This is a 100+ year old talking point.

Cowboy Diplomacy was used by the libs to insult Reagan. For some reason they still think it’s an insult.

Wiki found a reference to it being used to insult TR because he said, “speak softly and carry a big stick.” I wasn’t around for TR, but I do remember Reagan being called a cowboy, and later GWB.
