Report: U.S. consulate in Benghazi had no Marine protection

posted at 7:56 pm on September 12, 2012 by Allahpundit

But what about Romney’s gaffes?

The consulate where the American ambassador to Libya was killed on Tuesday is an “interim facility” not protected by the contingent of Marines that safeguards embassies, POLITICO has learned…

A senior administration official Wednesday called the Benghazi consulate “an interim facility,” which the State Department began using “before the fall of Qadhafi.” It was staffed Tuesday by Libyan and State Department security officers. The consulate came under fire from heavy machine guns and rocket-propelled grenades at about 10 p.m. local time on Tuesday. By the time the attack ended several hours later, four Americans were dead and three others had been injured.

The Benghazi consulate had “lock-and-key” security, not the same level of defenses as a formal embassy, an intelligence source told POLITICO. That means it had no bulletproof glass, reinforced doors or other features common to embassies. The intelligence source contrasted it with the American embassy in Cairo, Egypt – “a permanent facility, which is a lot easier to defend.” The Cairo embassy also was attacked Tuesday.

There’s not even a pretense of an excuse made there. Whether it’s S.O.P. to deploy Marines to “interim facilities” or not, this was no ordinary facility. It’s an unfortified building in a volatile Muslim city that’s been targeted by jihadis beforeand it’s 9/11. Obama had no qualms about sending Marines to Benghazi today to reinforce the building; there’s no reason to think he couldn’t have sent them sooner. So what’s the excuse? Or is he simply counting on the media not to ask him this question? Because if so, I’ve got to tell you — that seems like a smart bet at this point.

Speaking of our concern-troll press corps, here’s Chris Matthews summing up the narrative du jour by insisting that “The tragedy in Benghazi that cost Ambassador Stevens his life unfortunately has been overshadowed by the desperate reach by Mitt Romney to secure political advantage.” Top American diplomat killed by jihadis on September 11th at a consulate with no Marine protection = page two. Romney hitting Bambi hard on it = page one. I’ll leave you with two thoughts. One: Matthews can play dumb all he wants but Romney’s statement about the administration sympathizing with the attackers in Egypt was a perfectly apt way of describing that filthy press release from the Cairo embassy yesterday afternoon. And no, it’s no excuse that the embassy released that statement before protesters stormed the compound later in the day; they emphatically stood by their statement later in the afternoon. Unless Matthews is suggesting that the president can’t be held responsible for official U.S. embassy declarations (special rules for The One, as usual), I don’t know what his objection is.

Two: Since we’re floating in a sea of pious leftist bilge today about politicizing attacks on the U.S., read this Washington Free Beacon report on candidate Obama referring to a specific attack on U.S. troops in July 2008 to criticize Bush on the war. That pattern doesn’t start with The One, either: Philip Klein pointed earlier on Twitter to this 2004 report noting that “On a day when seven U.S. servicemen were killed in a suicide bombing attack in Iraq, [John] Kerry termed the war in Iraq ‘catastrophic.’” Good, hard campaigning on a seminal foreign-policy issue, or disgraceful politicization of American grief? If you’re a concern-troll journalist, the candidate’s party affiliation will get you 95 percent of the way to an answer.

The lack of American security forces in Benghazi is simply a reflection of how poorly run the Obama sadministration is–totally unprepared for anything, unless they intend for things to be that way.

txmomof6 on September 12, 2012 at 8:35 PM

I don’t see the difference what-so-ever if the statement was made BEFORE the attacks or not. Turns out it was BEFORE and AFTERWARDS….both….

But seriously????

The Obama Administration comes out about Muslim Sensitivities cause someone decided to do a Video that is critical of the Muslim Relgiion????!?!?

What kind of lunacy is that???

That just INVITES attacks on our Embassies and Consulates.
It creates further danger by rewarding Muslims for their Radical Hate/Anger/Violence.

The statement coming out BEFORE clearly amplified a video and thus poured fuel on the fire….

If you care about the Safety of American Diplomats overseas, then that should be your concern…..Not the concerns of Radical Jihadists and whether they may act violently due to some Video on Youtube.

Someone mentioned to me that it was standard procedure to have the host country provide exterior protection while it was the responsibility of the consulate to have it’s own inside security. What do they do in cases of travel? The ambassador was traveling that day, if I understand correctly. Libya is in a state of quasi-anarchy with a weak government. We should have been providing the consulate with our own security, in my opinion. Why would we have our ambassador in an islamist hotbed without adequate protection?

Corporal Tunnel on September 12, 2012 at 8:03 PM

DS agents would likely have been providing security alongside the Ambassador. Usually they move with diplomats and and arrange for the security of embassies and consulates in certain areas and do a range of other duties. They will also likely be involved in the investigation.

There are two kinds of USMC security elements. There are the ones you see in parade dress but then there is another element that works sensitive areas on overseas bases. In my experience the second group look down on the dress uniform guys and consider themselves the better professionals when it comes to security. The second lot are the ones being sent in.

lexhamfox on September 12, 2012 at 8:36 PM

Romney should stay on the attack here. Ignore the carping from the press. What matters here is that POTUS left American diplomatic personnel and facilities — in a hot zone — unguarded. That’s a legit scandal under any circumstances, regardless of party. Congressional hearings – at a minimum – are clearly warranted.

Obama can’t both run as the Osama-slayer and avoid his impotence in protecting overseas US assets.

Robert_Paulson on September 12, 2012 at 8:09 PM

Exactly….give the media a few days to beat that dead horse (romney’s statement ) to a new death, and then the admin will have no choice but to answer a few substantive questions such as why the consulate was unprotected, especially on a 9/11 anniversary, considering prior warning that the shite would hit the fan once the crazy mobs took it to the streets…maybe some reporter (taper or some semi ethical one) will ask how many security briefings obongo attended lately and what did he learn about lybia and potential volatility there…why didn’t he or his brain, hillary (or jarrett) didn’t order evacuation at least, days prior to 9/11… As in three day vacay for the entire us personnel there or something, anythng, to protect their lives…can’t believe this incompetent idiot is trusted by half the population of this country…the moronic half, true, but still….

jimver on September 12, 2012 at 8:36 PM

OK, some basic info:

The diplomatic mission in any country consists of an Embassy in the capital city (Tripoli, Cairo) and consulates in major cities. I was quite surprised to see we had a consulate in Benghazi, which is the part of Libya where the rebellion against Qadaffi began. It’s where the graves of Christian and Jewish war dead from WWII were desecrated after the overthrow of Qadaffi.

The consulates are headed by a consul-general (ConGen in diplospeak) and their main business is processing visas, as well as dealing with issues relating to trade, commerce, etc, and the responsibility for whatever Americans might be in the city.

The Ambassador handles the main diplomatic and political issues as they arise, dealing with the government officials and so on. My sense is Stevens was an excellent Ambassador. What he was doing in Benghazi is sort of a mystery to me.

The Marine contingent at an Embassy is not intended to provide security for the Embassy. Their main job is actually to secure the handling of sensitive/classified material and to make sure it is handled correctly. They also generally provide basic security for the lobby of the embassy. They are too few in number (1000 Marines in 120 Embassies) to provide security. They are not combat troops, nor are they bodyguards.

The host country is supposed to provide security to foreign embassies. This was obviously not done in either country, and we would be justified in expelling all Egyptian and Libyan diplomats and cutting off our aid to them.

Ultimately, Hillary clinton is responsible for the inadequate security. She should resign or be fired.

This occured on a news article website I got to via Drudgereport.

I would think that interim facilities (which suggests less than normal anti-terrorism force-protection safeguards) would require more protection, not less.

Face it. Obama was holding parties and campaigning while those who would do us harm ensured that Ambassador Chris Stevens died and whose corpse was paraded around as a Muslim trophy.

Americans are riled up right now. The campaigns are trying to figure out where to divert the outrage. Romney (rightfully) says the administration has the bulk of the blame. The media (working for Obama) attempted to make it about Romney’s statements. When that didn’t Obama lied and talked about those brave locals that were defending Americans and lovingly took the Ambassador to the hospital where he didn’t make it. Of course in the age when we all carry around a camera whether we want to or not, we’ve seen the “loving” way Ambassador Stevens corpse was treated. At this point Obama’s people have gone into informational blackout while the rat-eared bastard parties in Las Vegas.

From Obama’s Cairo speech, “A New Beginning,” June 04, 2009:

And finally, just as America can never tolerate violence by extremists, we must never alter or forget our principles. Nine-eleven was an enormous trauma to our country. The fear and anger that it provoked was understandable, but in some cases, it led us to act contrary to our traditions and our ideals. We are taking concrete actions to change course. I have unequivocally prohibited the use of torture by the United States, and I have ordered the prison at Guantanamo Bay closed by early next year.

Or course, everything Obama says comes with an expiration date, so no wonder those embassy mobs were annoyed.

steebo77 on September 12, 2012 at 8:45 PM

Of course they are. Don’t ya know that when you kill one terrorist you just create more. Oh foget it . That only holds true when there is an R in the White House. Dummy me.

CW on September 12, 2012 at 8:51 PM

..Gigi, serious question: do you suppose that the revulsion over all of this mishandling will cause the good Americans to vote this buttwipe out? In other words, will we achieve the level of disgust that we felt back in 1979-80 when we threw Carter out?

The War Planner on September 12, 2012 at 8:31 PM

I don’t know anymore. I would like to think so. However my ultra liberal co-worker looked at me today and said “Did something important go down in the world last night?”

That is what we are up against.

Funny, all my FB friends who are UNHINGED, loony liberals, are *strangely* silent today…no inyourface vile Romney posts, or false, “why I’ll vote Obama” ads posted…I’m sure they’re just regrouping, waiting patiently for something to post that might possibly pass the smell test…I tend to stay away from politics on FB, but MANY of my lib friends’ friends have really destroyed them over the past few months, handy refuting the bilge they post…it’s usually a thing of beauty!

ellifint on September 12, 2012 at 8:52 PM

Yup, and WE KNEW that Without Remorse, he would issue Executive Orders that in his perfect world would lead to a Red Storm Rising, and we now know that in not providing proper security, he threw the State Dept. officials into The Teeth of the Tiger in an attempt to create an Animal Farm in the US.

Absolutely…I work one of my part time jobs at the home of my boss. The TV is on all day while we work in her living room. It is tuned all day to the Today Show, The View, Dr. Oz etc.. That’s all she watches. When the local news came on at noon, they were spinning Romney’s statement like it was the worst thing that had happened. She commented on Romney and said..”That is sooo tacky”…I did not say a word, I can’t she’s my boss, I work in her home and I need the money….BUT GAWD people are stupid.

New clashes outside embassy in Cairo

DrStock on September 12, 2012 at 8:54 PM

Again.

Any consulate in a hot country should have an ample marine contingent with enough ammunition and armament to wait for a US naval aircraft to provide support.

blatantblue on September 12, 2012 at 8:49 PM

Often the consulates are closed until stability is restored, leaving only the embassies.

And Obama wants to cut funding from Rainbow Six and refuses to meeting with Netanyahu as if The Hunt for Red October fundraising dollars is more important.
President Obama leaves our Consulate without any Shadow Warriors to protect our Diplomats. It’s like The Bear and the Dragon with our economy as the Bear and President Obama’s evil as the Dragon.

jimver on September 12, 2012 at 8:57 PM

The evidence is pouring in, we had solid intel that an AQ attack in Libya was imminent, and to be done on 9/11. That Obama did not buttress security in light of same, puts the blood on his hands.

Romney and team should be on this like white on rice, laying these deaths at the front door of 1600, and also hanging Lybia around Obama’s neck for good.

The way to deal with this is go full attack mode, reminding the electorate of all of Obama’s foreign policy failures, starting with telling the Ruskies he could be more flexible after he’s re-elected and ending with yesterday and the follow on. No let up on this, attack, attack, attack. This is Obama’s perceived strength, and the way you bring down an enemy is going at his strengths.

TXUS on September 12, 2012 at 8:57 PM

nice try, but romney insisting on calling obama an islamist sympathizer still seems to be a bigger deal.

blatantblue on September 12, 2012 at 8:58 PM

Also from Obama’s Cairo speech, “A New Beginning,” June 04, 2009:

We will, however, relentlessly confront violent extremists who pose a grave threat to our security — because we reject the same thing that people of all faiths reject: the killing of innocent men, women, and children. And it is my first duty as President to protect the American people.

Good thing he said that, because:

For we have learned from recent experience that when a financial system weakens in one country, prosperity is hurt everywhere. When a new flu infects one human being, all are at risk. When one nation pursues a nuclear weapon, the risk of nuclear attack rises for all nations. When violent extremists operate in one stretch of mountains, people are endangered across an ocean.

Not that there’s really anything to worry about because:

As a student of history, I also know civilization’s debt to Islam. … And throughout history, Islam has demonstrated through words and deeds the possibilities of religious tolerance and racial equality.

And:

Islam has a proud tradition of tolerance.

Okay. Not always. Not everywhere. Not Cairo or Benghazi. But we’ll always have Iran:

No single nation should pick and choose which nation holds nuclear weapons. And that’s why I strongly reaffirmed America’s commitment to seek a world in which no nations hold nuclear weapons. And any nation — including Iran — should have the right to access peaceful nuclear power if it complies with its responsibilities under the nuclear Non-Proliferation Treaty.

So, where were we? Right. Viva, Las Vegas!
