Obama: Expect me to act unilaterally to “heal the economy”

After yesterday’s interview with Fox’s Lauren Green, I decided to take a closer look at her question for my column at The Week.  Can Obama successfully shift the 2012 election from a referendum on the economy, where he will be at a big disadvantage, to the arena of foreign policy and war?  After all, Obama has attempted to seize credit for the fall of Moammar Qaddafi, and stacked up with big wins against Osama bin Laden and Anwar al-Awlaki, this could be a promising line of campaigning.  However, I argue that even these three scores come with heavy caveats, and the rest of Obama’s foreign policy has been a mess:

First, while Obama gets credit for taking out bin Laden, voters expected an American president to take that shot if the opportunity presented itself. Obama got a momentary boost in polling from the success of the mission, but the short duration of that bump tells the story of how successful an “I Got Bin Laden” campaign strategy will be in 2012. That will also be true of the withdrawal from Iraq, which took place on George W. Bush’s timetable rather than Obama’s. The killing of Awlaki proved a lot more politically difficult, as civil libertarians on both sides of the partisan divide questioned whether Obama had overstepped the law in targeting an American citizen for a military strike, even though most Americans seemed to have no trouble with the decision.

The case of Gadhafi is even murkier. While no one will miss the brutal tyrant, we may not like what follows next, either. Already the new regime in Tripoli has announced the imposition of certain elements of Sharia law ahead of any democratic reforms, and the death of the dictator at the hands of the militia that captured him doesn’t give a lot of confidence about the discipline of the new government’s security apparatus. Thousands of shoulder-fired missiles have gone missing, and the U.S. says that terrorist groups are trying their best to get their hands on these weapons, mostly Soviet-era SA-7s that work well against civilian and military aircraft at lower altitudes. It won’t take more than one or two successful shots at American aircraft by terrorists with these weapons to remind people how the missiles got out onto the open market in the first place.

A debate on foreign policy would also inevitably return focus to Obama’s handling of the Israeli-Palestinian impasse, and that won’t be a good topic for the incumbent. Obama’s inept handling of the issue of building in Jerusalem in the early months of his presidency gave Mahmoud Abbas an excuse to bail out of direct negotiations, even though Abbas had never made the issue a deal-breaker before Obama’s intervention. The president’s demand for Israel to return to 1967 “borders” as a condition of negotiation — rather than a result of direct negotiation with the Palestinians — earned him a lecture from Benjamin Netanyahu and rebukes from Senate Democrats. Even Hamas rejected Obama’s demand (although obviously for different reasons), making Obama look foolish and unschooled on the issues.

The question may be moot anyway.  Obama seems to want to take personal ownership of the economy, in a political strategy borne out of desperation:

President Barack Obama told an audience in Nevada on Monday that he will be regularly announcing “executive actions” his administration will take to “heal the economy” without the “dysfunctional” Congress.

“I’m here to say to all of you and to say to the people of Nevada and the people of Las Vegas, we can’t wait for an increasingly dysfunctional Congress to do its job. Where they won’t act, I will,” Obama said.

“I’ve told my administration to keep looking every single day for actions we can take without Congress, steps that can save consumers money, make government more efficient and responsive, and help heal the economy. And we’re going to be announcing these executive actions on a regular basis,” the president said.

This plays well for a few moments in 2011 while raising money among the true believers.  However, what happens when Obama’s unilateral interventions don’t result in economic growth, but instead in more wasted billions of dollars for no real change in the current stagnation?  That’s exactly what will happen with the first of his interventions in the housing market, on behalf of those who failed to act responsibly in the first place:

But consider this: if you have more than 20% equity in your home, you can’t participate. If you bought smart, paid 20% or more down and didn’t pull out equity to fuel a buying binge back in 2006, there is no help here.

Like with the bailout of Wall Street firms before it, it turns out this bailout ultimately benefits those who stretched the truth and acted irresponsibly.

The only difference between Obama’s threatened unilateral actions now and his Porkulus approach in 2009 is that he doesn’t have a Democratic Congress to approve them — in large part because of the failure of Obama’s policies in 2009 and 2010.  In 2012, if Obama’s gimmicky unilateral interventions still don’t produce growth, he could personally parachute into Waziristan and capture Ayman al-Zawahiri and convert Iran’s mullahs to liberal democrats, and he still won’t escape his ownership of the economic failures of his four years in office.  This is a strategy that leaves no escape route for ownership of those failures.

There is nothing else he can do, and it plays into his own totalitarian yearning and that of his base. The “foreign policy president” tact was always a bit threadbare. But nothing he can do “unlitarally” with the economy will be widely effective or meliatory. It’s more about the illusion of “executive” authority and good intentions, accompanied by the same division and demagoguery. This is all about a pretext as he brutalizes the republican candidate and goes all-in for scorched earth.

These people aren’t imaginative, simply audacious and vicious to degrees some of us find hard to imagine.

Article 2 of the Constitution vests executive power in the president; however, it is only the power to execute the instructions of Congress, which has the exclusive power to make laws. Unilateral actions that by-pass congressional legislative power and oversight serious viloations of the Constitution and leave the president open to impeachment. Congress must reassert its Constitutional powers and obligations and rein in this petty tyrant.

Desperation is a good description of what Obama’s proposed “executive” actions amount to. Look, he and his people have to know that the economy will at best scrape along the bottom for the next 12 months (otherwise, they’d be touting patience instead of suggesting action) and that he’s better off at least appearing to try and fix it. If he had any great confidence that a turnaround was imminent then they’d be hammering the Republicans as obstructionist even more than they have been to set up the ultimate “I told you so” moment going into 2012. They know that they’re cooked the only question in at what temperature.

Not positive on this, but my understanding is that the only difference between an executive order and a law is that the next – or any future – president can abolish the executive orders of any other president. Therefore, whatever executive orders this tyrant emposes on us are guaranteed to be in force only for the span of his term in office. As Newt said in the most recent [?] debate, the first thing he would do as president would be write executive orders undoing all of Barry’s executive orders.

The problem is that the damage done in the interim by Barry’s orders can’t be undone.

A mid-course correction is desperately needed: impeachment.

The man just is not very bright, is he ? The appearance of action via the poison pill American Jobs Act strategy was wiser than this. Taking limited action that has no hope of affecting the economy, that is so small as to be negligible to the overall economy even if it COULD work, is a horrid idea. By doing so, Obama will be intentionally taking responsibility for the economy that has virtually no hope of improvement.

- He is an unreconstructed 1960s liberal, with Marxist leanings;
- He knows exactly nothing about economics or the American economy, and somehow even less about how jobs are created;
- His foreign policy instincts are to apologize on behalf of the U.S. as his first thought, and go from there;
- He is a typical liberal in that he came into office knowing zero about the military or national defense, found out that he can do pretty much anything he wants with them, and decided it’s fun to kill people he doesn’t like — he has Bush’s national defense mechanism in place but none of Bush’s personal knowledge of the military, his fighter pilot experience, or his history growing up with access to the defense community; and he is joined in his profound ignorance by another chickenhawk douchebag, Greasy Joe, who also likes to talk tough and has spent his entire life running for political offices.

EOs are orders by the executive to the departments which set policy (unilaterally) when exercising authority under Art. 2 of the Constitution.

The Congress appropriates funds, the Executive operates the program. The POTUS cannot re-appropriate funds; all appropriations are US law.

Many times SCOTUS has taken POTUS behind the woodshed for EOs that made, altered, or ignored US law.

Socialism concentrates all decision making into the hands of a few. Trouble is the people suffer the consequences of those bad decisions but the decision makers never suffer; hence, they never learn from their mistakes and the mistakes never stop. This whole “dysfunctional congress” routine may have worked in 1948, but it is unlikely to work in 2012. First, in today’s world, Americans expect the president to be able to lead and get congress to do things. the crybaby routine of “congress won’t do what I want” is hardly effective. It could potentially work if the things you were asking congress to pass were wildly popular and congress was refusing.

but considering that congress is balking at stuff that polls mostly with majorities against, it is hard to see how Obama turns that into electoral gold.

“See, congress is so dysfunctional it refused to pass my proposals, which Americans don’t want passed” somehow doesn’t strike me as leading to people re-electing Obama.

but, he has little else to go on – no real foreign policy success, no economic success, his one big achievement (Obamacare) is disliked by a majority, and his personality is finally wearing thing as people are starting to not like him personally. What else do you expect him to do? He has to try and set up congress as the enemy and somehow try and blame congress for the failure of his policies. It’s not like this is rocket science.

Unfortunately he won’t. He is determined to make those of us that are responsible pay for those who aren’t, because he thinks the irresponsible are likely to vote for him.

Zero is also determined to destroy the middle class in this country and socially engineer things in a manner that he finds appropriate.

The more he acts this way, the more he will WANT to act this way and congress doesn’t have the onions to stop him.
