DWS: Don’t ask why Senate Democrats won’t pass a budget, because that’s process

posted at 10:41 am on April 25, 2012 by Ed Morrissey

Via RCP and Twitchy, how embarrassing is it when a news anchor on any channel has to explain the conference committee process to a member of Congress?  DNC chair Debbie Wasserman Schultz (D-FL) appeared on Fox News last night with Bret Baier, who asked the simple question: why haven’t Senate Democrats passed a budget?  Wasserman Schultz wanted to gripe about the House-passed Paul Ryan budget, but when Baier asked why the Senate hadn’t passed a budget resolution in 1,092 days, Wasserman Schultz scolded him for talking about “process.”  She did try to argue at one point that Democrats have proposed a budget — the White House budget from Barack Obama — but Baier forced her to change direction when he asked why the Senate hadn’t bothered to vote on it.

Take your Dramamine before clicking the link:

This is a pretty simple “process.”  Each chamber passes a version of the budget, and it goes into conference committee.  That’s simpler in the Senate than most other legislation, since filibusters cannot be used on budgets; a simple majority is all that’s needed to pass it.  In order to get a budget into conference committee, though, both chambers have to actually pass a budget in the first place, and it’s been three years and counting since the Senate bothered to comply with the law and produce an annual budget resolution.

This is a failure of leadership.  And last night, the Democrats’ leader failed miserably to defend a three-year-plus record of cowardice on budgeting.

It is quite funny to watch DWS or any other Dem talk about a budget. Given that they have offered no alternative to the Ryan budget, and do not plan too, yet constantly poke at it.
It is like watching someone try to stand up in 20 feet of water. At best, they can tread water for a bit, but eventually, they’ll sink. Its a foregone conclusion.
I think Fox should get Conrad on BB’s show to answer.

Happy Nomad on April 25, 2012 at 11:28 AM

OK, but what on earth is Debbie trying to say? Of course, she’s in the House, and the logjam (a/k/a Harry Reid) is in the Senate, so maybe she’s just trying to say in an indirect fashion that she, like the rest of us, doesn’t know what the hell Reid’s Senate thinks it’s doing. That her party (the one she is Chairperson of) controls the Senate is probably another reason why she’s tiptoeing around the subject.

I wrote my Senator(a Democrat non-attending member of the budget committee)Why he did not attended. Answer, non, not even recognition of my E-Mail. The Dem’s answers are, 1.ignore the message. 2. then redirect the question. 3. place fault elsewhere. 4. Just lie about it.
There sole purpose is to defend the 10% party elite at all costs. In all of my life I have only seen such action in the 10% Communist Party of Russia. If they are able to continue with such deceitful actions after Novembers election, we may well see the need for a 2nd Declaration of Independence to free us from such self serving politics.

What happened to Debbie’s new look? She seems to be back to the old Medusa hair look. I’m a person with naturally curly hair, so I KNOW it is possible to control it better than she does. Perhaps they could give her some books on how laws are passed or have her watch the SchoolHouse Rock video “I’m Only a Bill” to teach her how the legislative process works since she seems clueless. She could read or watch while at the hairdresser.

Overall, though, I actually felt bad for her (a first). It’s obviously something she can’t answer and she’s got an impossible job to try to defend it and spin it.

Conflating the Ryan PASSED budget with the Obama PROPOSED budget reveals their entire hand (for those who don’t already assume te obvious).

“Having two different directions” in the form she is presenting means that we have two different directions of potential to debate about. It does not result in a passed budget in a tangible form with the force of law, so long as the proposed budget is considered the full length and breadth of their obligation to the people. Having two budget IDEAS to argue about forever relieve them of any culpability for the failures of any ACTUAL budget they might have passed in Congress.

She complains about getting bogged down in “process”. What, like voting on and passing bills? If that’s not what the Congress is there to do – VOTE ON and PASS a bill – then I have no idea what her job is supposed to be.

DWS is just another signpost on the road of our ongoing institutional decay. It’s everywhere: politics, journalism, education, business. Especially business. The former psychology and sociology majors in the HR departments run things now. Company I consult with is like a Dilbert comic come to life, with barely-conscious middle managers (one of whom admitted to me just the other day that he “doesn’t give a s***”) and a completely clue-free CEO.

Poor DWS is merely a marginally more glaring example of it. Seems like a lot of arrested development going on, like she hasn’t grown personally since getting elected to junior high student council. Same with Obama.

Where are the leaders? It’s like they all went off to Magarathea to wait out the common sense recession. We’d be better off with the dolphins running the show. Except they’ll probably leave soon too. After all, the Norks are going to test a nuke. Is there any more Vogonish country on the planet? Maybe it’ll go as well as their ICBM test did last week. BOOM! There goes Pyongyang.

I think Ed’s post yesterday ties into this post.

Say, whatever happened to “pay-go”?
posted at 12:01 pm on April 24, 2012 by Ed Morrissey

In February 2010, Barack Obama signed Pay-Go into law after it passed the Democrat-controlled House and Senate, although it took all of five days for Obama and his party to start attempting to bypass it. Two months later, the Democrat-dominated Senate, which they controlled by a 59-41 margin, failed to pass a budget resolution by the statutory deadline — and haven’t passed one since.

Take a look at this…

After years of historic deficits, this 110th Congress will commit itself to a higher standard: pay-as-you-go, no new deficit spending. Our new America will provide unlimited opportunity for future generations, not burden them with mountains of debt.

- New Speaker Nancy Pelosi, 01/04/2007

On that day, 01/04/2007, the day that Nancy Pelosi became Speaker of the House, the Total Public Debt Outstanding was: $8,670,596,242,973.04

$8.67 Trillion

Pelosi promised that “After years of historic deficits”, the Democrats who now controlled both the House and the Senate in the 110th Congress would commit themselves “to a higher standard: pay-as-you-go, no new deficit spending”.

They promised not to burden future generations “with mountains of debt”.

Budgeting and spending have been under majority-Democrat control since January 4, 2007. Since then, the Democrats have burdened future generations “with mountains of debt”.

The Total Public Debt Outstanding is now over $15.62 Trillion.

In mere days from now, the total national debt will exceed $15.67 Trillion, and the Democrats will have increased the total national debt by over $7 Trillion dollars since they took majority control and promised “no new deficit spending”.

ITguy on April 25, 2012 at 12:32 PM

Even if you switch from looking at the data from Pelosi’s first day as Speaker to the first day of her first Fiscal Year budget, September 1, 2007, the numbers aren’t good.

Wolfmoon on April 25, 2012 at 12:34 PM

Republican majority spending in FY 2002 – 2007 added a total of $3.2 Trillion to the total national debt over the course of 6 years.

Democrat majority spending in FY 2008 – first half FY 2012 has already added over $6.5 Trillion to the total national debt over the course of 4.5 years.

Thats the facts.

In only 3/4 the time, the Democrat majorities have already added more than twice as much new debt.

FY 2002 – 2007 Republicans: $3.2 Trillion new debt in 6 years
FY 2008 – 2012 Democrats: over $6.5 Trillion new debt in just 4.5 years

Those Republicans are pretty rotten. Obama has provided proposal after proposal and the Republicans in the house haven’t even voted on it because they won’t make the Senate Democrats let them. Evil. Puppies-strapped-to-the-roofs-of-moving-cars evil.

Wasserman Schultz wanted to gripe about the House-passed Paul Ryan budget, but when Baier asked why the Senate hadn’t passed a budget resolution in 1,092 days, Wasserman Schultz scolded him for talking about “process.”

Pursuant to the Congressional Budget and Impoundment Control Act of 1974:

TITLE III-CONGRESSIONAL BUDGET PROCESS TIMETABLE

SEC. 300. The timetable with respect to the congressional budget
process for any fiscal year is as follows:

On or before:

First Monday in February: President submits his budget.

February 15: CBO submits report to Budget Committees.

February 25: Committees submit views and estimates to Budget Committees.

April 1: Senate Budget Committee reports concurrent resolution on the budget.

April 15: Congress completes action on concurrent resolution on the budget and is required to adopt a budget resolution.

May 15: Annual appropriation bills may be considered in the House.

June 10: House Appropriations Committee reports last annual appropriation bill.

June 15: Congress completes action on reconciliation legislation.

June 30: House completes action on annual appropriation bills.

October 1: Fiscal year begins.

The above can be found on page 513. http://www.gpoaccess.gov/riddick/502-642.pdf

The ONLY process that should concern DebbieDunce is whatever her hairdresser is using on her hair. The budget is not a “process.” There are deadlines prescribed BY LAW.

CurtZHP on April 25, 2012 at 1:20 PM

What was interesting was Bret asking Debbie about what Obama did for young voters. She mentioned increased funding to colleges and universities. So, if the colleges received more money from Obama, why are children borrowing more money today than previous years. Maybe the GOP should capitalize on the fact that the money spent wasn’t for the students, as tuition costs still rose 9% after the money was distributed. The money went to unions and liberal professors who do nothing to help the student’s tuition. Instead of focusing on 3% (the increase in loan interest), maybe they should run on lowering the amount students need to borrow, which will surely outweigh the added cost of the interest rate hike. They can also demonstrate how the whole “for the children” BS doesn’t wash with reality.

Well, Obama’s grandfather was a polygamist. His father was already married when he “married” Obama’s mom, which makes Dad a bigamist and Obama a momzer. But we’ll ignore all that, I guess because “those people” just do those sorts of things.

Eric Cantor’s Hedge Fund Tax Giveway to the upper 1% is also not a Jobs Bill. Kapish??

Uppereastside on April 25, 2012 at 11:57 AM

there is no such thing as a “jobs bill”. the gov’t does not create jobs (other than gov’t jobs, of which we have far, far too many). Instead, the gov’t can help create conditions that allow the economy to grow.

So the house has done that – the Ryan Plan. So your idiotic democrat approved talking points are non-starters.

Not only have the dems not passed any “jobs bill”, but everything they propose and/or vote for kills jobs. they pass “anti-jobs bills”

they could allow for drilling, the keystone pipeline, and many other things your heroes refuse to do. So they purposefully kill jobs.

Monkeytoe on April 25, 2012 at 1:45 PM

What about it? The GOP was too wimpy to fight the good fight 4 years ago, and now that they’ve allegedly nominated yet another seriously flawed wimp of a candidate, what’s next? Are you going to re-write history like Leftists are wont to do?

You’re in troll territory now. Look, I don’t like Romney either (I voted Newt), but he’s going to be the GOP nominee. Either get on board or vote for someone else. It’s too late for this kind of garbage. We’ll find out soon enough if he’s willing to fight Obama hard.

Gladtobehere on April 25, 2012 at 1:45 PM

Or, remember Obama’s “shovel ready” jobs? How’d that work out? How many jobs were “created or saved” per million dollars of tax-money spent?

Obama is the most incompetent, ignorant, partisan, arrogant, and over-promoted person to ever be president. He is a mess. I don’t think he even has an average IQ, let alone above-average intelligence. I’ve seen nothing from him that indicates he understands economics, math, history, or any other subject.

Debbie Rottweiler Schultz:

Get some braces on your teeth. They make clear braces now that are hardly noticeable. Your snaggle-toothed smile is not cute, and when you talk, you always sound like your mouth is full of oatmeal.

And lose the perm. That style wasn’t becoming in the 1970s and it still isn’t.

And train your voice so you’re not talking through your nose.

And train your brain so you’re not talking out your Arsch.

Yeah, DWS, it’s processes like slacking, obstinacy, majority leadership provided by Harry Reidiculous, disobeying the law and the Senate just not doing it’s job.

And yes, DWS was one of the 414 “Nay” votes turning down Osquanderer’s budget. Interesting to note that among the abstainers from voting were Charlie Rangel and the Jr. Rev Jackson from IL.

Best DWS name parody I’ve seen yet–from Lloyd Christmis on Twitter via twitchy.com:
