Issa to Hillary: Why did State refuse requests to bolster Benghazi security?

posted at 12:01 pm on October 2, 2012 by Ed Morrissey

The Right Scoop calls this a “bombshell,” which may underestimate the impact of the question posed by House Oversight Chair Darrell Issa to Secretary of State Hillary Clinton.  Despite the CNN discovery of the late Ambassador Chris Stevens’ journal in which Stevens outlined his fears of terrorist attacks, the Obama administration has told the media that Stevens didn’t push those security issues with the State Department.  According to the letter Issa sent today to Clinton, that may be yet another untruth pushed by the White House:

House Oversight and Government Reform Committee leaders today sent a letter to Secretary of State Hillary Clinton asking why requests for more protection were denied to the U.S. mission in Libya by Washington officials prior to the September 11, 2012 terrorist attack that killed U.S. Ambassador J. Christopher Stevens. The denials came after repeated attacks and security threats to U.S. personnel.

“Based on information provided to the Committee by individuals with direct knowledge of events in Libya, the attack that claimed the ambassador’s life was the latest in a long line of attacks on Western diplomats and officials in Libya in the months leading up to September 11, 2012. It was clearly never, as Administration officials once insisted, the result of a popular protest,” the committee’s chairman, Rep. Darrell Issa, R-Calif., and subcommittee chairman, Rep. Jason Chaffetz, R-Utah, write. “In addition, multiple U.S. federal government officials have confirmed to the Committee that, prior to the September 11 attack, the U.S. mission in Libya made repeated requests for increased security in Benghazi. The mission in Libya, however, was denied these resources by officials in Washington.”

The letter outlines 13 security threats over the six months prior to the attack.

“Put together, these events indicated a clear pattern of security threats that could only be reasonably interpreted to justify increased security for U.S. personnel and facilities in Benghazi,” the chairmen write.

It was just two days ago that the Washington Post reported that Stevens didn’t seem concerned about security, despite what Stevens wrote in his own journal:

But if Stevens was deeply worried about deteriorating security, as CNN has reported he wrote in an entry in his journal, he kept quiet, said the Libyan friend who was with him the day before the attack.

“We didn’t talk about attacks,” the friend said. “He would have never come on the anniversary of September 11th if he had had any concerns.”

According to Issa’s sources, though, the US embassy in Libya had become very worried about security — and for good reason.  Far from just one or two attacks in the months prior to the sacking of the consulate in Benghazi that have been reported by the media, Issa outlines a string of incidents starting in April that demonstrated a deterioration in the security situation in Libya, and particularly in Benghazi.  They include RPG attacks on a Red Cross office one kilometer from the American consulate, harassment of American diplomatic personnel by militia, the abduction and beating of the deputy commander of the local Libyan security force for the US Embassy in Tripoli, the attempted carjacking of a vehicle with American diplomatic plates, and more.

Furthermore, terrorists had posted pictures of Ambassador Stevens going for a routine morning jog and threatening to abduct or kill him.  The Libyan security guards in the Benghazi consulate had been receiving warnings for weeks before the attack to quit, as an attack was planned for the facility.  According to Issa, the embassy asked for heightened security for their diplomatic missions — and got nothing but static in response.

Issa wants a hearing on this matter on October 10th.  Don’t be surprised if Hillary stonewalls for at least another four weeks.

Update: The US has pulled all of its personnel out of Benghazi now – which means there won’t be an FBI investigation of the “crime scene”:

The Obama administration has withdrawn all official government personnel from Benghazi, the Libyan city where the country’s revolution was born and where the U.S. ambassador was killed last month, U.S. officials and local residents said Monday.

The State Department said that it has pulled its personnel from Benghazi and that any diplomatic outreach to Libya’s second-largest city is being done remotely. The U.S. post where Ambassador J. Christopher Stevens and three other Americans died in an attack by militants has been closed.

The Atlantic Wire says so much for the FBI probe:

The State Department has officially removed all government personnel from the Libyan city of Benghazi, closing the consulate building and possibly ending any chance of an on-site investigation of the attack there.

Does this mean the White House will start giving some straight answers?  Don’t hold your breath.

Now I understand. That’s why they sent Ambassador Rice to go out and sell the lies in stead of the Secretary of State.

It was Hilary that committed these atrocities.

The Democrats are a pack of lies from top to bottom. When the Revolution Starts this fall it will be the Court of Public Opinion that will judge them and be held accountable in a free and responsible press.

Or then again maybe “We the people” will just sit back and let business as usual take hold.

I’ll wager she tosses Zero under the bus to save her own skin. Any takers?

[dogsoldier on October 2, 2012 at 12:08 PM]

My first reaction is: No way. My second reaction is: Maybe.

The question is, is Hillary smart enough to know she can’t save her own skin on this? Can she save her own skin?

I think she has more than enough independent authority to have taken action absent WH input. She could have just pulled Stevens out or confined him to Tripoli until she got what she needed for Stevens to resume his normal activities.

It’s that belief of mine that causes me to suggest she can’t save her own skin. I don’t think she can avoid that problem. She’s smarter than me, though. She may have other political motives in mind for driving her bus over Barry in order to salvage something.

I’m thinking that the FBI was dispatched initially as a knee-jerk reaction to block a House investigation. There were second thoughts about what the FBI might find, and the FBI was stalled, then withdrawn.

Why would she do that? Especially after the horrible treatment she received from Zero. Nah, the Clintons despise Zero, but they are cool calculating socialists. This is actually an excellent moment for Hillary to act in the following manner: resist Issa questions somewhat and finally under pressure get all cross looking and admit she followed Obama’s directives in the matter, as she is compelled to do….

Or something fairly similar. Remember the dems need to punt Zero at this point. He’s hurting them. Remember the “Teddy Kennedy Seat,” Wisconsin and Nov 2010? Obama is on a huge losing streak for them and it isn’t going to turn around.

In June a Facebook page associated with militants linked to the late Libyan dictator Muammar Gaddafi posted a threat to Stevens based on the route he took for his morning jog. The Facebook page also posted a picture of Stevens. The letter to Clinton notes that “after stopping these morning runs for about a week, the Ambassador resumed them.”

They forgot to mention that they made this threat because they were offended by the video.

I’m not 100% positive, but I believe the video was played on Egyptian TV on September 10th, the day before the attack.

[TarheelBen on October 2, 2012 at 12:49 PM]

That’s correct, according to Egyptian newspapers and the television which showed some selective clips of the video that I saw in the few days after 9/11. The clips were shown to compliment their report that the Grand Mufti had release a vociferous denunciation of the video and condemned it.

I’ve only seen reports referencing the Mufti’s comments. I’m sure an enterprising investigative news agency could have had it by now if they had bothered to look into it.

I’m 99% certain the US government has a transcript of it. In one of the Cairo Embassy twitter comments from 9/11 was one where, in debating an Egyptian was on Twitter, the Embassy referred to the fact that they monitor lot’s of stuff in Egypt — television news, papers, social website forums like those of MB.

There was no way the government didn’t know exactly what the Mufti said. I’d be interested in knowing if the Mufti outright called for protest, or alluded to it.

Anne Patterson wasn’t in Cairo on 9/11, but in Washington. I’d like to know when she left Cairo. Did she leave after news of the Mufti’s denunciation? If so, why? If before, was she contacted by the Embassy and apprised of the Mufti’s public condemnation of the video?

All the above just contemplates the public avenue by which we’d know ahead of time. I can’t believe we haven’t been monitoring MB through many other avenues and I think the public avenue represents only 10% to 50% of the info collected, depending on circumstances. And Tripoli isn’t the only hotspot of concern, considering the connections between radicals in Egypt and Libya, I’m sure attention to Egypt is key to watching Libya.

BOMBSHELL: House Oversight says requests for increased security in Benghazi before 9/11 denied by Washington

It wasn’t even provided when they knew the Embassy was being attacked, according to the WSJ.

The hour is 5 p.m., Sept. 11, Washington time, and the scene is an Oval Office meeting among President Obama, the secretary of defense, the national security adviser and the chairman of the Joint Chiefs of Staff. The U.S. diplomatic mission in Benghazi has been under assault for roughly 90 minutes. Some 30 U.S. citizens are at mortal risk. The whereabouts of Ambassador Stevens are unknown.

…”the State Department reached out to the Libyan government to get reinforcements to the scene.”"Some officials said the U.S. could also have sent aircraft to the scene as a ‘show of force’ to scare off the attackers,”
“State Department officials dismissed the suggestions as unrealistic.

Yeah, it’s a mystery. I know we were trying to keep a low profile in Libya; you know, the whole leading from behind thing. We were using locals for security. Issa KNOWS we the people want the truth! He IS working hard but the dem machine is working against him.

When R&R are in office, I fully EXPECT this and F&F to be exposed and I want to see people ARRESTED!!

Someone else noticed the same thing –

Why does Valarie Jarrett have better security than Ambassador Stevens did?

2nd Ammendment Mother on October 2, 2012 at 12:49 PM

Because she’s the President.

Spliff Menendez on October 2, 2012 at 2:15 PM

The White House has pulled all Americans from Benghazi in preparation for a revenge drone attack. Bet on it.

The next news cycle will be dominated with coverage of Obama’s “bold” decision. Just in time to help with the debates.

The Resolute Desk on October 2, 2012 at 1:24 PM

But , but , but ….. They loved Chris ! They a…… dragged him to the hospital . They a ….. took care
of him . They a …… loved the ambassador !
Now how can we go in there and wipe out these kind folks ?

Lucano on October 2, 2012 at 2:16 PM

For the White House to admit to terrorism is like finding hens teeth. Our sitting Muslim will not use the word and with his ego sees nothing wrong with his faith and blocks all references to the truth of the acts of terrorism. Why is this so difficult to understand?

mixplix on October 2, 2012 at 2:25 PM

I know we are discussing the Benghazi attack and all, but this is just another atrocity.

There are no innocents in this Administration, period. If anyone thinks otherwise, then they can answer what would they do differently in trying to destroy this Country?

As I’ve said before, 2008 was not an election, it was a coup. That’s been my opinion from the get go. As far back as 2007.

bluefox on October 2, 2012 at 2:28 PM

Issa: “Warning: these photos of a June assassination attempt on British Ambassador to Libya are disturbing: ”

Anybody hear about this when it happened? I’m not seeing any reporting on it from that time period. Hillary knew. Obama should have known…if he had reviewed his briefing materials.

dont taze me bro on October 2, 2012 at 2:02 PM

I don’t recall hearing anything on this. If it was mentioned it would have been in the overseas websites. Evidently Issa knew and others as well.

Trying to keep up with the news and the coverups are more than many of us have time for:-)

I suppose it would have been reported here, if Romney had commented on it:-)

Have you considered this: Obama, on his last day in office, issues pardons to Holder along with dozens of others, for anything related to Fast & Furious. Preemptively.

WisRich on October 2, 2012 at 2:48 PM

Hillary is bloody hideous…

Pest on October 2, 2012 at 2:49 PM

I wonder who Issa’s whistle-blowers are…. who’s he talking to?

lynncgb on October 2, 2012 at 2:49 PM

Question:
Why would Obama/Clinton want Stevens dead?

Did Stevens publicly cross either Obama or Clinton (or both)?

Was this really just murder by terrorist?

I find these to be interesting questions. I have no clue about the answer. The Bengazi thing would be a great way to get rid of a problem and let all of the others known what would happen to someone who got off the reservation.

CrazyGene on October 2, 2012 at 3:33 PM

“…that may be yet another untruth pushed by the White House..”

I seem to have lost count. Was this untruth number 4,396 or 4,397?

sdbatboy on October 2, 2012 at 3:53 PM

Not sure if Romney should go for the jugular on this tomorrow night. Must wait for further verification of these charges. DNC might be baiting a trap just in time for the debate.

Obama wants to change the world, not only the USA. He wants to be Lord of the World. Presidentin’ in the USA is too hard.

Being a UN potentate is way easier and more lucrative, while no work and leadership is required.

He hates the old US.

Read on another site htat there is a lot of movement off the East Coast consisting of Special Forces, aircraft support and drone capability,,all moving east. How much you wanna bet that there will be a strike somewhere in Libya? to make those evil mobs pay.

retiredeagle on October 2, 2012 at 5:03 PM

I have a question…

… Hillary Clinton was supposed to get back to Rep. Connie Mack to find out if there was a written waiver from State to Justice regarding guns knowingly going to Mexico under ‘Fast and Furious’, or else a law would have been broken.

Where is her report and where is the written waiver…?

Seven Percent Solution on October 2, 2012 at 5:04 PM

Personally I always feel relieved when I do my daily look through the righty blogs and see them talking about this, Solyndra, or Fast and Furious and how the media is supposedly ignoring some big story to protect Obama. This is because the whining means that they’re losing and they know they are so they need to fill space by doing the old standby of whining about bias and trying to invent controversy out of thin air by creating an air of impropriety around a story that in reality isn’t that controversial. Hillary Clinton didn’t personally send extra military protection to each and every state department facility in the world? What a scoop!

Yeah, that’s totally comparable to Bush and his team throwing out a memo about bin Laden planning terrorist attacks in America with planes just 2 months before 9/11, right guys? But no, 9/11 couldn’t of been stopped, we had no way of knowing about it!

But by all means, complain about my bias and ignore what I’m saying. In just about a month you’ll be dealing with another 4 years of depression having to call a black guy president so this will be the last time I’ll rub it in (Maybe), honest to blog!

Typhonsentra on October 2, 2012 at 5:04 PM

If Clinton had orders from higher up, she better cough up some proof. Otherwise, she’s going down with Obama on this one. These people seem under the impression that if they can just get through the election, all this mess will go away, but that’s not rational.

I think if somehow Obama were to get himself reelected, there’s a good possibility he could face impeachment and removal. He might think Joe Biden is a pretty good meat-shield, but frankly there a point of diminishing returns on that particular concept just like there is with everything else. A stupid man who KNOWS he’s stupid is preferable to one who doesn’t. At the very least, Biden would ask for help and guidance.

Thought for the day: There hasn’t been another US Ambassador killed since Jimmy Carter was president in 1979. Coincidence? I think not.

Dasher on October 2, 2012 at 6:05 PM

Now that it’s clear that Holder’s FBI is no more likely to tell us anything about what happened in Benghazi than his DOJ will tell us about Fast and Furious, and while Issa goes after Hillary!, maybe the press ought to start asking some of the Libyans what happened. For example,

This, from Time magazine:

“It had absolutely nothing to do with the ridiculous film about the Prophet,” [former Libyan rebel intel chief Rami al-]Obeidi told TIME. He says he had in fact been deeply concerned about a possible attack in Benghazi, where the revolution began last year…

Obeidi has a simpler explanation for why the U.S. apparently missed the threat of an attack: “There was a massive intelligence failure on behalf of our American friends,” he says, adding: “However, I do believe that the Americans learn very fast from their mistakes.”

This Obeidi is the same Captain Obeidi whose Libyan Shield Brigade helped the 8-man special operations squad (initially reported to be U.S. Marines) rescue the 37 diplomats and CIA operatives while under attack at the annex (the consulate “safe house”) and transport them to Benghazi airport for evacuation to Tripoli, as reported in one of the first accounts of that evacuation.

So Captain Obeidi is still around, still available to the media, and the press can’t ask him for a fuller account of what happened during that rescue and evacuation? It’s not like the FBI is ever going to get to the bottom of it.
