Senate Budget Chairman Kent Conrad: We’ve had a budget in place for this year and next

posted at 12:45 pm on February 20, 2012 by Tina Korbe

This is curious because, before Senate Majority Leader Harry Reid said he had no intention of bringing a budget to the floor this year, Senate Budget Chairman Kent Conrad signaled that he did intend to produce a budget. Now, he says Democrats have had a budget in place for this year and next — but he also says he still plans to bring forth a different, 10-year fiscal plan. If the Senate has a budget in place, why make his committee go to the trouble to produce another, purely extraneous plan? Could it be that he and his Democratic colleagues are the folks who suffer from “convenient amnesia“?

Chairman of the Senate Budget Committee Kent Conrad (D-N.D.) accused his Republican colleagues of having “convenient amnesia” when claiming that the Senate has not passed budget in over 1,000 days.

“Our friends have convenient amnesia. It’s good talking points, but the fact is we have a budget in place for this year and next. We have ten years of spending caps and a special committee was given the opportunity to deal with entitlements and revenue without the threat of filibuster,” said Conrad on MSNBC’s “Morning Joe” on Monday. …

Conrad argued Monday though that the Budget Control Act, which was passed last August, is in “many ways stronger” than a budget resolution.

“I’m most disturbed when my colleagues slip into the political in order to mislead people that there’s no plan in place, that nothing has been done to limit spending, because it’s just not true,” Conrad said.

We’ve been over this before. The Budget Control Act is not a budget. Yes, it created 10 years of spending caps, but those apply solely to discretionary spending — and the main culprit for our out-of-control debt is mandatory spending (entitlements!). But, but — the BCA created the Super Committee, which did have a chance to tackle entitlements, you say? Well, did it? Did the Super Committee tackle entitlements? No. In what world is the creation of a committee the same as the construction of a sound money-management plan? Only in Congress.

A budget would at least force Congress to either (a) create an actual plan for entitlement reform or (b) admit they don’t have a plan for entitlement reform and want to leave Social Security, Medicare and Medicaid alone to go belly-up at the appointed time. Whatever Conrad says, his actions speak louder. That he still sees a need to craft a long-term fiscal plan tells us all we need to know: The Senate hasn’t passed a budget (a.k.a. “a long-term fiscal plan”) — and Conrad knows it.

What’s convenient is the need of the Democrats to have anything they can call a “budget” because they know they look like a profligate bunch of losers for not passing a REAL budget in over 1000 days!

This is the same kind of political spin that the President tried to use with his so-called HHS Mandate “compromise”….this administration and the Democrats in Congress have utter contempt for the intelligence of the American people. They simply think we are too stupid or too lazy to figure out they are full of $h1t….

Strange … if you go to barky’s shining accomplishment consolidated website FDsys, the “Budget of the United States Government” is defined as the pResident’s budget as issued by the OMB. No mention anywhere of what passed the House and Senate anywhere on the website that I could find.

Am I missing something here? Why would FDsys not mention that a budget hasn’t been passed in the Senate for 3 years?

Lost in Jersey on February 20, 2012 at 12:58 PM

What I think he’s saying is that the Democrats have created a shadow government that provides the functions of a budget (in line with the policies and goals of the Democrats and their constituencies, of course) without all that pesky democracy and voting and serving the Will Of The People crap that they usually have to put up with. They have essentially circumvented the laws and Constitution in order to avoid having to justify their actions or be questioned or subject to oversight in any way.

And why should they change? The press, the courts, the Republicans, and the voters are letting them get away with it.

The lying out of the pieholes of the dems is so transparent and bald-faced, these days, that there is no comparison for it. This is, of course, just the dems trying to catch up with their Indonesian, who has been telling the worst, most transparent, most ridiculous lies since he first slimed into office. The rest of the dems saw how Barky was getting away with murder and they decideed to jump on that train, too. No lie is to big or too stupid for a dem. Just say it and repeat.

As was warned in the beginning with the ineligible little jakarta street kid, irreparable damage has been done. This sort of total insanity and a clear detachment from any reality can’t be put back in the tube.

Ryan should declare an Emergency press conference and declare Kent withdraw the statements or produce a congressional-certified budget document that meets the requirements of existing law.

HopeHeFails on February 20, 2012 at 1:12 PM

Another thing Conrad said in that interview is they sought balance in the Budget Control Act and that tax increases are built in and a part of existing law already.

Conrad also got the same mortgage deal from Countrywide as the average Joe.

bflat879 on February 20, 2012 at 1:02 PM

Even if the Republican leadership tried to do anything, the press would still lie about it-a la standing up for religious liberty means the Republican party wants to ban contraception. The chylon I saw running across the TV screen while at the gym said that Democrats walked out of the Congressional hearing because the Republicans were treating women unfairly.

According to the press, we have a budget, it’s wonderful, we’re cutting spending right and left, and as long as those evil millionaires pay their share, Medicare and Social Security will never run out of money. The media wouldn’t lie, would they?

GRRRRRRRRR!!!!! I am SOOOOO angry about this!!!!

KMC1 on February 20, 2012 at 2:06 PM

I don’t think you can really put this on the Repubs to spread the message. Mitt tried to take Obama to task for the “GM bailout” and the press and talking heads came with “how dare you”s.

That’s right, you can’t criticize the seizure of a private company to strip the capital split it with your union cronies and then discard the husk to fall into bankruptcy IF the volunteer propaganda corpss want to call it a “bailout” even if it involves subsidizing a car no one wants to buy.

Budgets to them must be like contingency plans in the military.

If you don’t have one (and you do for just about everything) just lie about it.

Before the media can lie to their customers they must first lie to themselves. That would take an incredible disconnect from reality, a lack of understanding of the facts, and a willful disregard of their duties as journalists.

Yep, that about covers it.
