Romney: Obama’s 47% of the electorate is dependent on government

posted at 7:34 pm on September 17, 2012 by Allahpundit

Via Mother Jones and Ace, watch this now if you haven’t seen it elsewhere because political media will be having 20 heart attacks about it tomorrow and you’ll want to be up to speed. This was recorded awhile back at a fundraiser, just like Obama’s infamous “bitter/clinger” comments in 2008. Remember how big that blew up? That’s how we ended up with President McCain.

The dirty little secret of most “controversial” political statements is that voters pay them little mind, especially when they’re preoccupied with bread-and-butter issues. The GOP spent three days in Tampa hammering Obama for the “you didn’t build that” line and a fat lot of good it did them in vaulting Romney past O in the polls. Then again, the GOP didn’t have a media megaphone like the one that’s going to be amplifying this for the rest of the week. The money quote:

“There are 47 percent of the people who will vote for the president no matter what. All right, there are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you-name-it. That that’s an entitlement. And the government should give it to them. And they will vote for this president no matter what…

“And I mean the president starts off with 48, 49 … he starts off with a huge number. These are people who pay no income tax. Forty-seven percent of Americans pay no income tax. So our message of low taxes doesn’t connect. So he’ll be out there talking about tax cuts for the rich. I mean that’s what they sell every four years. And so my job is not to worry about those people. I’ll never convince them they should take personal responsibility and care for their lives. What I have to convince the five to ten percent in the center that are independents that are thoughtful, that look at voting one way or the other depending upon in some cases emotion, whether they like the guy or not.”

Certainly, the Obama campaign’s never done anything to tout the sort of cradle-to-grave dependency that Romney describes here. I think David French’s recent post about the “bookends” that compose the modern liberal coalition is closer to the mark than Romney’s familiar makers-and-takers formulation here, but he was at a fundraiser and tossing red meat and I guess wanted it to be as red as possible. As for his claim that 47 percent pay no income tax, it’s true but carries lots of caveats. Ramesh Ponnuru wrote an insightful piece about last year; this new article from National Journal is worth reading too. Two political difficulties here. One: While some Obama supporters may not pay federal income tax, they still pay federal payroll tax and may well pay state and city taxes. They do contribute something to government. Two: A lot of pro-Republican working-class voters pay no income tax due to the Earned Income Tax Credit, and a lot of pro-Republican seniors pay no income tax because most or all of their income is Social Security. Not sure how either of those groups will react to Romney’s critique of O’s fans, but my hunch is that Ben Domenech’s right in believing that no one really thinks they’re part of the 47 percent. Everyone thinks they’re a “maker,” not a “taker,” due to whatever little tax they pay, so when Mitt lays into freeloaders, even people who pay no income tax think he’s talking about someone else. It’s sort of the flip side of senior citizens saying that America needs small government while telling politicians “Hands off my Medicare.” I doubt it’ll end up hurting Romney badly, but the media will do its level best. Buckle up!

That’s the first video. The second video is of Romney joking that he’d have a better chance at being elected if he was Latino, which is almost certainly true.

Update: Damage control from Romney’s campaign:

Mitt Romney wants to help all Americans struggling in the Obama economy. As the governor has made clear all year, he is concerned about the growing number of people who are dependent on the federal government, including the record number of people who are on food stamps, nearly one in six Americans in poverty, and the 23 million Americans who are struggling to find work. Mitt Romney’s plan creates 12 million new jobs in four years, grows the economy and moves Americans off of government dependency and into jobs.

This is the least controversial statement anyone has ever made in the history if everything.

There’s absolutely nothing wrong with this at all.

I would say the number is around 40% and climbing.

Why would this be controversial?

Dude Mitt – that is right on.

Also I don’t think this is going to blow up – in fact I think it may be a rallying cry to save this country.

Just my humble opinion and all that.

gophergirl on September 17, 2012 at 7:40 PM

I give him credit, Mitt sure knows what he’s up against. He’s 100% correct. You cannot convince deadbeats that “personal responsibility” is a better path. They’ve already been tainted.

Good for him, for understanding who he needs to focus on. You cannot give tax breaks to those who do not pay taxes.

BruthaMan on September 17, 2012 at 7:40 PM

Memo to Mitt: DO NOT BACK AWAY FROM THIS! THIS is what should spark the national debate we need to have about what kind of country America is going to be after this election. And you’re 100% right with these remarks. Shame Obama and his supporters with the truth and expose the Democrat Party for the welfare bunch they’ve become.

Doughboy on September 17, 2012 at 7:40 PM

Romney has got to do what it takes to defeat Dear Leader. Let the legacy media do it’s worst. They’re going to do it anyway.

This is what happens when Romney refuses to address any further the Middle East and Obama’s trampling of the 1st Amendment. He was cowed into silence by the same media that’s now going to hammer him on this new “story” non-stop.

He is signalling that he is willing to play by their rules… and lose by their rules. Just as McCain did.

Time for the Romney campaign to grow a pair.

The real question is why was Romney wasting his time in California trying to win the Latino vote by speaking Amnesty code language? He better be trying to get the conservative base fired up. That’s going to be his ticket to the WH or his Waterloo. Choice is his. Latinos in Calif. are not going to vote for him, but conservatives in other states, swing states, may sit it out.

Allahpundit bashing and trashing Romney and rooting for Obama. What a surprise THAT has become. Has anyone told him that this site is self-identified as “the leading conservative blog for breaking news and commentary covering the Republican primary, the 2012 election, politics, media, and culture.” I ask because he is more than a contrarian (which is an important function) and just doesn’t look good in that cheerleader’s outfit no matter what his friends say.

No, the problem is the statement, “not my job to worry about those people.”

1. I want a president who cares about ALL Americans.

2. This is nearly as divisive of Obama’s class warfare crap.

3. Means that Romney learned NOTHING from his gaffe about not caring about the poor during the FL primary.

4. Means he cannot learn politically from his mistakes, doubles down.

5. Reinforces the worst stereotypes of Romney.

I have been what anyone here would call a Mitt-bot for months, and I am furious with Romney. This was a stupid, needless, self-inflicted error.

I listened to both clips several times. This is the Romney that needs to be campaigning. Mitt just be Mitt. Be true to yourself. Level with the American People. Intelligently make the case during the debates for limited Government, low tax rates, high opportunity and upward mobility. To the American Idol voters in the country, which make up a large % we’ve come to the point in this country where Capitalism and Individual Government needs to be debated in a Presidential Election against Marxism/Communism/Socialism

The lessons of the differences between Collectivist Ideology and Individualism has slowly been purged out of American Schools and Pop Culture since the 60s. THis is Jusgement Day for America. We need to believe in our cause and make our case. If we lose we lose fighting. Not by being cautious and weak. Liberals have learned that by emotionally creating images of who they are with slogans like Hope and Change is enough to convince some idiot to vote for you and they have been setting up the rules of this game for decades. We let them get away with it. It’s time adapt and overcome.

Hilariously these clips actually help Romney with Independents tremendously. Independents know we’re broke and can recognize a demagogue like Obama a mile away which is why Romney is owning him with that Demographic.

Conservatives need to understand the only way we’re ever going to reach the liberals and Obama drones who are enslaved by Pop Culture and the State Controlled Media is to be blunt and make the case for what we believe in boldly. The left is going to scream racist/bigot/homophobe no matter what we say anyways. Just dismiss that for the Alinsky tactics that are, get in their face, and fight back.

If you don’t do it this election, you may never get another chance.

A few passing, disconnected thoughts:

This has always been the real advantage of a flat tax and why Dems will never be for it. If EVERYONE was paying taxes, then there would be very few votes to raise the tax.

The only way the Democrat message is acceptible is to those that are on the receiving end.

If Romney wins and makes less people dependent on the government, then more will vote conservative. Sounds like a good strategy to me.

Is Mitt Romney actively trying to help the Democrat’s GOTV effort?

Listen, no one’s going to be convinced to vote for Obama over Romney because of this, but Obama voters who potentially weren’t going to vote has some incentive to vote. I mean, the other guy is saying flat out that he doesn’t care about you. If that’s not incentive, I don’t know what is.

And the conservative movement ‘rah-rah’ing doesn’t help.

Like Obama’s bitter clinger comment, Romney was deriding people who would never vote for him anyway. So there’s that.

YYZ on September 17, 2012 at 7:55 PM

Allahpundit bashing and trashing Romney and rooting for Obama. What a surprise THAT has become. Has anyone told him that this site is self-identified as “the leading conservative blog for breaking news and commentary covering the Republican primary, the 2012 election, politics, media, and culture.” I ask because he is more than a contrarian (which is an important function) and just doesn’t look good in that cheerleader’s outfit no matter what his friends say.

Happy Nomad on September 17, 2012 at 7:46 PM

Yeah I don’t get it either. I think Allah has compromising photos of someone that he is using as blackmail. He would be better suited writing for his favorite blog, The Daily Kos. I am still trying to figure out which user he is on democratunderground.com, I think he is proudliberal.

You people have the political savvy of high schoolers. Yes, awesome. Great! Run the clip! Do you actually *want* to lose the election?

The argument about payroll taxes and local taxes is pretty lame.
Not much that is under the President control when it comes to city and state taxes. As far as payroll taxes (mostly for SS) they are supposed to be in particular for that person themselves.

Polls are biased. Don’t you read Hotair?

My Poll Lecture from Friday, just for you and your Kneepads.

“But, But, Rasmussen is the ONLY “poll” showing Romney with a lead! Why is that?”

Simple.

It is because Rasmussen is the ONLY public opinion surveyor that is not an O’bamna Campaign Donor.

Let’s look at the others.

ABC/WaPo: ABC has been fluffing for O’bamna since 2007, and the WaPo officially endorsed him for pResident in 2008.

C-BS/New York Times: C-BS was busted in 2004 for trying to swing the Presidential Election to the Democrats by using forged documents. Meanwhile, the NY Times had no problems publishing national security secrets to try and bring Bush down. They of course also endorsed O’bamna for president in 2008.

Reuters/Ipsos: Reuters is famous for having been busted for journalstic fraud several years ago, and their tracking “poll” is an online one, so it’s worthless to begin with. Ipsos is French.

NBC/WSJ: NBS’s pro-O’bamna Bias is well-documented.

Gallup: Once the Gold Standard of Public Opinion Polling. However, they started their decline in 1988 when founder George Gallup sold the company; today there are no Gallups even involved with this “poll”. In addition, the New Gallup has been forever tainted by its partnership with CNN, who threw Gallup under the bus in 2007 so they could bring a pro-Hillary “pollster” (ORC) in as their “pollster”.

CNN/ORC: See above. ORC was in fact founded by the world’s biggest Bill and Hillary Clinton Fluffer, a dude named Vinod Gupta. Do a Google photo search on him and you will see plenty of pictures of Viney smiling with a Clinton on each side of his silly grin.

But of course, Rasmussen is the only Biased Poll.

Sure you will convince them…

Take away the free government cheese and they will have to work or starve.

wildcat72 on September 17, 2012 at 7:56 PM

I swear someone from Team Romney leaked this just to stop the “Romney camp troubles” meme.

As long as he owns it, he’s fine.

budfox on September 17, 2012 at 7:56 PM

It may be true that 47+ percent of Americans pay no income tax. But I know people who DO pay taxes, a lot of them, who are Obama supporters (I work at a university where the faculty, mostly left wing, make over six figures). And I also know people who DON’T pay any income taxes who are conservatives.

And, when I say they don’t pay income taxes, what I’m talking about is they are a “typical” middle income family who have so many deductions after the child care credit, mortgage credit, credits that you get for your kids. Add all those credits together, and he winds up not paying any income taxes. (The guy I’m thinking of is a manager of restaurant, with six kids and a wife who stays at home.) Thing is, he does not consider himself dependent on the government. And, I think a good many of the 47% who don’t pay taxes are like that. Many are probably also retired seniors.

So, I think Romney is wrong to assume that these 47% are all receiving government benefits.

I see this video as the press play it as free air time :) The media will stop running the story once they see it is helping romney and try another distraction

Conservative4ev on September 17, 2012 at 7:53 PM

The way they handled the contempt vote of Holder.

the_nile on September 17, 2012 at 7:56 PM

I keep watching the vid, waiting for the controversial aspect…I don’t see it. People can parse the who pays taxes and who doesn’t part all they want, but the bottom line IS that Obama’s base is comprised of people who want/depend on the gov’t to give them stuff. Denying otherwise is silly.

changer1701 on September 17, 2012 at 7:54 PM

That is why Obama can only get 46 to 47% in the polls, they are the moochers, the non productive, the lazy. Romney plays this right he will be over 50% by next week

Conservative4ev on September 17, 2012 at 7:56 PM

What I do see is you jumping on any negative poll or event to declare that Romney’s campaign is doomed. Could you at least give Romney the same latitude you give the rat-eared bastard?

You do? Did you see me jump on the Rasmussen poll in Headlines showing Romney up two? Did you see me approve his new specificity on policy earlier? Did you see me ignore the Pew poll that showed people reacting negatively to Romney’s Libya comments? It’s amazing what partisan bloggers have to do to protect the crybabies in their midst from any bad news.
