Reuters: White House, State Dep’t received e-mails within two hours of Benghazi attack about jihadi group taking credit

We actually know most of this already, I think. Remember this Reuters story from October 2 describing multiple intelligence reports about a jihadi connection even in the first few hours afterward? How about the AP’s piece four days ago about the CIA’s station chief informing the White House within 24 hours that militants might be involved? The White House had plenty of reason to suspect more was going on than a protest that got out of hand, even from the very beginning. But that would meddle with one of O’s strongest reelection narratives, i.e. the president who demolished Al Qaeda (read this for a stark illustration of how certain key supporters are helping him out with that), so we didn’t hear about it until Eli Lake and CNN and Reuters all but dragged it out of him.

What we didn’t know until now is that the White House Situation Room got a heads up on whodunnit early enough that Chris Stevens may well have still been alive at the time.

The emails, obtained by Reuters from government sources not connected with U.S. spy agencies or the State Department and who requested anonymity, specifically mention that the Libyan group called Ansar al-Sharia had asserted responsibility for the attacks…

A third email, also marked SBU and sent at 6:07 p.m. Washington time, carried the subject line: “Update 2: Ansar al-Sharia Claims Responsibility for Benghazi Attack.”

The message reported: “Embassy Tripoli reports the group claimed responsibility on Facebook and Twitter and has called for an attack on Embassy Tripoli.”

While some information identifying recipients of this message was redacted from copies of the messages obtained by Reuters, a government source said that one of the addresses to which the message was sent was the White House Situation Room, the president’s secure command post.

Carney mentioned afterwards that “extremists” might have been involved in the, ahem, spontaneous protest, but he didn’t name Ansar al-Sharia or suggest that U.S. intelligence had a particular group in mind. Which is curious, because the e-mails pointing to the group’s Twitter/Facebook claims weren’t the White House’s only piece of evidence against them. Eli Lake reported three weeks ago that American spies captured communications between Ansar al-Sharia and the local Al Qaeda affiliate after the attack.

Ansar al Sharia has been declared by the State Department to be a an Al Qaeda-affiliated group. A member of the group suspected of participating in the Sept. 11 attack in Benghazi has been arrested and is being held in Tunisia…

Fox News was told that an estimated 300 to 400 national security figures received these emails in real time almost as the raid was playing out and concluding. People who received these emails work directly under the nation’s top national security, military and diplomatic officials, Fox News was told.

If I understand the White House’s Benghazi narrative in its current form, it boils down to this. There was no protest, but the attack was still kinda sorta spontaneous insofar as it was inspired by what was happening at the embassy in Cairo. And it wasn’t an official Al Qaeda or Ansar al-Sharia operation, even though members of AQIM and Ansar al-Sharia — including the founder of the latter group — were on the scene and/or participating. Essentially, the White House wants you to believe that members of two prominent jihadist paramilitary groups were kicking around on September 11 when one of them turned on the TV, heard about the Mohammed movie from coverage of the Egyptian embassy assault, and decided to quickly pull together a complex, heavily-armed attack on the local U.S. consulate involving 20 or so people. Never mind that there had been harassment of, and attacks on, western interests in the city for months; these guys apparently had no serious designs on Chris Stevens or his compatriots until they heard about the YouTube video and hulked out in the form of an organized armed raid. The only thing that makes this story plausible is that security for Stevens at the compound was so disgracefully poor that hardened jihadis probably could have drawn up a play in the dirt outside the building and gotten to the ambassador. That’s Obama’s defense here, essentially — that the consulate was so easily breached thanks to threadbare protection for Stevens that it’s quite possible the whole thing was put together by amateurs, without planning.

Update: Patterico e-mails with a good catch about the Fox News excerpt quoted above. It’s Ansar al-Sharia in Yemen that’s been designated by State as an Al Qaeda affiliate, not Ansar al-Sharia in Libya. There are, in fact, multiple Ansar al-Sharias in Libya; I wrote a bit about that here. Al Qaeda HQ in Pakistan has evidently been using that name as an alias for some of its affiliates. The Benghazi group may or may not be one of them, but given their contacts with AQIM after the attack as described above, it’s probably a matter of time before State designates them an official AQ affiliate too.

What has me STEAMED about these emails? Obama knew withing a couple of hours…WHILE the attack was going on…what was happening and that it was terrorists who were doing it. We have forces in Italy which are ONLY AN HOUR AWAY VIA AIRDROP from Benghazi. And yet…the White House…no, screw it…the President!…sat on this for SEVEN HOURS and did NOTHING!!!

It did come back, but with the same old wikipedia. It truly is insane (but then it seems to support obama so that is redundant). BTW, check casualty rates in Afghanistan under W and compare them to Obie and tell us aain about bad decision making.

Bottom line, W had conflicting info from the clinton administration, Obie had eyes on target. W removed an enemy, obie lost an ambassador.

If not, it’s because determining naval strength, while never simple, is exceedingly complicated in these complicated times. All-of-the-above answers can be easily found among those who study the U.S. Navy. Sometimes, a single expert will voice many of the contradictions in the same statement.

For what they’re worth, the raw numbers: The U.S. Navy today has 286 ships. In 1916 it had 245, and by 1917, 342. By the end of World War II, it had 6,768 ships. At the height of the Cold War in 1987, the Navy boasted 594 ships. The recent low point came in 2007 when it had 278 ships.

For what it’s worth, in 1886, the Navy had only 38 ships, the most common of which were “screw sloops.” The modern Navy doesn’t list any screw sloops.

“Today, we don’t have a peer competitor,” he notes. U.S. naval superiority today is unquestioned. No other nation has more than two operational aircraft carriers. The United States has 11, and the other nations with two are Italy and Spain. China, the frequent foil in this discussion, just launched its first carrier but does not yet have planes capable of landing on it, and it does not yet have a single “carrier battle group.”

“China won’t be showing up on the California coast anytime soon,” Stokes said.

Max Boot advises Romney on defense issues, though his position is more nuanced than probably suits a presidential candidate during a debate.

When asked to gauge the strength of the U.S. Navy, Boot noted that it “is incomparably stronger today than it was in 1916. But today’s Navy doesn’t have to fight the Navy of 1916.”

He notes potential enemies, China and Iran, and pirates. The threats he notes include terrorism, missiles and cyber-weapons (none necessarily specific to naval power).
“No question, the quality of our ships today is the highest it’s ever been, but at some point quality can’t substitute for a lack of quantity, and that’s the situation we’re in today,” he argues.

The threat today’s Navy faces is multifaceted. But it can also rely upon a multifaceted network for response, from air support, missiles, unmanned drones and satellite intelligence.

James R. Holmes, an associate professor of strategy at the U.S. Naval War College, though speaking on his own, notes: “We judge naval combat power on a relative scale. … That’s why ‘the Navy is smaller than it has been since 1917’ and ‘the Navy is bigger than the next 13 navies combined’ both contain a grain of truth but are basically factoids. Numbers count; the tonnage of ships counts; but these one-liners tell us little.”

The reality of the modern world is that the U.S. Navy is very unlikely to be engaged in a traditional high-seas battle. Instead, potential battles would be close to land, meaning that naval power (on both sides) would have to include air power, ground power and missile capacity.

Iran cannot match American naval power, but it can pose a potential threat if near a coast it uses smaller boats to “swarm” more powerful but less numerous U.S. ships.

“You also have to be careful about just counting hulls,” Holmes notes. “A nuclear-powered aircraft carrier counts as one hull; so does a minesweeper.”

Michael O’Hanlon, an expert on security with Washington’s Brookings Institution, said that while it is obvious there is no comparable naval threat, it’s important to remember the world can change, quickly.

Japan hid an attacking force behind a thunderstorm to launch its attack on Pearl Harbor. Today, the Navy would rely on satellite intelligence for early warning.

“But one consideration is that a foe in the future might have the ability to put satellites out of commission,” he said. “It’s possible that this 20-year period will be viewed as a vacation from history.”

Update: Patterico e-mails with a good catch about the Fox News excerpt quoted above. It’s Ansar al-Sharia in Yemen that’s been designated by State as an Al Qaeda affiliate, not Ansar al-Sharia in Libya. There are, in fact, multiple Ansar al-Sharias in Libya; I wrote a bit about that here. Al Qaeda HQ in Pakistan has evidently been using that name as an alias for some of its affiliates.

Look for his statement of resignation this week. This is huge, and I can’t imagine a man of honor as is he could stand another hour in the service of this president.

I have spent a fair amount of time since the attack wondering why something was not done – especially after hearing there was a Predator overhead for part of the attack.

The initial impression I had was there was at least C-130 Spectre gunship available at the base in Italy. A Spectre gunship can lay down a “Make-you-sh1t-your-pants” amount of firepower if you are on the receiving end and are not shredded in the process. It can also “loiter” for long enough a period of time to allow other resources to be brought to bear.

From Hawkdriver’s comments, my impression is there was not a Spectre available. Which is a shame, because I believe one of those could have made ALL the difference.

Beyond that … a long time ago a very good friend of mine was a senior player in the Army’s portion of the Rapid Deployment Force. In order to be “always ready to go”, the RDF ran continuous exercises – in simple terms, he was jumping out of airplanes 3 – 4 times per week as they played out constantly evolving/refining scenarios. It takes that type of committment and a plan that matches up with a proposed mission.

I REALLY don’t like saying this … but NOT sending more people in on short notice and with NO plan was probably the best decision. This isn’t about the SCOAMF – it is about the people in our armed forces not being sacrificed for little to no purpose.

The lack of security in Benghazi – that should cost some people their “heads”.
