Awesome. Florida to adopt race based academic goals

I would have brought this story up earlier, but the first couple of times I saw it mentioned on Twitter I’d assumed that it was either a joke, an article from The Onion, or some sort of intentional hoax. But as it turns out, at least according to the local news, the state of Florida’s Board of Education has decided to throw in the towel on education and will institute a new set of target goals for the percentages of students achieving academic success based on… their race.

The Florida State Board of Education passed a plan that sets goals for students in math and reading based upon their race.

On Tuesday, the board passed a revised strategic plan that says that by 2018, it wants 90 percent of Asian students, 88 percent of white students, 81 percent of Hispanics and 74 percent of black students to be reading at or above grade level. For math, the goals are 92 percent of Asian kids to be proficient, whites at 86 percent, Hispanics at 80 percent and blacks at 74 percent. It also measures by other groupings, such as poverty and disabilities, reported the Palm Beach Post.

The plan has infuriated many community activists in Palm Beach County and across the state.

Even if you wanted to make the argument that maybe – just maybe – you could relax the requirements for some school districts based on their relative economic levels, that would be highly problematic at best. A baseline assumption that some students are simply destined to do worse than others based on their environment regardless of their own personal drive, ambition, and support levels of their families is insulting to say the least. But this goes much further, assuming that not only are black and Hispanic students incapable of matching their white peers achievements, but that the Asian kids will leave the white students in the dust without breaking a sweat.

Over the summer I alerted you to plans by the Obama administration to force schools across the US to institute race-based disciplinary policies. Well, it’s already happening.

Under pressure from the Education Department, which investigated it over “racial disparities” and “disparate impact,” the Oakland, California, school system has agreed to impose “targeted reductions” in “suspensions for African American students, Latino students, and students receiving special education services; and African American students suspended for defiance.” See Agreement to Resolve Oakland Unified School District, OCR Case No. 09125001, page 14, Section VIII(c)(iii).

These “targeted reductions” are racial quotas in all but name. (“Disparate impact” is when a process affects one racial group more than another, despite having no racist motive, such as when whites have higher average scores than minorities on a standardized test.) The Oakland case is just “the first of some 20 federal investigations into racial disparities in school districts’ disciplinary practices,” which may lead to racial quotas in school discipline in many other school systems (and eventually perhaps in colleges as well).

What are these people thinking? It’s bad enough that we have an inbred media system which seeks to divide the nation up politically into ideological pigeonholes, but now we’re going to transfer that over to the education system before the kids even make it to early adulthood? Don’t be terribly surprised if the backlash from this has the Board of Education doing a fast walk back this week.

It doesn’t have to be this way. I taught at a low socio-economic school district. 45% Hispanic (mainly illegals) and 45% black. They had all the baggage that being poor conferred. There were 5 of us out of 125 teachers that held the bright line and demanded excellence in our classes. We worked hard to make sure all the students could achieve and be successful. Guess what, the same Blacks and Hispanic’s that were problems to other teachers were wildly successful in our classes. Of the five, four were conservatives and one was an old school liberal.

Regardless of any IQ or social factors kids of all colors and backgrounds can be driven to succeed.

That 1 deviation you talk about, that means that they should still be able to pass with low C and high D grades. They do not need to be given anything extra special. Unless you want to break grades down to the point that graduating is nothing more than showing up on occasion.

The way you judge people is on the content of them, not the exterior color of their skin. If the best they can do is a c- great, then a c- it is. Graduating high school is not a right. It is an earned reward. Graduating school should indicate to people some level of standard value that the person has so hiring decisions do not require massive pre employment testing.

Get kicked out of regular school and you get shipped to a prison-like environment where the teachers can MAKE you sit down and shut up. Oh yeah, and in said schools the AC-Hell-U, your parents, etc. can’t lawyer you an escape. Your only ticket out is to straighten up and study your sorry butt our of there.

We must begin failing students who can’t perform at the college level, not adjusting “college level” down to whatever poor-performers can manage.
 
It’s not healthy academics and will come back to haunt us very, very soon. Heck, ask most HBCUs. If they’re honest, their “A”‘s shouldn’t even adequately translate to other non-black universities in the same state program these days.

The problem with this is the arbitrary societal grouping that leads to the inevitable impact on expectations by race. When family income level is the best corelation to academic performance, why break down performance by race in the first place? Why not by height or shoe size?

You’re right in that setting expectations by race is a problem- but unfortunately these numbers are backed by real test scores, by real studies. No such correlation exists by physical attribute.

We must accept reality on reality’s terms or end up as wickedly utopian as the leftists we’re forever mocking.

As your numbers demonstrate, higher test scores and performance by Asians will increasingly challenge the position of whites in the top echelons of business, power, and across society as a whole. My guess it that the typical Tea Party parents, more interested in seeing their kids role in high school sports or on the cheerleading team as, than in taking AP physics with an ‘A’ grade, won’t find race-guided admission policies so egregious when it’s clear over the next decade how important those policies are to their kid’s admissions into top universities.
If not, an unprecedented shift of power from whites to Asians is inevitable.

The 3/5 Compromise did not hold that blacks were 3/5 of a person. It required that only 3/5 of the slaves could be counted in the census.
Since Congressional representation is dependent on the census of the population the free states didn’t want slaves counted at all and the slave states wanted all of them counted.

As the increase in blacks/Hispanics continues, the schools are forced to install gates and fences, metal detectors, adopt their own police departments and install video monitoring equipment and now you have a little prison.

It’s called dumbing down because the average black I.Q. is on the level of borderline retard, a whopping 85, which means 85% of them are less than or equal to an I.Q. of 100, the average for Whites.

Whites want to raise their kids where the gangs don’t recruit, where the standards are high, where the children are not having kids by 13, where math and science ARE taught and the kids are not shaking down each other or playing the latest version of “Knock Out King” or “Beat Whitey Night”.

Further the teachers are tired of being blamed for the low I.Q. material they are forced to try and teach. Jamal and Juan are never NEVER going to read Shakespeare, the Iliad, The Caesar Commentaries, ever. The teachers response has historically been to use the “Special Education” ejection seat (Which is why 45% of blacks ride the short bus), pass them out (nearly all graduates of Detroit high schools are functionally illiterate) or cheat on State wide exams, like the entire Atlanta school district just did (See: HERE.

If Asians foster a culture of achievement, then they are deserving of the fruits of their hard work. Period. If whites or other groups want to their kids to compete it is incumbent on them to encourage that level of commitment in their kids. Government has no role in picking winners and losers either in business, in education or in whatever ethnic or racial groups they wish to concoct. Government’s role is to provide equal access to K-12 education, preferably via a competitive system among public and private schools.

And if it destroys the public education system, college entrance requirements, devalues all college degrees, and destroys the international competitiveness of this country, not to mention the lives of millions of children, that’s all to the well and good as long as the blacks keep voting Democrat and the teacher’s unions keep donating campaign funds to the Party.

I really hope the Florida legislature feels enough heat that they slap some sense into their Board of Education. But I’m not holding my breath.

Have lived in Florida for 21 years; west coast and east. Been homeschooling the wee ones; both are testing at or above 12 grade in every subject (ages 14 and 11). The oldest skipped 8th grade (it was too easy…) and the youngest will likely jump ahead too in the next year or so.

Are they special? Super smart? No. They’re regular kids, pursuing the things that you’d expect them to pursue: stupid music, stupid movies/TV shows, stupid clothes, etc. but nothing nearly as stupid as what I pursued at their ages. Compared to their “gifted” public school friends and even those in private school my two just know more because we concentrate on reading, writing, arithmetic, and Scripture.

Why are they advanced? We encourage them to be avid readers devouring books that most high schoolers would find difficult in addition to reading pulp paperbacks, which are age appropriate. Yet, we still read to them every day.

We encourage active participation in civics (both made calls last week for the Romney campaign) and they’ve met both Fred Thompson and Col. West. They understand why the country is in peril and how the country will fare depending on who is elected on Nov 6.

The biggest myth about home schooled kids is that they are socially retarded. Instead mine are being raised to be good adults not good kids. They say yes sir and yes ma’am and know which fork to use and when its appropriate to join a conversation (we’re still working on this one).

Truthfully, they are naive about some worldly things. For example, they know where babies come from but not how to put a condom on a banana. We strive to teach wisdom rather than folly and don’t worry about teaching answers to test questions.

How are we able to do this? We sacrifice; living on one salary. We don’t drive new cars, or have the latest gadgets (haven’t had cable TV for 2 years and don’t miss it), nor do we take European vacations or buy fancy clothes.

We believe that our responsibility to to give our children the tools to be successful both in this world and in God’s and are instructing them in walking a righteous path. As for me and my family, we serve God.

Yes, it does.

It also says it’s perfectly acceptable for a large percentage of black youth to go through the school system not learning anything — not math, not how to read or write or communicate — and to enter the adult world not having even the most basic of skills.

Only a fool would refuse to see that such low standards set up a significant portion of students to fail as adults — to be incapable of getting jobs with wages much above minimum, to not know how to function in the “real world.” What is going to happen to a lot of these students? A less than desirable life…and that’s putting it politely.

Pretty sure, after reading the article, that the expectations for the black/hispanic group was actually a much higher reach. They had a lot further to go to reach their % than the asian or white group, so I don’t really think that it’s low expectations for minorities.
Not that I think it’s some kind of brilliant idea, btw. Just saying. It’s not lowered standards for the minorities, it’s actually harder to reach standards.
Also, the governor that appointed this board is a Republican, so I’m not sure we can blame all this off on the libs. I don’t really know much about the board in particular, I’m just saying.

Which goes to why I proposed in that same post that the public-private school paradigm be reversed in order to get the best public school system.

Everybody should go to private school at first, where parents pay tuition so they have skin in the game.(most start kids at private daycare to begin with.) Underpriviledged get some financial assistance so long as grades are maintained. Depending on the students biggest learning challenge, private enterprise responds with academies tailored to individual need, such as some of the recent private academies.

When a student reaches a specific level of academic achievement and has kept his nose clean, he is invited into a free public school system. As long as his grades and behavior are maintained there is a desk for him. Not only would the best teachers follow the best students, public pay is greater than private so would be a reward for teachers as well.

Leave all the problem students to private schools who are more free to discipline. Let parents send their troubled kids to religios schools if they chose in order to improve themselves. Or military institutes. Let private schools rise or fall depending on their ability to get kids into a public school, saving the parents money.

And let the free public school be free of anyone not ready to teach or to be taught.

This looks like a step toward race realism, if only a less than accurate step but as much as can be expected in these politically correct times. These various goal differences correlate very closely to the differences in average IQ consistently measured among the races mentioned. People have no problem recognizing natural differences (on average among races – or certain human groupings) in, say, athletic abilities in various sports, but somehow cannot admit to themselves there could be average cognitive capability differences. But the research is there and so is our experience with the achievement gaps that persist decade after decade, and it’s world wide:

I say “less that accurate step” because in the opinion of many experts all students should be treated individually (with no thought of race) where each learns at his or her own rate (which will be different). There are computer assisted programs (see Salman Khan’s methods for example) to do just that but the problem is political. When this is done there will be fast learners of all races and slow learners of all races, but learners. The problem is that Asians & Whites will statistically dominate among the fastest learners while blacks will be over represented among the slower learners and this will be unacceptable to powerful political forces like the NAACP, the great champion of standard lowering not only in education but in testing for police and firemen promotions.

Minority “civil rights” organization will scream “disparate impact” and no progress will be allowed. This will be great for the academic gap industry which will ever acquire more & more of your tax money to solve the impossible – such a deal!

I’ve seen that figure before. To me, it’s not clear whether the difference is due to a differential response the the testing (test bias), heredity, environmental factors such as nutrition, environmental factors such as exposure to correct English and a broad vocabulary, or some combination thereof.

I wonder if this tendancy contributed to the fawning response of white academia and media to Obama. They see a person who looks black, but sounds white. Subconsciously they think he must be brilliant to look black but sound just like them. They don’t take into account the fact that he was born to a white mother, raised by a white family, attended white schools, and had almost no exposure to his black family at all. He’s not a smart black kid. He’s a spoiled average white kid with a strong sense of entitlement whose mother happened to use an African sperm donor.

There’s nothing wrong with providing extra help to kids having difficulty achieve academic goals. Lowering standards based on race hurts everyone in the long run, just as failing to hold Obama to a reasonable stndard has hurt the U.S..

Two Points:

1 – The education reforms brought in by former Gov. Jeb Bush showed ACROSS THE BOARD increases in all groups of students over 10 years: Black, Hispanic, White. Everybody was doing better and blacks and Hispanics were outperforming the average white in several over states.

2 – For blacks and Hispanics to agree to this is selling their children short. That means they believe they cannot keep up with whites and Asians. So where’s the equality? It says they are less than others.

Give me a break – how foolish, selfish, and flat-out wrong this is. Like one of the commenters above, I worked in a very mixed elementary school in a very large, affluent county in VA quite a while back. We had 25% off-the-boat foreign, 33% black and the rest white or Asian; welfare to upper middle class. We had a phenomenal principal and STANDARDS and out-performed most other schools in our very influential county. (Not so today)

Point – STANDARDS MATTER and it can be done.

What a shoddy way to rob people of the ticket they need to get ahead for themselves.

Were I in Florida and this is the case, I would take my son out of public schooling…. continue him in private( Catholic) schooling…. and curse those who voted in these idiots who decided it. Luckily, my son is 34, an active veteran of Iraq and will fight to get our country back. Shame on you educators of Florida and the local government. I knew as a Vietnam combat veteran our country would go to hell. Never thought so quickly.

Oh yeah, and by teachers showing kids how to game the tests if not cheat outright. I’ve seen the former happen in a class I was in so don’t tell me it doesn’t exist.

The thing about basing standards on statistics is that, while the numbers may be valid, they are also unexplained. In other words, correlation is not causation. The danger, in this case, is that people will start labeling others as inferior based on skin color alone.

You can compare any group of people to any other group of people and rank them in all kinds of categories, but the reality is that that will tell you nothing about the individuals in the group. The highest achiever in group Y might be as high achieving as the highest achiever in group X–only the lowest achiever in group X might be much, much lower than the lowest achiever in group Y, thus dragging down the group’s overall score. And that’s just one example of how results can be skewed.

I have known highly intelligent and amazingly accomplished members of each group mentioned–Asians, whites, blacks, and hispanics. And I’ve known slackers and reprobates from each of those groups. Sometimes the successful people came from great families; sometimes they were survivors who beat the odds. The point is–people are individuals.

If it were true of every member of each group without fail that he or she would perform at a certain level, then academic profiling like this might be useful. But it’s not true. There are black people who are absolutely brilliant–I know some from grad school. And the hispanic son of a good friend of mine regularly outperforms his white/Asian/black peers and scores at the highest levels on standardized tests. To label these exceptional individuals as somehow less than others and write off their potential based on their ethnicity is just plain wrong.

Will everyone succeed? No. But the far, far, far better course than assuming the worst about entire groups of people based on the averaged abilities of the groups is to assume the best about each individual, give everybody as much of an even playing field as possible (by that I mean put the players on the same field and let them go at it, not shape each field to make up for the weaknesses of some or anything like that), and let hard work, personal responsibility, and natural talent sort things out.

Others in the community agreed with Lopez’s assessment. But the Florida Department of Education said the goals recognize that not every group is starting from the same point and are meant to be ambitious but realistic.

From the article. The different goals for different races are based on historical test performance, not nefarious baseless assumptions about how students will perform. This isn’t news.

If we take a step back and remember what’s been happening in education, for the past 30 years or so, there has been so much emphasis on race that we’ve taken the high school education of the 1950′s and lowered it to the grade school level of the 1950′s. All of this so we don’t have to explain why black children aren’t learning at the rate of white children. Is it because they’re inferior mentally to white children? Of course not! However, there are a lot of factors involved and much of it can be directly tied to the Democratic Party, in one way or another.

This plan may actually be the culmination of all these years of tearing apart our system of learning and an attempt, by administrators, to throw this back at the teachers and say, “Here, what if we cut back on your reponsibility to educate 100% of black children and tell you you only have to do 74%, do you think that will do the job?”

I’m not sure they’ll just walk this back, or at least I hope they don’t. If the goal is to educate all students, we need to have a level they are educated to. If our goal is to graduate our kids with from 12th grade, with a 9th grade education, then let’s be honest with them and then allow those families to go to schools that will educate their children to a 12th grade level. It’s time for the teacher’s unions to start supporting measures that will allow children to get the most out of education in 12 years, not less.

Two Points:

1 – The education reforms brought in by former Gov. Jeb Bush showed ACROSS THE BOARD increases in all groups of students over 10 years: Black, Hispanic, White. Everybody was doing better and blacks and Hispanics were outperforming the average white in several over states.

I really, really doubt this is true for blacks… blacks had their highest ACT and SAT scores in Massachusetts yet they’re still behind whites in Mississippi.

And it’s important to point out that there’s a huge difference between Cubans(who are often white) and the rest of Hispanics.

BTW, whites in Mississippi(i.e. lowest scoring whites) are still ahead of the Hispanic average when it comes to ACT scores. There are a few states where the Hispanic average for that state is ahead of the white average for Mississippi.

The problem with this is the arbitrary societal grouping that leads to the inevitable impact on expectations by race. When family income level is the best corelation to academic performance, why break down performance by race in the first place? Why not by height or shoe size?

I agree with you that the government shouldn’t be grouping people by race, but while people are grouping by race it should be noticed that whites with familial incomes below $10,000 score higher on the SATs than blacks with familial incomes above $100,000.

But there is a major flaw in the thesis that income differences explain the racial gap. Consider these three observable facts from The College Board’s 2005 data on the SAT:

• Whites from families with incomes of less than $10,000 had a mean SAT score of 993. This is 129 points higher than the national mean for all blacks.

• Whites from families with incomes below $10,000 had a mean SAT test score that was 61 points higher than blacks whose families had incomes of between $80,000 and $100,000.

• Blacks from families with incomes of more than $100,000 had a mean SAT score that was 85 points below the mean score for whites from all income levels, 139 points below the mean score of whites from families at the same income level, and 10 points below the average score of white students from families whose income was less than $10,000.

Oh yeah, affirmative action and title 9? All those did was make everyone believe that you only got the job because you were black, a woman, gay, etc. Whether you were qualified or not, evryone assumed you weren’t because it took less for you to get there or more than likely they weren’t qualified but got passed because the standards were lowered and several qualifying white people got booted because the quotas says they needs more minorities.

As a career soldier, I kinda grew up in the army. I learned early on in the continuing education/training system that if the student failed to learn, the instructor failed to teach.

That meant that life saving techniques, weapons maintenance, land navigation, radio procedures, etc., all had to be taught to everyone. It always worked. Sure, it was hard but that’s what responsible non-commissioned officers and officers did. I expect the same effort from our present day public school teachers.

To give up on anybody is an admission of failure. Perhaps the present day teachers should forget social justice and other extraneous matters and concentrate on the basics. They are letting our future generations down.

I’d guess that Florida is doing this at the behest of the Teachers Union to shut down the Parental Choice movement that is growing in Florida.

Choice schools, especially those that are “Fundamental” (3 R’s), produce educated and responsible kids of all races and economic backgrounds. These schools are in great demand and the teacher’s unions will do or say anything to eliminate them or at least stop their growth.

There is a bit of a difference, though–one assumes some level of aptitude for someone to enter the armed forces, but the public school system takesall children, regardless of aptitude (clearly, when I say “all,” I am not referring to children who are identified as mentally retarded or have a similar disability, although the idea of “mainstreaming” as beneficial has led to some inclusion of those children, as well). Some children have very low academic potential to begin with–it isn’t a character defect, it’s simply a reality, and it doesn’t mean they haven’t potential in other areas. Charles Murray has written quite compellingly about “Educational Romanticism,” which does a disservice to children by making demands of them that they are not equipped to meet. It also does a disservice to children with greater academic potential, because teachers cannot structure classes at higher levels when they are trying to make sure that no child gets left behind.

Wow! Any bets that at the end of the day, the percentages quoted will turn out to be reality. Not because Asians are smarter or blacks are dumber. A wise leader I served under in the Navy told me that a leader’s subordinates will always lower themselves to that leader’s minimum standards. It’s nothing racial. It’s human nature. If I were black, I would be very, very, very upset at this implication that I can’t handle this work. And don’t tell me that living in a crappy neighborhood puts them behind the power curve. My parents grew up in crushing poverty and they pulled themselves up by their boot straps and made something of themselves.

Great idea. As everyone knows, black kids are too ignorant to learn and can’t appear to be acting “white”, Asians are too smart and need to be penalized by higher standards and limits in higher education, white kids just go along because they know that they benefit just by being white.

Well, I am surprised that no one has recognized a Lefty ‘self-licking ice cream cone’ when they see it.

First you set lower standards for some groups. That way they are less well prepared than others. When they fail, one place or another, it is racism. When people adjust for those differences, in viewing credentials, that is racist too.

The next step is to claim that they only cure is more special treatment which keeps the cycle going.

As to giving up on people, well, public schools are not the military: you don’t volunteer for public school. Further, the students’ success or failure has no impact on their peers.

What I suggest is that we give up on anyone who is not skilled or motivated, until such time that they want the program, then let them back on.

Universities are not to teach but to winnow, and public schools are just herders and pins.

If the schools are recognizing a real difference in academic success among the races (whatever the cause), how can an employer be faulted when the employer’s work force does not reflect the racial make of the community on a percentage basis? Current law, though, recognizes a “disparate impact” theory when community makeup is not reflected, putting the burden on the employer to prove it is not intentionally discriminating. That is wrong.
