Allegations of lewd conduct at highest levels of ICE force leave of absence by chief of staff

It started with a lawsuit by an angry ICE director who claimed that Janet Napolitano’s personal relationship with Dora Shriro was the basis of a promotion to “special advisor’ that came at his expense, and who then began to be isolated by Napolitano in retaliation for his complaints.  Now two more ICE employees have come forward to allege sexual harassment and lewd conduct by a senior member of Napolitano’s ICE staff — and that has resulted in chief of staff Suzanne Barr’s leave of absence:

The top Homeland Security official accused of cultivating a “frat-house”-style work environment has “voluntarily placed herself on leave” amid an internal review, the department told FoxNews.com late Tuesday evening — just hours after FoxNews.com contacted the agency about new allegations against her.

The official, Suzanne Barr, is chief of staff for Immigration and Customs Enforcement.

Two more ICE employees came forward this week to complain about “lewd” conduct inside the agency, submitting sworn affidavits that depict graphic comments made by two top officials working under DHS Secretary Janet Napolitano.

The suit by James Hayes, former director of ICE Detention and Removal Operations before Napolitano’s appointment in 2009, had also named Barr as an antagonist and harasser:

On one occasion, Barr called a colleague in his hotel room and screamed using sexually explicit language, telling him she ‘wanted his c*** in the back of [her] throat’.

Hayes claims he ‘felt that he was being targeted because of his gender’ and witnessed Barr repeatedly picking on men.

She ‘created a frat-house type atmosphere that is targeted to humiliate and intimidate male employees’, according to court papers.

In 2009 she ‘removed the entire contents of the offices of three male employees, including nameplates, computers and telephones, to the men’s bathroom at ICE headquarters’.

The new affidavits contain further allegations of sexual harassment:

In the newly emerging affidavits, one of the employees claimed that in October 2009, while in a discussion about Halloween plans, the individual witnessed Barr turn to a senior ICE employee and say: “You a sexy” (expletive deleted).

“She then looked at his crotch and asked, ‘How long is it anyway?’” according to the affidavit.

“Several employees laughed nervously,” the affidavit said. The names of the workers making the claims have been redacted.

Until now, the Department of Homeland Security has insisted that Hayes’ allegations were “unfounded.”  Shriro has already left ICE and now works in the New York City Department of Correction, Fox reports.  Neither Shriro or Barr are named as co-defendants in the suit, but both can be certain that they will end up being deposed at the very least by attorneys for both sides.  This looks like an ugly affair already, and we may just be seeing the tip of the iceberg.  With Barr on leave, more ICE employees may feel encouraged to come forward.

Speaking of which, Lorien…when sexual harrasment was invented as a tool to disqualify Clarence Thomas from SCOTUS, Liberals and Democrats were aghast that an adult would reference pubic hairs and porno amongnst other adults. Poor Anita Hilll, the picture of virginal innocence, was made into a sainted icon of victimhood. Then came (pun intended) Bill Clinton, and all bets were off.

This is a Liberal game. Having established the rules, they must be followed, in ALL cases; or abolished. As to me, I’m in favor of big kids working out their difficulties between themselves, but that’s not the Democrat way, is it? No, we need LAWS, and lots of ‘em. And the more of them we get, the less able we become to manage our own…um…affairs.

That said, it has been my unfortunate experience, that once a woman has debased hersellf in this manner and has been rebuffed (Who turns down a blowjob, right?), she will do whatever she can to destroy the rebuffer. As long as this guy has legal recourse, he should take it. What’s good for the gander, is good for the goose, just as well.

Way back when, maybe. But if this guy is happily married and loves his wife he’s in mortal fear for his job. Furthermore for the same thoughts of your post, he’s more likely not to be believed if he brings charges.

Here is the Federal definition of Sexual Harassment;

Title 29 of the Code of Federal Regulations, section 1604,* contains the following definition of harassment under federal law:

Unwelcome sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature constitute sexual harassment when:

•Submission to such conduct is made either explicitly or implicitly a term or condition of an individual’s employment,
•Submission to or rejection of such conduct by an individual is used as the basis for employment decisions affecting such individual, or

For some reason she didn’t include prior jobs at her Linked-in page. Her Arizona State profile provides more details:

“Law school is what changed my life, definitely,” said Barr, who earned her J.D. in 2003. “It wasn’t only the criminal law, but it was the relationships that I made in law school and the people.”

A Phoenix native, Barr went to Central High School and the University of Arizona before working in Washington D.C. for four years, first as a staff assistant for Sen. John McCain and then as a legislative correspondent for Sen. Jon Kyl.

Her next step was the Sandra Day O’Connor College of Law at ASU, where she delved into criminal law. Barr secured a job as a prosecutor at the Maricopa County Attorney’s Office after graduating. In law school, she reconnected with a grade school friend, who urged her become more involved in policy. A Republican, Barr nonetheless joined the staff of Democratic Gov. Janet Napolitano, first as policy advisor on law enforcement issues, then as deputy director and later director of legislative affairs

Actually, this is quite common in Law Enforcement — even in my agency. We’ve had more than a few men trapped in women’s bodies get promotions, highly desirable assignments, and other special considerations simply because they’re gay. It’s a form of unofficial affirmative action. It doesn’t matter if they’ve ‘paid their dues’ or are even minimally ‘qualified’ or not — it keeps the number of frivolous ‘homosexual discrimination’ law suits against the citizen elected Chief/Mayor and/or Sheriff way down (ie: bad publicity that’s expensive and time consuming off the local news stations and newspaper front pages). Especially given how militant and emboldened lesbians are these days.

Once they’re in positions of tangible power they start moving, strategically positioning, and promoting many of their lesbian lovers and friends. It’s like nepotism. They are ‘family’. They have their very own tight knit network (ie: Golden Girl Club) and their self-serving agenda’s that they pursue to the intense and dramatically life altering detriment of others, men and women, who are much more qualified and duly tenured. It’s rampant but there’s little an agency can do when their ‘leader’ is a politician and voters hold all the cards — and the men trapped in women’s bodies hold the news media by their short hairs.

It’s a dog eat dog world — and us heterosexuals are wearing milkbone underwear.

I’m a female and I’ve experieced similar along with far more vile conditions than these in work situations, and, I admit it, complaining gets you condemned — lawsuits filed seems to be the only recourse. So I hope the men involved here get a good result instead.

I’ve seen/heard/experienced far worse than what’s quoted in this article, done by straight AND homosexual males AND females — seems to be that a pervert is a pervert is a pervert is a pervert.

BELIEVE ME, there are perverts among all behaviors as to sexual identity. I’ve heard, seen and in some cases, experienced the range of the perverse by perverts in the workplace. There really are some nuts among us who MAY “do a good job” and appear to be doing so as titled and non-titled positions, but, I’ve seen and in some cases experienced perverse acts, statements and attempted deeds to be done by perverts among both genders and all sexual identities.

Which isn’t to say that the private sector doesn’t have it’s share of perverts (it certainly does). I think the government-hires think all too often that there’s no one to stop them from doing whatever, so there’s less of a threat of punishment to apply pressure to perverse individuals from acting out.
