Harry Reid: We’ve, er, got some other stuff to do before we get around to that jobs bill

posted at 9:57 pm on September 14, 2011 by Allahpundit

But … we need to pass the bill right away.

Democratic Senate Majority Leader Harry Reid said Republicans won’t support President Barack Obama’s jobs plan, but he still wants them to vote on the sweeping $450 billion economic recovery effort.

“We are going to have the Republicans belly up to the bar to turn down this plan,” Reid said during a virtual town hall meeting with supporters Wednesday.

Reid said he won’t immediately take up Obama’s plan because the Senate must tackle other issues first. He didn’t specify which bills would receive priority over Obama’s economic solution.

What crucially important business must the Senate address before taking up the jobs bill that’s going to save America? The Times fills in the blanks:

Senator Harry Reid of Nevada, the majority leader, has said he will put the bill on the legislative calendar but has declined to say when. He almost certainly will push the bill — which Mr. Obama urged Congress to pass “right now!” — until after his chamber’s recess at the end of the month; Mr. Reid has set votes on disaster aid, extensions for the Federal Aviation Administration and a short-term spending plan ahead of the jobs bill…

While Mr. Reid, who is known for trying to protect Democrats from casting tough votes, may be delaying the bill to insulate his party, the White House has a tacit agreement with Senate Democrats that Mr. Obama be permitted to take his American Jobs Act around the country to try to sell it to voters. The White House is to brief Democratic senators on the granular aspects of the proposal on Thursday.

Follow that last link and read the entire piece about Democratic skittishness towards Stimulus II, especially if you missed Ed’s post this morning. Bob Casey, from the evergreen swing state of Pennsylvania, is already talking openly about splitting the bill’s provisions up and trying to pass them separately even though Axelrod explicitly rejected the a la carte approach a few days ago on TV. Reid would love to bring O’s bill to the floor and force Republicans to filibuster it; that’s the whole point of the poison-pill tax provisions, after all. His problem is, if a bunch of Democrats vote no as well, it’ll destroy the whole “Republicans sabotaged the rescue of the economy” narrative they’re going for. And if they split the bill up and the new spending provisions pass but the tax provisions go down in flames, then suddenly they’ve outlaid another $450 billion without any mechanism to pay for it. Which, needless to say, is not a narrative that Big Spender wants right before the election. So Reid’s stuck, at least until he can huddle with his caucus and figure out a way to corner the GOP on this. That’s the important thing, you know.

As for Obama’s grassroots campaign to get Democrats to pressure Congress into passing the bill, it’s going exactly as well as you’d expect.

onlineanalyst on September 14, 2011 at 10:30 PM

The President’s worst nightmare is this bill passing. He didn’t put those poison pills in there to pass this quickly, he put them in so the Republicans would filibuster in the Senate and refuse to take it up in the House. It’s all about trying to, at a minimum spread the blame around or, in my belief, absolve himself from any blame for the economy.

If the economy weren’t in such bad shape, it would be worth it for the Republicans to pass this, as is, out of respect for the President and make it clear they believe it’s a disaster in the making and to put markers on it. If, after they pass this bill, unemployment reaches 9.5% or the debt starts to climb faster than they’re ready, they pull the bill back and submit the plan they believe will do the job. There’s a distinct possibility the Senate Democrats could filibuster this thing.

Right now, however, the important thing is the continuing resolution that’s coming up in 2 weeks. Why would the Republicans vote on a continuing resolution when the Senate won’t submit a budget? I would have told them, the day I returned for this session, that there would be no vote on a continuing resolution without a budget from the Senate.

Is there an actual bill, or does Reid have to write it first?

Also, I thot the bill had to be filed in the House first.

GarandFan on September 14, 2011 at 10:51 PM

Reid would love to bring O’s bill to the floor and force Republicans to filibuster it;

Why on earth would they filibuster it? The GOP should refuse to do anything in the house until Obama’s own party passes it in the Senate; the GOP should vote for cloture and make the Democratic Senators up for reelection vote for it; and then if the Democrats can muster the votes in the Senate (I doubt it) pass something else in the House and send it to conference – and then let it die there.

Why arent you on TV right now demanded to know where the jobs bill is???

Not a pie chart, a Town Hall – a pre-taped slot; drop the verbage -cliches – just get on there and “Demand to know where the Bill is, why isn’t it done – millions are out of work and you MR President -demanded we do something now. Its been over 2 weeks, where is the Bill???”

Get on the offensive, keep it short and sweet – while using their own BS narratives right back at them.

Oh – and I am sure many people actually do want a Bill to spur jobs, FWIW…

Schadenfreude on September 15, 2011 at 12:48 AM

Not possible. It’s a bill that raises revenue, and the Constitution says it has to originate in the House.

Steven Den Beste on September 15, 2011 at 1:05 AM

When Obama complains about the House, Boehner should call a presser and announce, “If it is so important, why can’t the Senate take it up yet? This is just another political stunt from the President to help his reelection campaign. If Democrats believe it is a good idea, let the Senate pass it first.”

IrishEi on September 14, 2011 at 10:07 PM

I share the same concern.
It is no secret that Obama is a narcissist. In itself that is not necessarily a bad personality trait. Many successful CEO’s and presidents have and are narcissist.

Narcissists tend to be highly intelligent. That is what allows them to be successful at manipulate people and situations in ways that create the perception of their being a leader and associate themselves with success while skillful at avoiding decisions that might tie them to failures.

Narcissist typically will associate themselves with people they admire, people they can benefit from an association with, people they need to actually do the work that supports their self image and those that are willing to help maintain that image. When a situation changes and the association becomes a liability, they will distance themselves from the person or situation, and claim they were just a causal association or someone they really did not know as well as they thought they did.

Where this becomes a problem is when the narcissist trait takes over the ability of the individual to function in a rational way within the limits of reality. It then becomes a psychosis.
The inherent danger in a narcissistic psychotic personality is loss of control of their ability to maintain the self-image. As that ability erodes the psychosis will become more pronounced and less in tune with reality. A psychotic narcissist is not likely to be able to accept failure or the reality that they could or they are failing. They natural path is to blame others and seek revenge on those they perceive as trying to make them fail.

That appears to be where Obama is now. The vacations have basically been isolations for the reality of the situation by his handlers who are trying to deal with his condition. The speech before the joint session of Congress is as it appears, the creation of something he talk about as he goes about campaigning. It seems obvious that it was never meant to do anything else.

The danger is when he can no longer avoid the reality. Narcissist typically seeks revenge on those who caused them to fail. We have already seen that he is not above seeking revenge if Arizona and Texas are examples. I expected that when he took office. What I did not expect was for the psychosis to be so obvious as it is now this far out from the election.

Franklyn on September 15, 2011 at 5:32 AM
