearing. They were told to “stand down,” according to sources familiar with the exchange. An hour later, they called again to headquarters and were again told to “stand down.”

Woods, Doherty and at least two others ignored those orders and made their way to the Consulate which at that point was on fire. Shots were exchanged. The quick reaction force from the CIA annex evacuated those who remained at the Consulate and Sean Smith, who had been killed in the initial attack. They could not find the ambassador and returned to the CIA annex at about midnight.

At that point, they called again for military support and help because they were taking fire at the CIA safe house, or annex. The request was denied. There were no communications problems at the annex, according those present at the compound. The team was in constant radio contact with their headquarters. In fact, at least one member of the team was on the roof of the annex manning a heavy machine gun when mortars were fired at the CIA compound. The security officer had a laser on the target that was firing and repeatedly requested back-up support from a Specter gunship, which is commonly used by U.S. Special Operations forces to provide support to Special Operations teams on the ground involved in intense firefights. The fighting at the CIA annex went on for more than four hours — enough time for any planes based in Sigonella Air base, just 480 miles away, to arrive. Fox News has also learned that two separate Tier One Special operations forces were told to wait, among them Delta Force operators.

It’s not as if there was no resources to respond, either:

A Special Operations team, or CIF which stands for Commanders in Extremis Force, operating in Central Europe had been moved to Sigonella, Italy, but they too were told to stand down. A second force that specializes in counterterrorism rescues was on hand at Sigonella, according to senior military and intelligence sources. According to those sources, they could have flown to Benghazi in less than two hours. They were the same distance to Benghazi as those that were sent from Tripoli. Specter gunships are commonly used by the Special Operations community to provide close air support.

Griffin’s sources tell her that the annex had painted a laser target at a terrorist mortar position and had called for an air strike.  I’m not sure what that looks like in Panetta’s world, but it at least sounds like real-time intelligence on the attack, as well as a clear target, if this report is correct.

Saxby Chambliss is right — this gets uglier every day.

Stand Down means the mission is called off. Period. For those calling for help and rescue, “Stand Down” means the cavalry ain’t coming. Against overwhelming odds, that means that they can either surrender, try to escape & evade, or die in place.

Just heard a caller on Rush claiming to be former Lt. Col. Special Ops describing very detailed procedures that would have been implemented in this emergency at the compound. He sounded legitimate, and said there is no way that POTUS would not have been informed, using inside channels, of exactly what was going on.

This is going to get even uglier, if that’s possible.

The guy was very specific and believable. What he was talking about is known to so many people there’s no way there won’t be leaks and whistle blowers before this is over. It’s going to be impossible for the LSM to ignore this report today.

A second force that specializes in counterterrorism rescues was on hand at Sigonella, according to senior military and intelligence sources. According to those sources, they could have flown to Benghazi in less than two hours. They were the same distance to Benghazi as those that were sent from Tripoli. Specter gunships are commonly used by the Special Operations community to provide close air support.

They had two spectre gun ships at Sigonella. Considering it was 4 hours, They had plenty of time to get them engaged. We’re not talking about drawing calvary in danger close for an ambush. We’re talking about using superior airpower that was at our disposal that was never used. Or are you going to equate using air to drawing them in for an ambush? Frankly what’s even worse was the order to stand down. This was not an offensive operation. This was a defensive op. And they wouldn’t even let them try and defend themselves which is almost as bad as not giving them any assist at all.

Please post the link of where someone in the military stated there were Specter gunships at Signorella. I have been researching this since the attack and have not found it anywhere.

Several days ago on a seperate thread, I lamented the lack of a Specter gunship being able to respond because they deliver a crapton of pain and can loiter for hours. Everything I have found so far says there were no Specters at Signorella.

The “stand down” order was specific to the forces at the annex going to rescue personnel at the consulate.

A number of rabid commenters on here have somehow twisted that into a “Surrender” order with regards to the annex.

Side note to everyone: If you want to convince people the SCOAMF’s administration was culpable on a number of fronts with regard to Benghazi – you will only FAIL if you make claims that are later proved to be false. Review what happened during Watergate when Woodward and Bernsteign published something that was not 100% accurate.

OK, read the PJ Tatler piece and it does NOT give good evidence there were any aircraft on-station that night. The assumptions for its conclusion are apparently 1) no one would lase a target if there weren’t already air assets on hand to strike and 2) that there were Spectres in-country in March.

First, there are lots of reasons to lase a hostile, even if you don’t have strike capable aircraft on-hand. One would be to derive accurate coordinates for whatever assets you *do* eventually get handed. It might even be simple range-finding so a guy with a decent rifle can take a shot.

Second, if the AC-130s were deployed to Libya in March, they most certainly were part of the security operations that had already been stood down, and have been part of these discussions from the beginning. And, they were most certainly gone by September. (If for no other reason than the length of that deployment – it would be unusual to send them for 6 months: this isn’t a “war zone” after all.)

I’m livid about this. But, let’s not let our speculation get too far out in front, so we have reliable ammunition when the time comes. Let’s not give anyone a reason to label us a tin-foil-hat brigade.

Ever hear of Allen West?

I know someone who served 2 tours in Afghanistan, one night they were on patrol and got radio distress call from another patrol vehicle being attacked. The base said to stand down and let the attacked team to fight on their own. My friend’s CO, after getting the stand down order, smashed the radio with his boot (We’ll say the radio was destroyed by gun fire) and gave command to to the team to go full speed ahead and help out. They got there in time. No one died that night.

That’s what military means to me as well. Neither Panetta nor Betrayus have ANY excuse. As in NONE. CIC can go pound sand. Or someone at a Chicago bath house in his case.

The Pentagon says it did move a team of special operators from central Europe to the large Naval Air Station in Sigonella, Italy, but gave no other details. Sigonella is just an hour’s flight from Libya. Other nearby bases include Aviano and Souda Bay. Military sources tell CBS News that resources at the three bases include fighter jets and Specter AC-130 gunships, which the sources say can be extremely effective in flying in and buzzing a crowd to disperse it.

Lamb admitted to at least one drone when she testified to House panel a week+ ago. Even one drone would have been enough to at least do some damage to attackers.

And it seems there was at least one more gunship in the air for CIA to laser paint the targets.

This is indefensible. They give the order to stand down on actions that could have saved lives – twice? The AC-130 Spectre by itself is flying devastation that could have wiped the attackers in one pass.

I am going to give you the benfit of the doubt on not understanding the context of the order on this one.

“Stand down” is not surrender. It is a command given by a military superior to someone under their command who has proposed or is initiating a course of action which the superior has determined should not be executed.I gave you a rationalization of the “Stand down” decision prefaced with this statement:

I can rationalize the “STAND DOWN” order …. but that does not mean I agree with it.

I am very willing to be corrected and/or schooled on my opinions. But thank you for pompous benefit of a doubt.
There is NO rationalization for a “Stand Down” order given to someone under attack and fighting for their lives. Their suggested course of action was to enhance their chance of survival. That a superior felt this inappropriate is a significant problem that cannot be rationalized away.
All that being said, I am glad that you do not agree with the order.

You’re assuming she is not as guilty as others. No way she didn’t know about gun running to Al Qaeda, she has been not only openly Palestinian and islam supporters for a long time now, same as Clenis, but has a rabid islamist as her close confident since mid ’90s.

HAd she any way out of this and burying Hussein in the process she would have taken that path by now. Yes, she may be guilty less than the rest given that alll 3 others had the means to stop the attack in the process, but she is still as guilty as others. Her department, HER employees died after asking for protection (Stevens and another diplomat), and HER security team failed.

AC-130s don’t need laser guidance. None of their weapons are laser guided. Range finders, sure, but no laser homing weapons.

Now, if the ground asset could lase a target my guess is he was indicating he could paint a target for either a laser guided bomb from a any attack aircraft in our inventory that might have shown up, or possibly from an artillery piece if one was in range.

For me, there’s not enough information here to tell what’s what. I know Conservative slaves who bemoan “anonymous sources” when it comes to press pieces THEY don’t like …

But then totally embrace those “anonymous sources” when a press piece comes along that they want to believe. Have fun with that but don’t think anyone out here doesn’t see the double standard.

Let me tell you, as a former Navy Master Chief, if I had knowledge that we abandoned our folks in an engagement – I would not be talking to any reporter “off the record” or “on the condition of anonymity”. It’d be, “When The F**k can you get me on Fox News?”

That’s the way military people roll folks – they don’t hide behind masks – especially if two of their own disobeyed a direct order to save our guys and ended up getting killed over it.

If this is true (and I actually suspect it may be) – then the military folks of HONOR will come forward to clarify it. Until that happens – it’s background noise.

Not like the GOP is going to do anything about this anyway now is there?

Fox News has learned from sources who were on the ground in Benghazi that three urgent requests from the CIA annex for military back-up during the attack on the U.S. Consulate and subsequent attack nearly seven hours later were denied by officials in the CIA chain of command — who also told the CIA operators to “stand down” rather than help the ambassador’s team when shots were heard at approximately 9:40 p.m. in Benghazi on Sept. 11.

Former Navy SEALs Tyrone Woods and Glen Doherty were part of a small team who were at the CIA annex about a mile from the U.S. Consulate where Ambassador Chris Stevens and his team came under attack. When they heard the shots fired, they radioed to inform their higher-ups to tell them what they were hearing. They were told to “stand down,” according to sources familiar with the exchange. An hour later, they called again to headquarters and were again told to “stand down.”


Pretty clear Woods and Doherty were being given the “Stand down” order with regard to going to aid the consulate.

Stand Down means the mission is called off. Period. For those calling for help and rescue, “Stand Down” means the cavalry ain’t coming. Against overwhelming odds, that means that they can either surrender, try to escape & evade, or die in place.

I’m calling for articles of impeachment to be drawn on this administration, from President down to CIA director and anyone that had a role in Amb Stevens murder and subsequent cover up.

It is obvious that Jarret sent Obama to retire early that evening full knowing that the crisis was unfolding but wanted him to be rested for the Vegas fundraising trip.

This is a criminal act of negligence on the President’s behalf since he knew about the attack before he retired for the evening.

The President of the United States committed high crimes and misdemeanors through acts of dereliction in his duties as President.

Several days ago on a seperate thread, I lamented the lack of a Specter gunship being able to respond because they deliver a crapton of pain and can loiter for hours. Everything I have found so far says there were no Specters at Signorella.

The “stand down” order was specific to the forces at the annex going to rescue personnel at the consulate.

A number of rabid commenters on here have somehow twisted that into a “Surrender” order with regards to the annex.

But let’s take the Spectre’s completely out of the equation. Let’s say they were out of theatre or down for maintinence. There were still other air assets we could have used. They had plenty of time to deploy them From Sig. They told the seals to stand down in trying to repel the attack at the consulate. So it’s no suprise they didn’t offer any air support. Yet they were able to deploy a drone. So they knew what was going on. So let’s see it’s 9-11 in Benghazi. The same consulate has been attacked before. Hillary of all people asked for more security and was denied. Then when their fears came to fruition, their repeated pleas for help were ignored. To add salt in the wound they wouldn’t even let the seals try and offer up a defense at the consulate. They wanted to take away the ONLY thing they still had which was a couple of SEALS. They fortunately ignored that order and with good reason. I think it’s wrong to accuse others of “twisting” the stand down order really was in a way surrendering themselves with the situation. Not only did they try to tie their hands behind their back, they left them hanging out to dry when they KNEW it was going bad. That is dereliction of duty, period.

Paul, laser target designators are not randomly used to identify targets in vague hopes that some random air asset will be wandering by. There is a Special Operations communications network connecting the CIA assets on the ground, military special operation assets (in this instance, including Delta) and the gunship, and other air, sea, and land assets.

The CIA operators lugged a laser designator to the roof because they A) had identified a target and B) knew through their communications network which air assets were on standby, loitering overhead.

The fact that they bothered to call for fire, and lased the target, would only have occurred if the aircraft were overhead and the men calling in fire expected an immediate strike. Period. End of story.

For my money, the dereliction of duty started BEFORE the attack and people in the SCOAMF’s administration need to answer for it.

I will NOT post a complete rationalization of the “Stand down” order with regard to Woods and Doherty going to the Consulate because while I have been trained to look at things from all sides and consider all scenarios – it would not matter in the least that I would also completely disagree with the reasons/rationalizations the decision may have been based on.

It is very very odd they would designate a target if they weren’t in comm with air. Because you never ever designate a target until you’re ready as the enemy can id your location. They can do this now with even phones with a nightvision camera app. So I highly doubt these guys would have gone to all that trouble and exposed themselves had they not been told that there was air on scene. My gut tells me that whatever air asset was on scene was also told not to fire. Just a guess but it makes sense from the leaks coming out.

A staged kidnapping would provide currency (i.e. Stevens) for a prisoner swap with the MoBros for the Blind Sheik. It would explain why there was no security, and why Stevens was there at all, and also why CIA would try to keep Woods and Doherty from interfering. Bad luck all the way around that they got involved in the firefight, and changed it from Kabuki to real.

Hey guys, don’t lose sight of whole point here. The fact is, somebody denied help to those in the consulate. That somebody is in the CIA, the State Department, or the WH.
