Biden: Hey, how about a global minimum tax? Update: Romney attacks

Drudge is having fun with this but I think there’s less to it than meets the eye. Is Crazy Joe really calling for some sort of new global tax authority right before a presidential election, knowing that the GOP can exploit that in its campaign messaging in a thousand different ways? He is kind of a moron, but he’s not that much of a moron. Remember, the “global minimum tax” has come up before: Last month Gene Sperling, the director of O’s National Economic Council, mentioned it and it sent a shiver through the righty blogosphere then, too. But they’re not talking about creating some sort of new tax agency here. They’re talking about tweaking the U.S. tax code so that American companies have less incentive to outsource. Said a White House official of Sperling’s remarks at the time, “He was referring to our proposal in the Blueprint for an America Built to Last that removes tax incentives for companies that ship jobs overseas.” Here’s the relevant section from the White House fact sheet:

At the same time as the President is calling for immediate enactment of this plan, he is also pushing forward on a framework for corporate tax reform that would encourage even greater investment in the United States, while eliminating tax advantages for outsourcing. This framework will include:

o Making companies pay a minimum tax for profits and jobs overseas and investing the savings in cutting taxes here at home, especially for manufacturing: The President is proposing to eliminate tax incentives to ship jobs offshore by ensuring that all American companies pay a minimum tax on their overseas profits, preventing other countries from attracting American business through unusually low tax rates. The savings would be invested in cutting taxes here at home, especially for manufacturing.

There’s no foreign agency involved. It’s just a new tool for the IRS to reach an American company’s profits no matter where in the world they might be invested. In theory, that’ll eliminate the competitive advantage other nations have over the U.S. by undercutting our corporate tax rates. In practice, it could lead to more American corporations being sold to foreign investors: Because the U.S. only taxes the profits of U.S. companies, one way to dodge the new “global minimum tax” would be to invite a takeover by a foreign company. Which, depending upon how high the new minimum tax is and how many companies flee, could mean less overall tax revenue than before. But then, what’s another $100 billion in the hole when you’re already running deficits in the trillions? Click the image to watch.

“Raising taxes on American job creators is apparently not enough to satisfy President’s Obama’s trillion-dollar spending addiction. Instead of promoting pro-growth tax policies that provide businesses with the economic freedom to grow and prosper, he is backing a ‘global tax’ that would harm American competitiveness,” Romney said in a statement released by the campaign. “My plan to reform the tax code by cutting rates and encouraging reinvestment here in America is the right way to jumpstart an economic recovery and create new American jobs.”

He’s betting that tax cuts, by attracting more business, would actually end up raising more revenue for Treasury than the “global minimum tax” would. Belated exit question: How bad does the White House have to be at “branding” to have approved a term like “global minimum tax”? Good lord. Hire a professional, guys.

BTW, this is a bit OT, but Obama came out with some sort of I’m getting tough on Iran sanctions and I’m going to cut off oil supply policy today. Now that would be all fine and dandy if he announced he was going to simultaneously increase our domestic production on federal lands. But noooooooooh, not only has he not done that (he’s cut production by something like 16%), he’s going around demonizing the oil companies, promising to tax them more which would make gas even more expensive (if he were able to get this idiotic plan through Congress which he can’t – at least not now with the GOP controlling the House).

So once again we’re back to asking: Is he a freaking moron, or acting willfully and malevolently to destroy our economy?

I like how Allah found a way around this tax in about 5 minutes.

That’s the thing about government officials (both sides of the aisle), they always think they are the smartest people on the planet. So they come up with these brilliant ideas where they think they have the corporations by the tail. Then, the much smarter men at these corporations, namely tax lawyers who sit around all day doing nothing but thinking of ways to pay as little tax as possible, come up with a way around it. And in the end the oh so smart government officials can’t for the life of them figure out why their brilliant new tax scheme didn’t generate the revenue that they calculated when they thought it up.

They really can’t understand the old saying that the simplest plans are the best plans. No more deductions and loopholes, everyone pays X%. Period. End of story. Have a lovely day.

But then, what would these Congressman use to repay their campaign donors if they couldnt work the tax code? Pay no attention to the lobbyist behind the curtain!

The notion behind a global tax is to simply try to prevent companies from fleeing high US tax rates by increasing taxes everywhere else, too.

Socialists can not succeed on the merits of their programs so they must either keep the population and business captive, preventing them from moving (Berlin Wall, Iron Curtain, etc) or they attempt to export their policies globally so one can not flee them.

Someone tell Biden to shove it where the sun don’t shine and work on making the US more competitive. If they LOWERED tax rates, their revenues would increase and fewer companies would flee.

In fact, now is a great opportunity. China is now making foreign companies pay the same taxes as Chinese companies. If the US undercut China’s tax rates, many companies who have migrated operations to China might come home. Oh, and reduce the tax for repatriating capital from 35% to something closer to 10%.

I thought the Global Minimum Tax sounded familiar. Here’s a link going back to February starring his Economic Adviser Gene Sperling:

“He supports corporate tax reform that would reduce expenditures and loopholes, lower rates for people investing and creating jobs in the U.S., due so further for manufacturing, and that we need to, as we have the Buffett Rule and the individual tax reform, we need a global minimum tax so that people have the assurance that nobody is escaping doing their fair share as part of a race to the bottom or having our tax code actually subsidized and facilitate people moving their funds to tax havens,” Sperling said.

The White House adviser then said that more details would be forthcoming, though “not in gory detail.”

“But we will say more, perhaps not in gory detail, but in more detail, before the end of the month. And in terms of the revenues, the president is looking for shared sacrifice. This budget is a Democratic budget that has savings in Medicaid, it has savings from new beneficiaries, Medicare in 2017, it has agriculture civilian retirement savings. It has a lot of very tough choices.”

National Economic Council director Gene Sperling’s comments that a “global minimum tax” is necessary to curb outsourcing have caused a stir in the blogosphere — but White House officials say there’s no United Nations-imposed duty in the works.

“He was referring to our proposal in the Blueprint for an American Built to Last that removes tax incentives for companies that ship jobs overseas,” a White House official said.

Called the international minimum tax, the White House proposal aims “to eliminate tax incentives to ship jobs offshore by ensuring that all American companies pay a minimum tax on their overseas profits, preventing other countries from attracting American business through unusually low tax rates.” Essentially, it’s a domestic tax mechanism that would ensure American companies pay taxes on their overseas profits.
