Gutsy call?

posted at 11:01 am on April 29, 2012 by Ed Morrissey

The Obama administration and his re-election campaign will spend today and the rest of the week reminding everyone that Barack Obama is the President who killed Osama bin Laden.  And that’s certainly true; it was a year ago this week that US special forces stormed bin Laden’s compound in Abbottabad and shot the al-Qaeda leader to death, and also captured a trove of intelligence.  If the Obama campaign sticks to just those facts, they’ll stay on solid ground, although it’s still a big question as to whether anyone will cast a vote based on that singular event.

The ball-spiking got off to a bad start, though, when the Obama campaign claimed that Mitt Romney wouldn’t have the killer instinct to make that kind of a call — a weird claim in and of itself.  Team Obama has already painted Romney as a heartless executive who didn’t hesitate to fire people and, er, execute poorly-performing companies as a Bain executive.  What exactly would keep Romney from taking a risk with a terrorist mastermind in his crosshairs?  The attack was an overreach, and an opening for critics to challenge Obama’s actual role in the mission — and when Time Magazine published the mission orders from Leon Panetta to Admiral William H. McRaven, commander of US Special Operations Command, Big Peace pounced:

The memo puts all control in the hands of Admiral McRaven – the “timing, operational decision making and control” are all up to McRaven. So the notion that Obama and his team were walking through every stage of the operation is incorrect. The hero here was McRaven, not Obama. And had the mission gone wrong, McRaven surely would have been thrown under the bus.

The memo is crystal clear on that point. It says that the decision has been made based solely on the “risk profile presented to the President.” If any other risks – no matter how minute – arose, they were “to be brought back to the President for his consideration.” This is ludicrous. It is wiggle room. It was Obama’s way of carving out space for himself in case the mission went bad. If it did, he’d say that there were additional risks of which he hadn’t been informed; he’d been kept in the dark by his military leaders.

Finally, the memo is unclear on just what the mission is. Was it to capture Bin Laden or to kill him? The White House itself was unable to decide what the mission was in the hours after the Bin Laden kill, and actually switched its language. The memo shows why: McRaven was instructed to “get” Bin Laden, whatever that meant.

President Obama made the right call to give the green light to the mission. But he did it in a way that he could shift the blame if things went wrong. Typical Obama. And typical of him to claim full credit for it, when he didn’t do anything but give a vague nod, while putting his top military officials at risk of taking the hit in case of a bad turn.

Here’s the memo that conveyed the green light:

Received phone call from Tom Donilon who stated that the President made a decision with regard to AC1 [Abbottabad Compound 1]. The decision is to proceed with the assault. The timing, operational decision making and control are in Admiral McRaven’s hands. The approval is provided on the risk profile presented to the President. Any additional risks are to be brought back to the President for his consideration. The direction is to go in and get bin Laden and if he is not there, to get out. Those instructions were conveyed to Admiral McRaven at approximately 10:45 am.

I think that the interpretation from Big Peace is perhaps a little overblown, too.  The decision to assault the compound was based on the risk profile from Panetta and McRaven.  A risk profile would normally cover a range of possibilities, along with the countermeasures the military planned to negate or minimize them.  If that changed, then any President would want to make sure that the decision got some reconsideration, especially since the mission involved invading a nominal ally and conducting a military operation just a couple of miles from one of their premier military academies.  If there were no changes, then McRaven needed to have the authority to determine timing and hold operational control of the mission.  McRaven couldn’t consult Obama and his team on constantly-shifting but manageable conditions on a moment-to-moment basis if anyone expected the raid to succeed.  That’s not a setup for a patsy; it’s operational reality.

Besides, if the mission had gone badly, Obama couldn’t have escaped the failure, even if this was some sort of attempt to make McRaven a fall guy.  Ask Jimmy Carter how well that worked with Operation Eagle Claw in April 1980, 32 years ago, almost to the day, or for that matter, George W. Bush about Tora Bora, an incident used by Obama in the 2008 election.  Biden was right that a big failure at Abbottabad would have had big negative consequences for Obama.

On the other hand, had Obama not made the call to conduct this mission and missed his chance at bin Laden, that would also have had large negative consequences for Obama, had that refusal gotten out, and arguably larger than a failed attempt would bring.  I don’t want to take away from the difficult circumstances of this decision — the aftermath of the successful mission with Pakistan shows the dangerous context of that call — but in the end, very few American Presidents would have passed up the opportunity to “get” bin Laden in this precise set of circumstances, whatever “get” meant.  It was the right call, but I don’t think it was as “gutsy” as the White House wants to portray it, nor do I think that these operational orders show an attempt to hide from the consequences of failure.

Obama’s order produced a successful result and America finally brought justice to Osama bin Laden.  He’s entitled to claim credit for that decision in his re-election effort, but let’s not make it more — or less — than the American victory that it represented.

Now maybe he did that without a telepromptor which would increase the degree of difficulty for him

It may just as well have been the teleprompter. The final decision was most definitely handed down by his political advisers.

Obama got the definitive OK from Valerie Jarrett once they worked it out with the media to deflect blame from Obama if it had gone sour..

Obama HAD NO CHOICE. Clinton has been ridiculed for repeatedly not taking out Osama long before the WTC. It is clear that information like a potential opportunity to catch/kill the world’s #1 terrorist does not stay secret. If Obama had not made the “gutsy” call, even liberal historians would have shown what a coward he was – probably will anyway. The only fear he had was that his precious liberal left would be upset with him and that kept him from making the decision for weeks. All the credit belongs to our Seals, as is always the case. His attempt at taking excess credit for this just shows how desperate the Dims are for any success whatsoever to hang their hat on in this election cycle.

Pay a bit more attention to what is actually said here. President Obama did not makes that call, Tom Donilon made the call, supposedly on orders from the President.

Obama the coward had nothing to do with killing Osama Bin Laden, it was Leon Panetta who pulled the trigger.

The decision was actually made by Leon Panetta and Hillary Clinton after Valery Jarret and Obama had repeatedly either put off making the decision or vetoed the strike.

SWalker on April 29, 2012 at 12:33 PM

A friend of mine was in “Special Forces” and told us that
when Bush was president they had Osama in their cross hairs
multiple times and he would not give the kill order. They were told to stand down. This, presumably,
because to do so at that time would have riled up the opposition.
This was at the height of the conflict.

Now that many leaders of the opposition are either deceased or
captured and the length of the war has resulted in lost enthusiasm
on both sides, the death of Osama was seen as invevitable at some
point. Perhaps some even saw the death of Osama as the beginning of the end of the war.

My personal opinion is that someone on the “outside” found out
that the government knew where Osama was and Obama was caught
between “a rock and a hard place”. He gave the order because
he knew the leak would hit him hard if he did nothing. He would be
perceived further as a weakling – and after that whimpy pitch
at the opening game and the photo of him on the bicycle looking
like a complete dork this would not do him well politically.

I also feel that Obama would put the life of any muslim
over the life of any American. And he puts his political life
above everything. He is a narcisstic personality and that is
how they roll.

This is only a “gutsy” call for people who would think of “getting” Bin Laden as a political act- not a strategic one.

Book on April 29, 2012 at 11:27 AM

The ‘political’ risk is trivial. The muslim vote in America, and the very far proggie left that is allied with radical islam were taken aback by the killing of OBL. That vote however has nowhere else to go.

‘Gutsy call’ talk is nonsense, in a strategic sense, a tactical sense, a political sense, and any other sense you can think of.

I disagree, Obama has proven time and time again that the decision he is most capable of making is.. To not make a decision, His entire time in the Senate he consistently voted “Present”.

You are very much correct in one of your observations. Bill Clinton was mocked mercilessly over his failure to get Bin Laden, in this case what seems clear is that Leon Panetta and Hillary Clinton were taking action to “clear” the Clinton name/legacy as it were. The decision was no doubt made for Bill’s vindication.

Ever hear the phrase “to eliminate the enemy, cut off the head of the snake”?

I would submit that under President Bush’s direction/leadership, our men and women in uniform literally did ALL THE HARD AND HEROIC WORK to eliminate the majority of the evil Taliban and al-Qaeda empire (90% of the body of the snake). By the time Obama got around to his braggardly claimed accomplishment, the only thing left was a mostly worthless, (and spineless), head of the snake.

The successful mission was accomplished by our brave hero’s in the field of action and not any politician in Washington.

Electrongod on April 29, 2012 at 11:31 AM

What he did that was gutsy was to respect the wishes of Mohammed Atta, the head of the hijackers. bin Laden desperately wanted the attacks to happen on Clinton’s Watch, but Atta told him they needed a lot more time to train.

bin Laden gave him the extra time. Obviously the extra training worked.

All just media-fabrications.

Remember at the beginning of O’s presidency when pirates kidnapped an American captain and held him hostage for days on a small raft?

There was an early opportunity for SEALS to take them out but O didn’t have the b*lls, uh er “guts” to give the order.

So that captain was held for days until finally the SEALS decided to blow the pirates heads off.

Obama said only if the captain is in real danger which he was the whole time–but it was the SEALS who finally decided when to act, because Obama was foot dragging.

I bet it was the SAME thing with Bin Laden.
Everyone was ready to go and Obama had to think about it for 16 hours. The SEALS know the facts, the military knows there is nothing gutsy about Obama. Lots of people know.

over the life of any American
. And he puts his political life
above everything. He is a narcisstic personality and that is
how they roll.

Know what the real controversy is? Was Obama on the front nine or the back nine when he made that “gutsy” call. Hell, Obama votes “present” when he has to decide on whether to use a nine iron or a pitching wedge . . .

Give Obama his due. One of his few accomplishments

Granted he as just reluctantly following Bush’s effective war plans

What I do find offensive is his berating Romney that he wouldn’t have pulled the trigger

Most people see beyond the facade and look at obambi’s lacking foriegn policy program

Stray Cat on April 29, 2012 at 2:28 PM

Most of the posters on hot air-including me-want to get rid of Obama for a variety of reasons.

However I have to say as far as killing terrorists he has been more Bushlike than Bush.

Part of the reason is the drone program is more advanced than it was before Bush left office.

However Obama has not hesitated to kill them.

I would have thought before he was elected that he would be soft on this aspect.

We still need to get rid of him because he is destroying our country in many other ways but I hope when Romney takes office he continues with the Obama kill terrorists with drone program.

gerrym51 on April 29, 2012 at 2:32 PM

Barack Obama is the President who killed Osama bin Laden. And that’s certainly true;

No it isn’t. He’s the butt nugget that was sitting in the chair and gave the go ahead. Not a gutsy move, not a brave move. It was headed in that direction anyway, it wouldn’t have mattered if McCain, Pelosi, Reid, or Jesus himself were sitting in that spot, the same outcome would have been more than a safe bet for myriad reasons.

He doesn’t get any credit. Our armed forces and intelligence organizations do. Screw him. As I said before, unless someone comes up with a non-photoshopped picture of him hopping out of the helo with his M-16 blazing and popping al-quaeda heads, he gets ZERO credit.

Obama is worse than a zero, he’s a complete negative.

I wouldn’t mind this ball-spiking if O could somehow manage to be gracious and give all the credit to every single member of our military that was/is involved in this war. Obama had the easy part. Gutsy? Give me a break…

lynncgb on April 29, 2012 at 2:44 PM

And had the mission gone wrong, McRaven surely would have been thrown under the bus.

Are we sure about that? For some historical perspective, one has to look back on Operation Eagle Claw that failed at Desert One airstrip in Iran during the Carter administration. Mr. Carter assumed full responsibility for that mission failure, a failure that spawned our current level of special operations forces capability, task organization and, most importantly, airlift capability. I think that if Mr. Carter can accept some responsibility for the failure, that Mr. Obama, in this age, can accept some responsibility for the mission success. That’s the privilege (and curse) of being president. He gets to claim responsibility for successes that aren’t fully his, but also he bears responsibility for losses that also aren’t fully his. Now, how he and his staff interpret that success and portray it to the public is up to them, of course. 2c

ted c on April 29, 2012 at 2:44 PM

Obama couldn’t have escaped the failure, even if this was some sort of attempt to make McRaven a fall guy. Ask Jimmy Carter how well that worked with Operation Eagle Claw in April 1980, 32 years ago, almost to the day, or for that matter

I see Ed already addressed this. My bad for not fully reading the post, but we’re on the same page.

ted c on April 29, 2012 at 2:48 PM

Well, we all know he did not hesitate to order the metaphorical hit on Zimmerman.

pat on April 29, 2012 at 2:48 PM

Was it to capture Bin Laden or to kill him?

At this level, the mission is either and the enemy gets to decide the final outcome. So, in the end, bin laden had the final card to play as to what type of mission it was. Our guys are ready to allow him to make that decision. It was a capture mission right up until the time that UBL moved towards his weapon, and he played his final card as 5.56 went through him.

pambi on April 29, 2012 at 2:58 PM

This argument is a dead-end. So what if Bin Laden was killed under Obama’s term. It means absolutely nothing because there are plenty of other unknown Bin Laden’s waiting in the wings.

The real argument against Obama is the continual dumbing down of the military with the multi-cultural BS in being more sensitive towards Muslims. And those the heap praises upon Obama for drone attacks, do you feel comfortable that he’ll continue this program if he’s elected for another four years?

Don’t forget he’s nice and comfy with the Muslim Brotherhood, bypassing Congress and giving money to the Palestinians and throwing Israel under the bus too.

KOOLAID2 on April 29, 2012 at 3:08 PM

The only ‘gutsy’ thing 0bama did is decide how much money he would have to give to his brothers in the Muslim Brotherhood to offset the death of 0sama (Whom I’m not convinced wasn’t dead 8-10 years ago, anyway) to keep their friendship.

Looks like the cost of not getting himself kicked out of the Brotherhood was 1.2 Billion taxpayer dollars, and whatever it cost in bombs, fuel and operational costs in helping the Brotherhood to overthrow the President of Egypt, who was an Ally (of sorts) to the USA.

crosshugger on April 29, 2012 at 3:16 PM

On the other hand, had Obama not made the call to conduct this mission and missed his chance at bin Laden, that would also have had large negative consequences for Obama, had that refusal gotten out, and arguably larger than a failed attempt would bring.

Bottom line.

petefrt on April 29, 2012 at 3:24 PM

Gutsy call? Only because he was afraid.

He had no choice but to make the decision he did, no President would have had any choice. He didn’t dare say no to killing OBL and to say a President Romney would have said no is willing lie, of course he would have.

And this President didn’t save GM. He saved the auto workers union, he save the AFL-CIO, he saved the SEIU, he saved every liberal voting block using the public’s money.

And GM wouldn’t have died with Romney as President, it would be better, healthier and wouldn’t be back on the same course to disaster as the unions had set the company on before.

Speakup on April 29, 2012 at 3:28 PM

I am not convinced he even made the call. He doesn’t have the spine for it. IMHO I think its more likely that Hillary and Panetta went around Zero and Jarrett and Zero is just taking credit.

THIS.

While we are at it. Give Obama credit for arming bloodthirsty crime lords on our border and the deaths of two border patrol agents. Give Obama credit for bowing to dictators and destroying our currency. Give Obama credit for alienating dozens of allies and giving away intelligence to Russia. Give Obama credit for strangling our energy supply. Give Obama credit for using a shadowy, unelected, and unaccountable bureaucracy to “crucify” American business. He can take credit for Occupiers pooping in our parks. He can have the credit for gas prices, debt,, the number of people on food stamps, and the unemployment rate. When they happen, he can also have credit for the class and race riots he has been doing his best to stir up. When the 2012 election rolls around, he can take credit for more club wielding thugs at polling stations.

Yes. Let’s give Obama some credit, where credit is due.
