Showdown: House GOP set to defeat Senate payroll-tax bill after Reid says he won’t negotiate further; Update: Boehner cancels House vote

No vote tonight, as it turns out. Supposedly the GOP caucus didn’t want to shoot down the Senate bill “in the dark of night,” but it may be that Boehner’s worried he might not have the votes yet to defeat Reid’s bill if he brought it to the floor. He claims that he does but Democrats think otherwise. Or maybe the strategy is to simply buy a little more time for negotiations with Reid? Not sure that’ll work: As of a few hours ago, Reid was saying that he’d said all he had to say:

Previously, Boehner had asked Reid and Senate Minority Leader Mitch McConnell (R-Ky.) to devise a deal on the bill, and Reid suggested that the bill’s failure in the House was a product of Boehner’s failed leadership.

“Senator McConnell and I negotiated a compromise at Speaker Boehner’s request. I will not re-open negotiations until the House follows through and passes this agreement that was negotiated by Republican leaders, and supported by 90 percent of the Senate,” Reid said. “This is a question of whether the House of Representatives will be able to fulfill the basic legislative function of passing an overwhelmingly bipartisan agreement, in order to protect the economic security of millions of middle-class Americans. Democratic and Republican leaders negotiated a compromise and Speaker Boehner should not walk away from it, putting middle-class families at risk of a thousand-dollar tax hike just because a few angry Tea Partiers raised their voices to the Speaker.”

Reid says he’s happy to negotiate on a one-year payroll-tax holiday — but only after the two-month temporary extension, which by the way is unworkable, passes the House. Pelosi’s balking too, vowing not to appoint any Democrats to any House/Senate conference committee that would attempt to merge the two chambers’ bills. Presumably they think Boehner doesn’t have the votes and by walking away now they can pressure him to pass the Senate bill over conservatives’ objections. Question: How exactly did it come to be that McConnell got most of the GOP caucus in the Senate to sign onto a bill that Boehner later felt free to renege on? Did McConnell negotiate the two-month extension on his own, before clearing it with Boehner, or did Boehner sign off on it and then get cold feet when House Republicans started pounding the table? This is a strange predicament, with Reid waving around a bill that got 89 votes in the upper chamber.

Update: Change of plans: The House vote hasn’t been postponed until tomorrow, it’s been canceled entirely.

House Republicans will prevent a vote on a Senate plan favored by Democrats and Senate Republicans to extend the payroll tax cut for two months, House Minority Leader Nancy Pelosi, D-California, said Monday night.

GOP aides told CNN that the vote expected to take place Tuesday morning would likely be scrapped to avoid having House Republicans oppose a tax break for working Americans.

So, new theory then: Boehner does have the votes and … is afraid to use them because he thinks Democrats will surely win the messaging war if the Senate bill is defeated and a stalemate results. Somehow they need to vote the Senate bill down without, er, actually voting it down. How to do that? Roll Call:

[L]eadership indicated to Members they would look to provide them with a way to cast a yes vote Tuesday and not force them to vote against the bipartisan deal. Although at press time it was unclear what that meant, leaders were reportedly discussing using an unorthodox procedure in which they forgo the normal vote of disapproval of the Senate deal and simply consider a vote to appoint conferees as counting as disapproval, aides said.

Additionally, Republicans were expected to vote on a majority resolution that will be offered after the procedural votes are completed.

That resolution, worded in harshly partisan language, is nothing more than a reiteration of the bill the House passed last week that the Senate changed.

In other words, instead of killing the Senate bill, they’ll simply reiterate their approval of the yearlong payroll-tax holiday they’ve already passed so that they technically can’t be accused of blocking a tax cut. Okay. Now what?

I think it’s time for Boehner to grow a spine. Call Marco Rubio and get some messaging lessons and send this back to the do nothing Democrats in the senate. It’s also time for the Republican leadership, in the Senate, to provide some help for this. I can’t stand the Democrats, and the way they play politics, but I can’t imagine them playing this sort of game with the Republicans in charge.

The fact is the Senate Democrats are flat-out bluffing. The Repubicans were foolish enough to give them an out, rather than fight for the House bill, but they will not look good if the House tells the world they have all of this stuff set up because the Senate refuses to pass a budget and, since the Senate won’t do their job, they want to kick the can down the road.

I believe that, if they do the right thing, the country will support them. I’m sure our illustrious free press won’t be on their side, but they’re on Obama’s side and his polls are in the tank, so I don’t believe we need them.

The GOP Conference told Boehner they wanted a better bill but it seems they failed to fully consider how he would go about doing this. At this point, it seems using the unorthodox procedure would be the best way to proceed. Force Reid and Pelosi to appoint conferees by placing pressure on Obama to call them back. If Obama wants this bill, he will fight for it.

I fear the Dems might be trying to convert SS into a regular entitlement program.

I know they want to extend the cuts because of the ecomony and the Holidays, but anytime in the future repubs try to reinstate it the Dems will demagogue the issue.

If these cuts continue for too long, couldn’t the Dems push to make the cuts permanent, and demand that the “rich” pay more to help fund Social Security?

Imagine Dems promising the voters a pension benefit that they don’t have to pay extra for.

i watched part of the conference on cspan. Our friend Alcee Hastings pretty much shows what the deal is…in a very colorful diatribe against Rs.

Ok, somehow Reid outfoxed Mitch by threatening to blow up the R party and shaming them for screwing the little people…so Mitch agreed, going back to John to say, this is as good as we’re going to get.

So now the R’s are responsible for a 2 month extenstion…and Rs are responsible for the CHAOS in the congress. They can’t do anything…not even pass a payroll tax reduction. Rs are incompetent, and are screwing up the entire country.

McConnell backed Boehner into a corner by agreeing to a deal without Boehner’s approval. The House Conference revolted over said deal, so Boehner is trying to force a compromise which will ideally yield a better deal.

Quit playing around. Defeat the bill, demand that it be sent to committee to negotiate a longer time frame and more acceptable terms. If the Democrats refuse to do that, buy up media time and run ads telling people in Democratic swing districts to demand that their people compromise in order to move forward. Beat the Democrats at their own game, and stop trying to pretend you’ll win by being “principled,” because, Boehner and co., that excuse only works when you actually are principled, rather than the that folks who try to talk tough, then fold like paper and continue to vote for these “crap sandwiches.”

It’s so easy – Boehner makes a public statement that Reid is holding up the process by not having passed a budget. Once one is passed, he’ll (Boehner) will be glad to look at any other Senate bills.

This is a question of whether the House of Representatives Senate will be able to fulfill the basic legislative function of passing an overwhelmingly bipartisan agreement a budget, in order to protect the economic security of millions of middle-class Americans the federal government.

Secondly, do you realize every major piece of legislative passed in the 112th Congress has been bipartisan? Which means Republicans *and* Democrats had to work together to pass it.

Your alternative would be what? Higher taxes across the board? Increased spending? All in the name of “true Conservatism”? Yeah. Good luck with that.

Democrats are using this “tax cut” – which it is not, because the revenue to pay for social security will have to come from somewhere else – purely as a political maneuver.
The reason that demicrats don’t want to vote to extend it for one year is so they can have it as a hot issue during the 2012 election.
If the “cut” is extended for a few moths it will have to come back up during the election cycle and be used to keep democrat seats. If the demicrats cared one lick about the American people, they would have made a balanced budget amendment priority one when they enjoyed two full years with a near super majority; which instead they passed the debacle of a healthcare bill.
The sickly GOP/RNC leadership needs a spokesman who can put the truth out there, and be seen and heard by more than the choir. What are they waiting for?

I saw Cantor on Special Report last night. I was only halfway paying attention, but he didn’t seem to do that well.

I’m still trying to figure out how Senate GOP agreed to a two-month extension. Like, Dr. K on last night’s panel put it–it’s not a tax holiday, it’s a tax weekend.

Obviously there was a communication breakdown between the House and Senate Republican leadership and also with the policy wonks who should have warned about the unworkable two-month mandate.

Someone screwed up badly. Whether it was McConnell and the Senate gang or Boehner or the policy peeps, it was a screw-up and there is no easy political way out of it. Fortunately, the election is still more than ten months away, so the effect of this misstep may not be lasting, but it is still unforgivable because completely self-inflicted.

The sad fact is the Republicans got slaughtered in 2008 due to their incompetence and their failure to actually set a goal and push for it like the Progressives have done for over 100 years. In 2010 the Tea Party and Conservatives saved their butts just to have to deal with the slaps the current Republicans can’t wait to dish out on their own base. They can’t figure out why they have a 16% approval rate yet half the congress pushes rejected progressive ideas and the other half has only one goal and that is the next election. Republicans think the way to the election is to dare the Conservatives not to vote for them while they pander to the center. There is no way the Conservatives can win the day in this country anymore and quite frankly I absolutely believe the Constitution which I hold dear will be completely and publicly shredded within the next 4 years. I no longer believe the Govt can be changed at the Ballot box, anyone that believes that the Republican Party stands for limited Constitutional Government is a fool!

This is a lot closer than you think. Especially if Holder manages to escape unscathed (as he appears to be doing). Once Holder gets out, they will know Congress is dead, and the DOJ, ATF and FBI will run loose, enforcing the Diktats.

Let Harry Reid try to explain to the public why he insists on a two-month extension only, and won’t negotiate.
