Forbes wonders: Should Biden have a neurological exam?

posted at 12:41 pm on August 20, 2012 by Ed Morrissey

Are Joe Biden’s ever-increasing verbal missteps the result of increased media scrutiny after three years on a back burner,  a symptom of just plain old ordinary stupidity — or an indication of organic brain damage?  I’m inclined to think it’s a combination of the first two, but Dr. Henry Miller at Forbes (a physician himself) is worried about the latter.  Should the Obama administration get Sheriff Joe a neurological exam?

Are these aberrations stupidity, dementia or personality disorders?  To find out, shouldn’t there be some vetting or testing of people in, or who aspire to, governmental positions as critical as the vice-presidency?  After all, we require bus drivers and hairdressers to prove their competence before they are permitted to ply their trades, and applicants to most police forces undergo psychological testing.

Biden should submit to a thorough neurological and psychiatric examination, with special attention to whether he is experiencing “transient ischemic attacks” – marked by impaired blood flow to the brain – small strokes, seizures, or suffers from a brain tumor.  After all, we often demand to know whether a candidate has recovered from open-heart surgery, cancer or a stroke, and many states require elderly drivers to be re-licensed. …

An exam by an expert offers an assessment of cognitive abilities, memory and quality of thought processes.  It includes assessments of alertness; speech; behavior; awareness of environment; mood; affect; rationality of thought processes; appropriateness of thought content (presence of delusions, hallucinations, or phobias); memory; ability to perform simple calculations; judgement (“If you found a letter on the ground in front of a mailbox, what would you do with it?”); and abstract reasoning.

Don’t voters have a right to know whether Biden is ill or merely unlikeable, impulsive and prone to deceitfulness?

I suppose they do — and if this was a recent pattern of irrational outbursts or forgetful thinking, I’d be inclined to agree.  However, Biden didn’t get the nickname “Slow Joe” in the last three years.  He’s been a constant source of embarrassments, some of them deliberate — like plagiarizing the speeches of Neil Kinnock in the 1987-88 presidential campaign, right down to Kinnock’s family history — to more extemporaneous fumbles, such as his thoughts on Indians and 7-11, or his apparent confusion between Virginia and North Carolina last week.  The latter, though, is the kind of error many people make when traveling and speaking/performing in long campaigns.

However, unless the White House is hiding something about Biden’s medical condition, one would think that we’d already know if neurological impairment had become acute through physical damage rather than chronic due to Biden’s normal intellectual facilities.  Candidates for President get a lot of pressure to release their medical records, and incumbents usually have three years of official medical releases already on the record.  Running mates get less attention, but normally that’s because they get less attention anyway.  That’s certainly been the case with Biden, who has stayed in the background during the Obama administration, and whose forays into the spotlight have almost always made life more difficult for his boss — as it did when Biden blew the identity of the special-forces team that got Osama bin Laden, and when Biden’s sudden declaration on gay marriage forced Obama’s hand on the issue.

If anything, a medical condition would help Obama by giving him an excuse to dump his current VP from the ticket.  As it is, the increasing string of embarrassments are almost certainly the result of being forced to put Biden on the campaign trail with his chronic nonsensical thinking than any acute pathological excuse.  That makes Biden a direct reflection of Obama’s judgment in putting a fool one heartbeat away from the presidency, which is exactly where the focus should be.

Biden’s only problem is he’s a liberal Democrat.

Of course, one could make the case that is a mental disorder but if that is the case, a CT scan or MRI won’t pick it up.

As funny as his gaffes are-seen in a certain light-, it is indeed chilling to think this imbecile is a heartbeat away from the presidency. The medical examination route is one possibility for Obama to have Joe step down to ‘spend more time with family’ away from the stresses of the campaign.

So…next question; if Hillary is a nogo, who would be Obama’s top choice to replace Joe? I’ll get it started and strike some obvious choices off the list

From John Podhoretz:

“Biden started talking. And talking. And talking. He spoke and he gesticulated. He wandered off into secondary subjects, and secondary subjects of the secondary subjects.

He conjured up a memory of his childhood, and then told a tale from his first campaign.

After 20 minutes without so much as a breath, it was clear to me and others around the table that there was something wrong — that our guest simply did not know how to conclude his peroration.

We shifted in our chairs. Someone coughed. Someone else sighed. The door loomed behind us, tormenting us with the blessings of an escape we simply could not make.

It was not until 45 minutes after he had begun that Joseph I. Biden simply ran out of gas. He came to no conclusion, no closing thought. He just stopped talking, looked down, and at last took a bite of food and drank some water.

I had never been through anything like it. Biden had displayed a literally clinical display of logorrhea, a term Google defines for me as “pathologically incoherent, repetitive speech.”

And…

“I’m going to give you a brief answer,” he said. “I’m going to give it to you as quick and as straight as I can.”

He then proceeded to speak . . .

for 11 minutes.

And…

In her book, “The Obamas,” Jodi Kantor tells a story about Barack Obama, in the first of his three years in the Senate, listening to an endless Biden oration. The future president scribbled a note to an aide. It said:

“Kill. Me. Now.”

Podhoretz asks:

“If Obama wanted someone to put him out of his misery listening to Biden in 2005; why did he choose to subject the nation to it in 2008?”

Here’s the whole article:

To find out, shouldn’t there be some vetting or testing of people in, or who aspire to, governmental positions as critical as the vice-presidency?

An exam by an expert offers an assessment of cognitive abilities, memory and quality of thought processes. It includes assessments of alertness; speech; behavior; awareness of environment; mood; affect; rationality of thought processes; appropriateness of thought content (presence of delusions, hallucinations, or phobias); memory; ability to perform simple calculations; judgement (“If you found a letter on the ground in front of a mailbox, what would you do with it?”); and abstract reasoning.

Nice thought, but no. Just no. Start implementing a “fitness for office” assessment and pretty soon it would be found that no conservative was fit to hold or run for office. The criteria would be appropriately gamed to ensure that only liberal statists had the mental ability to be deemed fit to run.

The ultimate arbiter and decision maker for this is the voter. Politicians can only hide crazy for so long. Slow Joe should have been gone long ago as well as Debbie Whatsername Schultz, Dingy Harry, and Nancy Pelosi as well as others. The real problem is allowing the Government to usurp the Constitution by allowing redistribution that permits these crazy people to bring back goodies to the voters in their districts in return for being returned to the asylum office every election cycle.

Being a monumental idiot is not necessarily a medical issue and appears to be a chronic, as well as contagious, problem within this administration.

ted c on August 20, 2012 at 1:00 PM

As a counter point, I’m not 100% sure that our concentration on Biden’s faults helps us. In theory the Biden gaffe could have been a O campaign ploy, as 1) it seems that whenever something causes the voters to be deeply reminded of O’s race, O rises in polls [so they will play the race card ad nauseam], and 2) the gaffe led to the MSM playing the bit about “they want Wall St to write their own rules” over and over again, unchallenged in any way by conservatives. Think about how this attention to the Wall St snippet, presented in a concise way (by Biden) that is unfriendly to us, undoubtedly helped O.

anotherJoe on August 20, 2012 at 1:00 PM

I’ve had about enough of the Slo Joe, dumb , gaffe prone meme about Joe Biden.

Joe Biden is a miserable, evil, arrogant man. He’s NOT like the lovable buffoon who never does harm – he is a stain on America, and has been for a LONG time.

Take a look back at his behavior on the Judiciary committee over the years – this guy is a classless bore. Count your fingers after you shake hands with him.

He is neither likable nor honest. The sooner America is done with him, the better off we will be.

hamnj7 on August 20, 2012 at 1:01 PM

It’s not that Joe Biden is unfit to be president. We all know that, which is why his own candidacy got no traction. But it’s that the guy vying to be president thought he’d be a good fill in, should something happen.

Given that Obama has displayed all of the classic symptoms of a narcissist, it will be certain that he will not pick anyone competent, whom he would view as a threat. Jugears always has to be the smartest person in the room (in his mind), thus the dismal performance of his staff. He doesn’t pick the best and brightest, even from his far left ideological stable. He picks hardcore ideologues who hue to the party line but who do not threaten his preeminent place in his pantheon. So, even if he dumped Biden, you’d get an equivalently crazy/stupid liberal (but I repeat myself). Someone like Sheila Jackson-Lee, or Claire MacCaskill, etc. Someone completely non-threatening to The One.

I think Podhoretz nails it when he identifies why he thinks it is that Obama chose Biden in the first place. He wanted someone who had no independent standing whatsoever. No one took him seriously. He was never going to be a Bush I, Gore (I think Fat Al Bore was and is a lightweight, but he was given a significant role in Clinton’s WH), or Cheney.

Word on Sinclair street is that Joe Biden was rewarded with the VP slot by BO after Biden got his son, the then AG in Delaware to throw Larry Sinclair in jail in DC with trumped up charges from Delaware (that were subsequently dropped) right after his press conference at the National Press Club (?June 2008) where Sinclair accused BO of having gay sex and using coacaine with him. There were like 100 reporters there but arresting Sinclair right after he left the press conference totally discredited him.

Hard as it is to believe, Biden styles himself an expert in foreign policy. He was selected to give the ticket “gravitas” in that area since a career as professional candidate and community agitator does lend itself to foreign afffairs experience (they were defending this part of Obama’s resume by citing college courses he supposedly took- really).

Hillary wasn’t the choice because the Clintons can not stand Obama and because she would steal the attention away from his greatness. The most stupid thing she did was to leave the Senate and become SECSTATE because unlike Albright or Rice, this administration runs foreign policy out of the White House. He essentially managed to sideline any potential for a primary challenge and shunted her out of the limelight (which is good because she has really let herself go to pot).

I wrote this to a friend on August 16:

What would I do about Biden if I was the Obama camp? Hmm.

Oh, I know! Suddenly rumors start floating just prior to the RNC that Biden has had a recurrence of the the aneurysms that he formerly experienced. These rumors are from well-placed sources within the Administration on condition of anonymity. MSM partially diverts attention from upcoming RNC. Soon the rumors are that Biden will not be able to serve a second term. MSM ramps up diverting from RNC. Then comes word from the same sources that Hillary has answered the call of party and country and will step into the breach and be the veep candidate, just in time for the early September deadline and DNC. MSM all but ignores former Dem Artur Davis and other early speakers at RNC, barely covers the keynote and nomination. Dems have plausible deniability for their hail mary because of the pre-existing medical problems. Suddenly Dems peel off a fair amount of Hillary supporters who were disgruntled enough with Obama to be pondering going for Romney.

Odds are all this will sound like the fevered rantings of a lunatic if none of it comes to pass. However, I thought I’d throw it out there on the off-chance it comes down the way I imagine it might. This might look to them like the only way to stop the hemorrhaging of poll numbers and keep it in the margin of Acorn.

Candidates for President get a lot of pressure to release their medical records, and incumbents usually have three years of official medical releases already on the record.

I recall that in an interview with NBC’s Brian Williams that McCain and Palin did together, Williams was pressing pretty hard about Palin’s medical records that had been released, as if it wasn’t sufficient to be really informative.

It kind of smelled like he expected there to be some kind of mental health issues. Of course there weren’t any, but he sounded very suspicious about the information they did release, like they were hiding some scandal contained in Palin’s medical history. Trig trutherism subtly referenced? Maybe.
I think he really believed she was crazy, and wanted the proof he just knew was being withheld.

Regardless, there wasn’t anything like that kind of pressure put on the Obama campaign over Biden’s medical records.
Everybody knew he had brain surgery more than once, everybody knew his penchant for verbal wandering, all that stuff.

The big deal was always Palin, right behind a 72 year old heartbeat. Nothing about the possibility of the first black President being assassinated before his term was up and this old guy who had his brain under the knife several times suddenly becoming President.

That is the power of the media to guide the boundaries of the formation of public opinion.

Brian1972 on August 20, 2012 at 1:25 PM

in about 18 days(?) Obama can’t legally change Biden off the ticket. I’d hold off the harshest attacks on Biden until then. Wait til he’s undumpable and then show how toxic he really is.

WashingtonsWake on August 20, 2012 at 1:26 PM

Media reported on Cheney’s heart issues, but put themselves in the closet when it comes to Biden’s brain issues. Typical.

stukinIL4now on August 20, 2012 at 1:28 PM

Hard as it is to believe, Biden styles himself an expert in foreign policy. He was selected to give the ticket “gravitas”…

I remember, but he has been on the wrong side of history on just about every foreign policy decision in the last 40 years. His “gravitas” has always been as real as Obama’s. Serving 40 years or whatever in the Senate doesn’t make one brilliant, especially when you’ve proven yourself to be a dunce, a plagiariser, and a complete buffoon for decades.

If Biden had been a Republican, the press never would have carried this guy’s water for all of these years. He has never won more than 160,000 votes in any election and comes from a state that never votes Republican except in landslide elections. He was always insignificant.

The idea that this joker still has visions of 2016 dancing in whatever exists in his cranium is the real delusion.

Speaking of medicine, does Biden remind anybody else of Doctor Bob from the “Verterinarian’s Hospital” sketches on The Muppet Show? Can’t you see Biden in place of Rowlf the Dog; Nurse Piggy says to him “The patient is at death’s door!” and Biden responding “Don’t worry–I’ll pull him through!”

Yep, but the media presupposes that Biden has a brain. It always questioned whether Cheney had a heart.

Resist We Much on August 20, 2012 at 1:30 PM

Obama ran as a celebrity, promotes himself on Hollywood talk and gossip shows, hangs with Clooney, and clearly wants to be regarded as the “Hollywood President.”

His choice of Biden was a casting decision. The cool unflappable leading man (almost said “straight man”) needed a goofy garrulous slap-happy sidekick. You can almost picture Biden running alongside the coolly striding Barry (“almost picture,” because Barry actually “strides” with those dangling little hands pulled up to his torso like a t-rex, which undercut the macho stride), hopping up and down to get his hero’s attention: “We really showed ‘em, huh? huh? Didn’t we pardner? It’s a big effing deal!!”

Biden’s being a jive ass turkey just makes The Won look even more cool.

Except when you consider that The Won selected BIDEN to be The Two if anything happens to him. Well, so, Biden’s there for impeachment insurance, too.

Happy Nomad on August 20, 2012 at 1:24 PM

Perhaps. Political coverage has gotten a bit of a show-biz, gossipy and sensational quality to it in the age of the 24/7 news cycle.

Especially the last campaign in 2008. They treated Obama like a political version of The Handsome Leading Man, Brad Pitt or something.

Of course, then came Sarah Palin, the Evil Seductress trying to wink and flash her way into the Naval Observatory. Perfect villain for them. All the focus on her glasses, hair styles, clothing and shoes kind of reminded me of all that shallow Oscar Night red carpet stuff, except they all hated her guts.

(2) Americans expect Romney to release more taxes. LOL.

TarheelBen on August 20, 2012 at 1:41 PM

I can testify from personal experience that Biden’s brain was that way in 1977-81, when I worked on the Senate Judiciary staff. Nice guy, but just plain dumb, and too dumb to know he’s dumb.

Chronic case of Foot IN Mouth Disease.

I think this is laying the groundwork for Joe stepping down for “medical” or “personal” reasons.

byepartisan on August 20, 2012 at 1:49 PM

I’ve thought for a while now that Biden may have been the inspiration for Lloyd Bridges’ character as the President in the Charlie Sheen movie, “Hot Shots.” Perfect fit (except for the sword fight with Saddam Hussein, Joe wouldn’t have that in him).

we require bus drivers

I just went back to driving a school bus–drove one for 14 years.

I needed a birth certificate (a real one) and proof of residence.

I was fingerprinted. I had a background check and a hepatitas test.

A physical. Drug test. Another physical. A skills test. a pre-trip test. and a driving test.

An eight hour state required lecture ending with a written test. And numerous other written tests.

All to transport Johnny and Tanisha to school.

I’m not complaining. Precious cargo.

But I don’t have my finger on a nuclear button.

Romney and Ryan ought to release their medical records and challenge the Obama-Biden team on that. They have never released that info even tho they made McLame do it.

Biden has been okay on the number of states even tho they kept changing the number when we were growing up in the 50s.

Earlier in the OOTD thread I mentioned that over the past 4 years in the course of my business I have gone into the homes of more than a few people (strangers all) who have actually had O’bama Shrines in their houses. And all of these people are white. In nearly 40 years in my business I had never seen such a thing dedicated to any single person, President or not President.

I also noted that some of my Leftist friends on Facebook like a page called “I Love Waking Up Knowing That Barack O’bama is President”.

That is major league Creepy. Imagine people whose lives are so shallow that the first thing they do when they wake up is thank O’bama for living?

We’re turning into North Korea faster than you might think.
