Video: Florida woman tasered by cop now brain dead after collapsing onto concrete

In the annals of obligatory HA posts, there may be none so obligatory as this. The suspect was arrested for leaving the scene of two traffic accidents; when they caught her, she had a suspended license and was high on cocaine and oxycodone. They put her in the squad car and then

While she sat in the back of his cruiser, Maudsley removed her right hand from the handcuffs, the report said. When Cole opened the door to take her out, she told him, “I took this off.”

Maudsley was placed back in handcuffs and Cole took her into the substation, according to the report. As he worked on paperwork in a conference room, he sensed that Maudsley was moving, turned, and saw her at the main exit. He asked where she was going and got up from his seat before she ran out the door.

In an interview with investigators, Cole said he saw Maudsley turning in the direction of U.S. 19 after she exited the substation.

“If she makes it there, you know, there’s no winning,” the report quoted him saying. “I can’t let her get out and get run over,” he later said.

Cole ran after her, nearly caught up to her in front of the police station — and then pulled his taser and fired. She fell, smashed her head on the concrete, and now she’s in a vegetative state. The verdict of the Florida Department of Law Enforcement on his taser use: Justified.

FHP policy allows troopers to use Tasers when it “reasonably appears necessary to control non-compliant individuals who have escalated their level of resistance from passive physical resistance to active physical resistance (i.e.: bracing, tensing, pushing, or pulling).”

The policy goes on to say it must be apparent the detained person has the ability to physically threaten others or is trying to flee or escape. It also notes that Tasers shouldn’t be used on someone who is handcuffed, but says there still could be times when even that is justifiable.

“The Florida Department of Law Enforcement conducted an independent review,” Sgt. Steve Gaskins, a spokesman, said Friday. “FDLE’s investigation found the trooper’s actions were legal and within the scope of his duties.”

Follow that last link and read about the numerous ways in which they failed to restrain her properly. They cuffed her in front instead of in back, making her a threat to swipe at a cop’s gun if she got within arm’s distance, and they didn’t cuff her to the chair when they were processing her. Then watch the dashboard video of what happened in the second clip below. To my eye it looks like the cop is literally within about a foot of her as they enter the frame, but he’s already got his taser out and appears to be slowing up, having presumably decided to just zap her and be done with it. I’m not convinced he couldn’t have caught her if he had been running at full speed; on the contrary, it looks like he decided he didn’t need to run because he had the stun gun on his hip to slow her down. That’s the taser debate in microcosm: Should cops use it only as a nonlethal last resort against suspects who are violently resisting or should they use it to subdue suspects who are momentarily out of their control for whatever reason? Exit question: If he was afraid she’d run into traffic on the highway, how come he didn’t chase her to the edge of the highway and then, if he still couldn’t catch her, zap her there?

Looks to me like he could have just reached out a grabbed her, but that the guy wanted an excuse to use his taser. Even though exonerated, this cop made so many mistakes in such a short time he should never be put back on the streets.

If you can’t catch yourself while falling because your hands are cuffed (and your cop is unwilling to catch you), then this is going to happen.

I was at a party once where a girl jumped up on a guys shoulders and slipped off, hitting her head on a concrete floor—it sounded like a bowling ball hit the floor.

I think the cop did the wrong thing by tasering this girl, for pete’s sake catch her, man.

Look, if the cops have figured out how to spin out a car from the rear with that one wipeout maneuver you see them doing, then surely homeboy could’ve clipped druggie girl with a kick of her heel, that is, if he could’ve kept up with her. He’s using force to make up for his lack of acceleration and pursuit. He ought to be tested to see if he can meet PD standards for pursuit of a fleeing subject. BTW, you cannot run as fast with your hands tied since you can’t swing your arms–that’s a fact. Thus, homeboy, despite his chubbiness, was already at an advantage over homegirl since he cuffed her already. Had he done right and cuffed her from behind, she’d have been moving slower and he could’ve got the drop on her a bit more.

Seriously, this is sloppy police work. The cop should have secured her properly. That he didn’t contributed to her current state. He should be held liable, but of course he will not. He is, after all, a cop, and they never do anything worthy of punishment – even when they do something that would get you or I tasered into a vegetative state.

Kinda like the cops in Glenpool, OK who shot a 17-year old kid 20 times for the crime of panicking and trying to escape in a stolen truck. He was trapped, boxed in, and had no out…but when he shfted into reverse, one of the cops jumped into his path (all 8 feet of it) and started ejaculating shooting. DA said? “It’s okay, folks – the b*tch had it coming.”

This is absolutely sickening.

I’m gonna’ wander outside the predicted three points of view and say this:

She “was high on cocaine and oxycodone” and hit her head from an “unconscious fall” onto a concrete roadway (the sound of which can even be heard in this brief video, so the impact suggested by that was certainly far more profound in reality), and THUS, these circumstances contributed greatly to her demise.

Law enforcement will always do what is necessary to avoid hand-to-hand contact — you take your chances when you flee and especially when you’re under the influence as this woman was.

On second thought, maybe this places me in the “she had it coming” category.

Well, if she were your daughter, I suppose you’d feel differently. There can be no doubt that despite his benign intentions, this officer was grossly incompetent. People aren’t supposed to be able to slip out of the handcuffs or make it to the door of the station. If I were the parents, I would be lawyering up even as we speak. The department may have found the officer justified in his actions, but I’ll betcha a jury won’t.

I take it you didn’t bother to follow the link and read the story. FHP policy allows the use of Tasers on fleeing suspects and on handcuffed prisoners in certain situations. He didn’t cross any lines.

Maybe the policy needs to be reviewed and changed, but it doesn’t make this incident a crime.

Police BRUTALITY in America is the WORST in all of the peaceful regions in the world. Prisons overcrowded, people locked in insanity inducing isolation for years.
COPS in America kill thousands of people each year, they are the judge/jurory and executioners. If you listen to the evening news in big cities like Atlanta, on a daily basis everyday a cop kills at least 5 people.
In this country if you so much as get a disorderly conduct charge on your record, you are immediately ruled out of 99% of all jobs because of background check.
There is no compassion, there is now forgiveness, its all about whose ox is being gored. But lets all remember, an eye for an eye leaves us all blind. Let’s have a little compassion.

Officer screws up, florida tax payers pay. Nothing happens to the cop who was to lazy to chase her and it looks like to out of shape. Let me remind you he improperly secured her in the first place.

I take it you didn’t bother to follow the link and read the story. FHP policy allows the use of Tasers on fleeing suspects and on handcuffed prisoners in certain situations. He didn’t cross any lines.

The loss of life is unfortunate, but lost is the fact that is the young woman was not high, was not running from the police – such incident never would have happened.

Continuing downgrade of personal responsibility.

Who’s to say the coke didn’t kill her?

Yes, the police work was sloppy – but this situation never would have occurred if the young woman was not doing what she was doing, period.

A 10 second video always shows the whole event and no context is needed. Not needed is the video and audio from the hour before and the escapes attempts the cries to have the cuffs in the front because they hurt and of course all the anti-cop curses.

She lost.

Yes the officer didn’t do things right.

Once arrested the civil thing to do is go through the process since, when you run, you take your life in your hands.

The police should be required to put padded helmets on suspects as well as kneepads when they are taken into custody, and to keep them away from hot coffee cause they might burn themselves. /

Wow. Cops investigate cops and find that cops did nothing wrong. I’m amazed.

I don’t think I can stomach the thread this time. With the inevitable hundreds of comments defending the cop, talking about the “junkie” or “druggie” and how she “deserved what she got.” The sight of that hulking cop using a potentially lethal (actually it was definitely lethal this time) weapon on a girl that looks to be about 100lbs soaking wet, simply because he doesn’t want to break a sweat literally turns my stomach. That and the knowledge that a sizable portion of my fellow citizens will watch the video and find nothing wrong with it.

(And let me pre-empt any cries of “He had to for his own safety, she could have been dangerous!” Do read the portion of the article AP references about how they never bothered to properly secure her. It’s almost like they didn’t consider a drug-addled 100 lb woman to be a realistic threat to a bunch of armed cops.)
