U.S. intel cable warned Cairo embassy — but not Benghazi consulate — of possible violence on September 10; Update: Susan Rice caught lying?

Just a little something to break up the monotony of “ROMNEY SAID WHAT?” concern-troll coverage that you’ll be submerged in tomorrow.

I take it this cable is what the Independent had in mind in its blockbuster last week about a 48-hour warning for U.S. intelligence.

The cable, dispatched from Washington on September 10, the day before protests erupted, advised the embassy the broadcasts [of the Mohammed movie] could provoke violence. It did not direct specific measures to upgrade security, said the sources, who spoke on condition of anonymity.

However, under standard diplomatic procedures, Egyptian government officials and security forces were notified of U.S. concerns, since host governments are responsible for ensuring the security of foreign diplomatic missions on their soil, the sources said.

Copies of the cable were not sent to other U.S. outposts in the region, including the U.S. consulate in Benghazi, Libya, where violence took the life of U.S. Ambassador Christopher Stevens and three other Americans. The ties between the Benghazi violence and the crude anti-Muslim film are still unclear.

The reason they didn’t send the cable to other American missions across the region was, supposedly, because clips from the movie were broadcast on a cleric’s show in Egypt and therefore the possibility of violence was somehow “specific to Egypt.” I sure hope that’s a government lie, because if they seriously believed after the international demagoguery of the Danish Mohammed cartoons that this would be contained to a single country — on the anniversary of 9/11 — we’re in deeper trouble than I thought.

But maybe the State Department had reason to know about a threat to the Benghazi consulate beforehand after all:

Three days before the deadly assault on the United States consulate in Libya, a local security official says he met with American diplomats in the city and warned them about deteriorating security.

Jamal Mabrouk, a member of the February 17th Brigade, told CNN that he and a battalion commander had a meeting about the economy and security…

“The situation is frightening, it scares us,” Mabrouk said they told the U.S. officials. He did not say how they responded.

Mabrouk said it was not the first time he has warned foreigners about the worsening security situation in the face of the growing presence of armed jihadist groups in the Benghazi area.

It’s no surprise that security would be dodgy in Benghazi. NBC has a nifty piece today revisiting the area’s recent past as an incubator for international jihadis, from rank-and-file mujahedeen in Iraq to numbers two, three, and four in the Al Qaeda food chain. If there’s any consulate in the world where you’d want a little extra security, it’s Benghazi, especially with the new Libyan government pitifully weak right now. Instead, Chris Stevens had next to nothing. Why? Exit question: Was the protest of the Mohammed movie outside the consulate a diversion for the attack on the building? Or was there actually … no protest at all? Because if it’s the latter, that puts a big hole in Susan Rice’s claim yesterday that Benghazi was all about local demonstrations over a movie that got out of hand.

Update: A commendable bit of reporting here from NBC Nightly News. Yesterday Rice cited the two American contractors killed in the Benghazi attack as proof that Stevens and his staff did have some security. But NBC says she was wrong: The contractors weren’t part of the consulate’s regulate security detail. Apparently Stevens had nothing except a security supervisor and a local militia. Why?

not much else to do some nights. On a night when Iraq beat Syria in a soccer game, there was massive celebratory fire over Baghdad–tracer rounds going skyward. Me and the boys were playing HALO inside. After 10 mins of watching the show outside and hearing falling rounds land on our roof, we went back inside and dealt death on each other.

On Tuesday, Sean Smith, a Foreign Service Information Management Officer assigned to the American consulate in Benghazi, Libya, typed a message to the director of his online gaming guild:

”Assuming we don’t die tonight. We saw one of our ‘police’ that guard the compound taking pictures.”

The consulate was under siege, and within hours, a mob would attack, killing Smith along with three others, including the U.S. ambassador.

Rice may simply have not known who the men were, or have been poorly briefed. She’s an ideologue who doesn’t care to know the truth about certain things, but I’m not sure I’d characterize her particular comment here as “lying.”

The difference only matters politically. In terms of US security and our standing in the world, ideology-accelerated incompetence and arrogance from Rice have the same effect as lying.

Anyone, repeat, anyone, who has served in a diplomatic mission in that part of the world knows, takes it as gospel, that if the local authorities tell you that something wicked is coming, the doors are locked, classified docs destruction drills take place, and all within the legation, consulate, or embassy are told that life may change and soon…and take appropriate steps, now.

September 11…did no one at State even understand the significance of the day? Did no one at State even recognize that killing a high-profile AQ leader would incite AQ and AQ wannabe’s? Did no one at State recognize that having an undefended and indefensible consulate open to the masses was, well, kinda stupid?

As for the Obama Administration…what is so surprising anyway?

Indeed. The Obama administration can’t even cobble together a credible narrative, much less a true one.

There are threats every year — every year — oriented on 9/11. US intelligence knows that. State would have to deliberately override professional assessments and common sense to have no security focus whatsoever on threats that could erupt on the anniversary of 9/11.

Susan Rice’s background, I note, is with NGOs and academia. She is not a competent foreign service hand. Having her out answering questions on embassy security and current developments is just dumb.

Now, it could have been a 3 second message maybe with the desire to let someone know that they believed a Libyan guard betrayed them. But there is no mention in that message about protestors and I find that odd considering he’s in a compound that has no protection. I believe it backs up the guard’s account that there was no protest, just a sudden attack.

He was on jabber when it happened, that’s the most fucked up thing. In Baghdad the same kind of thing happened – incoming sirens, he’d vanish, we’d freak out and he’d come back ok after a bit. This time he said ‘FUCK’ and ‘GUNFIRE’ and then disconnected and never returned.

This is what I think happened. I don’t know if this has been said exactly like this or not. I think the video was shown on Egyptian TV the day prior to 9/11 to rile people up so they would protest – and that protest in Cairo was used a distraction/diversion for the detailed, planned operation which occurred in Benghazi. We know that the Muslim Brotherhood was complicit in the Cairo protest – and I’ll bet they were also involved in the planning of the Benghazi hit.

The other day, somebody here made reference to Stephens being the Libyan “Lawrence of Arabia” – which might explain a lot. Perhaps he felt that the Libyans appreciated his efforts in assisting them with the revolution, and as a result, he was disinclined to heed the warnings? After all – who would bring harm upon a person that helped direct US intervention on their behalf?

I guess he knows now.

The great irony of this happening within 48 hours of Obama claiming Romney likes to “shoot first, aim later”. That’s all his entire administration has done during this debacle. In such a hurry to create a narrative that won’t hurt his reelection bid, the facts are bothersome details that can be whisked away.

EVE Online. A game that’s pretty much player run, they do have “nations,” currency, and all that. This employee was a diplomat in real life, and a diplomat in game.

Too hard core for my taste, but I can see the appeal for some, especially someone who can mix his passion for diplomacy with a gaming atmosphere.

Nancy Youssef and Amina Ismail of McClatchy Newspapers have an interesting take and a lot of detail on the timeline. Seems to me that the murderous September 11 attack on the Consulate in Benghazi was planned well in advance.

The Susan Rice claim that it was just a demonstration that got out of hand is simply not credible on any score. That is just a continuation of the Administration’s “lets blame Romney for our screw up” meme.

And from a dispatch on the dispute over causation, Jonathan S. Landay, also of McClatchy includes this brief description of the attack:

Scores of attackers firing assault rifles and rocket-propelled grenades charged the walled compound from two directions, swarmed inside and attacked the main building, setting it afire, witnesses have told McClatchy. Stevens and Smith apparently died from smoke inhalation. Woods and Doherty were shot dead protecting up to 30 U.S. staffers who had taken refuge in a nearby annex.

Hillary Clinton is most likely the prime bad actor in this whole mess. As Sec’y of Defense, she was responsible for the fact that there was absolutely NO MARINE security in Libya, either at the Embassy in Tripoli, or at the Consulate in Benghazi leading up to and at the time of the attack on the Consulate and “safe-house.”

A statement from a Marine Corps spokesperson made last week confirmed that there were no Marines in Libya at all in either of those diplomatic locations at the time of the incident. That fact was first revealed on Powerline.

Here is an updated link about the complete absence of Marine security for our diplomats anywhere in Libya.

And, a direct quote from the Marine Corps spokesperson, Captain Kendra Motz, just last week:

“The Marine Corps does not have any Marines stationed at diplomatic installations in Libya.”

The Administration is making every effort now to blame the 4 murders in Libya on outrage over the movie clip, when it is obvious that the attack there was a fairly well-planned operation.

It takes planning to know where to set up mortar positions so that you can do so without being noticed from a walled in compound.

And, it also takes planning to do so while remaining safe from responsive small arms fire. The accounts indicate that several mortars were fired into that Consulate facility, and the “safe house,” all with pinpoint accuracy. It also takes planning to do the same with respect to RPG fire.

And, no one brings mortar tubes, RPG launchers, and a slew of ammo for each weapon in their knapsack to a demonstration over a movie clip!

Finally, the FBI investigators did not even arrive in Benghazi until today to begin trying to figure out exactly what happened. How could they possibly be certain what happened for Rice to appear on the Sunday talk shows?
