Cheney: Why didn’t Obama just destroy the drone when he had the chance?

posted at 2:35 pm on December 13, 2011 by Ed Morrissey

That’s a good question — and according to former VP Dick Cheney’s contacts, Barack Obama didn’t lack for options to keep the highly-classified drone from falling into the Iranian military’s hands. In an interview with CNN’s Erin Burnett, Cheney wonders why Obama didn’t order an air strike on the downed aircraft while he still had the chance:

“The right response to that would have been to go in immediately after it had gone down and destroy it,” he said on CNN’s “Out Front with Erin Burnett.”

Instead, Cheney said, “he asked nicely for them to return it. They aren’t gonna do that. … Or, they’ll send it back to us in pieces after they’ve gotten all the intelligence out of it they can.” …

Cheney, who served with former President George W. Bush from 2001 to 2009, said he “was told the president had three options on his desk and he rejected all of them.” The options all involved destroying the drone on the ground.

“You can do that from the air,” he said. “And, in effect, make it impossible for them to benefit from having captured that drone.”

Iran doesn’t seem inclined to even return the pieces.  Their defense minister has declared the drone “Iran’s property,” and says they won’t return it to the US — a not-unexpected answer, given the fact that we were using it to spy on them.  Thanks to Obama’s decision to leave the drone intact for the Iranians to seize, there’s little point in denying that fact.

What will the Iranians do with it?  State-run TV in Iran announced that the military plans to reverse engineer it and “mass produce” their own spy drones.  Wired finds that unlikely, even if the Russians and Chinese pitch in to help for their own commercial purposes:

In other words, the Russian, Chinese and Iranian experts will probably try to figure out the “recipe” for the RQ-170′s alloys and non-metal composites, which help minimize the drone’s radar signature, as does its bat-like shape. And that’s where reverse-engineering starts to get complicated. “Someone will figure out the [materials'] composition,” the Boeing engineer explains, “but producing them is entirely a different matter.”

For the drone vivisectionists, it only gets worse. After examining the (alleged) RQ-170′s airframe, they will likely focus on its sensors. We don’t know for sure what devices the Sentinel carries, but it could include video cameras and a ground-mapping radar. The Darpa robot designer says the RQ-170′s radar — if it carries one — could share subsystems with the radars on the latest F-22 and F-35 stealth fighters, which might give U.S. adversaries some insight into how those planes operate, too.

But the designer isn’t too worried. “Even if [the radar] showed up completely intact, they may not know how to use it because they don’t know how to use the software.”

Moreover, the software includes classified anti-tamper measures. At least, it’s supposed to, according to the Boeing engineer. “Dumbest thing in the world if it didn’t.”

Well, perhaps we have nothing to worry about — or perhaps the two nations with the most expertise in copying American military systems will find a way to duplicate that success with the RQ-170.  If so, we have given away a significant strategic and tactical advantage, apparently because the Commander in Chief refused to pull the trigger to safeguard its secrets.

Yes, fortress America. You and Pat Buchanan must be good friends. We don’t need any of those unimportant things that come to us from overseas (like oil) or any allies. Lets just defend at our borders and forget their exercise to close the straits of Hormuz. Why should we care?

SoonerMarine on December 13, 2011 at 3:55 PM

Yes, why should we care if they close the straits? They’re free to trade with whomever they wish and for whatever reason they wish; their resources do not belong to us. Most of our oil comes from North America, and most should come from within our borders. And non-interventionism is not isolationism. We’ve been interfering with Iran’s sovereignty since 1953, all due to Britain’s oil interests. Let’s go back to the roots of this country and the predominant history of our country and mind our own business.

A “suicide switch” or remote detonation would require a data link with the drone. Considering the drone went down because of a lost the data link with the drone it would seem unlikely a non functioning data link could be used to remotely destroy the drone.

Abdul Reza Shahlai is named as a high-ranking member of the Quds Force, Shakuri is supposedly Shahlai’s deputy. Shahlai was identified by the Treasury Department in 2008, during George W. Bush’s administration, as a Quds deputy commander who planned the Jan. 20, 2007, attack in Karbala, Iraq, that killed five American soldiers and wounded three others. Qasem Soleimani is supposedly a Quds commander and the other guy identified in the indictment, Hamed Abdollahi is supposed to be a Quds officer. I seem to remember reading about how Chinese techs were seen carrying all the electronics out piece by piece. And yes, they had the crew, which is all the more reason that we should have cruise missled the plane and said if the crew isn’t returned immediately, a medium sized city is next.

Sgt_H on December 13, 2011 at 3:46 PM

As wiki reminds us:

For the next 26 minutes the crew of the EP-3 carried out an emergency plan which included destroying sensitive items on board the aircraft, such as electronic equipment related to intelligence gathering, documents and data. Part of this plan involved pouring freshly brewed hot coffee into disk drives and motherboards.

-snip-

For 15 minutes after landing, the U.S. aircraft crew continued to destroy sensitive items and data on board the aircraft, as per Department of Defense protocol. They disembarked from the plane after soldiers looked through windows, pointed guns, and shouted through bullhorns. The Chinese offered them water and cigarettes.

-snip-

The Chinese military boarded the plane and thoroughly stripped and examined the aircraft’s equipment. Reliable sources have speculated that the crew were only partially successful in their destruction of the on-board data and technology, although no official information has been released.

The crashed drone has limited value to the Chinese- what’s of real value are the original schematics and detailed technology specifications for the drone’s components. And there’s little doubt that the Chinese have already acquired most of that through sophisticated hacking. Every major defense aerospace contractor has been compromised over the past 3 years- and most came to realize the breeches only after months or years after the first instance of espionage.

After all, the Chinese did not design their own stealth fighter, it’s nothing more than a rendering of American technology.

False.

About 50% comes from Canada and Mexico, and most of the rest is from OPEC.

Del Dolemonte on December 13, 2011 at 4:59 PM

Over 50% of our oil is from North America. You’re probably looking at an imports-only chart. Domestic production won’t be found in imports, silly goose.

Dante on December 13, 2011 at 5:07 PM

So, you actually believe that defense contractors keep classified information on computer systems directly connected to the internet?

Yeah, you’re credible.

AZfederalist on December 13, 2011 at 5:00 PM

Before displaying your child-like understanding of Chinese cyber-espionage, you might want to look into the reality of what’s happened over the past decade.
No, classified information is according to policy never stored on computers directly connected to the internet.

Yes, there’s a good chance the Chinese developed the technology to interfere with remote plane guidance that directed caused the crash.

bayam on December 13, 2011 at 5:12 PM

As to closing the Strait that would be an act of international terrorism that could easily lead to a worldwide depression that would make the current economic crises look like a bad cold.

Rancher on December 13, 2011 at 5:01 PM

Such is the contemporary lust to label everything terrorism. The people are being conditioned well.

Dante on December 13, 2011 at 5:14 PM

If they didn’t present the President with all options including an air strike then that’s a serious dereliction of duty in my opinion.

Yes but why do you assume they would have recommended an airstrike? Only a limited amount of technology hasn’t been compromised by private defense contractors over the past five years. After all, the Chinese are developing their own stealth fighter based on hacked US technology, unless you actually believe the Chinese are capable of designing such advanced technology on their own.

Dante on December 13, 2011 at 5:22 PM

The dumbest thing in the world is not to have self-destruct mechanisms built into the drones so that the critical electronics could be blown up by the remote operator.

slp on December 13, 2011 at 5:23 PM

Such is the contemporary lust to label everything terrorism. The people are being conditioned well.

Well good gravy what would you call closing off access to 30% of the world oil supply? Oil prices surged just at the threat of Iran conducting exercises there.

Rancher on December 13, 2011 at 5:28 PM

All of that aside (of which I agree with all), I’m secretly hoping that Iran does make an attempt to close the Straits of Hormuz. That action alone would help determine Iran’s fate, and force our hand to deal with them now while we still have a military left. Allowing that passage to close would be much worse than setting our drone free.

stacman on December 13, 2011 at 5:29 PM

I think the drone did have a self-destruct mechanism but if contact was lost or jammed it couldn’t be triggered.

He didn’t pay for it, why would he care.

deptofredundancydept on December 13, 2011 at 5:47 PM

Let me guess, Obama intentially crashed the drone himself…

residentblue on December 13, 2011 at 3:01 PM

He wanted to destroy it. He really did. He had his hand on the remote destruct trigger and everything. But his Peace Prize wouldn’t let him. You can’t destroy an unarmed drone without a civilian trial. It’s in the Geneva Convention.

Well, if it isn’t, it should be.

I’m sorry, but when did it become the world’s oil supply and not the property of the countries in which it is located? By what right does the world have claim to their oil?

That’s the way language works, words mean something. I didn’t say it was the world’s oil, I said it was a third of the world’s supply, i.e. 30% of the oil the world buys from that region, 90% of Persian Gulf oil, is shipped through the strait. What right does Iran have to disrupt shipping in international waters and preventing other countries from selling their oil? None, it would be an act of war towards Oman, the United Arab Emirates, Saudi Arabia, Qatar , Bahrain, Kuwait and Iraq.

Rancher on December 13, 2011 at 5:50 PM

Moreover, the software includes classified anti-tamper measures. At least, it’s supposed to, according to the Boeing engineer.

Heh, say, something like a virus which attacks the tamperer’s systems. :-)

1. Scaring the elderly that they may not get their social Security checks in the mail. GRRRRRRRRRRRRRRRRRRRR!!!!!!!!!!!!!!!!!!!!!!!!

2. Allowing the Iranians to steal our intelligence. Well, unfair, so at least he ASKED them ever so nicely to return it!!

Good point if true, but it’s hard to imagine that a decision like that didn’t reach the highest levels. Maybe no one reads their e-mails.
