Oh my: New Romney ad hits Obama on … Medicare

A lesson learned the hard way after weeks and weeks of anti-Bain attacks: If you’re not playing offense, you’re playing defense. And Mitt can’t afford to play defense on an issue as toxic as Medicare. As Rick Wilson put it, “The more we’re up in their grill, the less they can lie and demagogue.”

Looks like this will be part of a sustained, and welcome, push to neutralize the Democrats’ entitlements scaremongering. We don’t have to “win” this argument, exactly; a mere stalemate would demoralize the left given their eagerness to demagogue the issue. But winning would be nice. Romney, on the stump today in Ohio:

“There’s another promise he made. You know that every time you get a paycheck you see there’s a deduction there. It’s going to Medicare. It’s going into a trust account to make sure that when you retire, that there’s a health program there that will care for you. One of the things the President did which I find extraordinary, something he never mentioned when he was running for office. You see, when he ran for office, he said he’d protect Medicare. But did you know that he’s taken $716 billion out of the Medicare trust fund. He’s raided that trust fund. And you know what he did with it? He’s used it to pay for Obamacare, a risky, unproven federal government takeover of health care. And if I’m President of the United States, we’re putting the $716 billion back.”

Guy Benson recommends this post from Yuval Levin yesterday at the Corner arguing that the GOP should welcome a Medicare debate for precisely this reason. It’s not merely that Medicare will go bust in a few years if the Democrats’ 59-point plan to do nothing whatsoever about it is put in place. It’s that The One’s already stripped Medicare in order to fund his new pet boondoggle, which gives Republicans plenty of political cover to be aggressive on this issue — provided that they talk about it the right way. If they don’t, major backfire. Philip Klein explains:

[W]hile it’s tempting to attack Obama on this point, the danger is that it could turn the race into a finger-pointing match about who wants to cut Medicare more. This would reinforce the third-rail status of a program that’s desperately in need of an overhaul.

In 2010, back when Republicans were highlighting Obama’s Medicare cuts during the midterm elections, Ryan acknowledged, “We have to be careful about how we use our rhetoric so we don’t dig ourselves into an unsustainable fiscal path.”

The clear difference between Obama’s and Ryan’s approaches is that Obama would use the savings from Medicare cuts to pay for an entirely separate $1.7 trillion health care entitlement. Ryan, on the other hand, would use the savings to rescue Medicare and put it on a sustainable fiscal path. Obama’s law creates a new bureaucracy of 15 unelected officials to dictate how money should be spent, whereas Ryan’s proposal is aimed at giving seniors more control over those dollars.

Yeah, the greatest virtue of picking Ryan as VP is that it mainstreams the idea of entitlement reform in an unprecedented way. (The greatest risk of picking Ryan as VP is that, if Romney loses, it could scare all but the most committed fiscal conservatives in Congress away from entitlement reform for years to come.) If Republican candidates jump up and down in indignation that O would dare lay a finger on Medicare, it undermines the grand project of convincing the public that the program shouldn’t be sacrosanct. The problem with Obama’s Medicare gambit isn’t that he messed with it, it’s that he messed with it in order to make it even weaker and less solvent than it was before. It needs to be messed with; convince the public of that and you’re over the hump in convincing them that letting Romney/Ryan mess with it will make it sustainable long-term.

You know who I bet feels kind of awkward this week? This guy. Exit quotation from Ryan in his first solo interview as VP nominee: “President Obama is actually damaging Medicare for current seniors. It’s irrefutable. And that’s why I think this is a debate we want to have, and that’s a debate we’re going to win.”

Two problems with this ad:
1. It establishes that cutting Medicare in any way is bad, which makes it much harder to justify making cuts once in office;
2. It continues the fiction that there is some sort of “Trust Fund” for Medicare, which there is not, much like the non-existent Social Security “Trust Fund.”

In short, this ad plays entirely in the left’s territory and on their terms. It attempts to out-left the left.

Pelosi added in the interlocking of the two programs at first the projected hit to Medicare was 500 billion

it has grown 216 billion in two years….

to fund a program adding even more debt load and less control of their health than exists now.

Pelosi will tell you her body is none of your business but they made a willfully bad program to bankrupt medicare and the private insurance world.

No politician should be trusted blindly with 25% of your check but it takes time to fix a mess this big.

It patently does not do that — it establishes that cutting Medicare for people who are retired or close to retirement, and therefore planned their retirement around Medicare, is bad. And that is a bad & unfair thing to do to those people — and that is exactly what Obama has done to them. Further, the ad makes it quite clear that changes need to be made to preserve it for FUTURE generations.

You know, I’m sure there are plenty of people like you who can’t understand something presented to them in plan English, but there isn’t much anyone can do for that.

It’s a great ad. The conversation is beginning.

Today I spoke with several people and asked them if they were ready for a serious debate about medicare reform, about entitlements. They looked at me as if I were slightly daft and said that they’ve been waiting for years. Yes, this is anecdotal, but try it.

It’s so obvious to people that the reason the difficult discussions are avoided is simply because politicians are watching out for themselves – not us. This is what infuriates voters. No one is listening despite the fact that we live with reality. They don’t.

Romney and Ryan are, IMHO, on the right course. If nothing else, the respect they demonstrate to voters by having an intelligent discussion is a refreshing change.

That’s exactly how I hoped the ad would read and look. Nicely done.

It makes the distinction that it was spent for Ocare and they stated the objective of their plan. I think most important is that this is Romney’s entry into Obamacare ultimately.

Also important is the fact Axelrod and company will need more time than usually to have their “Paul Ryan is evil” talking point saturate, since they show their wad the last 2 weeks saying Romney is a felon and a murderer. How many millions will be saying “meh” the next 2 weeks while they try to convince them Ryan is sinister? How many will be telling themselves that Romney was a murderer last week so they’re going to have to listen to what they say and make their own decision? Obama has a lot of noise to break through, and that will take some time. We have a window, and we’re taking advantage of it.

Now get it out on tv, and get it on there a lot. Make this what needs to be batted down by news anchors for the next week or so.

Great ad, we need to keep hammering that no one over 55 will see any changes. We get that accomplished, and half the battle is won.

Obama/Biden in the hundreds and low thousands, keep this up and we will win.
More adult conversation, more well thought out solutions and ryan was pitch perfect today in not getting into specifics with britt Hume saying instead paraphrasing:

“this is a conversation we will have with congress and the American people, these specifics, this is not something we will ram down their throats!”

Video may have killed the radio star, but this ad, in synchronized combination with other ads and efforts defending our Medicare plan, will kill the Obama star. And, if we cut to to the core in the next couple of weeks and pull out all the stops to defend and promote the R&R Medicare plan, it’s over for Obama.

A word of caution, though: this ad will succeed beyond our wildest dreams only if in conjunction we successfully defend our Medicare plan. So, do it now. I feel the outcome of this election will be set before the R convention.

It’s all about re-distributing your wealth, America. That’s Barack Hussein Obama’s idea of “fair.”

Show government workers dragging an old woman from her house while her pinned down 70 year old husband watches horrified.

Then finish the commercial of an older Florida couple at a STalinesque/Obamaesque show trial being denied care and halled off.

End the add with the woman strapped down getting a lethal injection claiming “But I don’t want to die!”

I get the reservations about the tactic, by the way. Romney brought it up often in primary debates, and I wasn’t exactly sure what his angle was. Could go either way.

Had he picked someone squishy, I don’t think this would be received as well. But picking Paul Ryan, he gets most to assume best intentions. For good reason, because he so obviously put the big issue on the table.

As such, this is going to be a very effective way to get this started. Ultimately, I think he will be saying if we are talking entitlements, lets start with Obamacare. While the economy was on life support, Obama passed a huge new entitlement and, ohbytheway, he kneecapped seniors to make it happen. Now Medicare has problems and needs serious reform, but Obama just accelerated its demise. And off you go.

This will be effective if we can get traction, but you’re going to have the media’s talking heads furiously trying to knock this initial attack down once it breaks through their stonewalling (example-60 minutes). You break through on this one, you’ve got a heck of an argument to make.

Again, huge ad buy on this one please. Maybe the PAC’s can push the envelop a little bit further here too!

The other prong in the Dems’ demagoguing that Ryan’s plan “ends Medicare as we know it” has to be taken on clearly. Yes, it will make changes because Medicare will now offer choices to the consumer of health care. The patient will now have control and options and not depend on a faceless, non-caring government official.

Younger workers can plan for their needs in later years, and current seniors will not be locked in to one-size-fits-all solutions. When you paid into Medicare, you should have the right of choice.
