Hillary: I take responsibility for Benghazi

Fearless prediction: With Hillary having now formally accepted blame, President Above The Fray will magnanimously volunteer at tomorrow night’s debate that, no no, it is with him that the buck ultimately stops. The White House has been holding off on doing that because they’re desperate to frame this as an internal problem at State. Now that Clinton’s gone and done that, Obama can pose as a stand-up guy and loyal boss by symbolically accepting responsibility on behalf of the people who are really at fault.

Secretary of State Hillary Clinton said the bucks stops with her when it comes to who is blame for a deadly assault on the U.S. diplomatic mission in Benghazi.

“I take responsibility” for what happened on September 11, Clinton said in an interview with CNN’s Elise Labott soon after arriving in Lima, Peru for a visit. The interview, one of a series given to U.S. television networks Monday night, were the first she has given about the attack on the U.S. consulate in Benghazi.

Clinton insisted President Barack Obama and Vice President Joe Biden are not involved in security decisions, Clinton said.

“I want to avoid some kind of political gotcha,” she added, noting that it is close to the election.

Ace has another quote from her that essentially puts the whole thing off on her underlings, but there’s no link and I don’t see it in the CNN story. No matter, though: She’s not claiming actual responsibility in the excerpt above, just symbolic responsibility as the head of the Department that’s at fault. Given how the public generally respects showy professions of blame, it’s really the easiest thing in the world to make a “buck stops here” statement. The One himself would have done it weeks ago, I’m sure, if not for the fact that he’s caught in an election death struggle and knows the GOP would have hammered him with it. (As I explained above, it’s safer politically for him to do it now that Hillary’s chimed in.) The only way to make a “buck stops here” admission truly meaningful is to put some meat on the bone by identifying and correcting all the things that you’ve done wrong. Has Hillary done any of that yet? What protocols at State are going to change from all of this? Are we finished, at least, with pitiful public groveling to Islamists about how awful and terrible and reprehensible that Mohammed movie that hurt their feelings was?

Here’s the real question: Did Obama put Hillary up to this or did she do it on her own initiative to put O on the spot? As I’ve explained, I think this actually helps him by letting him accept symbolic responsibility while continuing to shunt actual responsibility onto State. But maybe I’m wrong. A friend e-mailed me after I wrote this post on Friday scolding me for thinking that Obama might throw Hillary under the bus rather than vice versa. After all, she’d have an easier time running in 2016 against President Romney than she would trying to succeed a two-term Democratic president. (Although, in that case, why did Bill Clinton give a wildly successful speech for O at the convention?) And as I said Friday, there is political peril for O in having Hillary go first on this. Potentially, he’ll look weak and diffident tomorrow night by following her lead, not loyal and magnanimous — and maybe Hillary knew that when she stepped up. Expect Romney to hammer that point, especially given how much he enjoys playing the Clintons off of Obama. What kind of “leader” says “the buck stops here” only after it’s already stopped somewhere else?

Here’s the vid, via CNN. This will, assuredly, be used against Hillary in 2016 if she runs, but I think she figures that between her high favorables and the fact that the public likes when executives “take charge” by accepting blame or whatever, she’ll be forgiven by voters. Quite possible.

Update: Ace e-mails to say that the Hillary quote in his post came from Wendell Goler on Fox News, who also interviewed Clinton today. They put it up on the screen sometime early this evening.

SENIOR ADMINISTRATION OFFICIAL ONE: Thank you, Operator, and thanks to all of our journalists for joining us on this very, very difficult day. We thought it was important to give you a little bit more information about what we knew when we knew it to help shape your understanding of the tragic events in Benghazi. Here with me I will hereafter be Senior Administration Official Number One. That’s [title withheld]. I also have with me [Senior Administration Official Two], hereafter Senior Administration Official Number Two. And we also have [Senior Administration Official Three], hereafter Senior Administration Official Number Three.

Let me just give you some framing points. First of all, we want to make clear that we are still here today operating within the confusion of first reports. Many details of what happened in Benghazi are still unknown or unclear. The account we’re going to give you endeavors to reconstruct the events of last night to the best of our ability now. And again, this reflects our current accounting of events. These are first reports, and so the facts could very well change as we get a better understanding.

Let me also give you a little better understanding about our office conditions in Benghazi. The facility that we are working in is an interim one. We originally acquired the property before the fall of Qadhafi. It includes a main building and several ancillary buildings, and then there was also an annex a little bit further away.

So let me give you a little bit of the chronology to the best of our knowledge. Again, the times are likely to change as it becomes a little bit more precise, but this is how we’ve been able to reconstruct what we have from yesterday.

At approximately 4 p.m. Eastern Daylight Time yesterday, which was about 10 p.m. in Libya, the compound where our office is in Benghazi began taking fire from unidentified Libyan extremists. By about 4:15, the attackers gained access to the compound and began firing into the main building, setting it on fire. The Libyan guard force and our mission security personnel responded. At that time, there were three people inside the building: Ambassador Stevens, one of our regional security officers, and Information Management Officer Sean Smith. They became separated from each other due to the heavy, dark smoke while they were trying to evacuate the burning building. The Regional Security Officer made it outside, and then he and other security personnel returned into the burning building in an attempt to rescue Chris and Sean. At that time, they found Sean. He was already dead, and they pulled him from the building. They were unable, however, to locate Chris before they were driven from the building due to the heavy fire and smoke and the continuing small arms fire.

At about 4:45 our time here in Washington, U.S. security personnel assigned to the mission annex tried to regain the main building, but that group also took heavy fire and had to return to the mission annex. At about 5:20, U.S. and Libyan security personnel made another attempt and at that time were able to regain the main building and they were able to secure it. Then, due to continued small arms fire, they evacuated the rest of the personnel and safe havened them in the nearby annex.

The mission annex then came under fire itself at around 6 o’clock in the evening our time, and that continued for about two hours. It was during that time that two additional U.S. personnel were killed and two more were wounded during that ongoing attack.

At about 8:30 p.m. our time here in Washington, so now 2 o’clock in the morning in Libya, Libyan security forces were able to assist us in regaining control of the situation. At some point in all of this – and frankly, we do not know when – we believe that Ambassador Stevens got out of the building and was taken to a hospital in Benghazi. We do not have any information what his condition was at that time. His body was later returned to U.S. personnel at the Benghazi airport.

Later that evening, we were able to bring our chartered aircraft from Tripoli into Benghazi to evacuate all of our Benghazi personnel back to Tripoli. This evacuation, which had to occur in a couple of planeloads, included all of our American Benghazi personnel, including the three wounded, and the remains of our fallen colleagues. They are now in the process – that same staff – of being evacuated to Germany. The staff that is well is going to stay in Europe on standby for a while while we assess the security situation in the coming period. The wounded will be treated in Germany, and the remains will come home, and we’ll advise you of when that will be as soon as we know.

In the meantime, we have taken our Embassy in Tripoli down to emergency staffing levels. We have reduced the staff down to what we call emergency staffing levels. And we have requested increased support from the Libyans while we assess the security situation.

I would also like to advise you that last night, all of our diplomatic posts around the world were ordered to review their security posture and to take all necessary steps to enhance it if those were deemed necessary. I’d like to now turn it over to Senior Administration Official Number Three for some remarks on what his agency has been up to.

QUESTION: Well, I have a couple of questions, if you would. And again, all of our condolences on what happened today. I was wondering if you can talk about now how – I know Secretary Clinton said that this would not affect how the U.S. dealt with the Libyans, and that you would move forward. But certainly, it must make you start to think about any precipitous rush to support groups in any other countries such as Syria or the like because of the uncertainty of who is on the ground.

And then I was wondering if you could talk a little bit more about Chris Stevens’ personal security and how his personal detail could have been separated from him. I mean, his personal detail’s number one responsibility is to protect their package, and so it just seemed – I just would like more clarity on how he got out of the building and then went back to find him. Why didn’t he just keep staying in the building looking for him? Thank you.

SENIOR ADMINISTRATION OFFICIAL ONE: Let me start with the last question first, Elise. I think you can understand that I’m not going to go into detail about how his security detail was organized. I think in the accounting that I gave, I made clear that security personnel were endeavoring to get him out of the building when they got separated by the incredibly thick smoke and fire – if you’ve seen the pictures from the building you can have some sense of how awful the conditions were – and that they then turned right back around, got more help, and went back in to look for him. So this was really a quite – a heroic effort.

With regard to your larger question, as the Secretary said very clearly today, we are as committed today as we have ever been to a free and stable Libya. That is still in America’s interest. And we are going to continue to work very strongly to help them have the future that they want and they deserve. I would simply note how quickly and how strongly senior members of the Libyan government came forward to condemn this attack, to offer all support to us.

I’d also like to underscore that it was Libyan security forces that stood with ours in defending our buildings. We also had some – one of the local militias who is friendly to the Embassy came to assist as well. And I think that really speaks to the relationship that we’ve built with Libya. Thank you.

QUESTION: Thank you for doing this and especially at such a terrible time for all of you. Can you expand on the regular security for the Ambassador? I know you don’t usually talk about security, but you can imagine how people want these details now in terms of, was it diplomatic security? Were they all RSOs? How long had he been in Benghazi? Give us a little bit more of his movements that day.

And secondly, there’s a lot of reporting now on this being linked to a terror attack, an organized terror attack – possibly al-Qaida sympathetic or al-Qaida linked. Can you speak to that?

SENIOR ADMINISTRATION OFFICIAL THREE: Operator, is the call ongoing?

SENIOR ADMINISTRATION OFFICIAL ONE: I’m sorry, it looks like I had a – I was on mute there for a while. I was going on and on on mute. I apologize. So Andrea, to your first question: Frankly, we are not in a position to speak any further to the perpetrators of this attack. It was clearly a complex attack. We’re going to have to do a full investigation. We are committed to working with the Libyans both on the investigation and to ensure that we bring the perpetrators to justice. The FBI is already committed to assisting in that, but I just – we’re – it’s just too early to speak to who they were and if they might have been otherwise affiliated beyond Libya.

With regard to Chris’s trip to Benghazi, as you know, he made regular and frequent trips to Benghazi so that he could check up on developments in the east. You know that he had been our representative – the Secretary’s representative and the President’s, to the Transitional National Council before the fall of Qadhafi and had spent a lot of time in Benghazi and built deep contacts there. So this was one of his regular visits that he made periodically.

With regard to the security arrangements, I think you will understand that we never talk in detail about how our security is arranged. And we particularly don’t talk about security arrangements for – personal security arrangements for senior level personnel.

What I can tell you is that security in Benghazi included a local guard force outside of the compound on which we rely, which is similar to the way we are postured all over the world. We had a physical perimeter barrier, obviously. And then we had a robust American security presence inside the compound, including a strong component of regional security officers. But I’m not going to go any further than that on the specifics.

I keep seeing that scene from Star Wars where the general takes responsibility for the rebels getting away and we see Darth Vader say as hes choking him to deat “apology accepted general”. To me this is a win-win for Romney. He can say that not only is Hillary’s state dept inept but that Obama is asleep at the wheel. He can site where Obama hadn’t attended briefings for weeks. This is the most corrupt bunch since the days of Caesar.

The effort to establish the new unit was already under way before the assault that killed Ambassador J. Christopher Stevens and three other Americans at the United States Mission in Benghazi, Libya. But the plan has taken on new urgency since then as the new civilian government in Tripoli tries to assert control over the country’s militant factions.

According to an unclassified internal State Department memo sent to Congress on Sept. 4, the plan’s goal is to enhance “Libya’s ability to combat and defend against threats from Al Qaeda and its affiliates.” A companion Pentagon document envisions that the Libyan commando force will “counter and defeat terrorist and violent extremist organizations.” Right now, Libya has no such capability, American officials said.

Nice to see the stained Grey Lady finally (sort of) get on board reporting ANYTHING ABOUT BENGHAZI. Hey Hillary, did you even have a clue about this? Did your president know there were Al Qaeda in Libya? Didn’t think so.

It’s not being “thrown under the bus” when you actually deserve the blame. And Hillary does. A competent president wouldn’t have let her finish the week at State after a failure on this scale. (Actually, a competent president would have demanded her resignation after the embarrassing “reset” button incident…but whatever.)

But Hillary is not alone in deserving blame. Oh, no. This was a failure on so many levels, there is more than enough blame to go around. Obama can’t claim ignorance here and escape the consequences of how poorly he handled the situation.

Maybe the same people praising the maniacal performance of Biden will be impressed by the move, but I see no upside to all this–except that it might cause the press to back off. I really don’t think Obama or any of the major players expected the story to be covered by the media the way it has been.

On a side note…I hope Romney has big plans to clean house at every agency, department, etc. that he can. We need competent, professional people working in D.C. again, and I have a bad feeling that the failure runs deep in a lot of areas after four years of Dem control.

All appearances by administration officials on the Sunday talk shows are cleared by the WH Communications Office and what they are to say is very carefully vetted by that office. It has been that way for decades, the standard practice.

So, there’s no question that the WH knew exactly what Rice was going to say and, most likely, they (actually the Obama campaign) provided the talking points for her. Again SOP, within any administration in the midst of a re-election campaign.

It would not be out of the ordinary for Hillary, Rice’s immediate boss, to have participated in that process, but there’s no way for Obama to separate himself since it was his Comm Office directly involved.

The fit has hit the shan, big time.

Yeah, it has. There’s just no doubt that these talking points came from the Obama administration. Hillary can fall on the sword if she likes for the lack of security, but that doesn’t excuse the cover-up. It’s simply not credible that “the intelligence community” told them it was a video when they were busy telling them about all the chatter calling for retribution on the killing of al-Libi and when there had already been MULTIPLE security incidents. Susan Rice needs to be put under oath in front of Congress. If they can bother with steroids in baseball, they can sure as hell get to the bottom of this.

And if Hillary Clinton REALLY wants to fall on that sword, we need to see a public apology and hear her resignation… and not in January, but now. Four of our State Dept. personnel are DEAD. That’s not just having a bad day at the office. It’s gross incompetence.

Ultimately, Mr. Romney, I think, is going to have to answer those questions[about Bain], because if he aspires to being president, one of the things you learn is, you are ultimately responsible for the conduct of your operations. But again, that’s probably a question that he’s going to have to answer, and I think that’s a legitimate part of the campaign.

This was the Obama administration (assisted by State) deliberately trying to minimize security concerns in Libya because they needed to give the impression that Libya was safe.

Is Hillary saying that she takes responsibility for failure to recognize that September 11 was a day when heightened security was called for?

Is Hillary saying that she takes responsibility for not insisting that a counter-attack was in order or a rescue attempt should have been carried out when all of those watching the events in real time saw what was unfolding?

There are too many questions about what Hillary is “taking responsibility” for. Or was she just “following orders” of the CiC, who was more interested in “creating a narrative” that the Libyan adventure was hunky-dory and that AlQaeda is on the run?

I’m sure they’re hoping this will stop the questions until after the election. I know our illustrious free press would love to accomodate them. I just wonder whether the Republicans will let them get away with it. The voters deserve answers, before the election and this president should hold a news conference and give the media a chance to ask the questions.

Wow. This creates an opening for Romney in the debate. If he says– “Well, I wonder what it is Secretary of State Clinton is actually taking responsibility for. In my experience as a chief executive, I learned that people can only take responsibility for the things that fall within the scope of their position in the chain of command. Secretary Clinton said before congress that the intelligence was that there never was a protest over a video. So she can’t very well take responsibility for those who said there was, who went against what the intelligence said. So again, when she says she is taking responsibility, my question would be what she is taking responsibiity for.”–he will have a) just reminded everyone that Obama still hasn’t got any executive experience, because hasn’t learned anything from being president for four years; b) Obama and Rice still have to answer for their false statements; c) almost certainly provoked an apoplectic, nuclear meltdown of epic proportions, unless Obama doesn’t have the ego and the thin skin we all know he has. And for the average American, Rommey isn’t saying anything that isn’t totally intuitive. BOOM!

Forget the headlines, and note what she actually says,

I take responsibility . . .. I’m in charge of the State Department’s 60,000-plus people all over the world, 275 posts. The president and the vice president wouldn’t be knowledgeable about specific decisions that are made by security professionals. They’re the ones who weigh all of the threats and the risks and the needs and make a considered decision.

I take this very personally . . . So we’re going to get to the bottom of it, and then we’re going to do everything we can to work to prevent it from happening again, and then we’re going to work to bring whoever did this to us to justice.

Note she “takes responsibility” but the “specific decisions” on security were made by “security professionals.” Translation: If anybody screwed up, hey, it was those professionals, not me. Otherwise, why would we need an investigation to “get to the bottom of it”? The career bureaucrats can hear the war drums, smell the war paint, and will be sharpening their knives. They know that the Secretary has just put a target on them.

I didn’t know that she had muddled it up by saying, hey, who can keep up with 60K people?

Hillary’s not interested in 2016. State was her concession for BHO’s first term.
A seat on SCOTUS was the plan for any BHO second term.
